Recently, some countries outside the Triad (Japan, Europe and the United States) have assumed an important role in the pharmaceutical scenario, as large producers, among them stand out Brazil. In the 90s, there were major institutional transformations and the pharmaceutical industry has undergone a reverse specialization process, because liberalization has discouraged production of pharmaceutical chemicals and dependence of imports increased. The law of generics medicines in 1999 emerged as an attempt to increase the population's access to medicines equivalent to ones with brand, with more affordable prices. As a result of this law there was a strengthening of the national capital and a major attraction for foreign companies to brazilian market. This study aims to assess the development trajectory of the country, showing how path-dependence has culminated in greater empowerment of national pharmaceutical industries after the Generics Law in 1999

The government of a megalopolis, such as São Paulo, shows singular challenges that do not exist in less complex urban contexts. Being a city of a country with a recent industrialized economy, with an income (functional and geographical) highly concentrated, that has resumed the democracy for only one quarter of a century, this megacity lives with its own political and organizational assignments, due to the contradictory character of the political behavior of its habitants/ voters and of the traditionalist nature of populism and patronage in the relationship between the rulers and the ruled and between the Executive and Legislative powers at the local level. In such context, the difficulties to prosecute the assignments of the metropolitan organization, the decentralization and the institutionalization of citizen participatory channels in the governance and administrative activities are huge. The centrifuge forces (of the decentralization of the local government, through subprefectures), the centripetal forces ( of the metropolitan organization process) and the diffuse forces (of the claiming popular participation) act simultaneously over the deciding processes, in São Paulo, receiving, still, state and national political influences, since the city is a very significant historically producer of political and electoral capital. The analysis of the recent experience of the creation of the subprefectures and the representative counsels (fixed in the Municipality Organic Law of 1990) and the attempt to implement the participatory budgeting, in two occasions (1989-1992 and 2001-2004), reveal some of the social and political reasons that make difficult the establishment of a solidly democratic governance and of a more efficient public administration in the metropolitan area of São Paulo.

O Direito de propriedade, seguindo o desenvolvimento da sociedade, evoluiu e suportou grandes transformações ao longo da história. Diversas foram as concepções que surgiram para explicar sua natureza, partindo da idéia exposta no regime feudal, onde somente ao senhor cabia o direito de propriedade, passando para um conceito que consagrou a propriedade como um direito sagrado e inviolável, até acolher expressa e constitucionalmente sua função social, na consagração máxima ao princípio da Soacialidade, reflexo da publicização do Direito Civil moderno. Mesmo nos dias atuais, trata-se de um assunto emblemático haja vista sua utilização tímida na administração publica, muito embora o princípio da função social da propriedade tenha sido genericamente consagrado na Constituição Federal de 1988, igualmente adotado pelo Código Civil de 2002. O presente artigo, de caráter multidisciplinar, composto de duas fases, se propõe a analisar, inicialmente, a (in)aplicabilidade da função social dos bens públicos dominicais, estudo que se situa em uma zona cinzenta entre o Direito Constitucional, o Direito Administrativo e o Direito Civil. Para tanto, será feito uso dos princípios de interpretação constitucional, a fim de se alcançar o real sentido da norma estatuída nos artigos 170, III, 182 e 186, da Carta Política de 1988, além dos artigos 421, 1228, 1239 e 1240, das normas de direito material, e da análise do Estatuto das Cidades, inovação constitucional que delega aos Municípios a competência para impor a desapropriação, como decorrência última das sanções suportadas pelo proprietário, em razão do uso degenerado da propriedade urbana. Portanto, ainda que a aplicação da função social aos patrimônios públicos nos parece redundante, já que compete ao Estado a garantia do bem comum, resulta necessário, no panorama atual, fixar os parâmetros para a construção de um novo modelo de gestão do patrimônio público, atribuindo uma destinação adequada aos bens dominicais ociosos, que atenda a função social e atenda aos interesses públicos, em detrimento dos interesses dos rent seeking, tema abordado na segunda fase de desenvolvimento do presente projeto, conforme se poderá verificar com as conclusões apresentadas, haja vista que a tese apresentada busca revolucionar os modelos atuais de gestão do patrimônio público, que permanece mais público do que nunca, apenas com critérios bem definidos e estabelecidos para sua destinação, que em sendo adequada favorecerá o desenvolvimento econômico, social e cultural da sociedade, reduzindo as desigualdades.

Helena Morley, a teenager of the end of 19th century, presents us from the crazy city, to issues of liberation of the slaves. The vision world of the young narrator also provides an idea of how the women role has changed in our society.

The history and formation of the government in Brazil was, and still is, a central object of study in several fields of knowledge. Albeit with varied approaches highlight was given in the literature for two central reforms occurred between mid 1930s and mid 1990s This perception establishes a long history of Brazilian public administration, putting in their two extreme nodal points of this trajectory: the creation of DASP and the action of the MARE. Each of these institutional projects is directly linked to the conception of the role and performance of the Brazilian public administration instruments, as well as the goals to be achieved, revealing the intimate connection with the coeval political debate of each period. Based on this scenario, the objective of this study is to analyze the role of DASP as a strategic instrument in a Brazilian public "intelligentsia" in construction during the 1930s, strongly associated with a political project of modernization of Brazilian society

Inflation targeting regime is a monetary policy adopted by several countries in the 1990s, Brazil being among them, which adopted it in 1999 after a currency crisis. With a theoretical framework inspired by the new-classical theory, this regime is adopted by countries attempting to achieve price stability and it brings the prior announcement of a numerical target for inflation as a key feature. The present work aims at discussing the use of IPCA (Consumer Price Index) as a measuring index for Brazil's inflation after briefly explain the theoretical basis of the IT regime.

Considering the hypothesis that Bakhtin and his Circle's reflections can help us think about issues involving the field of Language Acquisition, in addition to the fact that there are only a few works developed within this perspective in Brazil, in this article, we intend to discuss the notions of subject, subjectivity, individuality and singularity, drawing on Bakhtin's theory. Thus, in order to make this discussion clearer, we bring data from the speech of young children, from 1.8 to 3 years old, who were filmed in natural contexts interacting with their parents and relatives. From these data, we could verify, among other things, that children, as individuals who constitute themselves as subjects in and through language, bring marks to their discourse, revealing their subjectivity (through lexical, morphological, syntactic or genre choices).

Difficulties with sleep are frequent in the pre-schooler children. The aim of this study was to present a case report of behavioural intervention by parental guidance to sleeping problems in a pre-schooler child. Participated in this study a four years old boy that had difficulties to sleep without the presence of his parents and his mother who was oriented through a parental program. The program of intervention was composed by five sessions in which the mother acquired education about the child’s sleep, received orientation about the establishment of time and routine to sleep and about the use of techniques (extinction and positive reinforcement) for the improvement of the sleep difficulties. The sleep and behaviour were evaluated in four periods (pre-treatment, post-treatment, one and six months follow up) according to the following instruments: 1) UNESP Scale of Habits and Hygiene of the Sleep – Children Version, 2) Scale of Sleep Disorders for Children and Teenagers, 3) Child Behavior Checklist (CBCL 1,5-5) and 4) sleep diary. The results showed that after intervention the child developed independent sleep, reduced the bed resistance and showed improvement in daily behaviors. To conclude: a behavioral intervention by parental guidance was effective to sleep problems of the child.
