Migrant and labor issues are a primary concern in the Arab Gulf countries. With focus on the economic and political conditions that influence actors' decisions when framing labor policies, this study analyzes how preferences of such policies are formed and explains why the governments of the Arab Gulf countries attempt to implement less economical policies. The findings suggest that governments avoid concessions for enterprises required to implement more economical policies and chose uneconomical ones to maintain authoritarian regimes.

Recently, the Semantic Web has experienced significant advancements in standards and techniques, as well as in the amount of semantic information available online. Nevertheless, mechanisms are still needed to automatically reconcile information when it is expressed in different natural languages on the Web of Data, in order to improve the access to semantic information across language barriers. In this context several challenges arise [1], such as: (i) ontology translation/localization, (ii) cross-lingual ontology mappings, (iii) representation of multilingual lexical information, and (iv) cross-lingual access and querying of linked data. In the following we will focus on the second challenge, which is the necessity of establishing, representing and storing cross-lingual links among semantic information on the Web. In fact, in a “truly” multilingual Semantic Web, semantic data with lexical representations in one natural language would be mapped to equivalent or related information in other languages, thus making navigation across multilingual information possible for software agents.

The relevance of renewable energy has grown significantly in our global society. Important efforts are oriented to sustain it. Renewable energy depends on different technical, financial environmental and social complex processes. From the point of view of industrial construction sector this research evaluates some of the current trends in energy generation and use in Venezuela as well as environmental consequences and risks that derive from these. Additionally, authors highlight the importance of infrastructure as key issue to sustain renewable energy generation and use. The study present references of some energy renewable projects in process in Venezuela and the main problems that constrain their performance. Conclusions evidence the complex nature of industrial construction and suggest the need to improve industrial construction competitivenes as a strategy oriented to enhance renewable energy offer in the country. Additionally it is proposed to all stakeholders to work toghether to correct the conditions that currently limit industrial construction development. This is part of ongoing research.

We propose a new method for ranking alternatives in multicriteria decision-making problems when there is imprecision concerning the alternative performances, component utility functions and weights. We assume decision maker?s preferences are represented by an additive multiattribute utility function, in which weights can be modeled by independent normal variables, fuzzy numbers, value intervals or by an ordinal relation. The approaches are based on dominance measures or exploring the weight space in order to describe which ratings would make each alternative the preferred one. On the one hand, the approaches based on dominance measures compute the minimum utility difference among pairs of alternatives. Then, they compute a measure by which to rank the alternatives. On the other hand, the approaches based on exploring the weight space compute confidence factors describing the reliability of the analysis. These methods are compared using Monte Carlo simulation.

Assessing social benefits in transport policy implementation has been studied by many researchers using theoretical or empirical measures. However, few of them measure social benefit using different discount rates including the inter-temporal preferences rate of users, the private investment discount rate and the inter-temporal preferences rate of the government. In general, the social discount rate used is the same for all social actors. Therefore, this paper aims to assess a new method by integrating different types of discount rate belonging to different social actors in order to measure the real benefits of each actor in the short, medium and long term. A dynamic simulation is provided by a strategic Land-Use and Transport Interaction (LUTI) model. The method is tested by optimizing a cordon toll scheme in Madrid considering socio- economic efficiency and environmental criteria. Based on the modified social welfare function (WF), the effects on the measure of social benefits are estimated and compared with the classical WF results as well. The results of this research could be a key issue to understanding the relationship between transport system policies and social actors' benefits distribution in a metropolitan context. The results show that the use of more suitable discount rates for each social actor had an effect on the selection and definition of optimal strategy of congestion pricing. The usefulness of the measure of congestion toll declines more quickly overtime.

Recently, three-dimensional (3D) video has decisively burst onto the entertainment industry scene, and has arrived in households even before the standardization process has been completed. 3D television (3DTV) adoption and deployment can be seen as a major leap in television history, similar to previous transitions from black and white (B&W) to color, from analog to digital television (TV), and from standard definition to high definition. In this paper, we analyze current 3D video technology trends in order to define a taxonomy of the availability and possible introduction of 3D-based services. We also propose an audiovisual network services architecture which provides a smooth transition from two-dimensional (2D) to 3DTV in an Internet Protocol (IP)-based scenario. Based on subjective assessment tests, we also analyze those factors which will influence the quality of experience in those 3D video services, focusing on effects of both coding and transmission errors. In addition, examples of the application of the architecture and results of assessment tests are provided.

Rhizobium leguminosarum bv. viciae establishes root nodule symbioses with several legume genera. Although most isolates are equally effective in establishing symbioses with all host genera, previous evidence suggests that hosts select specific rhizobial genotypes among those present in the soil. We have used population genomics to further investigate this observation. P. sativum, L. culinaris, V. sativa, and V. faba plants were used to trap rhizobia from a well-characterized soil, and pooled genomic DNAs from one-hundred isolates from each plant were sequenced. Sequence reads were aligned to the R. leguminosarum bv. viciae 3841 reference genome. High overall conservation of sequences was observed in all subpopulations, although several multigenic regions were absent from the soil population. A large fraction (16-22%) of sequence reads could not be recruited to the reference genome, suggesting that they represent sequences specific to that particular soil population. Although highly conserved, the 16S-23S rRNA gene region presented single nucleotide polymorphisms (SNPs) regarding the reference genome, but no striking differences could be found among plant-selected subpopulations. Plant-specific SNP patterns were, however, clearly observed within the nod gene cluster, supporting the existence of a plant preference for specific rhizobial genotypes. This was also shown after genome-wide analysis of SNP patterns.

La tesis ≪Peter Celsing en el complejo de Sergels torg. La Casa de la Cultura de Estocolmo ≫ intenta profundizar en la obra de este autor, en sus conexiones con otras arquitecturas y arquitectos de su entorno físico y temporal, que constituye uno de los episodios más interesantes y menos conocidos de la arquitectura nórdica. El objeto particular de estudio es la Casa de la Cultura dentro del complejo de Sergels torg como pieza clave que marca un antes y un después en su trayectoria. Se observa un proceso de desarrollo constante, que se fue gestando paulatinamente, y que en este ejercicio alcanza su punto álgido. Además, los proyectos que coexistieron con su evolución, y los posteriores, filtraron las inquietudes latentes del mayor reto al que se había enfrentado, dando pie a resultados novedosos en su producción. La investigación se estructura en tres capítulos. El primero, ≪Aprendizaje≫, examina sus experiencias de juventud, viajes de estudios y lecciones de sus maestros; así como sus inicios profesionales en el proyecto de restauración de la Catedral de Uppsala y en sus iglesias junto a Lewerentz. En ese periodo prima lo formal y escultórico, el hormigón y el ladrillo artesanal, y como referencia Le Corbusier y la capilla de Ronchamp. El segundo capítulo, ≪Obra≫, estudia el concurso que da origen a la Casa de la Cultura, su proceso de gestación y diseño, y las modificaciones posteriores durante su construcción. De repente emergen las cualidades espaciales y los sistemas estructurales aprendidos de Mies en el Crown Hall de Chicago, la gran escala de la metrópoli y las soluciones industriales ligeras. El tercer capítulo, ≪Madurez≫, sirve de cierre, y revisa su trayectoria posterior con relación a la obra referida. Tras este edificio, el diseño de las propuestas coetáneas se vuelve más abstracto y sencillo, gana en autonomía, rotundidad, atrevimiento y carácter. Las conclusiones verifican el cambio de actitud y de paradigmas. Hay elementos como las distorsiones, los contrastes y las manipulaciones, aprendidas en sus primeros años de formación y junto a Lewerentz, si bien es cierto que ahora han aumentado proporcionalmente a la escala de sus intervenciones e incluso se observan en el detalle, como sucede en el encuentro de los materiales y su montaje. Su visión, su punto de vista se eleva, y la pieza adopta una volumetría compacta y unitaria. Cada nuevo trabajo sintetiza un enfoque más universal y abierto en conceptos y metodología operativa. Sus preocupaciones nos hablan de un arquitecto consciente de su tiempo y cuya arquitectura final mira ya al siglo XXI. ABSTRACT The thesis ≪Peter Celsing in the complex of Sergels torg. The House of Culture in Stockholm ≫ delves deeper into the work of this author, in his connections with other architectures and architects of his physical and temporal surroundings, which is one of the most interesting and least known episodes of Nordic architecture. The particular focus of this study is how the House of Culture, a key point within the complex of Sergels torg, marks a before and after in his career. There is an observable process of constant development, which was growing steadily, and reaches its critical point in this exercise. In addition, the projects that coexisted during his evolution and those that came before, reveal latent concerns leading up to the biggest challenge he would face, ultimately giving way to new developments in his work. The study is divided into three chapters. The first, ≪Learning≫, examines his experiences as a youth, academic trips and lessons from his masters; as well as his professional beginnings alongside Lewerentz in the restoration project of Uppsala Cathedral and his churches. In that period the formal and sculptural were given preference, also concrete and handmade brick. And as reference, there is Le Corbusier and the chapel at Ronchamp. The second chapter, ≪Work≫, studies the competition that gives rise to the House of Culture, the gestation process and design and subsequent amendments during its construction. Suddenly the spatial qualities and structural systems learned from Mies in Crown Hall of Chicago emerge, the large scale of the metropolis and light industrial solutions. The third chapter, ≪Maturity≫, serves as the closure and examines his subsequent career in relation to said work. After this building, the design of coetaneous proposals become more abstract and simple, gaining autonomy, firmness, boldness and character. The conclusions verify the change in attitudes and paradigms. There are elements such as distortions, contrasts and manipulations, learned in his early years of training and with Lewerentz, that have now undeniably increased in proportion to the scale of their involvement and can even be observed in detail, as so happens in the joining of materials and assembly. His vision, his point of view is heightened, and the piece adopts a single and compact volume. Each new work synthesizes a more universal and open focus in concepts and operational methodology. His concerns speak of an architect aware of his time and whose final architecture now looks toward the 21st century.

This paper presents a completely autonomous solution to participate in the Indoor Challenge of the 2013 International Micro Air Vehicle Competition (IMAV 2013). Our proposal is a multi-robot system with no centralized coordination whose robotic agents share their position estimates. The capability of each agent to navigate avoiding collisions is a consequence of the resulting emergent behavior. Each agent consists of a ground station running an instance of the proposed architecture that communicates over WiFi with an AR Drone 2.0 quadrotor. Visual markers are employed to sense and map obstacles and to improve the pose estimation based on Inertial Measurement Unit (IMU) and ground optical flow data. Based on our architecture, each robotic agent can navigate avoiding obstacles and other members of the multi-robot system. The solution is demonstrated and the achieved navigation performance is evaluated by means of experimental flights. This work also analyzes the capabilities of the presented solution in simulated flights of the IMAV 2013 Indoor Challenge. The performance of the CVG UPM team was awarded with the First Prize in the Indoor Autonomy Challenge of the IMAV 2013 competition.

From an extensive literature review and meta-analyses, this study has i) identified the most important hydromorphological process related to river degradation and rehabilitation, ii) conceptually linked it to evolutionary and functional response chains of aquatic biota, and iii) provided empirical evidence and ecological data for the respective hydromorphological requirements, preferences and limitations of aquatic plants, benthic invertebrates, lampreys, and freshwater fishes.

Swordtail fish (Poeciliidae: genus Xiphophorus) are a paradigmatic case of sexual selection by sensory exploitation. Female preference for males with a conspicuous “sword” ornament is ancestral, suggesting that male morphology has evolved in response to a preexisting bias. The perceptual mechanisms underlying female mate choice have not been identified, complicating efforts to understand the selection pressures acting on ornament design. We consider two alternative models of receiver behavior, each consistent with previous results. Females could respond either to specific characteristics of the sword or to more general cues, such as the apparent size of potential mates. We showed female swordtails a series of computer-altered video sequences depicting a courting male. Footage of an intact male was preferred strongly to otherwise identical sequences in which portions of the sword had been deleted selectively, but a disembodied courting sword was less attractive than an intact male. There was no difference between responses to an isolated sword and to a swordless male of comparable length, or between an isolated sword and a homogenous background. Female preference for a sworded male was abolished by enlarging the image of a swordless male to compensate for the reduction in length caused by removing the ornament. This pattern of results is consistent with mate choice being mediated by a general preference for large males rather than by specific characters. Similar processes may account for the evolution of exaggerated traits in other systems.

Cocaine and methylphenidate block uptake by neuronal plasma membrane transporters for dopamine, serotonin, and norepinephrine. Cocaine also blocks voltage-gated sodium channels, a property not shared by methylphenidate. Several lines of evidence have suggested that cocaine blockade of the dopamine transporter (DAT), perhaps with additional contributions from serotonin transporter (5-HTT) recognition, was key to its rewarding actions. We now report that knockout mice without DAT and mice without 5-HTT establish cocaine-conditioned place preferences. Each strain displays cocaine-conditioned place preference in this major mouse model for assessing drug reward, while methylphenidate-conditioned place preference is also maintained in DAT knockout mice. These results have substantial implications for understanding cocaine actions and for strategies to produce anticocaine medications.

Studies of the continuum between geographic races and species provide the clearest insights into the causes of speciation. Here we report on mate choice and hybrid viability experiments in a pair of warningly colored butterflies, Heliconius erato and Heliconius himera, that maintain their genetic integrity in the face of hybridization. Hybrid sterility and inviability have been unimportant in the early stages of speciation of these two Heliconius. We find no evidence of reduced fecundity, egg hatch, or larval survival nor increases in developmental time in three generations of hybrid crosses. Instead, speciation in this pair appears to have been catalyzed by the association of strong mating preferences with divergence in warning coloration and ecology. In mate choice experiments, matings between the two species are a tenth as likely as matings within species. F1 hybrids of both sexes mate frequently with both pure forms. However, male F1 progeny from crosses between H. himera mothers and H. erato fathers have somewhat reduced mating success. The strong barrier to gene flow provided by divergence in mate preference is probably enhanced by frequency-dependent predation against hybrids similar to the type known to occur across interracial hybrid zones of H. erato. In addition, the transition between this pair falls at the boundary between wet and dry forest, and rare hybrids may also be selected against because they are poorly adapted to either biotope. These results add to a growing body of evidence that challenge the importance of genomic incompatibilities in the earliest stages of speciation.
