We study the simple model of assigning indivisible and heterogenous objects (e.g., houses, jobs, offi ces, etc.) to agents. Each agent receives at most one object and monetary compensations are not possible. For this model, known as the house allocation model, we characterize the class of rules satisfying unavailable object invariance, individual rationality, weak non-wastefulness, resource-monotonicity, truncation invariance, and strategy-proofness: any rule with these properties must allocate objects based on (implicitly induced) objects' priorities over agents and the agent-proposing deferred-acceptance-algorithm.

Ce mémoire illustre l'évolution de la stratégie du syndicat des TCA-Québec, unité locale 728 représentant les employés de l'usine Kenworth de Sainte-Thérèse, de la fermeture de l'usine en 1996 jusqu'à sa réouverture en 1999. La littérature démontre que la mondialisation des marchés économiques oblige les syndicats à revoir leur stratégie lors de négociations collectives. Parfois, leur survie en dépend. Les résultats de notre étude de cas permettent de déterminer cinq événements clés où le syndicat local revoit sa stratégie pendant ce conflit de travail médiatisé : la négociation collective, l'échec de la négociation menant à une grève générale, la fermeture de l'usine, l'annonce de la réouverture de l'usine ainsi que sa réouverture. L'ensemble des résultats présentés en corrélation avec le modèle d’analyse de David Weil (1994) présente la planification stratégique de ces cinq événements à partir d’un processus intégré qui peut être décomposé en trois principales étapes : la formulation de la stratégie, sa mise en œuvre et son évaluation. Les faits sont colligés chronologiquement en exposant les transformations de la stratégie du syndicat local par l'identification d'indicateurs conçus à partir des facteurs externes évoqués dans le modèle de Weil (1994), à savoir l'analyse de l'environnement technologique, législatif et social, les priorités dictées par les membres, l'allocation des ressources du syndicat, ainsi que l'analyse de l'évaluation avantage coûts versus bénéfices.

Dans cette thèse, nous étudions quelques problèmes fondamentaux en mathématiques financières et actuarielles, ainsi que leurs applications. Cette thèse est constituée de trois contributions portant principalement sur la théorie de la mesure de risques, le problème de l’allocation du capital et la théorie des fluctuations. Dans le chapitre 2, nous construisons de nouvelles mesures de risque cohérentes et étudions l’allocation de capital dans le cadre de la théorie des risques collectifs. Pour ce faire, nous introduisons la famille des "mesures de risque entropique cumulatifs" (Cumulative Entropic Risk Measures). Le chapitre 3 étudie le problème du portefeuille optimal pour le Entropic Value at Risk dans le cas où les rendements sont modélisés par un processus de diffusion à sauts (Jump-Diffusion). Dans le chapitre 4, nous généralisons la notion de "statistiques naturelles de risque" (natural risk statistics) au cadre multivarié. Cette extension non-triviale produit des mesures de risque multivariées construites à partir des données financiéres et de données d’assurance. Le chapitre 5 introduit les concepts de "drawdown" et de la "vitesse d’épuisement" (speed of depletion) dans la théorie de la ruine. Nous étudions ces concepts pour des modeles de risque décrits par une famille de processus de Lévy spectrallement négatifs.

We study the problem of assigning indivisible and heterogenous objects (e.g., houses, jobs, offices, school or university admissions etc.) to agents. Each agent receives at most one object and monetary compensations are not possible. We consider mechanisms satisfying a set of basic properties (unavailable-type-invariance, individual-rationality, weak non-wastefulness, or truncation-invariance). In the house allocation problem, where at most one copy of each object is available, deferred-acceptance (DA)-mechanisms allocate objects based on exogenously fixed objects' priorities over agents and the agent-proposing deferred-acceptance-algorithm. For house allocation we show that DA-mechanisms are characterized by our basic properties and (i) strategy-proofness and population-monotonicity or (ii) strategy-proofness and resource-monotonicity. Once we allow for multiple identical copies of objects, on the one hand the first characterization breaks down and there are unstable mechanisms satisfying our basic properties and (i) strategy-proofness and population-monotonicity. On the other hand, our basic properties and (ii) strategy-proofness and resource-monotonicity characterize (the most general) class of DA-mechanisms based on objects' fixed choice functions that are acceptant, monotonic, substitutable, and consistent. These choice functions are used by objects to reject agents in the agent-proposing deferred-acceptance-algorithm. Therefore, in the general model resource-monotonicity is the «stronger» comparative statics requirement because it characterizes (together with our basic requirements and strategy-proofness) choice-based DA-mechanisms whereas population-monotonicity (together with our basic properties and strategy-proofness) does not.

Introduction : Une augmentation de la plasticité cérébrale est susceptible d’être impliquée dans la réallocation des régions corticales et dans les nombreuses altérations microstructurelles observées en autisme. Considérant les nombreux résultats démontrant un surfonctionnement perceptif et un fonctionnement moteur atypique en autisme, l’augmentation de la plasticité cérébrale suggère une plus grande variabilité individuelle de l’allocation fonctionnelle chez cette population, plus spécifiquement dans les régions perceptives et motrices. Méthode : Afin de tester cette hypothèse, 23 participants autistes de haut-niveau et 22 non-autistes appariés pour l’âge, le quotient intellectuel, les résultats au test des Matrices de Raven et la latéralité, ont réalisé une tâche d’imitation visuo-motrice dans un appareil d’imagerie par résonnance magnétique fonctionnelle (IRMf). Pour chaque participant, les coordonnées du pic d’activation le plus élevé ont été extraites des aires motrices primaires (Aire de Brodmann 4 (BA4)) et supplémentaires (BA6), du cortex visuo-moteur pariétal supérieur (BA7) ainsi que des aires visuelles primaires (BA17) et associatives (BA18+19) des deux hémisphères. L’étendue des activations, mesurée en fonction du nombre de voxels activés, et la différence d’intensité des activations, calculée en fonction du changement moyen d’intensité du signal ont également été considérées. Pour chaque région d’intérêt et hémisphère, la distance entre la localisation de l’activation maximale de chaque participant par rapport à celle de la moyenne de son groupe a servi de variable d’intérêt. Les moyennes de ces distances individuelles obtenues pour chaque groupe et chacune des régions d’intérêt ont ensuite été soumises à une ANOVA à mesures répétées afin de déterminer s’il existait des différences de variabilité dans la localisation des activations entre les groupes. Enfin, l’activation fonctionnelle générale à l’intérieur de chaque groupe et entre les groupes a également été étudiée. Résultats : Les résultats démontrent qu’une augmentation de la variabilité individuelle en terme de localisation des activations s’est produite à l’intérieur des deux groupes dans les aires associatives motrices et visuelles comparativement aux aires primaires associées. Néanmoins, malgré le fait que cette augmentation de variabilité dans les aires associatives soit partagée, une comparaison directe de celle-ci entre les groupes a démontré que les autistes présentaient une plus grande variabilité de la localisation des activations fonctionnelles dans le cortex visuo-moteur pariétal supérieur (BA7) et les aires associatives visuelles (BA18+19) de l’hémisphère gauche. Conclusion : Des stratégies différentes et possiblement uniques pour chaque individu semblent être observées en autisme. L’augmentation de la variabilité individuelle de la localisation des activations fonctionnelles retrouvée chez les autistes dans les aires associatives, où l’on observe également davantage de variabilité chez les non-autistes, suggère qu’une augmentation et/ou une altération des mécanismes de plasticité est impliquée dans l’autisme.

Le problème d'allocation de postes d'amarrage (PAPA) est l'un des principaux problèmes de décision aux terminaux portuaires qui a été largement étudié. Dans des recherches antérieures, le PAPA a été reformulé comme étant un problème de partitionnement généralisé (PPG) et résolu en utilisant un solveur standard. Les affectations (colonnes) ont été générées a priori de manière statique et fournies comme entrée au modèle %d'optimisation. Cette méthode est capable de fournir une solution optimale au problème pour des instances de tailles moyennes. Cependant, son inconvénient principal est l'explosion du nombre d'affectations avec l'augmentation de la taille du problème, qui fait en sorte que le solveur d'optimisation se trouve à court de mémoire. Dans ce mémoire, nous nous intéressons aux limites de la reformulation PPG. Nous présentons un cadre de génération de colonnes où les affectations sont générées de manière dynamique pour résoudre les grandes instances du PAPA. Nous proposons un algorithme de génération de colonnes qui peut être facilement adapté pour résoudre toutes les variantes du PAPA en se basant sur différents attributs spatiaux et temporels. Nous avons testé notre méthode sur un modèle d'allocation dans lequel les postes d'amarrage sont considérés discrets, l'arrivée des navires est dynamique et finalement les temps de manutention dépendent des postes d'amarrage où les bateaux vont être amarrés. Les résultats expérimentaux des tests sur un ensemble d'instances artificielles indiquent que la méthode proposée permet de fournir une solution optimale ou proche de l'optimalité même pour des problème de très grandes tailles en seulement quelques minutes.

The present study on the sustainability of medicinal plants in Kerala economic considerations in domestication and conservation of forest resources. There is worldwide consensus on the fact that medicinal plants are important not only in the local health support systems but in rural income and foreign exchange earnings. Sustainability of medicinal plants is important for the survival of forest dwellers, the forest ecosystem, conserving a heritage of human knowledge and overall development through linkages. More equitable sharing of the benefits from commercial utilization of the medicinal plants was found essential for the sustainability of the plants. Cultivation is very crucial for the sustainability of the sector. Through a direct tie-up with the industry, the societies can earn more income and repatriate better collection charges to its members. Cultivation should be carried out in wastelands, tiger reserves and in plantation forests. In short, the various players in the in the sector could find solution to their specific problems through co-operation and networking among them. They should rely on self-help rather than urging the government to take care of their needs. As far as the government is concerned, the forest department through checking over- exploitation of wild plants and the Agriculture Dept. through encouraging cultivation could contribute to the sustainable development of the medicinal plant sector.

The present study is an attempt to understand the link between natural resource degradation and poverty among people dependent on these resources. This is done by examining the impact of depletion of marine resources on the livelihood and socio-economic condition of the small-scale marine fishery community in South Kerala. In Kerala, nearly ten lakh fisherfolk depend on the marine fishery resources for their livelihood. The overall level of education of the small-scale fishing community is lower than that of the State’s rural population. Almost all the households surveyed, is one way or other, depend on fishery resources for livelihood. Low levels percapita income and high levels of inequality imply the existence of a large proportion of poor people in the community who are vulnerable to external shocks. The study reveals that poverty was comparatively higher among households with no fishing assets, with only one earner, with more than two children, and depending entirely on pensions/remittances. The study has not provided any evidence to show that poverty in the community is the result of depletion of marine resources.

The study is entitled “HUMAN RESOURCES DEVELOPMENT IN HIGHER EDUCATION IN KERALA”. The concept “Human Resource Development” is of high value in business and industry and has been used and applied since years. In industry and business the 'human' element is considred as a resource and hence its development and protection is very essential and inevitable. Of all the factors of production, human resource is the only factor having rational faculty and therefore, it must be handled with utmost care. Right recruitment, right training and right induction followed by faultless monitoring and welfare measures are but decisive factors in business and industry. Altogether there is a constant attention up on human factor there. But this is not a practice at all in education. So far there has not been any such measure of care and close watch and performance analysis of human resource on education front. This may be the main reason for lack of accountability in the sphere of education. The present study reveals the importance of introducing HRD practices in higher educational institutions in Kerala. In order to promise human capital formation through education, it is basic requirement. The higher educational institutions must follow the method of industry and commerce because education can be treated as an industry in service sector. There also we can follow the methods of right recruitment, right training and promotion, delegation, performance analysis and accountability checking of human resource. HRD is a powerful idea of transformation of human being into highly productive and contributing factor The HRD of students is the sum total of HRD of teachers. Reminding the primordial usage 'Yatha Raja Thadha Praja’ the quality of faculty resembles in students. The quality of administrative staff in colleges also affects the quality of higher education. Hence, it is high time to introduce the managerial method of HRD with all its paraphernalia in higher educational institutions so as to assure proper human capital formation in higher education in India.

In light of the various international instruments and international agencies that are actively engaged in resolving the issue of ABS, the present work tries to find an answer to the larger question how far the above agencies have succeeded in regulating access and make sure of benefit sharing. In this process, the work comprehensively analyses the work of different agencies involved in the process. It tries to find out the major obstacles that stand in the way of fulfilment of the benefit sharing objective and proposes the ways and means to tackle them. The study first traces the legal foundations of the concept of property in GRs and associated TK.For this, it starts with analysis of the nature of property and the questions related to ownership in GRs as contained in the CBD as well as in various State legislations. It further examines the notion of property before and after the enactment of the CBD and establishes that the CBD contains strong private property jurisprudence.Based on the theoretical foundation of private property right,Chapter 3 analyses the benefit sharing mechanism of the CBD, i.e. the Nagoya Protocol. It searches for a theoretical convergence of the notion of property as reflected in the two instruments and successfully establishes the same. It makes an appraisal of the Nagoya regime to find out how far it has gone beyond the CBD in ensuring the task of benefit sharing and the impediments in its way.Realizing that the ITPGRFA forms part of the CBD system, Chapter 4 analyses the benefit sharing structure of ITPGRFA as revealed through its multilateral system. This gives the work the benefit of comparing two different benefit sharing models operating on the same philosophy of property. This chapter tries to find out whether there is conceptual coherence in the notion of property when the benefit sharing model changes. It alsocompares the merits and demerits of both the systems and tries to locate the hurdles in achieving benefit sharing. Aware of the legal impediments caused by IPRs in the process of ABS, Chapter 5 tries to explore the linkages between IPRs and GRs and associated TK and assesses why contract-based CBD system fails before the monopoly rights under TRIPS. Chapter 6 analyses the different solutions suggested by the international community at the TRIPS Council as well as the WIPO (World Intellectual property Organisation) and examines their effectiveness. Chapter 7 concludes that considering the inability of the present IP system to understand the grass root realities of the indigenous communities as well as the varying situations of the country of origin, the best possible way to recognise the CBD goals in the TRIPS could be better achieved through linking the two instruments by means of the triple disclosure requirement in Article 29 as suggested by the Disclosure Group during the TRIPS Council deliberations. It also recommends that considering the nature of property in GR, a new section/chapter in the TRIPS dealing with GRs would be another workable solution.

This thesis entitled “Development planning at the state level in india a case study with reference to kerala1957-84.Planning in India is a concurrent subject with the Centre and the States having well-defined domains of jurisdiction with regard to planning functions and sources of resource mobilisation.The genesis of the lack of academic interest in state level planning is in the widely held belief that in the extent scheme of Centre-State economic relations, the states have little scope for initiative in planning.Both at the theoretical and empirical levels, Kerala has attached very great importance to planning.It has been the localeof wide and deep discussions on the various dimensions of planning.In Kerala's development process, the leading sector consists of social services such as education and public healthOne point that needs special emphasis in this regard is that the high demand for education in Kerala cannot be attributed to the Keralites' ‘unique urge‘ for education. Rather, it is related to the very high level of unemployment in the state (Kerala has the highest level of unemployment in the country.In resource allocation under the Five Year Plans, Kerala attached the highest weightage to power generation, hydro-electric projects being the major source of power in the state. Nearly one-fourth of the plan resources has been claimed by hydro-electric projects.In the agricultural sector, Kera1a's level of productive use of electric power is one of the lowest.As is evident.from above, planning in Kerala has not enabled us to solve the basic problems of the state. More 'scientific' planning in the sense of applying mre sophisticated planning techniques is obviously not the answer. It, on the contrary, consists of more fundamental changes some of which can be brought about through an effective use of measures well within the power of the State Government.
