In Kazakhstan, uncover of numerous corruption scandals involving government officials has become almost a normal feature of life. Behind the high-profile acts of waging a battle against corruption, however, is a serious and systemic phenomenon. The most endemic form of corruption is the various transfers of funds in the state structures and national companies which remain opaque and thus unaccounted for. There are questions about the volumes and spending of revenues earned from natural resources, and there is no independent monitoring and control of the flow of funds in national oil and gas companies. The main actors involved in the shadow economy are state officials and informal pressure groups, who distribute resources among themselves, and accumulate wealth by way of legalising informal incomes or obtaining official business using connections. While important decision making is carried out among the close circles of the elite, formal institutions remain weak and ineffective.

VII ABSTRACT The envelope is responsible for balancing the energy exchange between the inside and outside in buildings. For this reason, any action aimed at reducing energy consumption must establish, as one of its key priorities, its improvement. In rural areas and urban centers, most of the constructions were built before 1940. In them, the impact of the façade on the global transmittance highlights the need for intervention. However, its high thermal inertia and fluctuation of temperatures in the majority of Spain bring up that it should be placed outside the insulation. In this regard, the lack of availability of enough thickness to implement systems such as ETICS results in that often the only viable solution is to isolate the interior, losing thereby the wall’s heat storage capacity with the associated risk of condensation. The tradition in the use of renders, especially lime-based, allows us to use them not only as an aesthetic element or to protect the ancient masonry, but also for improved thermal performance of the support by taking advantage of the heat transfer mechanism by radiation. This is the aim of this Doctoral Thesis in which the modification of the radiative properties of lime mortars for renders to improve the energy efficiency of historic buildings, mainly composed of monolithic walls, is studied, although it could be applied to other structures composed of several layers. As a starting point, the available literature in the three scientific-technological areas that converge at the Doctoral Thesis: rehabilitation, material and thermal behaviour, was reviewed, and confirmed the absence of researches similar to this Doctoral Thesis. Additionally, the renders were studied with regard to the materials that constitute them, the composition of the mixtures and the characteristics of each layer, as well as to the approach which, from a thermal point of view, was deemed the most suitable for achieving the objectives sets. Based on thre aforementioned analysis, eighty materials tested in terms of reflectance and emissivity were pre-selected, to choose four with which the research was continued. Common marble sand, used in the last layer of the renders, together with the appointed materials and hydrated lime were characterized thermally, in detail, as well as chemically and physically. The theoretical bases and preliminary studies with different materials, in fresh and hardened state, were used in the dosage of the composition of the mixtures. In order to study their effect they were used in two different proportions, that is, ten mixtures in total. These were tested in their fresh state to evaluate their setting-up suitability and foresee their adhesion to the support, as well as in their hardened state, at 28 and 90 days of curing, to establish the properties which enabled us to anticipate their compatibility with the old masonry walls and estimate the scope of the reduction of heat transfers achieved. In addition, the general characteristics of the mixtures used to establish correlations and to understand the mechanical, physical and energy results were studied. Two mixtures, one white and one colored, were proposed as the result of the different properties analysed, whose characteristics allow the guarantee of mechanical and physical compatibility VIII with the old masonry and preserve the authenticity of the renders. The thermal behavior of both, applied on a masonry wall 40 cm thick, was estimated at a steady and pseudo-transient state, with heat flow reductions between 16-48% during summertime and 6-11% during wintertime, depending on the color and surface roughness, compared to the use of the traditional mixture. So, the viability of the proposed composite materials and their fitness to the aim of the research are established.

Large-scale structure formation can be modeled as a nonlinear process that transfers energy from the largest scales to successively smaller scales until it is dissipated, in analogy with Kolmogorov’s cascade model of incompressible turbulence. However, cosmic turbulence is very compressible, and vorticity plays a secondary role in it. The simplest model of cosmic turbulence is the adhesion model, which can be studied perturbatively or adapting to it Kolmogorov’s non-perturbative approach to incompressible turbulence. This approach leads to observationally testable predictions, e.g., to the power-law exponent of the matter density two-point correlation function.

ABSTRACT Since ancient time, humanity has been driven by an innate wish to reproduce and engrave "snapshots that could help to perpetúate or to look at one self". Photography's birth and its development as a mean to capture and fix "the direct image of the surrounding reality" quickly becomes a new aesthetical and poetical language allowing the artist to interpret and think over what has been observed. The photographer's eye is imprinted onto the image, and so the conceptual dialogue between the artist and the light beams begins. The current thesis suggests the creation of a new architectural skin through photography imprinting over stony materials. The search for material's expressiveness as a medium of artistic expression involves a change of scale as it transfers photographic snapshot into architecture and the use of a new photographic printing support over architectural materials. CO2 laser is the chosen printing system for this technique as it allows the physical union of the image and the architectonic project, generating an added value through the art of photography. The researched materials selected were Silestone®, Blanco Zeus and GRC® with TX Active® Aria. This new architectural skin contains the building surrounding as well as its interior volume, closing the architectonic "in & out" circle and adding a value to the project by introducing aesthetical and environmental sustainable concepts. Architecture companies related to the production and distribution of materials like Silestone® and GRC®, as well as companies specialized in photography printing over materials were consulted to obtain a State of the Art. A thorough analysis of photography's History from its origins to the digital era development was made and its artistic condition was studied in this thesis. In this study the author also makes a compilation of several photographic printing systems that evolved together with photographic snapshot devices. The CO2 laser-based photographic printing system is also described in depth. Regarding stony materials of architecture like Silestone®, Blanco Zeus and GRC® with TX Active® Aria, the present study also describes their manufacture processes as well as technical features, quality and application. There is also an explanation about the technique to capture the photographic image, its artistic justification and its CO2 laser-based printing system over the researched materials under different parameters. We also tested the feasibility of this new architectural skin over Silestone® Blanco Zeus and GRC® with TX Active® Aria. The pieces were tested under different parameters in three laboratory trials. Each trial comprises of an explanation of its objective and its process, the samples were numbered and the printing parameters were specified. Finally, with the analysis of the results some conclusions were drawn. In the thermal amplitude trial we tried to determine how printed images were affected as a result of the action of thermal contrasts. Series of samples of Silestone® Blanco Zeus and GRC® with TX Active® Aria printed with CO2 laser were subjected to several 12h warm-cold cycles for thermal total amplitude of 102oc. Each sample was captured systematically with microscopic enhanced lenses before and after cold-warm cycles. The changes experienced by these materials under the effect of CO2 laser were observed and recorded. Trial regarding the Ultraviolet Radiation (UR) effect on images. We determined to which extent printed images were affected once the self-cleaning organic particles were activated. This time GRC® with TX Active® Aria samples printed with CO2 laser were exposed to a 26h UR cycle. The samples were subjected to the activation of TX Active® additive. Through the controlled application of Rodamine B and organic dye we were able to simulate the organic contamination process. UR was simulated using an ultraviolet beam emission bulb. A systematic capture of macroscopic pictures of the tested sample series was performed at different time points: before Rodamine B application, at moment 00:00h, moment 04:00h and moment 26:00h of the trial. Picture's histogram was downloaded and analyzed as a log of photocatalytic activity. Trial regarding the self-decontaminating ability of GRC® with TX Active® printed with CO2 laser. We tested if this self-decontaminating ability is altered as a result of CO2 laser printed image. GRC® with TX Active® Aria samples printed with CO2 laser, were subject to self-decontaminating ability tests with controlled and nitrogen oxide contaminated atmosphere. Each piece was put under the action of an UR emission lamp. Photocatalytic activity was recorded according to the variation in nitrogen oxide concentration. The results of the trial and their interpretation as well as the general conclusions of the research are also compiled in the present study. Study conclusions enable to draw future research lines of potential applications of photographic printing over architecture materials. Previous research generated an artistic and technological outcome that led to the development of this doctoral thesis.

Every day information technology plays a greater role in our lives, from our homes to businesses, to how governments access large volumes of data and information. Communication is no longer hindered by distances, as a buyer and seller can be anywhere. A product that is purchased in a shop in Santiago through a payment option (credit card) in less than a second, a transaction will request authorization from Chile to Singapore to be approved. In this society both buyers and sellers have access to online information that is available for decision making. There is greater openness and economic integration that has begun within the commercial networks, in which there are regional and multilateral approaches that has helped expand trade and economic integration. Likewise, there are numerous free trade agreements that support economic development; however, the global crisis has affected economies like transportation. In regards to international commerce about 90% is developed through the ports, considering that the former is important to identify the relationships between the development of the payment options and e-commerce at the ports. Our research aims to integrate both the scientific research and applied research aspects, so that this will be a contribution to the day to day business for the payment options in Chile, and for those who design and define the application of norms and standards. This thesis offers a methodology to analyze the relationships between the application of standards and its affects in the industry of payment options in Chile. This research will allow us to identify the environmental variables that intervene and evolve the market of the payment options, through the analysis of the state of the art in the payment options in the Chilean Banking industry. In the market of the payment industry options we have looked specifically at the Chilean Banking industry and the relationship between the application of standards and their impact on transaction volumes. In addition, there has been an analysis of the activity of the payment options and wire transfers in the maritime industry in Valparaíso in order to define the feasibility of a model that allows us to relate these effects in these markets and the application of standards. We have searched the Chilean banking industry for the relationships between the application of standards and its effect on transaction volumes, in order to analyze the trends in the payment options and the commercial development at the Port of Valparaiso. Therefore, through the use of this methodology we look to be able to make better decisions in the payment options industry in Chile, with better management and use of the resources.

Greenhouse gas emission reduction is the pillar of the Kyoto Protocol and one of the main goals of the European Union (UE) energy policy. National reduction targets for EU member states and an overall target for the EU-15 (8%) were set by the Kyoto Protocol. This reduction target is based on emissions in the reference year (1990) and must be reached by 2012. EU energy policy does not set any national targets, only an overall reduction target of 20% by 2020. This paper transfers global greenhouse gas emission reduction targets in both these documents to the transport sector and specifically to CO2 emissions. It proposes a nonlinear distribution method with objective, dynamic targets for reducing CO2 emissions in the transport sector, according to the context and characteristics of each geographical area. First, we analyse CO2 emissions from transport in the reference year (1990) and their evolution from 1990 to 2007. We then propose a nonlinear methodology for distributing dynamic CO2 emission reduction targets. We have applied the proposed distribution function for 2012 and 2020 at two territorial levels (EU member states and Spanish autonomous regions). The weighted distribution is based on per capita CO2 emissions and CO2 emissions per gross domestic product. Finally, we show the weighted targets found for each EU member state and each Spanish autonomous region, compare them with the real achievements to date, and forecast the situation for the years the Kyoto and EU goals are to be met. The results underline the need for ?weighted? decentralised decisions to be made at different territorial levels with a view to achieving a common goal, so relative convergence of all the geographical areas is reached over time. For over 100 years, water policy and man agement in Spain have been instruments of economic and social transformation. Sig nificant public and private investments in water supply infrastructures have equipped Spain with over 1,200 major dams, 20 major desalination plants ? with more under construction ? and several interbasin water transfers. The system has been apparently very successful, with an increase in overall water availability, strong associated eco nomic development and few urban water supply shortages. This success has been supported by a widespread consensus among a strong and largely closed water policy community made up of water manag ers, irrigators, electric (hydropower) utilities and developers.

In professional video production, users have to access to huge multimedia files simultaneously in an error-free environment, this restriction force the use of expensive disk architectures for video servers. Previous researches proposed different RAID systems for each specific task (ingest, editing, file, play-out, etc.). Video production companies have to acquire different servers with different RAIDs systems in order to support each task in the production workflow. The solution has multiples disadvantages, duplicated material in several RAIDs, duplicated material for different qualities, transfer and transcoding processes, etc. In this work, an architecture for video servers based on the spreading of JPEG200 data in different RAIDs is presented, each individual part of the data structure goes to a specific RAID type depending on the effect that produces the data on the overall image quality, the method provide a redundancy correlated with the data rank. The global storage can be used in all the different tasks of the production workflow saving disk space, redundant files and transfers procedures.

The highest solar cell efficiencies both for c-Si and mc-Si were reached using template based texturing processes. Especially for mc-Si the benefit of a defined texture, the so called honeycomb texture, was demonstrated impressively. However, up until now, no industrially feasible process has been available to pattern the necessary etching masks with the sufficient resolution. Roller-Nanoimprint Lithography (Roller-NIL) has the potential to overcome these limitations and to allow high quality pattern transfers, even in the sub-micron regime, in continuous in-line processes. Therefore, this etch-mask patterning technique is a suitable solution to bring such elaborate features like the honeycomb texture to an industrial realization. Beyond that, this fast printing-like technology opens up new possibilities to introduce promising concepts like photonic structures into solar cells.

Hydromorphic Podzol soils in the Amazon Basin generally support low-stature forests with some of the lowest amounts of aboveground net primary production (NPP) in the region. However, they can also exhibit large values of belowground NPP that can contribute significantly to the total annual inputs of organic matter into the soil. These hydromorphic Podzol soils also exhibit a horizon rich in organic matter at around 1?2m depth, presumably as a result of eluviation of dissolved organic matter and sesquioxides of Fe and Al. Therefore, it is likely that these ecosystems store large quantities of carbon by (1) large amounts of C inputs to soils dominated by their high levels of fine-root production, (2) stabilization of organic matter in an illuviation horizon due to significant vertical transfers of C. To assess these ideas we studied soil carbon dynamics using radiocarbon in two adjacent Amazon forests growing on contrasting soils: a hydromorphic Podzol and a well-drained Alisol supporting a high-stature terra firme forest. Our measurements showed similar concentrations of C and radiocarbon in the litter layer and the first 5 cm of the mineral soil for both sites. This result is consistent with the idea that the hydromorphic Podzol soil has similar soil C storage and cycling rates compared to the well-drained Alisol that supports a more opulent vegetation. However, we found important differences in carbon dynamics and transfers along the vertical profile. At both soils, we found similar radiocarbon concentrations in the subsoil, but the carbon released after incubating soil samples presented radiocarbon concentrations of recent origin in the Alisol, but not in the Podzol. There were no indications of incorporation of C fixed after 1950 in the illuvial horizon of the Podzol. With the aid of a simulation model, we predicted that only a minor fraction (1.7 %) of the labile carbon decomposed in the topsoil is transferred to the subsoil of the Podzol, while this proportional transfer is about 30% in the Alisol. Furthermore, our estimates were 8 times lower than previous estimations of vertical C transfers in Amazon Podzols, and question the validity of these previous estimations for all Podzols within the Amazon Basin. Our results also challenge our previous ideas about the genesis of these particular soils and suggest that either they are not true Podzols or the podzolization processes had already stopped.

Two electronic fruits (SEP-1, Simulated Electronic Product, developed in Scotland, and Techmark IS-100, Instrumented Sphere, developed in USA) have been compared in laboratory tests and then used to evaluate handling operations, in several cooperatives of two areas of Spain: Lérida (pome fruits) and Valencia (stone fruits). Advantages of each device were evaluated. Harvest, mechanical bin unloading, and grading line transfers and sizers were identified as operations causing fruit damage.

Two instrumented spheres IS 100 were used to evaluate the quality of post-harvest operations. Results obtained from measurements made with both IS (8.8 cm 0 and 6.2 cm 0) show significant differences. Both IS measure the same values of the same variables for soft materials, but not for hard surfaces. Four packing lines belonging to different cooperatives of the region of Murcia (two for stone fruits and two for citrus) were tested. IS values obtained in transfers belonging to the tested lines lay well above 50 g's in most of them Much higher impact intensities are registered in citrus lines than in stone fruit packing lines. To study the incidence of a certain packing line on different products an interaction fruit-packing line test was perf01med. In all cases, more than 50% of fruits belonging to the post-handling sample showed some kind of damage. Bruises evolve after 48 hours storage at room temperature.

Damages -reduced in fruit packing lines is a major cause of grace reduction and quality loos in fresh marks: fruit. Fruit must be treated gently during in sir handling to improve their qualityin order to get a good price in a competitive market. The correct post-hardvest handling in fruit packing lines is a prerequisite to cut down the heavy post-harvest losses. Fruit packing lines must be evaluated, studying their design, the impacts applied to the fruits, the characteristics of the materials, etc. This study establishes the possibility of carrying out modifications and tests in a packing line during a long period of time. For this purpose, an experimental fruit packing line has been designed and located in the Agricultural Engineering Department of the Polythecnic University of Madrid with the aim of improving mechanical devices and fruit handling conditions to minimize damage to fruit. The experimental line consists of several transporting belts, one rollers transporter, one sizer, one elevator, one singularizer, and three trays to receive the calibrated fruit. The line has a length of 6.15 m and a width cf 1.9 m. Movement of the different components is regulated by electric motors with variable velocity electronically controlled. The height of the transfer points is variable and can be easily modified. The experimental line has been calibrated using two instrumented spheres IS 100 (8.8 cm Ø and6.2cm Ø). Average acceleration values obtained in all the transfers of the experimental line lay under 80 g's, although there is big variation for some of them being some values above 100 g's.

Nowadays, we can send audio on the Internet for multiples uses like telephony, broadcast audio or teleconferencing. The issue comes when you need to synchronize the sound from different sources because the network where we are going to work could lose packets and introduce delay in the delivery. This can also come because the sound cards could be work in different speeds. In this project, we will work with two computers emitting sound (one will simulate the left channel (mono) of a stereo signal, and the other the right channel) and connected with a third computer by a TCP network. The last computer must get the sound from both computers and reproduce it in a speaker properly (without delay). So, basically, the main goal of the project is to synchronize multi-track sound over a network. TCP networks introduce latency into data transfers. Streaming audio suffers from two problems: a delay and an offset between the channels. This project explores the causes of latency, investigates the affect of the inter-channel offset and proposes a solution to synchronize the received channels. In conclusion, a good synchronization of the sound is required in a time when several audio applications are being developed. When two devices are ready to send audio over a network, this multi-track sound will arrive at the third computer with an offset giving a negative effect to the listener. This project has dealt with this offset achieving a good synchronization of the multitrack sound getting a good effect on the listener. This was achieved thanks to the division of the project into several steps having constantly a good vision of the problem, a good scalability and having controlled the latency at all times. As we can see in the chapter 4 of the project, a lack of synchronization over c. 100μs is audible to the listener.
