Uncertainty in ocean analysis methods and deficiencies in the observing system are major obstacles for the reliable reconstruction of the past ocean climate. The variety of existing ocean reanalyses is exploited in a multi-reanalysis ensemble to improve the ocean state estimation and to gauge uncertainty levels. The ensemble-based analysis of signal-to-noise ratio allows the identification of ocean characteristics for which the estimation is robust (such as tropical mixed-layer-depth, upper ocean heat content), and where large uncertainty exists (deep ocean, Southern Ocean, sea ice thickness, salinity), providing guidance for future enhancement of the observing and data assimilation systems.

A situação atual dos sistemas de saneamento básico no Brasil, bem como o quadro regulatório e institucional do setor, são o resultado de conturbados antecedentes e de políticas descontínuas, determinadas por aspectos conjunturais e pela alternância entre momentos de maior e menor disponibilidade de recursos. A privatização e a concessão de serviços oferece perspectivas concretas de redefinição da trajetória de evolução do setor, com o estabelecimento de um padrão mais constante e regular de crescimento dos índices de cobertura e de modernização dos sistemas e das técnicas de gestão. A lógica do investimento privado implica na orientação pelo lucro e na configuração de estruturas de menor risco para os recursos comprometidos com o empreendimento. O project finance é uma técnica de financiamento que permite a repartição de riscos entre os participantes, reduzindo parcelas individuais e, conseqüentemente, agregando maior atratividade ao negócio. O presente estudo terá por objetivo analisar o setor de saneamento básico e o project finance, buscando identificar as possibilidades e os impactos presumíveis da introdução e difusão da técnica como alternativa de financiamento para o setor no Brasil.

O presente estudo procura identificar qual o impacto das transferências intergovernamentais, dadas algumas de suas características específicas, na formulação e implementação da política pública de educação. As transferências intergovernamentais são entendidas como um instrumento adotado por Estados federativos para corrigir distorções intrínsecas aos seus mecanismos de arrecadação e de execução de determinadas competências pelos seus entes federativos. Sendo assim, uma vez que é papel do Estado, enquanto provedor de serviços e bens públicos, otimizar a prestação dos mesmos, este trabalho procura entender como o mecanismo das transferências intergovernamentais adotado em sistemas federativos se reflete no orçamento municipal, bem como nas decisões de política pública, analisando-se, especificamente o caso da educação. Para tanto, utiliza-se o caso do município do Rio de Janeiro, ao longo do período 2002/2011, como referência para o estudo, uma vez que este é um município de relevância no cenário nacional e sua experiência pode refletir a situação vivida por outros municípios, bem como servir de inspiração para tantos outros. Este estudo possibilitou, por fim, entender como algumas opções de política são tomadas em razão dos mecanismos de financiamento utilizados pelos estados. Foi possível perceber que, embora haja um entendimento sobre a importância de se ter um projeto nacional de política pública, há uma distância considerável entre as percepções do governo central e dos entes subnacionais sobre a melhor forma de prestar determinado serviço, o que dificulta a otimização do uso dos recursos. O reconhecimento desta dificuldade é essencial para que seja possível melhorar a prestação dos serviços públicos pretendidos pelos Estados.

O presente trabalho tem como escopo analisar a estrutura de contratação de plataformas de produção e sondas de perfuração e as formas por meio das quais se pode garantir o direito dos financiadores aos créditos decorrentes do afretamento desses equipamentos. A estrutura de sua contratação geralmente ocorre por meio da celebração de contratos coligados de afretamento, com sociedade de propósito específico estrangeira (SPE), de prestação de serviços, com empresa vinculada constituída no Brasil. O financiamento, por sua vez, estrutura-se como um project finance internacional, em que a SPE toma financiamento junto a bancos estrangeiros, para pagamento da construção. Os direitos de crédito resultantes do afretamento servem como meio de pagamento do financiamento. Este trabalho analisa as principais características dos quatro arranjos contratuais por meio do qual os financiadores poderiam garantir seu acesso aos créditos, analisando as principais justificativas para sua possível adoção e os principais riscos relacionados à sua celebração, especialmente em vista da possibilidade de que a SPE seja parte de processo de recuperação judicial no Brasil, em razão da insolvência de seus controladores, quando estes são brasileiros. As quatro estruturas analisadas são a cessão de créditos regida pelas regras do Código Civil (Lei nº 10.406/2002), cessão fiduciária de direitos creditórios, prevista no artigo 66-B da Lei nº 4.728/1965, penhor de direitos e contratos regidos por legislação estrangeira.

The increased availability of soil water is important for the management of non-irrigated orange orchards. The objective of this study was to evaluate the availability of soil water in a Haplorthox (Rhodic Ferralsol) under different tillage systems used for orchard plantation, mulch management and rootstocks in a "Pera" orange orchard in northwest Parana, Brazil. An experiment in a split-split-plot design was established in 2002, in an area cultivated with Brachiaria brizantha grass in which three tillage systems (no tillage, conventional tillage and strip-tillage) were used for orchard plantation. This grass was mowed twice a year between the rows, representing two mulch managements in the split plots (no mulching and mulching in the plant rows). The split-split-plots were represented by two rootstocks ("Rangpur" lime and "Cleopatra" mandarin). The soil water content in the plant rows was evaluated in the 0-20 cm layer in 2007 and at 0-20 and 20-40 cm in 2008-2009. The effect of soil tillage systems prior to implantation of orange orchards on soil water availability was less pronounced than mulching and the rootstocks. The soil water availability was lower when "Pera" orange trees were grafted on "Cleopatra" mandarin than on "Rangpur" lime rootstocks. Mulching had a positive influence on soil water availability in the sandy surface layer (020 cm) and sandy clay loam subsurface (20-40 cm) of the soil in the spring. The production of B. brizantha between the rows and residue disposal in the plant rows as mulch increased water availability to the "Pera" orange trees.

The concept of dynamized medicines is commonly used in homeopathy. As a medical practice, homeopathy is based on clinical observations and experimental assays. In spite of the lack of a credible scientific explanation for its action mechanisms, clinical evidence has been collected since 200 years ago. This paper discusses the most important physical models related to dynamized systems, as well as some perspectives and consequences in studying such systems. While early theories dealt with structural changes in single solvent molecules, modern theories consider collective effects and self-organizing properties. The concept of information was recently introduced to model the capability of a dynamized system to interact with a biological organism, without a molecular agent being needed. The features and limitations of theoretical approaches, as well as experimental results are discussed. (C) 2002 Published by Elsevier B.V. Ltd.

The search for better performance in the structural systems has been taken to more refined models, involving the analysis of a growing number of details, which should be correctly formulated aiming at defining a representative model of the real system. Representative models demand a great detailing of the project and search for new techniques of evaluation and analysis. Model updating is one of this technologies, it can be used to improve the predictive capabilities of computer-based models. This paper presents a FRF-based finite element model updating procedure whose the updating variables are physical parameters of the model. It includes the damping effects in the updating procedure assuming proportional and non proportional damping mechanism. The updating parameters are defined at an element level or macro regions of the model. So, the parameters are adjusted locally, facilitating the physical interpretation of the adjusting of the model. Different tests for simulated and experimental data are discussed aiming at evaluating the characteristics and potentialities of the methodology.

This work shows a project method proposed to design and build software components from the software functional m del up to assembly code level in a rigorous fashion. This method is based on the B method, which was developed with support and interest of British Petroleum (BP). One goal of this methodology is to contribute to solve an important problem, known as The Verifying Compiler. Besides, this work describes a formal model of Z80 microcontroller and a real system of petroleum area. To achieve this goal, the formal model of Z80 was developed and documented, as it is one key component for the verification upto the assembly level. In order to improve the mentioned methodology, it was applied on a petroleum production test system, which is presented in this work. Part of this technique is performed manually. However, almost of these activities can be automated by a specific compiler. To build such compiler, the formal modelling of microcontroller and modelling of production test system should provide relevant knowledge and experiences to the design of a new compiler. In ummary, this work should improve the viability of one of the most stringent criteria for formal verification: speeding up the verification process, reducing design time and increasing the quality and reliability of the product of the final software. All these qualities are very important for systems that involve serious risks or in need of a high confidence, which is very common in the petroleum industry

The bound state of constituent quarks forming a Qqq composite baryon is investigated in a QCD-inspired effective light-front model. The light-front Faddeev equations are derived and solved numerically. The masses of the spin 1/2 low-lying states of the nucleon, Lambda(0), Lambda(c)(+) and Lambda(b)(0), are found and compared to the experimental data. The data are qualitatively described with a flavor independent effective interaction.

By replacing ten-dimensional pure spinors with eleven-dimensional pure spinors, the formalism recently developed for covariantly quantizing the d = 10 superparticle and superstring is extended to the d = 11 superparticle and supermembrane. In this formalism, kappa symmetry is replaced by a BRST-like invariance using the nilpotent operator Q = ∮ λ αdα where dα is the worldvolume variable corresponding to the d = 11 spacetime supersymmetric derivative and λα is an SO(10, 1) pure spinor variable satisfying λΓcλ = 0 for c = 1 to 11. Super-Poincaré covariant unintegrated and integrated supermembrane vertex operators are explicitly constructed which are in the cohomology of Q. After double-dimensional reduction of the eleventh dimension, these vertex operators are related to type-IIA superstring vertex operators where Q = QL + QR is the sum of the left and right-moving type-IIA BRST operators and the eleventh component of the pure spinor constraint, λΓ 11λ = 0, replaces the bL 0 - b R 0 constraint of the closed superstring. A conjecture is made for the computation of M-theory scattering amplitudes using these supermembrane vertex operators. © SISSA/ISAS 2002.

Objective. The aim of this in vitro study was to evaluate the interaction between two sources of fluoride (restorative systems and dentifrices) in inhibiting artificial root caries development. Methods. One hundred and eighty tooth segments were embedded in polyester resin, and sanded flat. Cylindrical cavities 1.0 mm-deep and 1.5 mm-diameter were prepared in root dentin and randomly restored by fluoride-containing restorative systems: Ketac-fil/Espe (Ke), Fuji II LC/GC Corp (Fj), F2000/3M (F2), Surefil/Dentsply (Su) or a control: Filtek Z250/3M (Z2). Ten experimental groups were made to test the association among the five restorative systems and two dentifrices: with F - (Sensodyne Baking Soda) or without F- (Sensodyne Original) (n = 18). After surface polishing, a 1 mm-wide margin around the restorations was demarcated and initial dentin surface Knoop microhardness values (KHNi) were obtained. The specimens were submitted to a pH-cycling model, and to applications of slurries of dentifrice. Afterwards the final dentin surface Knoop microhardness values (KHNf) were measured. Results. The differences between KHNi and KHNf, and the covariate KHNi were considered by the ANCOVA and Tukey's test (α = 0.05). The interaction between restorative system and dentifrice was statistically significant (p = 0.0026). All restorative systems provided some protection against artificial caries challenge when associated with the fluoride-containing dentifrice treatment. The means (standard deviation) of reductions in Knoop hardness values for systems associated with the fluoride-containing dentifrice were: Ke: 40.0(1.02)a, Fj: 41.9(1.02)b, F2: 43.3(1.04)c, Su: 43.5(1.00)c, Z2: 44.0(1.02)c; and with the non-fluoride-containing dentifrice were: Ke: 42.9(1.02)a, Fj: 44.7(1.01)b, F2: 45.2(1.09)bc, Su: 46.0(0.99)c, Z2: 46.6(0.99)c (statistical differences were expressed by different letters). Conclusion. The cariostatic effect shown by the fluoride-containing dentifrice could enhance that shown by Ketac-fil and Fuji II LC, and could mask that shown by F2000. © 2002 Elsevier Science Ltd.
