Despite global trends towards military reform characterized by processes of professionalization and democratization, militaries in Southeast Asia have continued to play prominent roles in domestic politics since 11 September. This suggests that wider patterns of global military reform have not had as great an impact on the control, capacity and cooperative functions of armed forces in Southeast Asia as they may have elsewhere. In order to explore why the security sector reform agenda has had so little impact in the region, we investigate recent patterns of civil-military relations in Southeast Asia by focusing on the experiences of four of the region's militaries: Malaysia, Thailand, the Philippines and Indonesia. We argue that the security sector reform agenda is informed by a predominantly North American approach to civil-military relations based on a number of core assumptions that do not reflect Southeast Asian experiences. Hence, we ask whether the reform agenda itself could be modified to better suit the Southeast Asian context. We suggest that although the regional military sector has not reformed along a 'Western' path it is nonetheless possible to see other types of, and potential for, reform.

This book draws together relevant research findings to produce the first comprehensive overview of Indigenous peoples' mobility. Chapters draw from a range of disciplinary sources, and from a diversity of regions and nation-states. Within nations, mobility is the key determinant of local population change, with implications for service delivery, needs assessment, and governance. Mobility also provides a key indicator of social and economic transformation. As such, it informs both social theory and policy debate. For much of the twentieth century conventional wisdom anticipated the steady convergence of socio-demographic trends, seeing this as an inevitable concomitant of the development process. However, the patterns and trends in population movement observed in this book suggest otherwise, and provide a forceful manifestation of changing race relations in these new world settings. © 2009 Informa plc

In this paper, we seek to further the discussion, problematization and critique of west/east identity relations in ICM studies by considering the ethics of the relationship – an issue never far beneath the surface in discussions of Orientalism. In particular we seek to both examine and question the ethics of representation in relation to a critique of what has come to be known as international and cross-cultural management (ICM). To pursue such a discussion, we draw specifically on the ethical elaborations of Emmanuel Levinas as well as his chief interlocutors Jacques Derrida and Zygmunt Bauman. The value of this discussion, we propose, is that Levinas offers a philosophy that holds as its central concept the relationship between the self and Other as the primary ethical and pre-ontological relation. Levinas’ philosophy provides a means of extending the post-colonial critique of ICM, and ICM provides a context in which the Levinasian ethics can be brought to bear on a significant issue on contemporary business and management.

O presente trabalho, ligado à linha de Políticas e Gestão Educacional, examina o período histórico de 1917 a 1930, em que educadores bolcheviques influenciaram a educação soviética em pleno processo de construção da sociedade revolucionária. Esse importante contexto histórico gerou o interesse pelo tema remetendo este estudo a um período atravessado por discussões educacionais. Assim, procurou-se pesquisar quais foram os educadores que contribuíram para o avanço da educação soviética, o que foi pensado por eles e quais ideias sobre educação foram concretizadas por intermédio de políticas educacionais. Por meio de um estudo da época revolucionária da Rússia, buscou-se apresentar os princípios educacionais de Moisey Mikhaylovic Pistrak (1888-1940), Nadejda Konstantinovna Krupskaya (1869-1939) e Anatóli Lunatcharsky (1875-1933). Tentou-se apurar se as propostas de alguns desses educadores (ou de todos) para a época contribuíram ativamente na implantação da prática pedagógica socialista, fundada no marxismo. Cada um com suas práticas e estudos ajudou a construir o que se conhece na história como uma pedagogia socialista, baseada na ideia do coletivo vinculada ao movimento mais amplo de transformação social. A hipótese sobre a importância prática desses autores foi investigada ao longo do trabalho. A pesquisa intentou contribuir com uma reflexão acerca dos valores possíveis na educação contemporânea, que idealmente deveria valorizar o trabalho do ser humano e as relações de caráter humanitário entre os homens. Contudo, no contexto local não se conseguiu ter acesso, ainda, a uma grande quantidade de estudos relacionados ao tema. Não obstante esse fato, a pesquisa justifica-se como uma análise do período histórico conhecido por sua importância para a evolução da sociedade contemporânea. Parte-se da suposição de que no período pós-revolucionário aconteceu grande efervescência intelectual e cultural, gerando inúmeras propostas diferenciadas nos terrenos da organização escolar, da ação pedagógica, da relação escola-sociedade, da relação escola-unidades de produção, da relação entre educação e cidadania socialista etc. No decorrer da pesquisa, para estudar cada educador, foi preciso buscar em suas obras a presença de quatro temas relevantes no debate soviético daquele período: a nova sociedade soviética (papel dominante do Estado, declínio no papel da igreja e da família, reivindicação do sistema econômico de participação na educação); a organização do ensino por meio da abordagem de problemas (sistema modular); o processo de revolução cultural e a construção do novo homem; e a politecnia. Para fundamentar os temas, foi necessário caracterizar a posição do pensamento e a ação educacional de cada autor. Na abordagem dos temas, buscou-se também outros autores interessados pela educação soviética e pelas correntes doutrinárias no terreno da educação. Considera-se que a pesquisa contribuirá à academia, ao estudo da pedagogia e da política educacional, e à compreensão do pensamento dos educadores bolcheviques.

One fundamental question raised by the philosophical works of Maurice Blondel, which were published over a long life, is that of the relation between his early masterpiece L’Action (1893) and the volume of the same name—more precisely, its second tome L’Action humaine et les conditions de son aboutissement (1937)—forming part of the Trilogy of his later years (La Pensée; L’Être et les êtres; L’Action). The treatment of the nature of international relations in the work of 1937 is more developed than that found in L’Action of 1893. For understanding the development of Blondel’s thought on this matter, the key text is "Patrie et Humanité", a paper prepared for the 1928 annual meeting, held in Paris, of the Catholic Semaine sociale movement. It brings out the affinity between his understanding of international relations and that represented by such established thinkers in the canon of international thought as Vitoria and Suarez (in the case of the latter, despite some radical difference in respect of metaphysics). Not surprisingly from the standpoint of the genesis of Blondel’s philosophy, there is also a certain affinity between his view of the importance of justice for international affairs and that of Leibniz (notably in the preface of the Codex Juris Gentium, 1693). Various specialists treating of Blondel’s philosophy have drawn attention to parallels between the phenomenology of the will in L’Action of 1893 and Hegel’s Phänomenologie des Geistes. However, as regards the two philosophers’ understanding of the nature of international relations, there is a considerable gulf, and some of the difference may be related to the Hegelian idea of the Christian Church as found, at least implicitly, in the Grundlinien der Philosophie des Rechts (1821).

This book examines the unique dynamics between Orthodoxy and politics in Romania. It provides an accessible narrative on church-state relations in the early Cold War period within a wider timeframe, from the establishment of the state in 1859 to the rise of Nicolae Ceausescu in 1965. In the 1950s Romania began to distance itself from Moscow's influence, developing its own form of communism. Based on new archival resources, the book argues that Romanian national communism, outside Moscow's influence, had an ally in a strong Church. It addresses the following questions: How did the Church, which openly opposed communism in the interwar period, survive the atheist regime? How did the regime use religion to its political advantage? What was the Church's influence on Romanian politics? The book analyses the political interests of the Romanian Orthodox Church and its religious diplomacy with actors in the West, in particular with the Church of England.

This introduction considers reasons why public policies might be expected to converge between Britain and Germany, arguing that the inter-related forces of globalisation, Europeanisation, policy transfer (in various guises) and the election of centre-left governance in 1997 and 1998 could be expected to lead to such convergence. It then outlines important reasons why such convergence may not occur, due to the radically different institutional settings, as well as 'path dependence' and the resilience of established institutions all playing a role in continuing divergence in a number of important areas of public policy.

During the 1830s, Marshall Hall carried out innumerable experiments on a great variety of animals to establish the concept of a ‘reflex arc’. In France F.L.Goltz showed that decerebrate frogs were still capable of complex behaviours. Thomas Laycock in England and Ivan Sechenov in Russia sought to apply the reflex idea to the brain. This paper follows the debate in the periodical literature of mid-Victorian England and discusses the contributions of WB Carpenter, Herbert Spencer, TH Huxley, W Clifford and others. The previous outing of this issue in the post-Cartesian seventeenth century had been largely suppressed by ecclesiastical authority. In the nineteenth century ecclesiastical power had waned, at least in England, and the debate could take a more open form. As neurophysiology and behavioural science developed, with the widespread acceptance of Darwinian evolution, it became more and more difficult to deny that brain and mind were part of the natural world and subject to the usual laws of cause and effect. This, of course, had powerful implications for the human self-image and for jurisprudence. These implications are still with us and the work of neurophysiologists such as Benjamin Libet have only reinforced them. Should humans be regarded as ‘automata’ and, if so, what becomes of ‘free will’, ‘responsibility’, and the rule of law? The Victorian debate is still useful and relevant.

We examined the relationship between group boundary spanners’ work group identification and effective (i.e., harmonious and productive) intergroup relations in 53 work groups in five health care organizations. The data suggest this relationship was moderated by boundary spanners’ levels of organizational identification, thus supporting a dual identity model. Limited support was found for the moderating effect of intergroup contact. Finally, if boundary spanners displayed frequent intergroup contact and identified highly with their organization, group identification was most strongly related to effective intergroup relations.

The paper explores gender relations in academia and discusses how gender is constructed within academic institutions. It is based upon the study of a business school, part of a British university. The construction of gender relations within this institution was of special interest because the majority of managerial roles were occupied by women. All female academic managers (dean, associate deans and heads of department) and a random selection of female and male academics were interviewed. The process of construction of gender relations is investigated through the analysis of the discrepancy between the ‘masculine culture’ of high education institutions and the dominance of women managers within this organization. It is suggested that the numerical dominance of women managers may create tensions between their individual identities as women and their managerial identities, due to the predominance of masculine practices and values within the organization. Additionally, it emerged that the maintenance of masculine ideals and practices is also associated with downplaying women’s achievements.

For a number of years following the Orange revolution of 2004, Ukraine aspired to join the European Union. Although full integration was never a short-term prospect, European integration, through the Association Agreement and the Deep and Comprehensive Free Trade Area, offers considerable benefits to Ukraine. However, the country was severely affected by the Great Slump of 2008–9 in the global economy, and this profoundly negative experience has shaped Ukrainian domestic and foreign policy in the subsequent period, putting paid to aspirations to EU membership and influencing the Ukrainian government's decision to seek a closer relationship with Russia immediately following the presidential election of 2010. Nevertheless, closer relations with Russia should not adversely affect Ukraine's efforts at EU integration.

Cranfield University in collaboration with The Boeing Company have set up a Centre of Excellence in IVHM on the University?s technology park. Sponsored by the East of England Development Agency (EEDA), the Centre carries out pre-competitive research and development of IVHM technologies for the benefit of industrial partners. In addition, the dedicated facilities and university staff provide an unparalleled educational environment for learning and applying IVHM technologies. Boeing is actively involved in the creation and work of the Centre through its enterprise-wide Phantom Works technology organization. This paper will describe the organisation and operation of the Centre and will illustrate its activities by describing a research project being carried out in the Centre. This project is a demonstration of an end to end IVHM system beginning with cost/benefit analysis and extending to maintenance, logistics and operations decision support.
