Abundance indices derived from fishery-independent surveys typically exhibit much higher interannual variability than is consistent with the within-survey variance or the life history of a species. This extra variability is essentially observation noise (i.e. measurement error); it probably reflects environmentally driven factors that affect catchability over time. Unfortunately, high observation noise reduces the ability to detect important changes in the underlying population abundance. In our study, a noise-reduction technique for uncorrelated observation noise that is based on autoregressive integrated moving average (ARIMA) time series modeling is investigated. The approach is applied to 18 time series of finfish abundance, which were derived from trawl survey data from the U.S. northeast continental shelf. Although the a priori assumption of a random-walk-plus-uncorrelated-noise model generally yielded a smoothed result that is pleasing to the eye, we recommend that the most appropriate ARIMA model be identified for the observed time series if the smoothed time series will be used for further analysis of the population dynamics of a species.

Small freshwater pelagic fisheries in closed lakes are very important to millions of people in sub-Saharan Africa providing livelihoods and nutritional security. However, returns from these fisheries have been shown to �uctuate in response to climatic variability. In order to understand the impact of these fluctuations on the livelihoods of people dependant on these fisheries, there is a need for information on how the fish value chain is organized and how it functions in response to variation in supplies. The results will feed into strategies that build resilience in fishing households against the uncertainties arising from unstable ecosystems. The Lake Chilwa fishery value chain is composed of fishers, processors, traders, fish transporters, boat owners, owners of fish processing shades, fisheries associations, gear owners, gear makers, firewood sellers, and traders of fishing gear and equipment. The value chain employs many people and local authorities can consider using this information in the design of rural development strategies for employment generation in small-scale fishing communities. The findings from this study have a number of implications for the improvement of the livelihood of fishers and enhancing their capacity to mitigate against the effects of climate change.

Large pelagic sharks are caught incidentally in the swordfish and tuna fisheries of the Mediterranean Sea. In our study, twelve shark species were documented as bycatch over three years from 1998 to 2000. Blue shark (Prionace glauca) was the predominant species in all gears and areas examined. Shortfin mako (Isurus oxyrinchus), common thresher shark (Alopias vulpinus), and tope shark (Galeorhinus galeus) were the next most abundant shark species—found in more than half of the areas sampled. Catch composition varied both in the areas and gears investigated. Sharks represented 34.3% in weight of total catches sampled in the Alboran Sea and 0.9% in the Straits of Sicily. Higher shark catches were observed in the swordfish longline fishery, where a nominal CPUE value reached 3.8 sharks/1000 hooks in the Alboran Sea. Size distribution by fishing gear varied significantly. Albacore longline catches consisted mainly of juveniles, whereas subadult and adult specimens were more frequent in the swordfish longline and driftnet fishery. The percentage of sharks brought onboard alive was exceptionally high; only 5.1% of the specimens died. Results of a twelve-month assessment of the fisheries and aquaculture potential of small waterbodies (SWBs) in the West Gonja District of Northern Ghana are presented. The primary objectives of the project were to established whether the fisheries within the reservoir basins in the West Gonja and Nanumba Districts (Northern Region) could be enhanced and aquaculture associated with the SWBs could be viable.

Fisheries co-management is increasingly seen as a solution to the problems of resource use conflicts and overexploitation. The importance of transactions costs may not have been given adequate attention. The transaction costs are 1) information costs, 2) collective decisionmaking tools, and 3) collective operational costs. The various components of transaction costs of fisheries co-management systems are described in this paper. These costs need to be determined for evaluating the feasibility of a co-managed fishery compared to a centrally managed one.

Inhibitory activity of a marine pigmented bacterium - Alteromonas sp. - isolated from Penaeus monodon Fabricius larva against pathogenic and environmental isolates of Vibrio harveyi was studied. All the isolates were inhibited to varying degrees by Alteromonas sp. in vitro. The antibacterial substance produced by the Alteromonas sp. was soluble in organic solvent and closely bound to the external surface of bacterial cells. The antibacterial Alteromonas sp., when allowed to colonize on shrimp larvae, suppressed the activity of V. harveyi M3 and reduced mortality of P. monodon larvae in vivo.

Results of the economic assessment of shrimp hatchery industry in Panay Island, Philippines are presented. In order to ensure continuous viability of hatcheries, the critical areas of concern are: financing of operating capital and improvement of facilities; collective marketing efforts through cooperatives; updating of technology especially in disease prevention and control; and diversification strategies.

Production and consumption of fish were estimated for a one year period during 1995-96 using a sample of 5 117 households. The sample was taken from a study area covering 83 sample communes in 51 fishing districts belonging to eight freshwater fisheries provinces. About 39% of households in fishing dependent communities were actively involved in fishing. Of the total fishing households, 14% took part in commercial fishing using middle-scale fishing gear. Average annual catch per household for middle-scale and family fishing was 3 319 kg and 647 kg, respectively. Nearly 40% of the fish catch was consumed within the communes. The per capita consumption of fresh fish by fishing households (49.7 kg/yr) was higher than that of non-fishing households (39.9 kg/yr). Including processed fish, the total fish consumption by the fishing dependent communes was estimated at 75.6 kg per capita per annum. Given this high rate of fish consumption, development interventions must consider the role of fisheries in ensuring a sustainable livelihood and food security to Cambodia's growing population.

The marine fisheries of Jamaica are almost entirely artisanal, with at least 15 000 fishers and an annual catch of approximately 7 000 t. A recent development is a small industrial fishery for queen conch and spiny lobster that earns significant foreign exchange for the country. The major aquatic resources are coral reef fishes, conch, lobster, small pelagics and seasonal large pelagics. The major fishing grounds are the southern island shelf and Pedro Bank, a large oceanic bank 150 km to the southwest of Kingston. The fisheries are rated as overfished, except the queen conch fishery which is relatively well managed. A new Fisheries Bill is currently being reviewed with the intention of improving the efficiency of management measures and of fisheries administration. There are plans for rehabilitating the fisheries and developing them with a focus on their sustainability in the future.

Fish contain important nutrients such as essential fatty acids, iron, zinc, calcium, vitamin A and vitamin C. Production of freshwater fish depends on the strategic application of various management techniques. The demand for fish products has increased beyond the natural supply, resulting in a high pressure on fisheries. Development of aquaculture is necessary for a rapid growth in fish production. A number of constraints hamper the development of aquaculture. Introduction of polyculture technologies in some countries is a way of maximizing production from different levels of the food chain. The roles of women in making fish products available to consumers is frequently over-looked by policy makers. Gender equity in policy-making and management of fisheries and in capacity building is an important issue. Fish production from inland waters and coastal areas can be increased by adopting cage and pen culture systems. Input subsidies and loans to resource poor farmers can boost fish production.

Fisheries in the USA are managed under the Magnuson Fishery Conservation and Management Act of 1976 (MFCMA). By 1991, it was reported that fish stocks had declined considerably since the act came into force. A national Committee in Fisheries was set up in 1992 to investigate ways of improving fisheries management regimes. The committee's seven recommendations framed in four broad areas are: (1) prevent overfishing; (2) improve the institutional structure; (3) improve the quality of fishery science and data; and (4) move toward an ecosystem approach to fishery management. These recommendations are designed to enchance the most effective aspects of the present MFCMA and to introduce critically needed clarifications and structured improvements.
