Les sociétés contemporaines affrontent le défi de s’intégrer et s’adapter à un processus de transformation qui vise la construction de sociétés du savoir. Ce processus doit notamment son élan aux institutions d’enseignement supérieur qui constituent un espace privilégié où on bâtit l’avenir d’une société à partir des savoirs et celles-ci doivent faire face aux nouveaux enjeux sociaux, économiques et politiques qui affectent tous les pays du monde. La quête de la qualité devient donc un processus constant d’amélioration et surgit l’intérêt par l’évaluation au niveau universitaire. Par conséquent, cette recherche s’attache au sujet de l’évaluation à l’enseignement supérieur et s’enfonce dans le débat actuel sur les changements provoqués par les évaluations institutionnelles produisant un défi puisqu’il s’agit d’une prise de conscience fondée sur la culture de la qualité. L’autoévaluation est une stratégie permettant aux institutions d’enseignement supérieur mener des processus intégraux de valorisation dont le but est d’identifier les faiblesses des facteurs qui ont besoin d’améliorer. Le résultat conduit à l’élaboration et à la mise en œuvre d’un plan d’amélioration pour l'institution, programme académique ou plan d’études. À travers l’orientation du modèle d’évaluation systémique CIPP de Stufflebeam (1987), on a pu analyser de façon holistique la mise en place de l’autoévaluation depuis son contexte, planification, processus et produit. Ainsi les objectifs de la thèse visent l’identification du développement de la deuxième autoévaluation afin d’obtenir une reconnaissance de haute qualité et effectuer la mise en œuvre du plan d’amélioration auprès des programmes académiques de Licence en Comptabilité et Gestion de l’entreprise de la Faculté de Sciences de l’Administration de l’Université du Valle en Colombie. À travers l’appropriation de la théorie Neo-institutionnelle les changements apparus après l’autoévaluation ont été également analysés et interprétés et ont ainsi permis l’achèvement des fins de la recherche. La méthodologie développe la stratégie de l’étude de cas dans les deux programmes académiques avec une approche mixte où la phase qualitative des entretiens semi-structurés est complémentée par la phase quantitative des enquêtes. Des documents institutionnels des programmes et de la faculté ont aussi été considérés. Grâce à ces trois instruments ont pu obtenir plus d’objectivité et d’efficacité pendant la recherche. Les résultats dévoilent que les deux programmes ciblés ont recouru à des procédés et à des actions accordées au modèle de l’Université du Valle quoiqu’il ait fallu faire des adaptations à leurs propres besoins et pertinence ce qui a permis de mener à terme la mise en œuvre du processus d’autoévaluation et ceci a donné lieu à certains changements. Les composantes Processus Académiques et Enseignants sont celles qui ont obtenu le plus fort développement, parmi celles-ci on trouve également : Organisation, Administration et Gestion, Ressources Humaines, Physiques et Financières. D’autre part, parmi les composantes moins développées on a : Anciens Étudiants et Bienêtre Institutionnel. Les conclusions ont révélé que se servir d’un cadre institutionnel fort donne du sens d’identité et du soutien aux programmes. Il faut remarquer qu’il est essentiel d’une part élargir la communication de l’autoévaluation et ses résultats et d’autre part effectuer un suivi permanent des plans d’amélioration afin d’obtenir des changements importants et produire ainsi un enracinement plus fort de la culture de la qualité et l’innovation auprès de la communauté académique. Les résultats dégagés de cette thèse peuvent contribuer à mieux comprendre tant la mise en œuvre de l’autoévaluation et des plans d’amélioration aussi que les aspects facilitateurs, limitants, les blocages aux processus d’évaluation et la génération de changements sur les programmes académiques. Dans ce sens, la recherche devient un guide et une réflexion à propos des thèmes où les résultats sont très faibles. Outre, celle-ci révèle l’influence des cadres institutionnels ainsi que les entraves et tensions internes et externes montrant un certain degré d’agencement par le biais de stratégies de la part des responsables de la prise de décisions dans les universités. On peut déduire que la qualité, l’évaluation, le changement et l’innovation sont des concepts inhérents à la perspective de l’apprentissage organisationnel et à la mobilité des savoirs.

The oceans have proved to be an interminable source of new and effective drugs. Innumerable studies have proved that specific compounds isolated from marine organisms have great nutritional and pharmaceutical value. Polyunsaturated fattyacids (PUFA) in general are known for their dietary benefits in preventing and curing several critical ailments including Coronary heart disease (CHD) and cancers of various kinds. Eicosapentaenoic Acid (EPA) and Docosahexaenoic Acid (DHA) are two PUFA which are entirely marine in origin – and small Clupeoid fishes like sardines are known to be excellent sources of these two compounds. In this study, we selected two widely available Sardine species in the west coast, Sardinella longiceps and Sardinella fimbriata, for a comparative analysis of their bioactive properties. Both these sardines are known to be rich in EPA and DHA, however considerable seasonal variation in its PUFA content was expected and these variations studied. An extraction procedure to isolate PUFA at high purity levels was identified and the extracts obtained thus were studied for anti-bacterial, anti-diabetic and anti-cancerous properties.Samples of both the sardines were collected from landing centre, measured and their gut content analysed in four different months of the year – viz. June, September, December and March. The fish samples were analyzed for fattyacid using FAME method using gas chromatography to identify the full range of fattyacids and their respective concentration in each of the samples. The fattyacids were expressed in mg/g meat and later converted to percentage values against total fatty acids and total PUFA content. Fattyacids during winter season (Dec-Mar) were found to be generally higher than spawning season (June-Sept). PUFA dominated the profiles of both species and average PUFA content was also higher during winter. However, it was found that S. longiceps had proportionately higher EPA as compared to S. fimbriata which was DHA rich. Percentage of EPA and DHA also varied across months for both species – the spawning season seemed to show higher EPA content in S. longiceps and higher DHA content in S. fimbriata. Gut content analysis indicate that adult S. fimbriata is partial to zooplanktons which are DHA rich while adult S. longiceps feed mainly on EPA rich phytoplankton. Juveniles of both species, found mainly in winter, had a gut content showing more mixed diet. This difference in the feeding pattern reflect clearly in their PUFA profile – adult S. longiceps, which dominate the catch during the spawn season, feeding mostly on phytoplankton is concentrated with EPA while the juveniles which are found mostly in the winter season has slightly less EPA proportion as compared to adults. The same is true for S. fimbriata adults that are caught mostly in the spawning season; being rich in DHA as they feed mainly on zooplankton while the juveniles caught during winter season has a relatively lower concentration of DHA in their total PUFA.Various extraction procedures are known to obtain PUFA from fish oil. However, most of them do not give high purity and do not use materials indicated as safe. PUFA extracts have to be edible and should not have harmful substances for applying on mice and human subjects. Some PUFA extraction procedures, though pure and non-toxic, might induce cis-trans conversions during the extraction process. This conversion destroys the benefits of PUFA and at times is harmful to human body. A method free from these limitations has been standardized for this study. Gas Chromatography was performed on the extracts thus made to ensure that it is substantially pure. EPA: DHA ratios for both samples were derived - for S. longiceps this ratio was 3:2, while it was 3:8 for S. fimbriata.Eight common strains of gram positive and gram negative bacterial strains were subjected to the PUFA extracts from both species dissolved in acetone solution using Agar Well Diffusion method. The activity was studied against an acetone control. At the end of incubation period, zones of inhibition were measured to estimate the activity. Minimum inhibitory concentration for each of the active combinations was calculated by keeping p < 0.01 as significant. Four of the bacteria including multi-resistant Staphylococcus aureus were shown to be inhibited by the fish extracts. It was also found that the extracts from S. fimbriata were better than the one from S. longiceps in annihilating harmful bacteria.Four groups of mice subjects were studied to evaluate the antidiabetic properties of the PUFA extracts. Three groups were induced diabetes by administration of alloxan tetra hydrate. One group without diabetes was kept as control and another with diabetes was kept as diabetic control. For two diabetic groups, a prescribed amount of fish extracts were fed from each of the extracts. The biochemical parameters like serum glucose, total cholesterol, LDL & HDL cholesterol, triglycerides, urea and creatinine were sampled from all four groups at regular intervals of 7 days for a period of 28 days. It was found that groups fed with fish extracts had marked improvement in the levels of total LDL & HDL cholesterol, triglycerides and creatinine. Groups fed with extracts from S. fimbriata seem to have fared better as compared to S. longiceps. However, both groups did not show any marked improvement in blood glucose levels or levels of urea.Cell lines of MCF-7 (Breast Cancer) and DU-145 (Prostate Cancer) were used to analyse the cytotoxicity of the PUFA extracts. Both cell lines were subjected to MTT Assay and later the plates were read using an ELISA reader at a wavelength of 570nm. It was found that both extracts had significant cytotoxic effects against both cell lines and a peak cytotoxicity of 85-90% was apparent. IC50 values were calculated from the graphs and it was found that S. longiceps extracts had a slightly lower IC50 value indicating that it is toxic even at a lower concentration as compared to extracts from S. fimbriata.This study summarizes the bioactivity profile of PUFA extracts and provides recommendation for dietary intake; fish based nutritional industry and indigenous pharmaceutical industry. Possible future directions of this study are also elaborated.

The Union Territory of Pondicherry prior to its merger with the Indian Union was a French Colony. The erstwhile territory of Pondicherry along with its hamlets, namely, KARAIKKAL, MAHE and YANAM was administered by the French Regime. Before it was established by French in 1 6 74 A.D. it was part of Vijayanagara Empire. Prior to this, Pondicherry was a part of the Kingdom of Chola and Pallava Kings. During French Regime, the laws which were in force in France in relation to administration of civil and criminal justice were extended to the erstwhile Territory of Pondicherry. Thus while Pondicherry stood influenced by the Inquisitorial system since the beginning of the 18th century, the neighboring states forming part of the Indian Union since Independence came under the Influence of the British system, viz. accusatorial system. The territory of Pondicherry, for administrative reasons, came to be merged with the Indian Union in the early 60's. Following the merger, the Indian administration sought to extent its own laws from time to time replacing erstwhile French Laws, however, subject to certain savings. Thus the transitional period witnessed consequential changes in the administration of the territory, including the sphere of judicial system. Since I 963, the Union Territory of Pondicherry was brought under the spell of the Indian Legal System The people in Pondicherry ' thus have had the benefit of experiencing both the svstems. Their experiences will be of much help to those who undertake comparative studies in law. The plus and minus points of the respective systems help one to develop a detachment that helps independent evaluation of the svstents. The result of these studies could be relevant in revitalising our criminal systems.The present system is evaluated in the light of the past system. New dimensions are added by way' of an empirical study also.

Debido al alto riesgo que presentan los trabajadores que están expuestos a adquirir enfermedades infecto contagiosas en nuestro medio, se determina la necesidad de evaluar el modelo administrativo de atención para riesgo biológico que se implemento en una Administradora de Riesgos Profesionales (ARP) en Colombia, con el fin de establecer medidas para el manejo pertinente y oportuno del evento, así como el seguimiento de los trabajadores, buscando disminuir la incidencia y prevalencia de enfermedades de alto costo como VIH, Hepatitis B y Hepatitis C, y de esta manera generar un impacto positivo en la atención y administración de los recursos. Para ello se realiza un análisis de datos de la población afiliada a la ARP que reportaron un accidente de riesgo biológico durante el 2009, y se realizan comparaciones de variables entre los casos positivos del primer período, comprendido entre los meses de enero y junio de 2009, y los que se presentaron posterior a la implementación del nuevo modelo de atención, período comprendido desde julio hasta octubre del 2009. Se encontró que el género masculino fue el más afectado, los departamentos con mayor reporte de casos fueron Atlántico y Bolívar, el sector económico más afectado fue el de recolección de basura y las lesiones fueron provocadas en su mayoría por objeto cortopunzantes. Con el nuevo modelo se evidenció un cambio positivo en términos de pertinencia, oportunidad de aviso y calificación del evento, en cuanto a costos se encontró que, por el momento, los períodos no son comparables por la variabilidad en tiempo, sin embargo, se proyecta un cambio positivo, no solo por los costos cuantificables, sino por los costos indirectos.

La implementación de los procesos de contratación pública electrónica permite aprovechar las ventajas de los avances tecnológicos en el manejo de la información y las telecomunicaciones, con el fin de aumentar la eficiencia y la eficacia de los procesos de contratación estatal, así como la transparencia de los mismos. En ese sentido, el presente trabajo de investigación se centrará en analizar si, de acuerdo con nuestro modelo jurídico, el procedimiento administrativo electrónico como “equivalente funcional” del procedimiento administrativo tradicional, posibilita la simplificación y racionalización de trámites en los procesos de contratación que adelanta la Administración Pública, permitiendo la realización de los principios de igualdad, moralidad, eficacia, economía, eficiencia, celeridad, imparcialidad y publicidad.

We have shown that there is significant disparity in the expression of uncoupling proteins (UCP) 2 and 3 between modern-commercial and ancient-Meishan porcine genotypes, commercial pigs also have higher plasma triiodothyronine (T(3)) in on the first day of life. T(3) and the sympathetic nervous system are both known to regulate UCPs in rodents and humans; their role in regulating these proteins in the pig is unknown. This study examined whether thyroid hormone manipulation or administration of a selective beta3 adrenoceptor agonist (ZD) influenced plasma hormones, colonic temperature and UCP expression in adipose tissue of two breeds of pig. To mimic the differences observed in thyroid hormone status, piglets from Meishan and commercial litters were randomly assigned to control (1 ml/kg water), T(3) (10 mg/kg) (Meishan only), methimazole (a commonly used antithyroid drug) (50 mg/kg) (commercial only) or ZD (10 mg/kg) oral administration for the first 4 days of postnatal life. Adipose tissue UCP2/3 mRNA abundance was measured on day 4 using PCR. T(3) administration raised plasma T(3) concentrations and increased colonic temperature on day 4. UCP3 mRNA abundance was higher in Meishan, than commercial piglets (p = 0.042) and was downregulated following T(3) administration (p = 0.014). Irrespective of genotype, ZD increased UCP2 mRNA abundance (Meishan p = 0.05, commercial p = 0.03). Expression of neither UCP2 nor 3 was related to colonic temperature, regardless of treatment. In conclusion, we have demonstrated a dissociation between thyroid hormones and the sympathetic nervous system in the regulation of UCPs in porcine adipose tissue. We have also suggested that expression of adipose tissue UCP2 and 3 are not related to body temperature in piglets.

The African Technology Policy Studies Network (ATPS) is a multidisciplinary network of researchers, private sector actors, policymakers and civil society. ATPS has the vision to become the leading international centre of excellence and reference in science, technology and innovation (STI) systems research, training and capacity building, communication and sensitization, knowledge brokerage, policy advocacy and outreach in Africa. It has a Regional Secretariat in Nairobi Kenya, and operates through national chapters in 29 countries (including 27 in Africa and two Chapters in the United Kingdom and USA for Africans in the Diaspora) with an expansion plan to cover the entire continent by 2015. The ATPS Phase VI Strategic Plan aims to improve the understanding and functioning of STI processes and systems to strengthen the learning capacity, social responses, and governance of STI for addressing Africa's development challenges, with a specific focus on the Millennium Development Goals (MDGs). A team of external evaluators carried out a midterm review to assess the effectiveness and efficiency of the implementation of the Strategic Plan for the period January 1, 2009 to December 31, 2010. The evaluation methodology involved multiple quantitative and qualitative methods to assess the qualitative and quantitative inputs (human resources, financial resources, time, etc.) into ATPS activities (both thematic and facilitative) and their tangible and intangible outputs, outcomes and impacts. Methods included a questionnaire survey of ATPS members and stakeholders, key informant interviews, and focus group discussions (FGDs) with members in six countries. Effectiveness of Programmes Under all six strategic goals, very good progress has been made towards planned outputs and outcomes. This is evidenced by key performance indicators (KPIs) generated from desk review, ratings from the survey respondents, and the themes that run through the FGDs. Institutional and Programme Cost Effectiveness Institutional Effectiveness: assessment of institutional effectiveness suggests that adequate management frameworks are in place and are being used effectively and transparently. Also technical and financial accounting mechanisms are being followed in accordance with grant agreements and with global good practice. This is evidenced by KPIs generated from desk review. Programme Cost Effectiveness: assessment of cost-effectiveness of execution of programmes shows that organisational structure is efficient, delivering high quality, relevant research at relatively low cost by international standards. The evidence includes KPIs from desk review: administrative costs to programme cost ratio has fallen steadily, to around 10%; average size of research grants is modest, without compromising quality. There is high level of pro bono input by ATPS members. ATPS Programmes Strategic Evaluation ATPS research and STI related activities are indeed unique and well aligned with STI issues and needs facing Africa and globally. The multi-disciplinary and trans-boundary nature of the research activities are creating a unique group of research scientists. The ATPS approach to research and STI issues is paving the way for the so called Third Generation University (3GU). Understanding this unique positioning, an increasing number of international multilateral agencies are seeking partnership with ATPS. ATPS is seeing an increasing level of funding commitments by Donor Partners. Recommendations for ATPS Continued Growth and Effectiveness On-going reform of ATPS administrative structure to continue The on-going reforms that have taken place within the Board, Regional Secretariat, and at the National Chapter coordination levels are welcomed. Such reform should continue until fully functional corporate governance policy and practices are fully established and implemented across the ATPS governance structures. This will further strengthen ATPS to achieve the vision of being the leading STI policy brokerage organization in Africa. Although training in corporate governance has been carried out for all sectors of ATPS leadership structure in recent time, there is some evidence that these systems have not yet been fully implemented effectively within all the governance structures of the organization, especially at the Board and National chapter levels. Future training should emphasize practical application with exercises relevant to ATPS leadership structure from the Board to the National Chapter levels. Training on Transformational Leadership - Leading a Change Though a subject of intense debate amongst economists and social scientists, it is generally agreed that cultural mindsets and attitudes could enhance and/or hinder organizational progress. ATPS’s vision demands transformational leadership skills amongst its leaders from the Board members to the National Chapter Coordinators. To lead such a change, ATPS leaders must understand and avoid personal and cultural mindsets and value systems that hinder change, while embracing those that enhance it. It requires deliberate assessment of cultural, behavioural patterns that could hinder progress and the willingness to be recast into cultural and personal habits that make for progress. Improvement of relationship amongst the Board, Secretariat, and National Chapters A large number of ATPS members and stakeholders feel they do not have effective communications and/or access to Board, National Chapter Coordinators and Regional Secretariat activities. Effort should be made to improve the implementation of ATPS communication strategy to improve on information flows amongst the ATPS management and the members. The results of the survey and the FGDs suggest that progress has been made during the past two years in this direction, but more could be done to ensure effective flow of pertinent information to members following ATPS communications channels. Strategies for Increased Funding for National Chapters There is a big gap between the fundraising skills of the Regional Secretariat and those of the National Coordinators. In some cases, funds successfully raised by the Secretariat and disbursed to national chapters were not followed up with timely progress and financial reports by some national chapters. Adequate training in relevant skills required for effective interactions with STI key policy players should be conducted regularly for National Chapter coordinators and ATPS members. The ongoing training in grant writing should continue and be made continent-wide if funding permits. Funding of National Chapters should be strategic such that capacity in a specific area of research is built which, with time, will not only lead to a strong research capacity in that area, but also strengthen academic programmes. For example, a strong climate change programme is emerging at University of Nigeria Nsukka (UNN), with strong collaborations with Universities from neighbouring States. Strategies to Increase National Government buy-in and support for STI Translating STI research outcomes into policies requires a great deal of emotional intelligence, skills which are often lacking in the first and second generation universities. In the epoch of the science-based or 2GUs, governments were content with universities carrying out scientific research and providing scientific education. Now they desire to see universities as incubators of new science- or technology-based commercial activities, whether by existing firms or start-ups. Hence, governments demand that universities take an active and leading role in the exploitation of their knowledge and they are willing to make funds available to support such activities. Thus, for universities to gain the attention of national leadership they must become centres of excellence and explicit instruments of economic development in the knowledge-based economy. The universities must do this while working collaboratively with government departments, parastatals, and institutions and dedicated research establishments. ATPS should anticipate these shifting changes and devise programmes to assist both government and universities to relate effectively. New administrative structures in member organizations to sustain and manage the emerging STI multidisciplinary teams Second Generation universities (2GUs) tend to focus on pure science and often do not regard the application of their know-how as their task. In contrast, Third Generation Universities (3GUs) objectively stimulate techno-starters – students or academics – to pursue the exploitation or commercialisation of the knowledge they generate. They view this as being equal in importance to the objectives of scientific research and education. Administratively, research in the 2GU era was mainly monodisciplinary and departments were structured along disciplines. The emerging interdisciplinary scientific teams with focus on specific research areas functionally work against the current mono-disciplinary faculty-based, administrative structure of 2GUs. For interdisciplinary teams, the current faculty system is an obstacle. There is a need for new organisational forms for university management that can create responsibilities for the task of know-how exploitation. ATPS must anticipate this and begin to strategize solutions for their member institutions to transition to 3Gus administrative structure, otherwise ATPS growth will plateau, and progress achieved so far may be stunted.

The oral administration of probiotic bacteria has shown potential in clinical trials for the alleviation of specific disorders of the gastrointestinal tract. However, cells must be alive in order to exert these benefits. The low pH of the stomach can greatly reduce the number of viable microorganisms that reach the intestine, thereby reducing the efficacy of the administration. Herein, a model probiotic, Bifidobacterium breve, has been encapsulated into an alginate matrix before coating in multilayers of alternating alginate and chitosan. The intention of this formulation was to improve the survival of B. breve during exposure to low pH and to target the delivery of the cells to the intestine. The material properties were first characterized before in vitro testing. Biacore™ experiments allowed for the polymer interactions to be confirmed; additionally, the stability of these multilayers to buffers simulating the pH of the gastrointestinal tract was demonstrated. Texture analysis was used to monitor changes in the gel strength during preparation, showing a weakening of the matrices during coating as a result of calcium ion sequestration. The build-up of multilayers was confirmed by confocal laser-scanning microscopy, which also showed the increase in the thickness of coat over time. During exposure to in vitro gastric conditions, an increase in viability from <3 log(CFU) per mL, seen in free cells, up to a maximum of 8.84 ± 0.17 log(CFU) per mL was noted in a 3-layer coated matrix. Multilayer-coated alginate matrices also showed a targeting of delivery to the intestine, with a gradual release of their loads over 240 min.

Corticotropin-releasing factor (CRF) is expressed in the paraventricular nucleus of the hypothalamus (PVN), and act centrally to provoke stress-like autonomic and behavioral responses. Urocortins 1-3 are additional ligands to the CRF receptors 1 and 2. Ucn 1 neurons are primarily concentrated in the Edinger-Westphal (EW) nucleus and also have been associated with stress responses. It is also known that UCN 1 respond in different ways depending on the stressor presented. Benzodiazepines can act via the CRF peptidergic system and chronic administration of alprazolam does not interfere with CRF mRNA expression in the PVN, but significantly increase Ucn 1 mRNA expression in the EW. The aim of our study was to investigate the relationship between different stressor stimuli, foot shock (FS) and restraint (R), and the mRNA expression of CRF and Ucn 1 in the PVN and EW using alprazolam (A). We employed fos activation and in situ hybridization. Restraint group presented increased fos-ir and CRF mRNA expression in the PVN compared to FS group. The stress responses of R group were prevented by A. In the EW,fos-ir was higher in the FS group than in the R group, whereas Ucn 1 mRNA expression was higher in the R group than in the FS group. Alprazolam significantly increased fos-ir and Ucn 1 mRNA expression in both groups. Our results show that PVN and EW respond in different ways to the same stressors. It is difficult to be precise as to the history of auditing. Everyone who has the responsibility to verify the legitimacy of economic-financial data and answer to one¿s superior may be considered to be an auditor. Verbal audit reports were used during the time of the Roman Empire. In the current world, public administration applies advanced auditing techniques. Brazil is going through a complex process of change in regard to breaking away from the present bureaucratic administrative model toward the management administrative model. Consequently, the procedures of Brazil¿s Audit Courts are adapting to a new administrative paradigm outlined in this study. Operational audits were analyzed beginning with the theoretical basis and presuppositions in the defined context and compared with the traditional audit model, identifying possible contributions to the management administrative model. This qualitative research seeks to explore such contributions beginning with a critical reading of the research of six operational type audits made in the Federal area by the Audit Court, but does not intend to be strictly classified as a theoretical-critical basis to the extent and depth that a study of this type requires, nevertheless, it intends to approach this position. The results obtained of the systematic reading and criticism of the implemented procedures and the filed final reports of the six examples studied demonstrated that they are a model of operational audits with emphasis on the actions of public administrators ¿ evaluating the aspects of competence, productivity and effectiveness of the public administration ¿ not just to be adequate, but essential to the operation of management administration. The final considerations highlight the basic presupposition of management administration, that is, the accountability of public management based on the results of its management obtained with the use of operational audit techniques, seeking the expected rigor of public management in benefit of society.

O tema transparência na administração pública Brasileira esta cada vez mais em foco e o portal de compras ComprasNET faz parte dos portais de transparência do Governo Federal. Em 2011, dos quase 60 bilhões de reais gastos em investimentos e despesas diversas, 22 bilhões foram realizados por meio do ComprasNET na modalidade pregão eletrônico. Esta dissertação visa analisar a variabilidade de preços para um item específico de material, no caso o papel A4 75 gr, verificando estatisticamente se existe variabilidade de preços nas diversas licitações realizadas pelos órgãos da Administração Pública Federal. Em caso afirmativo, o trabalho visa identificar os procedimentos administrativos que podem ter causado tal divergência. A partir daí, foram apresentadas sugestões para alteração desses procedimentos administrativos, visando a redução do valor pago nos pregões eletrônicos. As recomendações foram baseadas na legislação em vigor e em decisões e acórdãos do TCU, AGU e demais órgãos da Administração Pública Federal. Dessa forma, este trabalho vai de encontro aos anseios da sociedade em ter uma melhor aplicação dos recursos públicos arrecadados por meio de impostos e taxas pagos pela população.

Uma das principais modificações introduzidas pela Reforma do Judiciário (Emenda Constitucional 45/2004) foi a criação do Conselho Nacional de Justiça (CNJ). Dentre suas competências constitucionais, a do controle dos deveres funcionais dos magistrados por meio dos Processos Administrativos Sancionadores foi bastante questionada, chegando a ser objeto de controle concentrado de constitucionalidade pelo Supremo Tribunal Federal (STF). A composição do Conselho foi também alvo de reiteradas críticas, pois considerável parte dos conselheiros (6 dos 15, representando 40% do total) é composta por membros não oriundos da magistratura – vindos do Ministério Público, da Advocacia, além dos Juristas indicados pelo Congresso Nacional -, os conselheiros não-juízes. O Poder Judiciário, historicamente hermético e corporativista, passava a ser controlado por um órgão novo, um Conselho de Justiça que não contava apenas com conselheiros juízes entre seus membros. O presente trabalho estudou o CNJ a partir desses dois pontos mais controversos, com enfoque no controle disciplinar exercido pelo órgão sobre a magistratura nacional. Conselhos de Justiça, em especial em sua feição disciplinar, devem lidar com e existente tensão entre controle (ou accountability) e independência judicial. Observamos a atuação do Conselho Nacional de Justiça em vista dessa constante tensão ao longo de sua historia: por meio de uma análise que percorreu um período que vai da instalação do CNJ, em 2005, até o final do ano de 2013. Identificamos, com isso, as estratégias de legitimação institucional utilizadas para o exercício da competência disciplinar, analisamos as normas jurídicas surgidas nesse período, bem como descrevemos qual o perfil dos atores que ocuparam as cadeiras do colegiado enquanto conselheiros. Como resultado dessa observação, importante destacar que o Conselho Nacional de Justiça jogou luz sobre um Poder historicamente fechado, mas que ainda apresenta problemas de transparência. A dificuldade de localizar dados sobre matérias mais sensíveis (processos administrativos sancionadores) e as ausências de envio de informações quando solicitadas foram marcantes na pesquisa. Sobre o comportamento do órgão, mobilizamos a variável do profissionalismo (com especial enfoque na origem de carreira) para interpretar esse processo. Esperávamos um Conselho com duas características: corporativista e pouco harmônico. As análises empíricas quantitativas, que compuseram um retrato de todos os Processos Administrativos Sancionadores julgados até o final de 2013 pelo CNJ, mostraram um cenário inverso: um colegiado não corporativista e coeso. Mesmo em vista dessas características globais, identificamos que existem importantes diferenças no comportamento decisório e, quando elas estão presentes, o elemento da carreira é influente.

O objetivo desta pesquisa foi conhecer como ocorreram as mudanças no planejamento da contratação em uma organização pública. O estudo de caso concentrou-se no Tribunal de Contas do Distrito Federal-TCDF, um órgão autônomo da Administração Pública direta do Distrito Federal. Os dados da pesquisa foram baseados em documentos e legislações relacionados ao órgão em estudo e em entrevistas com as chefias vinculadas à contratação pública. A análise foi efetuada de forma exploratório-descritiva, com abordagem qualitativa. Os dados coletados trouxeram a caracterização do órgão e apresentaram informações sobre as mudanças de procedimentos internos relacionadas à contratação pública, além dos efeitos dessas mudanças para a organização. O estudo demonstrou o quanto a instituição foi receptiva às mudanças e inovações administrativas. Dentre os fatores que ocasionaram as mudanças, destacam-se a flexibilidade que a organização apresenta em adaptar-se às variações externas impostas pelas legislações e normativas e, sobretudo, a necessidade da mudança. Confirmando o caráter sistêmico das organizações, detecta-se que muitas mudanças ocorridas geraram bons resultados.
