The Watershed Improvement Board is an independent, self-governing body which awards grants for water quality improvement in the state. Eligible applicants include soil and water conservation districts, local watershed improvement committees, public water supply utilities, counties, county conservation boards and cities. These grants are funded by the Watershed Improvement Fund. Funding for these grants comes from annual appropriations and funds from the Animal Agriculture Compliance Fund Penalties. The Board awarded ten grants totalling $2,307,554 this year. In addition to providing environmental benefits, these implementation projects help stimulate economic activity and create jobs through the purchase of local goods and services. Additional grants will be awarded this spring.

Lake Icaria is a 660 acre man-made lake in rural Adams County. Lake Icaria is a popular recreational attraction providing ample fishing, boating, and swimming opportunities. Constructed in 1977 for water supply, Lake lcaria continues to provide reliable drinking water to 1,900 households in Adams and Montgomery counties. No stranger to the water quality world, Lake Icaria was the primary lake in the 3Lakes Water Quality Project(1996-2004), an eight year water quality effort which came to be known as one oflowa's first great water quality successes. At time of construction the Lake Icaria watershed was primarily grass. A shift towards maximizing crop production in the 1980's brought about the end of dairy farms and a concern for sediment loss and how that would affect water quality. This change in land use set the stage for the first water quality project at Lake Icaria. Since the conclusion of the 3Lakes Water Quality Project in 2004land use in the watershed has made yet another monumental shift towards crop production. Nearly 2,000 acres ofland that was once in the conservation reserve program is now being planted to a crop. This change in land use has once again brought about serious concerns for the quality of water being provided by Lake Icaria.

The focus of this project is "Indian Creek", a tributary to Cedar Creek which eventually empties into the Lower Skunk River. Indian Creek suffers from deteriorated water quality resulting from high volumes of urban stormwater runoff resulting in streambank erosion, combined sewer overflows and chemical and floatable litter pollution from roadways. The "Creative Solution for Indian Creek Water Quality" project will work with a local commercial business to create a model urban project The project will reduce the volume of urban stormwater by 930,000 gallons annually entering Indian Creek as well as reduce the volume of discharge water by 500,000 gallons annually. The local business will develop a system to divert stormwater from l acre of their roof as well as coolant discharge water from their factory into an existing retention pond. In addition, the project will reduce demand on the municipal water supply by 500,000 gallons annually by harvesting water from the retention pond for cooling operations.

The city of Elliott has had an increase in nitrate levels in their community water supply located in the Coe Creek Watershed. They have been working with the IDNR Source Water Protection (SWP) Programs to conduct site investigations and have formed a SWP Planning Team. This Team has been reviewing the investigation findings, formed an action plan and studied different Best Management Practices (BMPs). After considering the BMPs the SWP Team made a recommendation to the Elliott City Council which included native grass seeding and a shallow water wetland. The Team also held an informational meeting for the citizens of Elliott. The goal of this meeting was to inform and educate the public of the Team findings and BMPs. The Elliott City Council approved the restoration of a shallow wetland with a native grass buffer. This whole project is 27 acres and includes a shallow water wetland with native grass buffer. This would be a long term method to reduce nitrates in the city wells. Elliott is partnering with the Natural Resources Conservation Service, Montgomery County Soil and Water Conservation District, Pheasants Forever, the Montgomery County Conservation Board, US Fish and Wildlife Service and the Montgomery County Board of Supervisors in the restoration of the shallow water wetland and native grass buffer.

The Railroad Avenue groundwater contamination site (the site) is in West Des Moines, Polk County, Iowa. Located on approximately 120 acres. The site comprises mixed residential, industrial and commercial properties. Underneath the site, chlorinated volatile organic compounds (VOCs) have contaminatcd the shallow (i.e., 30-50 feet deep) groundwater. These compounds have compromised several shallow wells within the West Des Moines water works system. A contamination source, however, has not yet been identified. In 1993, routine water analysis by the City of West Des Moines identified 1, 2 cis-dichlorocthylcne (1, 2 cis-DCE) at a concentration of 1.2 μg/L (micrograms) per liter of water) in the water supply. Subsequently. several shallow municipal wells were found to be contaminated by VOCs, including 1. 2 cis-DCE, trichloroethylene (TCE), tetrachloroethylene (PCE) and benzene. Five of these wells have been taken out of service. Because of the impact on the West Des Moines water supply, the U.S. Environmental Protection Agency (USEPA) has assigned the site to the National Priorities List. Surface water und sediment at the site have not been impacted by the VOCs. Testing for VOCs in surface soils has not revealed any significant VOC contamination. Subsurface soils -- generally 8 feet or greater in depth -- are contaminated with VOCs, but at levels which should not present a health hazard. The past, present, and future health hazard category chosen for this site is no apparent public health hazard. This category is used when exposure to toxins might be occurring or might have occurrcd in the past, but at levels below any known health hazard. Analysis of available environmental data has not revealed that residental or commercial water customers are or have been exposed to VOCs at concentrations that might cause any adverse health effects.

A resident of Silver City, Iowa requested the Iowa Department of Public Health (IDPH) Hazardous Waste Site Health Assessment Program to evaluate the health impacts of a petroleum release in Silver City, Iowa, and the health impacts from the presence of chemicals detected in wells utilized as the source of municipal water for the citizens of Silver City and in the treated municipal water supply. This health consultation addresses exposure to residents of Silver City to organic chemicals within the groundwater and water supply and potential health effects at the levels of exposure. The information in this health consultation was current at the time of writing. Data that emerges later could alter this document’s conclusions and recommendations.

The Iowa Department of Natural Resources (IDNR) asked the Iowa Department of Public Health (IDPH) Hazardous Waste Site Health Assessment Program to perform a health consultation for the Climbing Hill, Iowa, groundwater contamination site. IDNR wants to know if the site poses a public health hazard. The information in this health consultation was current at the time of writing. Data that emerges later could alter this document’s conclusions and recommendations. Climbing Hill is an unincorporated town in Woodbury County, Iowa, approximately 15 miles southeast of Sioux City. The town has approximately 120 residents. All of the residents and most businesses within the town use private wells to supply their drinking water. The local restaurant has an individual well that is classified as a public water supply system because it has the potential to serve more than 25 people in a day. Several wells in the town have become contaminated with gasoline and diesel fuel leaking from two underground storage tanks. All of the wells are roughly 75–80 feet deep (R. Cardinale, IDNR, Underground Storage Tank Section, personal communication, January 30, 2004).

Combining bacterial bioreporters with microfluidics systems holds great promise for in-field detection of chemical or toxicity targets. Recently we showed how Escherichia coli cells engineered to produce a variant of green fluorescent protein after contact to arsenite and arsenate can be encapsulated in agarose beads and incorporated into a microfluidic chip to create a device for in-field detection of arsenic, a contaminant of well known toxicity and carcinogenicity in potable water both in industrialized and developing countries. Cell-beads stored in the microfluidics chip at -20°C retained inducibility up to one month and we were able to reproducibly discriminate concentrations of 10 and 50 μg arsenite per L (the drinking water standards for European countries and the United States, and for the developing countries, respectively) from the blank in less than 200 minutes. We discuss here the reasons for decreasing bioreporter signal development upon increased storage of cell beads but also show how this decrease can be reduced, leading to a faster detection and a longer lifetime of the device.

Tämän diplomityön päätavoitteena oli tutkia millaisia vaikutuksia ilmastonmuutoksella on pitkiin sähkökatkoihin ja miten pitkä sähkökatko vaikuttaa yhteiskunnan toimintoihin sekä sähkönkäyttäjiin. Työn alussa käydään läpi ilmastonmuutos ilmiönä. Sittemmin tutkitaan erilaisia ilmastomalleja ja malleista saatuja tuloksia esimerkiksi lämpötilan ja tuulisuuden osalta. Myös roudan ja tykkylumen esiintymiseen paneudutaan. Yli puolet työstä koostuu yhteiskunnan sähkökatkon sietämisen tutkimisesta. Perustoimintojen, kuten vesijohtojen, lämmityksen ja puhelimen toimintaa tutkitaan. Työssä tehdään myös katsaus kuntien valmistuneisuuteen valmiussuunnitelmien ja varavoiman osalta.

Pumppaaminen kuluttaa teollisuudessa huomattavan osan energiasta, joten siellä on myös merkittäviä säästömahdollisuuksia. Maailmanlaajuisesti pumppaus kuluttaa noin viidenneksen sähkömoottorien energiantarpeesta, ja tietyillä teollisuudentoimialoilla jopa yli 50%. Jätevedenpumppaus perustuu edelleenkin pääosin 50- ja 60- luvuilla kehitettyyn tekniikkaan, merkittäviä energiansäästöjä on mahdollista saavuttaa suhteellisen pienillä investoinneilla. Työn teoriaosassa käsitellään perusteet jätevedenkäsittelystä, ja viemäriputkiston rakenteesta. Pumppuja, sähkömoottoreita ja taajuusmuuttajia käsitellään laajemmin keskittyen niiden toimintaan ja toimintaa ohjaaviin teorioihin. Empiirisessä osassa tutkitaan uuden teknologian energiansäästöpotentiaalia erilaisilla mittauksilla, sekä mittausten pohjalta tehdyillä case-analyyseillä. Näitä analyysejä varten työn aikana kehiteltiin laskin, jolla voidaan arvioida energian kulutusta tunnetulle pumpulle, kun tiedetään haluttu toimintapiste. Työssä käsitelty uusi teknologia on mahdollisesti merkittävin uudistus viemäriveden pumppausteknologiaan taajuusmuuttajien käyttöönoton jälkeen. Teknologialla päästään eroon imukaivoista liki täysin, ja sitä kautta saadaan paremmin hallittua monia ongelmia kuten hajuhaittoja. Teknologian merkittävin hyöty on kuitenkin energiansäästö. Perinteisessä teknologiassa taajuusmuuttajat ovat olleet kannattavia, mikäli geodeettisen nostokorkeuden osuus on mahdollisimman pieni. Tyypillisessä uuden teknologian sovelluskohteissa geodeettinen nostokorkeus tulee yleensä olemaan pieni, joten uuden teknologian käyttöönoton kannattavuus on näissä kohteissa erityisen hyvä.

El acceso al agua potable y al saneamiento sin discriminación ha sido formalmente elevado a la condición de derecho humano internacionalmente reconocido en la resolución 64/292 de la Asamblea General, de 28 de julio de 2010. El propósito del artículo es dotar de contenido dicha declaración sobre la base de los trabajos del comité DESC y de la relatora especial de la ONU sobre el derecho al agua potable y al saneamiento, haciendo una especial referencia a la situación específica del continente europeo. Se desprenden de la investigación unos contenidos mínimos del derecho al agua y al saneamiento que los estados deben respetar en toda circunstancia.
