Address sustainability in all efforts. Sustainability should be at the core of all levels of homeland security and emergency management effort in Iowa. Capabilities need to be built for the long term, and without a sustainability plan in place, projects can quickly deplete uncertain levels of funding. Utilize an all-hazards methodology. Developing capabilities that are effective during a variety of disaster and emergency scenarios represents sound planning and resource management. Enhance capabilities through joint planning, training and exercise. Effective capabilities developed through coordinated planning efforts and an ongoing joint training and exercising program to ensure substantiate of prepared response. Utilize a collaborative approach to build capability. We will utilize whatever partnerships are necessary to build capability in the most effective manner possible. Regional partnerships have been, and will continue to be, in the forefront of the State of Iowa’s efforts to build and enhance capability. Enhance statewide capabilities. Whenever possible, we will identify and augment existing resources to provide statewide capability during a disaster or terrorist attack. Awareness, outreach and education. Open communication is critical to the success of any initiative. All projects implemented will have awareness, education and outreach components to ensure that all stakeholders are informed as to their responsibilities, capabilities and access. Information sharing and a common operating picture. The timely exchange of critical/actionable information is imperative to the success of every operation. The identification of a common operating picture allows decision makers to make informed decisions based on a unified understanding of the events around them.

The Rathbun Land and Water Alliance and partners have undertaken a highly effective approach to water quality protection through the Rathbun Lake Special Project. This approach is achieving a significant reduction in the sediment and phosphorus that impair water quality in Rathbun Lake and its tributaries as a result of the targeted application of best management practices (BMPs) for priority land in the watershed. This application proposes to assist landowners to apply BMPs that will reduce sediment and phosphorus delivery from priority land in targeted sub-watersheds as part of the Rathbun Lake Special Project. Features of this project are: (1) use of geographic information system (GIS) analysis to identify priority land that requires BMPs; (2) assistance for landowners to apply BMPs for 4,000 acres that will reduce the annual delivery of sediment by 6,000 tons and phosphorus by 20,000 pounds; (3) evaluation of the benefits from BMP application using GIS analysis and water quality monitoring; and (4) watershed outreach activities that encourage landowners to apply BMPs for priority land to protect water quality.

The Rathbun Land and Water Alliance and partners have undertaken a highly effective approach to water quality protection through the Rathbun Lake Special Project. This approach is achieving a significant reduction in the sediment and phosphorus that impair water quality in Rathbun Lake and its tributaries as a result of the targeted application of best management practices (BMPs) for priority land in the watershed. This application proposes to assist landowners to construct five large sediment retention basins that will reduce sediment and phosphorus delivery from priority land in targeted sub-watersheds. The Alliance, with previous WIRB support, demonstrated that construction of these basins at strategically selected sites is one of the most cost effective measures to reduce sediment and phosphorus delivery to Rathbun Lake. Features of this project are: (1) use of geographic information system (GIS) analysis to identify potential basin sites; (2) assistance for landowners to construct 5 basins that will reduce the annual delivery of sediment by 1,500 tons and phosphorus by 5,000 pounds; (3) evaluation of the benefits from basin construction using GIS analysis and water quality monitoring; and (4) watershed outreach activities that encourage landowners to apply BMPs including sediment retention basins to protect water quality.

This project application proposes to assist landowners to apply BMPs that will reduce sediment and phosphorus delivery from priority land in four targeted sub-watersheds as part of the Rathbun Lake Special Project. This approach is achieving a significant reduction in the sediment and phosphorus that impair water quality in Rathbun Lake and its tributaries as a result of the targeted application of best management practices (BMPs) for priority land in the watershed. This project application proposes to assist landowners to apply BMPs that will reduce sediment and phosphorus delivery from priority land in two targeted sub-watersheds as part of the Rathbun Lake Special Project Features of this project are: (1) use of geographic information system (GIS) analysis to identify priority land that requires BMPs; (2) assistance for landowners to apply BMPs on more than 2,200 acres that will reduce sediment and phosphorus delivery by 3,300 tons and 13,300 pounds per year respectively; (3) evaluation of the benefits from BMP application using GIS analysis and water quality monitoring; and (4) watershed outreach activities that encourage landowners to apply BMPs for priority land to protect water quality.

The objective of this work was to evaluate changes in the photosynthetic photon flux density (PPFD) interception efficiency and PPFD extinction coefficient for maize crop subjected to different soil tillage systems and water availability levels. Crops were subjected to no-tillage and conventional tillage systems combined with full irrigation and non-irrigation treatments. Continuous measurements of transmitted PPFD on the soil surface and incoming PPFD over the canopy were taken throughout the crop cycle. Leaf area index and soil water potential were also measured during the whole period. Considering a mean value over the maize cycle, intercepted PPFD was higher in the conventional tillage than in the no-tillage system. During the initial stages of plants, intercepted PPFD in the conventional tillage was double the PPFD interception in the no-tillage treatment. However, those differences were reduced up to the maximum leaf area index, close to tasseling stage. The lowest interception of PPFD occurred in the conventional tillage during the reproductive period, as leaf senescence progressed. Over the entire crop cycle, the interception of PPFD by the non-irrigated plants was about 20% lower than by the irrigated plants. The no-tillage system reduced the extinction coefficient for PPFD, which may have allowed a higher penetration of solar radiation into the canopy

This section of the Code requires the E911 program manager to advise the General Assembly of the status of E911 wireline and wireless implementation and operations, the distribution of surcharge receipts, and an accounting of revenue and expenses of the E911 program.
