O Brasil assumiu e mantém desde 2008 o primeiro lugar mundial em consumo de agrotóxicos e, tendo em vista este uso intensivo, é possível estimar a grande quantidade de embalagens vazias de agrotóxicos (EVAs) geradas todos os anos no país. Com a promulgação da Lei 9974 de 2000, a criação do Instituto Nacional de Processamento de Embalagens Vazias (inpEV) em 2001 e a implantação da Política Nacional de Resíduos Sólidos (PNRS) em 2010, a destinação adequada das EVAs por meio da logística reversa passou a ocorrer de maneira mais eficiente, chegando a um percentual de 94% de devolução em 2014 segundo dados do INPEV. No entanto, este processo foi originalmente concebido para atender grandes áreas rurais, com economias de escala que o favorecem, e portanto não está adequado à realidade de pequenas comunidades rurais, geralmente com infraestrutura precária e mais isoladas. Sendo assim, ainda é comum nos municípios de pequeno porte que essas embalagens sejam queimadas, armazenadas em locais não adequados ou simplesmente abandonadas no campo. Dessa forma, o objetivo deste estudo foi analisar a gestão de EVAs em pequenos municípios agrícolas brasileiros, com foco no processo de logística reversa, a partir de um estudo de caso. Este foi realizado em Bom Repouso, MG, município de 10500 habitantes, caracterizado pela produção de morango e batata, com mão de obra familiar e uso intensivo de agrotóxicos. As seguintes etapas de pesquisa foram desenvolvidas: entrevistas semiestruturadas com os atores da cadeia de logística reversa de EVAs; levantamento documental; análise comparativa entre a quantidade de embalagens vendidas e a quantidade total de embalagens devolvidas entre os anos de 2012-2013 e 2013-2014, bem como um levantamento dos agrotóxicos mais comercializados no município. Verificou-se que, no período 2012-2013, a quantidade de embalagens vendidas foi cerca de 30 vezes maior que a de embalagens devolvidas, e para o período entre 2013-2014 a mesma relação foi da ordem de 26 vezes. Além disso, a massa total de embalagens devolvidas corresponde a apenas 3,3% da massa de vendidas no período 2012-2013, e 3,8% para 2013-2014. Ou seja, aproximadamente 96% das embalagens comercializadas em ambos os períodos não foram devolvidas à central de Pouso Alegre. Além disso, há produtos extremamente tóxicos para a saúde e para o meio ambiente entre os 20 mais vendidos no município. Não estão estabelecidas políticas públicas municipais voltadas à gestão desses resíduos, como pode ser verificado através das entrevistas e do levantamento documental. Dificuldades relacionadas ao armazenamento das EVAs até o momento da devolução e seu transporte até a Central de Recolhimento foram apontadas pelos entrevistados como principais motivos para não cumprir suas responsabilidades e, consequente, descartar inadequadamente esses resíduos.

The adoption of genetically modified crops is becoming evermore common in United States agriculture. However, this relatively new technology carries a negative stigma and perceived risks that have resulted commonly in public disapproval. In the United States, bioengineered crops are highly regulated. The significance of environmental benefits such as decreased chemical impact, increased soil conservation, heightened carbon sequestration, decreased energy demands, and reduced air emissions, are important enough to warrant a revision to U.S. policy. The U.S. policy structure needs to be simplified and made more efficient to better facilitate the speed with which new GE products can, and should, be developed while still providing adequate mitigation of potential environmental risks such as species invasiveness and impacts on non-target species.

The population of white-tailed deer (Odocoileus virginianus) occupying Mammoth Cave National Park, Kentucky is unknown. The population is uncontrolled, unmanaged, and suspected to be high. When uncontrolled, white-tailed deer tend to overpopulate and inflict negative impacts to vegetation through increased herbivory. The goal of this project is to demonstrate that the status of white-tailed deer at Mammoth Cave merits a policy formulation, and to provide suggestions as to what such a policy should contain. Three similar national parks have previously developed policies to manage white-tailed deer. These policies are analyzed, and common elements are identified that can transpose into a comparable policy at Mammoth Cave. Recommendations for a white-tailed deer management policy at Mammoth Cave National Park are given.

Renewable energy such as biomass has given markets, including dairy farms, an effective approach to reducing the costs of sustaining a profitable business. Anaerobic digestion systems offer dairy farms a very effective way to reduce manure odor, comply with soil and water pollution regulations, manufacture compost for general market sales, produce irrigation capacity and generate on-site electricity as well as the ability to sell excess electricity back to the local utilities. This project defines anaerobic digestion technologies and practices, analyzes case studies and presents a step-by-step anaerobic digestion project startup checklist. The result is an anaerobic digestion project working guide that acts as a tool to aid dairy farmers in their own potential anaerobic digestion project.

Subsistence in Alaska is currently being impacted by naturally occurring factors such as global warming, species migration shifts, and the declination of fishery and wildlife populations. Not only are external factors pressuring the debate, management strategies from the dual management operation appear to have failed. The current national focus has been centered on federal policy changes regarding subsistence. This project extends the federal subsistence review process into the state management of subsistence and provides practical solutions for enhancing both policy programs.

This thesis uses models of firm-heterogeneity to complete empirical analyses in economic history and agricultural economics. In Chapter 2, a theoretical model of firm heterogeneity is used to derive a statistic that summarizes the welfare gains from the introduction of a new technology. The empirical application considers the use of mechanical steam power in the Canadian manufacturing sector during the late nineteenth century. I exploit exogenous variation in geography to estimate several parameters of the model. My results indicate that the use of steam power resulted in a 15.1 percent increase in firm-level productivity and a 3.0-5.2 percent increase in aggregate welfare. Chapter 3 considers various policy alternatives to price ceiling legislation in the market for production quotas in the dairy farming sector in Quebec. I develop a dynamic model of the demand for quotas with farmers that are heterogeneous in their marginal cost of milk production. The econometric analysis uses farm-level data and estimates a parameter of the theoretical model that is required for the counterfactual experiments. The results indicate that the price of quotas could be reduced to the ceiling price through a 4.16 percent expansion of the aggregate supply of quotas, or through moderate trade liberalization of Canadian dairy products. In Chapter 4, I study the relationship between farm-level productivity and participation in the Commercial Export Milk (CEM) program. I use a difference-in-difference research design with inverse propensity weights to test for causality between participation in the CEM program and total factor productivity (TFP). I find a positive correlation between participation in the CEM program and TFP, however I find no statistically significant evidence that the CEM program affected TFP.

• Data from 135 countries covering five decades suggests that creditless recoveries, in which the stock of real credit does not return to the pre-crisis level for three years after the GDP trough, are not rare and are characterised by remarkable real GDP growth rates: 4.7 percent per year in middle-income countries and 3.2 percent per year in high-income countries. • However, the implications of these historical episodes for the current European situation are limited, for two main reasons: • First, creditless recoveries are much less common in high-income countries, than in low-income countries which are financially undeveloped. European economies heavily depend on bank loans and research suggests that loan supply played a major role in the recent weak credit performance of Europe. There are reasons to believe that, despite various efforts, normal lending has not yet been restored.Limited loan supply could be disruptive for the European economic recovery andthere has been only a minor substitution of bank loans with debt securities. • Second, creditless recoveries were associated with significant real exchange rate depreciation, which has hardly occurred so far in most of Europe. This stylised fact suggests that it might be difficult to re-establish economic growth in the absence of sizeable real exchange rate depreciation, if credit growth does not return.

EU-Russia cooperation in the framework of the Common Space on Freedom, Security and Justice, launched almost a decade ago in 2003, has borne fruit more in the security aspects than the justice and liberty-related policy areas. This study assesses the uneven cooperation on justice and home affairs between the EU and Russia, while delving into the intersection between cooperation on justice, liberty and security and the promotion of human rights, democracy and rule of law in EU-Russia relations. The study concludes by proposing a set of policy recommendations to the European Parliament for playing a more active role in this important field of cooperation between the EU and Russia.

Despite apparent consensus that the creation of a ‘Banking Union’ is essential for the survival of the euro, progress is painfully slow. The Single Supervisory Mechanism may not be ready before the middle of next year, the Single Resolution Mechanism may require a laborious change of the EU Treaty and common deposit insurance has been postponed into the indefinite future. Any real progress has been prevented by the protracted fights over which government will be the payer of last resort when banks fail because of past bad loans. In this Policy Brief, Thomas Mayer suggests that a radically new approach is needed if there is any prospect of moving beyond this impasse to reach full Banking Union. Instead of trying to move from common bank supervision over to resolution and then on to deposit insurance, he argues that policy-makers should go backwards and start with deposit insurance, move from there to resolution, and end with supervision.

More than ten years of international negotiations have brought no resolution to the nuclear dispute with Iran. In January 2012 the EU and US autonomously adopted an unprecedented sanctions package, mainly directed at the Iranian oil industry. Eighteen months later, figures show that the Iranian economy has been hit hard. Sanctions have not changed the regime’s calculus, however. Instead of further upping the pressure on Iran, the authors argue for a return to a more balanced dual-track approach so as to reinforce the moderate narrative within the Iranian ruling elite.

Effectively addressing the issue of duplication in Europe’s defence systems will require a considerable amount of political will and, more importantly, a far-sighted vision of the way to go. Difficult choices will have to be made, and EU member states will have to invest in a complex exercise of coordination of defence and industrial policies and planning. However, the efficient management of EU defence budgets and the maintenance of a viable industrial base demand such efforts. After all, what is at stake is the EU’s ability to guarantee its own security. The author makes a series of proposals to address this issue ahead of the European Council of December 2013, which will be devoted to matters of security and defence.

Despite broad agreement among central bankers, policy-makers and economists that creation of a ‘Banking Union’ is essential for the survival of the euro, progress in building this union has been painfully slow. This is largely due to the protracted fights over which government will be the payer of last resort when banks fail because of bad loans made in the past. Taking a cue from Copernicus, Thomas Mayer suggests in this new CEPS Policy Brief that the impasse may be broken by turning the whole process on its head. So, instead of trying to move from common bank supervision, over to bank resolution and then on to deposit insurance, he proposes reversing the process by starting with deposit insurance, moving from there to resolution and ending with supervision.
