Lideres partidários recomeçam a semana buscando um acordo para votar mais rápido o último título da Constituição, as Disposições Transitórias. Dois pontos devem, porém ficar fora do acordo: os artigos que fixam as eleições no Distrito Federal e as eleições municipais. Isso porque o PFL já avisou que as eleições do Distrito Federal é uma questão aberta no Partido e assim cada Constituinte pode votar como quiser, quanto as eleições municipais, o PFL defende um mandato tampão de 2 anos para os Prefeitos, mas como os outros Partidos não concordam, a questão também fica fora do acordo. O Deputado José Genuíno (PT-SP) afirma que o mandato tampão para as eleições municipais a desqualifica e que esta questão deverá ser resolvida no voto. Alguns outros pontos das Disposições Transitórias são polêmicas e ainda não foi possível chegar em um acordo, este é o caso da Anistia Fiscal da Dívida da Micro e Pequena Empresa. A proposta mais recente que surgiu é a do Senador Marcondes Gadelha. Outros Constituintes preferem pressionar o Governo para que a solução seja dada pelo Executivo, posição que o Constituinte Thomas Nonô (PFL-AL) defende. A tarde os líderes voltam a se reunir enquanto que no Plenário a Sessão era suspenda, estavam ausente mais de 280 constituinte, quórum necessário para que haja votação. No Salão Verde o Presidente da Assembleia Nacional Constituinte, Ulysses Guimarães recebeu um grupo de crianças de uma escola pública de Brasília, uma quis saber o que os Constituintes estavam fazendo pelas crianças e outra questionou o que estavam acontecendo com os salários dos pais.

O estudo procura sintetizar a história da Igreja Católica Apostólica Romana na América Latina, buscando elementos caracterizadores em cada período analisado, no que diz respeito a seus conflitos e à sua relação com o Estado e com as vítimas do sistema mundo, centro-periferia, inaugurado com a conquista da América. Concentra-se principalmente na fase compreendida entre 1960 e 1979, com foco no caso brasileiro, a fim de testar a hipótese de uma especificidade decorrente não só da conjuntura política do continente, mas de uma dinâmica da própria instituição e de adequação de seus agentes e sistema de crenças em face de um compromisso com os excluídos, categoria forjada ou readequada nesse momento da história latino-americana.

[EN]A comprehensive evaluation of the fatty acid composition of subcutaneous adipose tissue from beef cattle produced in western Canada was undertaken to determine if the current Canadian grading system is able to distinguish classes of animals with value added potential due to their fatty acid composition. Grades included youthful Canadian Yield Grade 1 A/AA beef, under (YUTM) and over (YOTM) 30 mo of age and the four mature grades (D1, D2, D2 and D4). Subcutaneous fat between the 12th and 13th ribs over the longissimus muscle was obtained from 18_21 animals per grade. Fatty acids were analyzed using a combination of silver-ion HPLC and GC with a highly polar 100 m column. There were no differences in total trans-18:1 content amongst grades, but adipose tissue from grade D1, D2 and D4 had more 11t-18:1 than YUTM (PB0.05), whereas adipose tissue from YUTM carcasses had more 10t-18:1 than all other grades (PB0.05). Adipose tissue from YUTM carcasses also had less total CLA (PB0.05) than the D grades, mainly due to a lower level of 9c,11t-CLA, but they had slightly more 7t,9c-CLA and 10t,12c-CLA (PB0.05). Adipose tissue from YOTM and D grades contained more n-3 fatty acids relative to YUTM (0.56% vs. 0.29%; PB0.05) and lower n-6:n-3 ratios (PB0.05). Overall, older animals (YOTM and D grades) had adipose tissue compositions with higher levels of fatty acids with reported health benefits. Taken together, these higher levels may provide opportunities for value added marketing if regulatory authorities allow claims for their enrichment based on demonstrated health benefits. Higher concentrations of beneficial fatty acids, however, need to be considered within the context of the complete fatty acid profile and it would be important to demonstrate their advantages in the presence of relatively high levels of saturated fatty acids.

The Channel Islands—sometimes called the Galapagos of North Americaare known for their great beauty, rich biodiversity, cultural heritage, and recreational opportunities. In 1980, in recognition of the islands’ importance, the United States Congress established a national park encompassing 5 of California’s Channel Islands (Santa Barbara, Anacapa, Santa Cruz, Santa Rosa, and San Miguel Islands) and waters within 1 nautical mile of the islands. In the same year, Congress declared a national marine sanctuary around each of these islands, including waters up to 6 nautical miles offshore. Approximately 60,000 people visit the Channel Islands each year for aquatic recreation such as fishing, sailing, kayaking, wildlife watching, surfing, and diving. Another 30,000 people visit the islands for hiking, camping, and sightseeing. Dozens of commercial fishing boats based in Santa Barbara, Ventura, Oxnard, and other ports go to the Channel Islands to catch squid, spiny lobster, sea urchin, rockfish, crab, sheephead, flatfish, and sea cucumber, among other species. In the past few decades, advances in fishing technology and the rising number of fishermen, in conjunction with changing ocean conditions and diseases, have contributed to declines in some marine fishes and invertebrates at the Channel Islands. In 1998, citizens from Santa Barbara and Ventura proposed establishment of no-take marine reserves at the Channel Islands, beginning a 4-year process of public meetings, discussions, and scientific analyses. In 2003, the California Fish and Game Commission designated a network of marine protected areas (MPAs) in state waters around the northern Channel Islands. In 2006 and 2007, the National Oceanic and Atmospheric Administration (NOAA) extended the MPAs into the national marine sanctuary’s deeper, federal waters. To determine if the MPAs are protecting marine species and habitats, scientists are monitoring ecological changes. They are studying changes in habitats; abundance and size of species of interest; the ocean food web and ecosystem; and movement of fish and invertebrates from MPAs to surrounding waters. Additionally, scientists are monitoring human activities such as commercial and recreational fisheries, and compliance with MPA regulations. This booklet describes some results from the first 5 years of monitoring the Channel Islands MPAs. Although 5 years is not long enough to determine if the MPAs will accomplish all of their goals, this booklet offers a glimpse of the changes that are beginning to take place and illustrates the types of information that will eventually be used to assess the MPAs’ effectiveness. Navassa is a small, undeveloped island in the Windward Passage between Jamaica and Haiti. It was designated a National Wildlife Refuge under the jurisdiction of the U.S. Fish and Wildlife Service in 1999, but the remote location makes management and enforcement challenging, and the area is regularly fished by artisanal fishermen from Haiti. In April 2006, the NOAA Center for Coastal Fisheries and Habitat Research conducted a research cruise to Navassa. The cruise produced the first high-resolution multibeam bathymetry for the area, which will facilitate habitat mapping and assist in refuge management. A major emphasis of the cruise was to study the impact of Haitian fishing gear on benthic habitats and fish communities; however, in 10 days on station only one small boat was observed with five fishermen and seven traps. Fifteen monitoring stations were established to characterize fish and benthic communities along the deep (28-34 m) shelf, as these areas have been largely unstudied by previous cruises. The fish communities included numerous squirrelfishes, triggerfishes, and parrotfishes. Snappers and grouper were also present but no small individuals were observed. Similarly, conch surveys indicated the population was in low abundance and was heavily skewed towards adults. Analysis of the benthic photoquadrats is currently underway. Other cruise activities included installation of a temperature logger network, sample collection for stable isotope analyses to examine trophic structure, and drop camera surveys to ground-truth habitat maps and overhead imagery.
