Public participation is an integral part of Environmental Impact Assessment (EIA), and as such, has been incorporated into regulatory norms. Assessment of the effectiveness of public participation has remained elusive however. This is partly due to the difficulty in identifying appropriate effectiveness criteria. This research uses Q methodology to discover and analyze stakeholder's social perspectives of the effectiveness of EIAs in the Western Cape, South Africa. It considers two case studies (Main Road and Saldanha Bay EIAs) for contextual participant perspectives of the effectiveness based on their experience. It further considers the more general opinion of provincial consent regulator staff at the Department of Environmental Affairs and the Department of Planning (DEA&DP). Two main themes of investigation are drawn from the South African National Environmental Management Act imperative for effectiveness: firstly, the participation procedure, and secondly, the stakeholder capabilities necessary for effective participation. Four theoretical frameworks drawn from planning, politics and EIA theory are adapted to public participation and used to triangulate the analysis and discussion of the revealed social perspectives. They consider citizen power in deliberation, Habermas' preconditions for the Ideal Speech Situation (ISS), a Foucauldian perspective of knowledge, power and politics, and a Capabilities Approach to public participation effectiveness. The empirical evidence from this research shows that the capacity and contextual constraints faced by participants demand the legislative imperatives for effective participation set out in the NEMA. The implementation of effective public participation has been shown to be a complex, dynamic and sometimes nebulous practice. The functional level of participant understanding of the process was found to be significantly wide-ranging with consequences of unequal and dissatisfied stakeholder engagements. Furthermore, the considerable variance of stakeholder capabilities in the South African social context, resulted in inequalities in deliberation. The social perspectives revealed significant differences in participant experience in terms of citizen power in deliberation. The ISS preconditions are highly contested in both the Saldanha EIA case study and the DEA&DP social perspectives. Only one Main Road EIA case study social perspective considered Foucault's notion of governmentality as a reality in EIA public participation. The freedom of control of ones environment, based on a Capabilities approach, is a highly contested notion. Although agreed with in principle, all of the social perspectives indicate that contextual and capacity realities constrain its realisation. This research has shown that Q method can be applied to EIA public participation in South Africa and, with the appropriate research or monitoring applications it could serve as a useful feedback tool to inform best practice public participation.

The tissue distribution and ontogeny of Na+/K+-ATPase has been examined as an indicator for ion-regulatory epithelia in whole animal sections of embryos and hatchlings of two cephalopod species: the squid Loligo vulgaris and the cuttlefish Sepia officinalis. This is the first report of the immunohistochemical localization of cephalopod Na+/K+-ATPase with the polyclonal antibody alpha (H-300) raised against the human alpha1-subunit of Na+/K+-ATPase. Na+/K+-ATPase immunoreactivity was observed in several tissues (gills, pancreatic appendages, nerves), exclusively located in baso-lateral membranes lining blood sinuses. Furthermore, large single cells in the gill of adult L. vulgaris specimens closely resembled Na+/K+-ATPase-rich cells described in fish. Immunohistochemical observations indicated that the amount and distribution of Na+/K+-ATPase in late cuttlefish embryos was similar to that found in juvenile and adult stages. The ion-regulatory epithelia (e.g., gills, excretory organs) of the squid embryos and paralarvae exhibited less differentiation than adults. Na+/K+-ATPase activities for whole animals were higher in hatchlings of S. officinalis (157.0 ± 32.4 µmol/g FM/h) than in those of L. vulgaris (31.8 ± 3.3 µmol/g FM/h). S. officinalis gills and pancreatic appendages achieved activities of 94.8 ± 18.5 and 421.8 ± 102.3 µmol ATP/g FM/h, respectively. High concentrations of Na+/K+-ATPase in late cephalopod embryos might be important in coping with the challenging abiotic conditions (low pH, high pCO2) that these organisms encounter inside their eggs. Our results also suggest a higher sensitivity of squid vs. cuttlefish embryos to environmental acid-base disturbances.

During the last 10 years the Spanish photovoltaic market has experienced one of the most important increases worldwide. The continuous raise on the price of the electricity in Spain, as in other European countries, USA and Japan, as well as the decrease of the cost of solar photovoltaic systems along this decade is opening a new way to reach grid parity point in some particular scenarios. A new Spanish legislation is being performed toward selfconsumption, and it is in this new context where the grid parity in a wide sense could be achieved. La tesis trata la evolución de la conciencia de la conservación de los centros históricos y de los instrumentos de gestión utilizados en las políticas de rehabilitación del casco antiguo de Madrid, desde las primeras experiencias de los años ‘80 hasta el perfeccionamiento del complejo mecanismo contemporáneo. El proceso de rehabilitación ha demostrado ser extremadamente coherente en cuanto a los objetivos y en cuanto al tema de los instrumentos ha seguido la tendencia de diversificar y flexibilizar. En Madrid se ha utilizado el concepto de rehabilitación en sentido integral, abarca una amplia gama de acciones que implican por una parte, intervenciones directas sobre los edificios y por otra, la valorización del espacio público, de los edificios representativos, la introducción de dotaciones y también un componente social. El tema se analizará desde la perspectiva del barrio de Embajadores, un área muy especial del casco antiguo de la ciudad. Desde 1998 hasta la actualidad allí funciona el Área de Rehabilitación Integral con el nombre de Lavapiés. El barrio de Embajadores representa un caso de extrema complejidad dada su tradición, que mantiene hasta el momento, de barrio popular que ha tenido como consecuencia negativa un grave estado de deterioro de los edificios y de sus estructuras urbanas. Además, presenta una composición socio-cultural muy heterogénea ya que siempre ha alojado oleadas de inmigrantes que llegaban a la capital tanto de las provincias como del extranjero. Los ‘80 marcan en Madrid el inicio de la preocupación por la rehabilitación urbana y de los primeros intentos de definir unos mecanismos. Durante este período el barrio de Embajadores es escenario de los primeros proyectos piloto de rehabilitación. Se sientan las bases del sistema de subvenciones, que empujará hacia un modelo de rehabilitación generalizada. A principios de los años ‘90, la insatisfacción dejada por de los resultados obtenidos, la Administración decide reorganizar la estrategia y se procede a la rehabilitación integral por áreas, concentrando los esfuerzos geográfica y temporalmente. La idea ya se había utilizado diez años antes, pero sin encontrar nunca la voluntad política de aplicarla. En comparación con el casco antiguo, el barrio de Embajadores se dejó para el final del proceso para verificar los métodos en zonas más restringidas en cuanto a superficie y con menos problemas. Desde 1998 hasta hoy, período en que funciona el Área de Rehabilitación Integral de Lavapiés, los distintos tipos de actuaciones, de producción arquitectónica, urbanística y sociocultural, han mostrado su eficacia, de forma que los cambios que aportaron al barrio son evidentes para todos. Mientras que las Áreas de Rehabilitación del centro una vez alcanzados los objetivos, se preparan para su clausura, a nivel administrativo se están definiendo nuevas direcciones y nuevos objetivos para el casco antiguo: subastas para incentivar intervenciones de mejoramiento energético y del nivel de sostenibilidad de los edificios madrileños. La primera parte de la tesis establece las premisas presentando algunos puntos relevantes relativos al desarrollo histórico de los documentos y normativas más importantes que tendrán eco en el proceso de concienciación de la cultura de la conservación del patrimonio urbano de los centros históricos. Después, se habla de la experiencia de rehabilitación urbana en Europa, en España en general y en Madrid en particular, con referencia a los modelos de enfoque, al marco legislativo y a las experiencias relacionadas con el casco antiguo, y en definitiva a la creación de la conciencia de la rehabilitación y conservación de los centros de las ciudades. La segunda parte se centra en el caso de estudio, el barrio de Embajadores. En primer lugar, se presenta en detalle el barrio: ubicación, datos característicos, edificios representativos y flujos que generan, trama urbana, datos sobre la formación histórica, tipologías y características de construcción de los edificios y, para finalizar, algún dato demográfico para introducir la compleja problemática social. Más adelante se exponen las primeras experiencias de rehabilitación: dos proyectos piloto de intervención sobre las viviendas realizados en los años ‘80, uno privado y el otro público. La parte central del trabajo trata sobre la fase intensiva de rehabilitación, proceso puesto en marcha en el año ’98 y que corresponde al período en el que Embajadores es Área de Rehabilitación Integral. Se presentan y analizan los objetivos de la rehabilitación y luego los instrumentos de orden administrativo, normativo y legal que regulan las actuaciones en el barrio. Sucesivamente se afronta la rehabilitación de la parte residencial, en régimen privado y público, que fue el modelo principal que la Administración llevó a cabo. Se presenta todo el proceso, desde la decisión sobre el tipo de rehabilitación, las subvenciones y las soluciones técnicas adoptadas así como la rehabilitación de casos especiales de edificios, que por sus características, el alto nivel de degradación o porque ocupados por inquilinos con dificultades económicas, se realizó con intervención pública. Las enormes dificultades derivadas de la complicada gestión y de las incongruencias de las normativas también se analizan en este trabajo. El autor presenta un dosier de una veintena de trabajos llevados a cobo en el Barrio de Embajadores a lo largo de más de 15 años de experiencia profesional propia. Se intenta, en primer lugar, evaluar la actuación pública en comparación con la privada en cuanto a los modelos propuestos, a las problemáticas que generan y a los resultados obtenidos. Una segunda línea de argumentación se refiere a la relación que se establece entre los instrumentos que se promueven y los que obligan a la conservación y a la rehabilitación de los edificios. Quizás el elemento más interesante, por su conocida innovación, de la experiencia de la obligación de conservación a cargo de los propietarios y la introducción de una revisión periódica del estado de los edificios (ITE), que conduce a su mantenimiento permanente a lo largo del tiempo. El ultimo instrumento aparecido y de por si el más novedoso se refiere a la política de rehabilitación energética iniciada en los últimos años por el Ayuntamiento de Madrid. ABSTRACT Starting from the early experiences of the ‘80s and tackling the complex and improved contemporary techniques of development, the present thesis focuses on raising awareness of the conservation of urban heritage and deals with the evolution of rehabilitation policies adopted in the historical center of Madrid. The rehabilitation process has proven to be extremely coherent in terms of its objectives and, consequently, the subject of the instruments has forged ahead a trend of diversification and flexibility. Madrid has used the concept of rehabilitation in a comprehensive manner, encompassing a wide range of actions, which involved on the one hand, direct interventions on buildings and on the other, the appreciation of the public space with its representative edifices and endowments. Confident that the social components have not been neglected during the rehabilitation proceedings, the topic will be analysed in relation to the neighbourhood of Embajadores, an authentic area of the old town. From 1998 onwards, this quarter serves as a Comprehensive Rehabilitation Area under the name of Lavapies. Considering the tradition and popularity of the district, Embajadores represents a challenging case for rehabilitation projects, aiming to improve the severe state of deterioration of buildings and urban structures. Having a heterogeneous sociocultural dynamic, the neighbourhood has always hosted waves of immigrants who come to the capital both from other provinces and abroad. The 1980s in Madrid marked the beginning of concerns with urban regeneration and the first attempts to define feasible restoration techniques. During this period, the district of Embajadores has benefited from various pilot projects. The financial investments have significant effects on the overall environment, so the model of general rehabilitation has been encouraged throughout the years. In the early 90s, left by the dissatisfaction of the results obtained, the authorities proposed to reorganise the strategy and proceed to the full rehabilitation of areas, concentrating efforts geographically and temporally. The idea had already been used ten years before, but never encountered the political force to be implemented. Compared to the old town, the Embajadores neighbourhood has been left for the end of the process, which focused on verifying the methods in more restricted areas that caused fewer disruptions. For the Comprehensive Rehabilitation Area of Lavapies, the various types of administrative implementations from architectural to urban and socio-cultural productions have proved effective. The improvements experienced by the neighbourhood from 1998 are obvious to all. However, while the areas of rehabilitation of the city centre have achieved their objectives and prepare for closure, the administration is still generating new directions and new targets for the ancient surroundings: auctions to encourage the improvement of energy interventions and the sustainability level for the buildings of Madrid. Therefore, the first part of the thesis establishes the premises and introduces some relevant points concerning the entire city. It describes the historical development of urban projects, indicating the events that will echo in the rehabilitation process. This paper then turns to discuss the experience of urban regeneration in Spain, emphasising the case of Madrid with reference to models of approach, legislative frameworks and appreciation of the old structures. The second part reveals an in depth case study of the district of Embajadores. At first, the thesis provides insights into the neighbourhood: location, general data on representative buildings and propagated trends, urban, historical data on training, building typologies and characteristics. The section introduces some demographic data to complete the portrait of the elaborate social problems encountered in this district, also outlining the first experiences of rehabilitation: two pilot projects on housing intervention made in the 80s, one private and one public. The central part of the thesis deals with the intensive phase of rehabilitation developments launched in the year '98 when Embajadores joined the Comprehensive Rehabilitation Area. It analyses the goals of rehabilitation and the instruments of administrative, regulatory and governing legal proceedings of the neighbourhood. The following chapter addresses the privately and publicly founded plan of residential rehabilitation that constituted the main model conducted by the authorities. It describes the entire process: deciding the type of restoration, subsidies and technical solutions as well as the degree of rehabilitation for special buildings, which either have a high level of degradation or require public intervention when tenants face financial difficulties. The administrative difficulties caused by the enormous bureaucratic machinery and the inconsistencies in regulations are also discussed in this paper. Thus, a just evaluation of the public and private performances regarding the proposed models of rehabilitation, along with the problems they generate and the results obtained is desired throughout the thesis. A second line of argument concerns the relationship established between the instruments that are promoted and requiring conservation and the building restoration. Perhaps the most interesting and innovative element of the new rehabilitation policies is the owners' obligation to preserve their properties and the introduction of a periodic review for the state of the buildings (ITE). These thorough and meticulous regulations lead to an ongoing maintenance of constructions, preventing them from severe or sudden deteriorations.

The key of mobility in urban planning is not in dispute. Integrated strategies that take into account the interrelations among land use, transport supply and demand and the different transportation modes are more necessary than ever. In Europe, regulatory tools such as local mobility plans or traffic plans have been enforced for a long time, evolving into so-called sustainable urban transport plans (SUTP) ? that is, plans thatmerge urban planning,mobility governance, social awareness and environmental safeguards to develop a vision based on sustainability and equity. Indeed, SUTP are aimed at solving typical problems in current land use, such as urban sprawl, which make clear the need for a paradigm shift from transport (or mobility) planning to land use (or city) planning, thereby producing urban mobility plans that are fully aligned with integrated urban development plans. This paper describes how SUTP are articulated across Europe according to four case studies: Peterborough (UK), Chambe¿ry (France), Ferrara (Italy) and Pinto (Spain), to highlight variations and commonalities, both among the four national legal frameworks and the actual planning processes at the local level. Objectives, measures and indicators used in the monitoring and evaluation phases have been analysed and the results assessed. The main conclusion of the paper is that, as seen in these real-life examples, the lack of integration between spatial planning and transport strategies results in the unsustainability of urban areas and, therefore, in a significant loss of competitiveness.

El mercado ibérico de futuros de energía eléctrica gestionado por OMIP (“Operador do Mercado Ibérico de Energia, Pólo Português”, con sede en Lisboa), también conocido como el mercado ibérico de derivados de energía, comenzó a funcionar el 3 de julio de 2006. Se analiza la eficiencia de este mercado organizado, por lo que se estudia la precisión con la que sus precios de futuros predicen el precio de contado. En dicho mercado coexisten dos modos de negociación: el mercado continuo (modo por defecto) y la contratación mediante subasta. En la negociación en continuo, las órdenes anónimas de compra y de venta interactúan de manera inmediata e individual con órdenes contrarias, dando lugar a operaciones con un número indeterminado de precios para cada contrato. En la negociación a través de subasta, un precio único de equilibrio maximiza el volumen negociado, liquidándose todas las operaciones a ese precio. Adicionalmente, los miembros negociadores de OMIP pueden liquidar operaciones “Over-The-Counter” (OTC) a través de la cámara de compensación de OMIP (OMIClear). Las cinco mayores empresas españolas de distribución de energía eléctrica tenían la obligación de comprar electricidad hasta julio de 2009 en subastas en OMIP, para cubrir parte de sus suministros regulados. De igual manera, el suministrador de último recurso portugués mantuvo tal obligación hasta julio de 2010. Los precios de equilibrio de esas subastas no han resultado óptimos a efectos retributivos de tales suministros regulados dado que dichos precios tienden a situarse ligeramente sesgados al alza. La prima de riesgo ex-post, definida como la diferencia entre los precios a plazo y de contado en el periodo de entrega, se emplea para medir su eficiencia de precio. El mercado de contado, gestionado por OMIE (“Operador de Mercado Ibérico de la Energía”, conocido tradicionalmente como “OMEL”), tiene su sede en Madrid. Durante los dos primeros años del mercado de futuros, la prima de riesgo media tiende a resultar positiva, al igual que en otros mercados europeos de energía eléctrica y gas natural. En ese periodo, la prima de riesgo ex-post tiende a ser negativa en los mercados de petróleo y carbón. Los mercados de energía tienden a mostrar niveles limitados de eficiencia de mercado. La eficiencia de precio del mercado de futuros aumenta con el desarrollo de otros mecanismos coexistentes dentro del mercado ibérico de electricidad (conocido como “MIBEL”) –es decir, el mercado dominante OTC, las subastas de centrales virtuales de generación conocidas en España como Emisiones Primarias de Energía, y las subastas para cubrir parte de los suministros de último recurso conocidas en España como subastas CESUR– y con una mayor integración de los mercados regionales europeos de energía eléctrica. Se construye un modelo de regresión para analizar la evolución de los volúmenes negociados en el mercado continuo durante sus cuatro primeros años como una función de doce indicadores potenciales de liquidez. Los únicos indicadores significativos son los volúmenes negociados en las subastas obligatorias gestionadas por OMIP, los volúmenes negociados en el mercado OTC y los volúmenes OTC compensados por OMIClear. El número de creadores de mercado, la incorporación de agentes financieros y compañías de generación pertenecientes a grupos integrados con suministradores de último recurso, y los volúmenes OTC compensados por OMIClear muestran una fuerte correlación con los volúmenes negociados en el mercado continuo. La liquidez de OMIP está aún lejos de los niveles alcanzados por los mercados europeos más maduros (localizados en los países nórdicos (Nasdaq OMX Commodities) y Alemania (EEX)). El operador de mercado y su cámara de compensación podrían desarrollar acciones eficientes de marketing para atraer nuevos agentes activos en el mercado de contado (p.ej. industrias consumidoras intensivas de energía, suministradores, pequeños productores, compañías energéticas internacionales y empresas de energías renovables) y agentes financieros, captar volúmenes del opaco OTC, y mejorar el funcionamiento de los productos existentes aún no líquidos. Resultaría de gran utilidad para tales acciones un diálogo activo con todos los agentes (participantes en el mercado, operador de mercado de contado, y autoridades supervisoras). Durante sus primeros cinco años y medio, el mercado continuo presenta un crecimento de liquidez estable. Se mide el desempeño de sus funciones de cobertura mediante la ratio de posición neta obtenida al dividir la posición abierta final de un contrato de derivados mensual entre su volumen acumulado en la cámara de compensación. Los futuros carga base muestran la ratio más baja debido a su buena liquidez. Los futuros carga punta muestran una mayor ratio al producirse su menor liquidez a través de contadas subastas fijadas por regulación portuguesa. Las permutas carga base liquidadas en la cámara de compensación ubicada en Madrid –MEFF Power, activa desde el 21 de marzo de 2011– muestran inicialmente valores altos debido a bajos volúmenes registrados, dado que esta cámara se emplea principalmente para vencimientos pequeños (diario y semanal). Dicha ratio puede ser una poderosa herramienta de supervisión para los reguladores energéticos cuando accedan a todas las transacciones de derivados en virtud del Reglamento Europeo sobre Integridad y Transparencia de los Mercados de Energía (“REMIT”), en vigor desde el 28 de diciembre de 2011. La prima de riesgo ex-post tiende a ser positiva en todos los mecanismos (futuros en OMIP, mercado OTC y subastas CESUR) y disminuye debido a la curvas de aprendizaje y al efecto, desde el año 2011, del precio fijo para la retribución de la generación con carbón autóctono. Se realiza una comparativa con los costes a plazo de generación con gas natural (diferencial “clean spark spread”) obtenido como la diferencia entre el precio del futuro eléctrico y el coste a plazo de generación con ciclo combinado internalizando los costes de emisión de CO2. Los futuros eléctricos tienen una elevada correlación con los precios de gas europeos. Los diferenciales de contratos con vencimiento inmediato tienden a ser positivos. Los mayores diferenciales se dan para los contratos mensuales, seguidos de los trimestrales y anuales. Los generadores eléctricos con gas pueden maximizar beneficios con contratos de menor vencimiento. Los informes de monitorización por el operador de mercado que proporcionan transparencia post-operacional, el acceso a datos OTC por el regulador energético, y la valoración del riesgo regulatorio pueden contribuir a ganancias de eficiencia. Estas recomendaciones son también válidas para un potencial mercado ibérico de futuros de gas, una vez que el hub ibérico de gas –actualmente en fase de diseño, con reuniones mensuales de los agentes desde enero de 2013 en el grupo de trabajo liderado por el regulador energético español– esté operativo. El hub ibérico de gas proporcionará transparencia al atraer más agentes y mejorar la competencia, incrementando su eficiencia, dado que en el mercado OTC actual no se revela precio alguno de gas. ABSTRACT The Iberian Power Futures Market, managed by OMIP (“Operador do Mercado Ibérico de Energia, Pólo Português”, located in Lisbon), also known as the Iberian Energy Derivatives Market, started operations on 3 July 2006. The market efficiency, regarding how well the future price predicts the spot price, is analysed for this energy derivatives exchange. There are two trading modes coexisting within OMIP: the continuous market (default mode) and the call auction. In the continuous trading, anonymous buy and sell orders interact immediately and individually with opposite side orders, generating trades with an undetermined number of prices for each contract. In the call auction trading, a single price auction maximizes the traded volume, being all trades settled at the same price (equilibrium price). Additionally, OMIP trading members may settle Over-the-Counter (OTC) trades through OMIP clearing house (OMIClear). The five largest Spanish distribution companies have been obliged to purchase in auctions managed by OMIP until July 2009, in order to partly cover their portfolios of end users’ regulated supplies. Likewise, the Portuguese last resort supplier kept that obligation until July 2010. The auction equilibrium prices are not optimal for remuneration purposes of regulated supplies as such prices seem to be slightly upward biased. The ex-post forward risk premium, defined as the difference between the forward and spot prices in the delivery period, is used to measure its price efficiency. The spot market, managed by OMIE (Market Operator of the Iberian Energy Market, Spanish Pool, known traditionally as “OMEL”), is located in Madrid. During the first two years of the futures market, the average forward risk premium tends to be positive, as it occurs with other European power and natural gas markets. In that period, the ex-post forward risk premium tends to be negative in oil and coal markets. Energy markets tend to show limited levels of market efficiency. The price efficiency of the Iberian Power Futures Market improves with the market development of all the coexistent forward contracting mechanisms within the Iberian Electricity Market (known as “MIBEL”) – namely, the dominant OTC market, the Virtual Power Plant Auctions known in Spain as Energy Primary Emissions, and the auctions catering for part of the last resort supplies known in Spain as CESUR auctions – and with further integration of European Regional Electricity Markets. A regression model tracking the evolution of the traded volumes in the continuous market during its first four years is built as a function of twelve potential liquidity drivers. The only significant drivers are the traded volumes in OMIP compulsory auctions, the traded volumes in the OTC market, and the OTC cleared volumes by OMIClear. The amount of market makers, the enrolment of financial members and generation companies belonging to the integrated group of last resort suppliers, and the OTC cleared volume by OMIClear show strong correlation with the traded volumes in the continuous market. OMIP liquidity is still far from the levels reached by the most mature European markets (located in the Nordic countries (Nasdaq OMX Commodities) and Germany (EEX)). The market operator and its clearing house could develop efficient marketing actions to attract new entrants active in the spot market (e.g. energy intensive industries, suppliers, small producers, international energy companies and renewable generation companies) and financial agents as well as volumes from the opaque OTC market, and to improve the performance of existing illiquid products. An active dialogue with all the stakeholders (market participants, spot market operator, and supervisory authorities) will help to implement such actions. During its firs five and a half years, the continuous market shows steady liquidity growth. The hedging performance is measured through a net position ratio obtained from the final open interest of a month derivatives contract divided by its accumulated cleared volume. The base load futures in the Iberian energy derivatives exchange show the lowest ratios due to good liquidity. The peak futures show bigger ratios as their reduced liquidity is produced by auctions fixed by Portuguese regulation. The base load swaps settled in the clearing house located in Spain – MEFF Power, operating since 21 March 2011, with a new denomination (BME Clearing) since 9 September 2013 – show initially large values due to low registered volumes, as this clearing house is mainly used for short maturity (daily and weekly swaps). The net position ratio can be a powerful oversight tool for energy regulators when accessing to all the derivatives transactions as envisaged by European regulation on Energy Market Integrity and Transparency (“REMIT”), in force since 28 December 2011. The ex-post forward risk premium tends to be positive in all existing mechanisms (OMIP futures, OTC market and CESUR auctions) and diminishes due to the learning curve and the effect – since year 2011 – of the fixed price retributing the indigenous coal fired generation. Comparison with the forward generation costs from natural gas (“clean spark spread”) – obtained as the difference between the power futures price and the forward generation cost with a gas fired combined cycle plant taking into account the CO2 emission rates – is also performed. The power futures are strongly correlated with European gas prices. The clean spark spreads built with prompt contracts tend to be positive. The biggest clean spark spreads are for the month contract, followed by the quarter contract and then by the year contract. Therefore, gas fired generation companies can maximize profits trading with contracts of shorter maturity. Market monitoring reports by the market operator providing post-trade transparency, OTC data access by the energy regulator, and assessment of the regulatory risk can contribute to efficiency gains. The same recommendations are also valid for a potential Iberian gas futures market, once an Iberian gas hub – currently in a design phase, with monthly meetings amongst the stakeholders in a Working Group led by the Spanish energy regulatory authority since January 2013 – is operating. The Iberian gas hub would bring transparency attracting more shippers and improving competition and thus its efficiency, as no gas price is currently disclosed in the existing OTC market.

El Framework Lógico de Edimburgo ha demostrado ser una poderosa herramienta en el estudio formal de sistemas deductivos, como por ejemplo lenguajes de programación. Sin embargo su principal implementación, el sistema Twelf, carece de expresividad, obligando al programador a escribir código repetitivo. Este proyecto presenta una manera alternativa de utilizar Twelf: a través de un EDSL (Lenguaje Embebido de Dominio Específico) en Scala que permite representar firmas del Framework Lógico, y apoyándonos en Twelf como backend para la verificación, abrimos la puerta a diversas posibilidades en términos de metaprogramación. However, its main implementation, the Twelf system, lacks expressiveness, requiring the programmer to write repetitive code. This project presents an alternative way of using Twelf: by providing a Scala EDSL (Embedded Domain Specific Language) that can encode Logical Framework signatures and relying on Twelf as a backend for the verification, we open the door to different possibilities in terms of metaprogramming. A methodology is applied for economic evaluation of water pumping technologies. Different socioeconomic frameworks are considered for Spain, Cuba and Pakistan. The levelised cost of energy is used to determine the best technology. Wind speed, distance to grid, water storage size and elevation are considered. The water elevation has greater influence on wind pumps than on solar PV pumping.

Cross-platform development frameworks for mobile applications promise important advantages in cost cuttings and easy maintenance, posing as a very good option for organizations interested in the design of mobile applications for several platforms. Given that platform conventions are especially important for the User eXperience (UX) of mobile applications, the usage of a framework where the same code defines the behavior of the app in different platforms could have a negative impact in the UX. This paper describes a study where two independent teams have designed two different versions of a mobile application, one using a framework that generates Android and iOS versions automatically, and another team using native tools. The alternative versions for each platform have been evaluated with 37 users with a combination of a laboratory usability test and a longitudinal study. The results show that differences are minimal in the Android platform, but in iOS, even if a reasonably good UX can be obtained with the usage of this framework by an UX-conscious design team, a higher level of UX can be obtained directly developing with a native tool.

Wind power can play an interesting role in irrigation projects in different areas. A methodology can determine the feasibility of the technology and the levels of daily irrigation demand satisfied by windmills at different levels of risk, using tomato (Lycopersicon esculentum Mill) as greenhouse crop. The present work compared the feasibility of the technology and the critical factors involved in three different countries: Cuba, Spain and Pakistan. The study considered as factors the wind speed level, the energy cost, the tomato prices, the reliability and distance to the electrical grid, and the crop development dates, determining the economic feasibility for each combination of factors in each country.

La expansión experimentada por la informática, las nuevas tecnologías e internet en los últimos años, no solo viene dada por la evolución del hardware subyacente, sino por la evolución del desarrollo de software y del crecimiento del número de desarrolladores. Este incremento ha hecho evolucionar el software de unos sistemas de gestión basados en ficheros, prácticamente sin interfaz gráfico y de unos pocos miles de líneas a grandes sistemas distribuidos multiplataforma. El desarrollo de estos grandes sistemas, requiere gran cantidad de personas involucradas en el desarrollo, y que las herramientas de desarrollo hayan crecido también para facilitar su análisis, diseño, codificación, pruebas, implantación y mantenimiento. La base de estas herramientas software las proveen las propias plataformas de desarrollo, pero la experiencia de los desarrolladores puede aportar un sinfín de utilidades y de técnicas que agilicen los desarrollos y cumplan los requisitos del software en base a la reutilización de soluciones lo suficientemente probadas y optimizadas. Dichas herramientas se agrupan ordenadamente, creando así frameworks personalizados, con herramientas de todo tipo, clases, controles, interfaces, patrones de diseño, de tal manera que se dan soluciones personalizadas a un amplio número de problemas para emplearlas cuantas veces se quiera, bien marcando directrices de desarrollo mediante el uso de patrones, bien con la encapsulación de complejidades de tal modo que los desarrolladores ya dispongan de componentes que asuman cierta lógica o cierta complejidad aliviando así la fase de construcción. En este trabajo se abordan temas sobre las tecnologías base y plataformas de desarrollo para poder acometer la creación de un framework personalizado, necesidades a evaluar antes de acometerlo, y técnicas a emplear para la consecución del mismo, orientadas a la documentación, mantenimiento y extensión del framework. La exposición teórica consiste en mostrar y evaluar los requisitos para crear un framework, requisitos de la plataforma de desarrollo, y explicar cómo funcionan las grandes plataformas de desarrollo actuales, que elementos los componen y su funcionamiento, así como marcar ciertas pautas de estructuración y nomenclatura que el desarrollo de un framework debe contemplar para su mantenimiento y extensión. En la parte metodológica se ha usado un subconjunto de Métrica V3, ya que para el desarrollo de controles no aplica dicha metodología en su totalidad, pero contempla el catálogo de requisitos, los casos de uso, diagramas de clase, diagramas de secuencia, etc… Aparte de los conceptos teóricos, se presenta un caso práctico con fines didácticos de cómo parametrizar y configurar el desarrollo bajo la plataforma .NET. Dicho caso práctico consiste en la extensión de un control de usuario genérico de la plataforma .NET, de tal modo que se aplican conceptos más allá del hecho de crear funciones como las funcionalidades que puede brindar un API. Conceptos sobre como extender y modificar controles ya existentes, que interactúan por medio de eventos con otros controles, con vistas a que ese nuevo control forme parte de una biblioteca de controles de usuario personalizados ampliamente divulgada. Los controles de usuario son algo que no solo tienen una parte funcional, sino que también tienen una parte visual, y definiciones funcionales distintas de las típicas del software de gestión, puesto que han de controlar eventos, visualizaciones mientras se dan estos eventos y requisitos no funcionales de optimización de rendimiento, etc… Para el caso práctico se toma como herramienta la plataforma de desarrollo .Net Framework, en todas sus versiones, ya que el control a extender es el control ListView y hacerlo editable. Este control está presente en todas las versiones de .NET framework y con un alto grado de reutilización. Esta extensión muestra además como se puede migrar fácilmente este tipo de extensiones sobre todos los frameworks. Los entornos de desarrollo usados son varias versiones de Visual Studio para el mostrar dicha compatibilidad, aunque el desarrollo que acompaña este documento esté realizado sobre Visual Studio 2013. ABSTRACT The expansion in computer science, new technologies and the Internet in recent years, not only is given by the evolution of the underlying hardware, but for the evolution of software development and the growing number of developers. This increase has evolved software from management systems based on files almost without graphical interface and a few thousand of code lines, to large multiplatform distributed systems. The development of these large systems, require lots of people involved in development, and development tools have also grown to facilitate analysis, design, coding, testing, deployment and maintenance. The basis of these software tools are providing by their own development platforms, but the experience of the developers can bring a lot of utilities and techniques to speed up developments and meet the requirements of software reuse based on sufficiently proven solutions and optimized. These tools are grouped neatly, creating in this way custom frameworks, with tools of all types, classes, controls, interfaces, design patterns,… in such a way that they provide customized solutions to a wide range of problems to use them many times as you want to occur, either by dialing development guidelines by using patterns or along with the encapsulation of complexities, so that developers already have components that take some logic or some complexity relieving the construction phase. This paper cover matters based on technologies and development platforms to undertake the creation of a custom framework, needs to evaluate before rush it and techniques to use in order to achieve it, a part from techniques oriented to documentation, maintenance and framework extension. The theoretical explanation consists in to demonstrate and to evaluate the requirements for creating a framework, development platform requirements, and explain how large current development platforms work, which elements compose them and their operation work, as well as mark certain patterns of structure and nomenclature that the development of a framework should include for its maintenance and extension. In the methodological part, a subset of Métrica V3 has been used, because of, for the development of custom controls this methodology does not apply in its entirety, but provides a catalogue of requirements, use cases, class diagrams, sequence diagrams, etc ... Apart from the theoretical concepts, a study case for teaching purposes about how to parameterize and configure the development under the .NET platform is presented. This study case involves the extension of a generic user control of the .NET platform, so that concepts apply beyond the fact of creating functions as the functionalities that can provide an API. Concepts on how to extend and modify existing controls that interact through events with other controls, overlooking that new control as a part of a custom user controls library widely publicized. User controls are something that not only have a functional part, but also have a visual part, and various functional definitions of typical management software, since that they have to control events, visualizations while these events are given and not functional of performance optimization requirements, etc ... For the study case the development platform .Net Framework is taken as tool, in all its versions, considering that control to extend is the ListView control and make it editable. This control is present in all versions of .NET framework and with a high degree of reuse. This extension also shows how you can easily migrate these extensions on all frameworks. The used development environments are several versions of Visual Studio to show that compatibility, although the development that accompanies this document is done on Visual Studio 2013.
