El presente artículo busca contribuir a una comprensión de la actual crisis venezolana desde una perspectiva novedosa. Aquí se afirma que en lugar de resolver la crisis del sistema político venezolano, algunas de las provisiones contenifas en la Constitución de 1999 han contribuido a ahondarla. El texto pretende aportar al debate sobre la democracia en Venezuela desde un ángulo distinto al de aquellos que, desde esquinas opuestas, apuntan al presidente Chávez como causa última de los desarrollos recientes en la hermana república. La actual crisis venezolana no puede atribuirse, de manera única y exclusiva, a las acciones u omisiones de su presidente. El argumento central de este artículo es que, más allá de la controvertida personalidad del mandatario, es el andamiaje institucional diseñado por la Asamblea Constituyente de 1999, ante todo el presidencialismo acentuado, el que ha favorecido la desinstitucionalización, la polarización y la aparente sinsalida que caracterizan la actual situación en Venezuela.-----This article seeks to contribute to a better understanding of the crisis in Venezuela from an original perspective. It argues that rather than solving the problems of the Venezuelan political system, some of the provisions contained in the 1999 Constitution have served instead to making them worse, sometimes expectedly, but also in unexpected and unintentional ways. The article contributes to the debate on the current travails of democracy in Venezuela from a different angle, avoiding an exclusive focus on President Chavez as the ultimate cause of the recent developments in that country. The current crisis in Venezuela cannot be attributed, exclusively, to the actions or omissions of its President. The central argument in this article is that beyond Chavez’ controversial personality, it is the institutional arrangement designed by the Constituent Assembly of 1999, especially its accentuated presidentialism, what has contributed to the deinstitutionalization and polarization that characterize the current impasse of Venezuelan politics.

El objetivo de la presente monografía es analizar desde una postura crítica el fenómeno del acaparamiento de tierras en Mozambique durante el periodo 2007-2011. El resultado de la presente investigación permite afirmar que el acaparamiento de tierras por parte de países con mayor crecimiento económico en Mozambique durante dicho periodo se relaciona con las dinámicas contemporáneas de las relaciones Norte-Sur en dos sentidos. En primer lugar, es consecuencia de la posición estructural de Mozambique como Estado periférico en la economía-mundo capitalista. Y en segundo lugar, contribuye a exacerbar la polarización imperante en las relaciones actuales entre el Norte y el Sur, a la vez que complejiza las relaciones de explotación y dependencia al interior del Sur mismo.

Este estudio analiza el efecto del uso de Internet sobre el ingreso laboral, eliminado el problema de endogeneidad que existe por motivos de selección. También se analizan los efectos seg un el lugar de acceso y las actividades realizadas en Internet. Para esto se utiliza Propensity Score Matching, tomando información para Colombia entre el año 2009 a 2011. Los resultados muestran que existe un efecto positivo, significativo y heterogéneo entre trabajadores asalariados y cuenta propia, siendo los últimos los más beneficiados. Con respecto al lugar de uso se encuentra un impacto positivo del uso del Internet en el trabajo y/o en el hogar, con una mayor magnitud en el primer sitio de acceso. Para el tema del manejo del Internet, no se encuentra efecto cuando se utiliza en actividades de entretenimiento, pero si cuando se usa en tareas educativas diariamente. Esto siguiere que usar este servicio aumenta la productividad y el capital humano, lo que se transforma en un incremento en los ingresos. Por tanto, se encuentra que el lugar de uso es una señal informativa para el mercado laboral, mientras que el impacto del manejo de esta herramienta depende de la frecuencia con que se realicen las actividades.

How the degree of publicness of goods affect violent conflict? Based on the theoretical model in Esteban and Ray (2001) we find that the effect of the degree of publicness depends on the group size. When the group is small (large), the degree of publicness increases (decreases) the likelihood of conflict. This opens an empirical question that we tackle using microdata from the Colombian conflict at the municipality level. We use three goods with different publicness degree to identify the sign of the effect of publicness on conflict. These goods are coca crops (private good), road density (public good subject to congestion) and average education quality (a purer public good). After dealing with endogeneity issues using an IV approach, we find that the degree of publicness reduces the likelihood of both paramilitary and guerrilla attacks. Moreover, coca production exacerbates conflict and the provision of both public goods mitigates conflict. These results are robust to size, geographical, and welfare controls. Policies that improve public goods provision will help to fight the onset of conflict.

El presente trabajo de grado tiene como propósito examinar la incidencia de la organización interna de los partidos políticos colombianos sobre el grado de polarización del sistema partidario, durante el periodo 2002-2014. De esta manera, sostiene que la poca disciplina interna determinó el bajo grado de polarización del sistema, facilitando la conformación de coaliciones contradictorias, efímeras e indisciplinadas en el Congreso y en el Ejecutivo a nivel nacional y local. Por ello, se exponen los principales cambios que sufrió el sistema partidario a partir de las reformas implementadas, y se analiza el comportamiento de las coaliciones de gobierno en el Congreso. Finalmente, se examina el comportamiento de la coalición de la Unidad Nacional en las elecciones locales de 2011, utilizando como marco para este trabajo algunos conceptos básicos sobre la teoría de partidos.

Se analiza la relación entre movimientos sociales y nuevos medios en Colombia, preguntando en particular por las posibilidades narrativas que tienen los movimientos sociales en el nuevo espacio comunicativo abierto por internet. Para ello, se lleva a cabo un estudio descriptivo del relato elaborado en la red social Twitter por activistas virtuales del movimiento de indignación surgido en Bogotá tras la destitución del alcalde mayor, Gustavo Petro, a finales de 2013. Se encontró que Twitter fue un espacio esencialmente de disputa. El relato del movimiento fue construido en permanente contrapunteo no solo con las informaciones de los medios de comunicación tradicionales y las intervenciones de los líderes políticos, sino también con expresiones ciudadanas rivales, que se movilizaron paralelamente en la misma red social en un ejercicio de contestación. Esta investigación emplea como marco analítico la “autocomunicación de masas” propuesta por Manuel Castells.

We study the role of natural resource windfalls in explaining the efficiency of public expenditures. Using a rich dataset of expenditures and public good provision for 1,836 municipalities in Peru for period 2001-2010, we estimate a non-monotonic relationship between the efficiency of public good provision and the level of natural resource transfers. Local governments that were extremely favored by the boom of mineral prices were more efficient in using fiscal windfalls whereas those benefited with modest transfers were more inefficient. These results can be explained by the increase in political competition associated with the boom. However, the fact that increases in efficiency were related to reductions in public good provision casts doubts about the beneficial effects of political competition in promoting efficiency.

Restricted Hartree-Fock 6-31G calculations of electrical and mechanical anharmonicity contributions to the longitudinal vibrational second hyperpolarizability have been carried out for eight homologous series of conjugated oligomers - polyacetylene, polyyne, polydiacetylene, polybutatriene, polycumulene, polysilane, polymethineimine, and polypyrrole. To draw conclusions about the limiting infinite polymer behavior, chains containing up to 12 heavy atoms along the conjugated backbone were considered. In general, the vibrational hyperpolarizabilities are substantial in comparison with their static electronic counterparts for the dc-Kerr and degenerate four-wave mixing processes (as well as for static fields) but not for electric field-induced second harmonic generation or third harmonic generation. Anharmonicity terms due to nuclear relaxation are important for the dc-Kerr effect (and for the static hyperpolarizability) in the σ-conjugated polymer, polysilane, as well as the nonplanar π systems polymethineimine and polypyrrole. Restricting polypyrrole to be planar, as it is in the crystal phase, causes these anharmonic terms to become negligible. When the same restriction is applied to polymethineimine the effect is reduced but remains quantitatively significant due to the first-order contribution. We conclude that anharmonicity associated with nuclear relaxation can be ignored, for semiquantitative purposes, in planar π-conjugated polymers. Linear response functions are implemented for a vibrational configuration interaction state allowing accurate analytical calculations of pure vibrational contributions to dynamical polarizabilities. Sample calculations are presented for the pure vibrational contributions to the polarizabilities of water and formaldehyde. We discuss the convergence of the results with respect to various details of the vibrational wave function description as well as the potential and property surfaces. We also analyze the frequency dependence of the linear response function and the effect of accounting phenomenologically for the finite lifetime of the excited vibrational states. Finally, we compare the analytical response approach to a sum-over-states approach

A simple extended finite field nuclear relaxation procedure for calculating vibrational contributions to degenerate four-wave mixing (also known as the intensity-dependent refractive index) is presented. As a by-product one also obtains the static vibrationally averaged linear polarizability, as well as the first and second hyperpolarizability. The methodology is validated by illustrative calculations on the water molecule. Further possible extensions are suggested

In the static field limit, the vibrational hyperpolarizability consists of two contributions due to: (1) the shift in the equilibrium geometry (known as nuclear relaxation), and (2) the change in the shape of the potential energy surface (known as curvature). Simple finite field methods have previously been developed for evaluating these static field contributions and also for determining the effect of nuclear relaxation on dynamic vibrational hyperpolarizabilities in the infinite frequency approximation. In this paper the finite field approach is extended to include, within the infinite frequency approximation, the effect of curvature on the major dynamic nonlinear optical processes

In the finite field (FF) treatment of vibrational polarizabilities and hyperpolarizabilities, the field-free Eckart conditions must be enforced in order to prevent molecular reorientation during geometry optimization. These conditions are implemented for the first time. Our procedure facilities identification of field-induced internal coordinates that make the major contribution to the vibrational properties. Using only two of these coordinates, quantitative accuracy for nuclear relaxation polarizabilities and hyperpolarizabilities is achieved in π-conjugated systems. From these two coordinates a single most efficient natural conjugation coordinate (NCC) can be extracted. The limitations of this one coordinate approach are discussed. It is shown that the Eckart conditions can lead to an isotope effect that is comparable to the isotope effect on zero-point vibrational averaging, but with a different mass-dependence

An analytical set of field-induced coordinates is defined and is used to show that the vibrational degrees of freedom required to completely describe nuclear relaxation polarizabilities and hyperpolarizabilities is reduced from 3N-6 to a relatively small number. As this number does not depend upon the size of the molecule, the process provides computational advantages. A method is provided to separate anharmonic contributions from harmonic contributions as well as effective mechanical from electrical anharmonicity. The procedures are illustrated by Hartree-Fock calculations, indicating that anharmonicity can be very important
