RESUMO - Este estudo analisa a forma como os cuidados de saúde não hospitalares e a enfermagem comunitária, se desenvolveram e se influenciaram mutuamente, no período 1926-2002. Trata-se de um estudo histórico que recorre a fontes escritas, imagéticas e orais, e utiliza conceções do novo institucionalismo e os conceitos de poder e biopoder de Foucault, para investigar este processo. Apresenta e analisa as origens destes cuidados e da enfermagem comunitária, o modo como se institucionalizaram e como evoluíram. A criação e desenvolvimento dos cuidados de saúde não hospitalares foram acompanhados pela individualização da enfermagem comunitária. As políticas e práticas dos cuidados de saúde primários e da enfermagem comunitária apresentam uma clara dependência do percurso já realizado. A sua génese está ligada a práticas de caridade cristã de assistência aos mais pobres liderada pelas Misericórdias e ordens religiosas. O novo entendimento sobre o papel do Estado relativamente à saúde conduziu à criação de instituições não hospitalares e à diferenciação da enfermagem comunitária. Assinale-se como momentos positivos para enfermeiros e instituições a formação das visitadoras sanitárias, apoio à formação em saúde pública pela Fundação Rockefeller, a criação de instituições corporativas, privadas e públicas de cuidados não hospitalares, a reforma de 1971 e o movimento dos CSP. As políticas institucionais condicionaram o próprio desenvolvimento e o da enfermagem comunitária, devido aos estereótipos associados ao papel da mulher, à multiplicidade e disparidade de formações e às visões divergentes sobre o que era a enfermagem comunitária. Este processo de desenvolvimento entretecido entre enfermagem comunitária e CSP apresenta influências e contributos mútuos. Os cuidados de saúde não hospitalares proporcionaram aos enfermeiros formação, desenvolvimento profissional, oportunidade de uma intervenção diversificada e com elevado grau de autonomia. Já estes trouxeram aproximação à comunidade, atenção especial aos mais vulneráveis, criatividade, capacidade de adaptação perante condições adversas, contribuindo para a visibilidade e relevância afetiva dos CSP.

As interfaces naturais têm ganho atenção crescente por parte da comunidade científica. Esta interação, nomeadamente baseada em gestos e voz, tem sido progressivamente mais usada para estabelecer a comunicação entre o homem e a máquina de forma natural. Em paralelo, têm surgido no marcado alguns novos dispositivos com o objetivo de suportar estas formas naturais de interface, entre eles, sensores de movimento. Esta dissertação tem como objetivo a proposta de algoritmos projetados para auxiliar o programador no reconhecimento de gestos, especificamente em dispositivos conhecidos como sensores de movimentos. Atualmente o programador tem o trabalho de desenvolver todo o código para adicionar reconhecimento de gestos à sua aplicação. A solução apresentada neste documento propõe um novo conjunto de métodos que visam a criação de uma biblioteca de gestos e a consequente capacidade de reconhecimento de gestos anteriormente armazenados. A validação deste trabalho consistiu na extensão do Software Development Kit (SDK) do dispositivo Kinect, de forma a adicionar ferramentas complementares, que permitam simplificar a definição e reconhecimento de gestos. A primeira parte consiste na captação e armazenamento de gestos, através do mapeamento de pontos, modelando os gestos e armazenando tal modelo. Esta primeira fase permite no desenvolvimento de um sistema a criação de uma biblioteca de gestos pré-definidos, como por exemplo os gestos da Língua Gestual Portuguesa. Numa segunda fase, a extensão do SDK auxilia também as tarefas de reconhecimento de gestos em tempo real, isto é, deteção do gesto que o utilizador de uma aplicação esteja a fazer e procura desse gesto na biblioteca.

Human-Computer Interaction have been one of the main focus of the technological community, specially the Natural User Interfaces (NUI) field of research as, since the launch of the Kinect Sensor, the goal to achieve fully natural interfaces just got a lot closer to reality. Taking advantage of this conditions the following research work proposes to compute the hand skeleton in order to recognize Sign Language Shapes. The proposed solution uses the Kinect Sensor to achieve a good segmentation and image analysis algorithms to extend the skeleton from the extraction of high-level features. In order to recognize complex hand shapes the current research work proposes the redefinition of the hand contour making it immutable to translation, rotation and scaling operations, and a set of tools to achieve a good recognition. The validation of the proposed solution extended the Kinects Software Development Kit to allow the developer to access the new set of inferred points and created a template-matching based platform that uses the contour to define the hand shape, this prototype was tested in a set of predefined conditions and showed to have a good success ration and has proven to be eligible for real-time scenarios.

Real-time collaborative editing systems are common nowadays, and their advantages are widely recognized. Examples of such systems include Google Docs, ShareLaTeX, among others. This thesis aims to adopt this paradigm in a software development environment. The OutSystems visual language lends itself very appropriate to this kind of collaboration, since the visual code enables a natural flow of knowledge between developers regarding the developed code. Furthermore, communication and coordination are simplified. This proposal explores the field of collaboration on a very structured and rigid model, where collaboration is made through the copy-modify-merge paradigm, in which a developer gets its own private copy from the shared repository, modifies it in isolation and later uploads his changes to be merged with modifications concurrently produced by other developers. To this end, we designed and implemented an extension to the OutSystems Platform, in order to enable real-time collaborative editing. The solution guarantees consistency among the artefacts distributed across several developers working on the same project. We believe that it is possible to achieve a much more intense collaboration over the same models with a low negative impact on the individual productivity of each developer.

Information technologies (ITs), and sports resources and services aid the potential to transform governmental organizations, and play an important role in contributing to sustainable communities development, respectively. Spatial data is a crucial source to support sports planning and management. Low-cost mobile geospatial tools bring productive and accurate data collection, and their use combining a handy and customized graphical user interface (GUI) (forms, mapping, media support) is still in an early stage. Recognizing the benefits — efficiency, effectiveness, proximity to citizens — that Mozambican Minister of Youth and Sports (MJD) can achieve with information resulted from the employment of a low-cost data collection platform, this project presents the development of a mobile mapping application (app) — m-SportGIS — under Open Source (OS) technologies and a customized evolutionary software methodology. The app development embraced the combination of mobile web technologies and Application Programming Interfaces (APIs) (e.g. Sencha Touch (ST), Apache Cordova, OpenLayers) to deploy a native-to-the-device (Android operating system) product, taking advantage of device’s capabilities (e.g. File system, Geolocation, Camera). In addition to an integrated Web Map Service (WMS), was created a local and customized Tile Map Service (TMS) to serve up cached data, regarding the IT infrastructures limitations in several Mozambican regions. m-SportGIS is currently being exploited by Mozambican Government staff to inventory all kind of sports facilities, which resulted and stored data feeds a WebGIS platform to manage Mozambican sports resources.

This marketing plan project is a culmination of extensive strategies with the use of experiential marketing to address issues confronting the Kenyan tourism industry in order to have a sustainable tourism sector. Following the terrorist attack carried out by Islamist militants’ belonging to al-Shabaab terrorist organization on Nairobi’s Westgate shopping mall in September 2013, tourist forecast has gone down sharply with an average of 20% fall in tourists’ arrivals which is likely to have an impact on the tourism sector in Kenya. Even before the deadly attack on Westgate, the most lethal attack by Islamist terrorists in 15 years in Kenya, the government through the Kenya tourist board had announced that in 2013 tourist arrivals were down by 12%, at 495,978, according to an October 2013 report by Bloomberg. Tourism revenues were also down by 7.4%, over FY12/13 (July-June) to reach KES96.24bn, according to a September 2013 report on the local Capital FM website. Beyond 2013, much will depend on how quickly the Kenya tourist board can regain control of the situation. The Kenyan government believes that the Westgate mall attack was a 'one-off' incident, with a low probability of a similar event happening again over the short term period. Germany, United States, United Kingdom, Australia, Italy, France and Canada continue to be the key source market however; the Kenya tourist board can make continued growth stronger from new emerging markets in order to increase new arrivals into the country. The marketing plan outlines the objectives to be implemented and provides the implementation strategy, activity plans, monitoring and evaluation plans, financial requirements projections and proposes a new structure of experiential marketing. A number of regional forces are identified that will impact tourism into the country including global, social and economic forces, emerging trends in visitor motivations and behavior, emerging forces in experiential marketing. A major component of the strategy identifies target markets for Kenya to commensurate with the level of resources that will be available for marketing and promotion, in keeping with the forces and trends identified and the nature of the Kenya tourism environment. The agreed upon target market segments are: generic/mass travel, experiential travel, creative travel, adventure seeking travel, senior/extended/long stay travel, and business related travel. The strategy phases the development of the target markets over the years of the marketing strategies in order to yield the best opportunity for results. A core activity in developing a marketing strategy is determining the nature of experiences Kenya offers in tourism. The strategy’s experience development process will continue to develop within the context of the products identified which will be promoted regionally: culture/heritage, nature, community-based. Each county in the country has a significant number of attractions and experiences and the challenge of the country is to bring these together in a creative and innovative way in order to encourage tourists to visit more than one county in Kenya.

RESUMO - A evolução dos cuidados de saúde primários em Portugal nos últimos trinta anos conheceu várias fases. A partir de 1971 foram criados os primeiros centros de saúde — os centros de saúde de primeira geração, associados ao que então se entendia por saúde pública —, incluindo actividades como a vacinação, vigilância de saúde da mulher, da grávida e da criança, saúde escolar e ambiental, entre outras. Em 1983 os primeiros centros de saúde foram integrados com os numerosos postos dos ex-Serviços Médico- -Sociais («caixas»). Este processo de fusão conduziu a uma maior racionalidade formal, mas não resultou numa melhoria naquilo que eram as principais virtudes dos componentes integrados — acessibilidade a consultas e a visitas domiciliárias, por um lado, e, por outro, a programação de actividades com objectivos de saúde. Em 1999 foi publicada a legislação sobre os «centros de saúde de terceira geração». Esta aparece na sequência de experiências sobre o terreno — «projectos Alfa» e outras iniciativas semelhantes, baseados numa filosofia de «prática de grupo» — e do início de um regime remuneratório experimental para a clínica geral. As unidades operativas dos novos centros de saúde pressupõem um processo de mudança organizacional que não pode ser implementada pela via normativa clássica tipo top down. Embora necessite de um enquadramento «de cima», a sua realização dependerá essencialmente da capacidade de despoletar uma dinâmica de mudança em cada centro de saúde e de proporcionar acompanhamento e apoio técnico a esses processos de mudança locais.

Human activity is very dynamic and subtle, and most physical environments are also highly dynamic and support a vast range of social practices that do not map directly into any immediate ubiquitous computing functionally. Identifying what is valuable to people is very hard and obviously leads to great uncertainty regarding the type of support needed and the type of resources needed to create such support. We have addressed the issues of system development through the adoption of a Crowdsourced software development model [13]. We have designed and developed Anywhere places, an open and flexible system support infrastructure for Ubiquitous Computing that is based on a balanced combination between global services and applications and situated devices. Evaluation, however, is still an open problem. The characteristics of ubiquitous computing environments make their evaluation very complex: there are no globally accepted metrics and it is very difficult to evaluate large-scale and long-term environments in real contexts. In this paper, we describe a first proposal of an hybrid 3D simulated prototype of Anywhere places that combines simulated and real components to generate a mixed reality which can be used to assess the envisaged ubiquitous computing environments [17].

The usual high cost of commercial codes, and some technical limitations, clearly limits the employment of numerical modelling tools in both industry and academia. Consequently, the number of companies that use numerical code is limited and there a lot of effort put on the development and maintenance of in-house academic based codes . Having in mind the potential of using numerical modelling tools as a design aid, of both products and processes, different research teams have been contributing to the development of open source codes/libraries. In this framework, any individual can take advantage of the available code capabilities and/or implement additional features based on his specific needs. These type of codes are usually developed by large communities, which provide improvements and new features in their specific fields of research, thus increasing significantly the code development process. Among others, OpenFOAM® multi-physics computational library, developed by a very large and dynamic community, nowadays comprises several features usually only available in their commercial counterparts; e.g. dynamic meshes, large diversity of complex physical models, parallelization, multiphase models, to name just a few. This computational library is developed in C++ and makes use of most of all language capabilities to facilitate the implementation of new functionalities. Concerning the field of computational rheology, OpenFOAM® solvers were recently developed to deal with the most relevant differential viscoelastic rheological models, and stabilization techniques are currently being verified. This work describes the implementation of a new solver in OpenFOAM® library, able to cope with integral viscoelastic models based on the deformation field method. The implemented solver is verified through the comparison of the predicted results with analytical solutions, results published in the literature and by using the Method of Manufactured Solutions
