This paper develops a model based on agency theory to analyze road management systems (under the different contract forms available today) that employ a mechanism of performance indicators to establish the payment of the agent. The base assumption is that of asymmetric information between the principal (Public Authorities) and the agent (contractor) and the risk aversion of this latter. It is assumed that the principal may only measure the agent?s performance indirectly and by means of certain performance indicators that may be verified by the authorities. In this model there is presumed to be a relation between the efforts made by the agent and the performance level measured by the corresponding indicators, though it is also considered that there may be dispersion between both variables that gives rise to a certain degree of randomness in the contract. An analysis of the optimal contract has been made on the basis of this model and in accordance with a series of parameters that characterize the economic environment and the particular conditions of road infrastructure. As a result of the analysis made, it is considered that an optimal contract should generally combine a fixed component and a payment in accordance with the performance level obtained. The higher the risk aversion of the agent and the greater the marginal cost of public funds, the lower the impact of this performance-based payment. By way of conclusion, the system of performance indicators should be as broad as possible but should not overweight those indicators that encompass greater randomness in their results.

This paper describes a theoretical model based primarily on transaction costs, for comparing the various tendering mechanisms used for transportation Public-Private Partnership (PPP) projects. In particular, the model contrasts negotiated procedures with the open procedure, as defined by the current European Union legislation on public tendering. The model includes both ex ante transaction costs (borne during the tendering stage) and ex post transaction costs (such as enforcement costs, re-negotiation costs, and costs arising from litigation between partners), explaining the trade-off between them. Generally speaking, it is assumed that the open procedure implies lower transaction costs ex ante, while the negotiated procedure reduces the probability of the appearance of new contingencies not foreseen in the contract, hence diminishing the expected value of transaction costs ex post. Therefore, the balance between ex ante and ex post transaction costs is the main criterion for deciding whether the open or negotiated procedure would be optimal. Notwithstanding, empirical evidence currently exists only on ex ante transaction costs in transportation infrastructure projects. This evidence has shown a relevant difference between the two procedures as far as ex ante costs are concerned, favouring the open procedure. The model developed in this paper also demonstrates that a larger degree of complexity in a contract does not unequivocally favour the use of a negotiated procedure. Only in those cases dealing with very innovative projects, where important dimensions of the quality of the asset or service are not verifiable, may we observe an advantage in favour of the negotiated procedure. The bottom line is that we find it difficult to justify the employment of negotiated procedures in most transportation PPP contracts, especially in the field of roads. Nevertheless, the field remains open for future empirical work and research on the levels of transaction costs borne ex post in PPP contracts, as well as on the probabilities of such costs appearing under any of the procurement procedures.

This paper reviews the transport and economic development trends for the last 20 years in Spain at a detailed (province or NUTS3) level. As Spain has sustained a significant transport investment effort in this period, with the support of EU funding, this review offers an excellent perspective to put some further light on how the transport-and-regional-development paradigm has shaped decision-making in the transport sector. The paper reviews changes in gross domestic product (GDP), population and motorway endowment for the 47 provinces in mainland Spain. Regional development trends seem to be closely associated to particular local conditions, not clearly associated to transport (motorway) infrastructure endowment. This is consistent with the fact that transport infrastructure has not generally been a critical bottleneck for trade and economic activity during this period. The paper concludes that, in general terms, transport infrastructure investment does not seem to be clearly associated to the otherwise substantial differences in regional development among Spanish mainland provinces during this period.

Policies trying to increase walking within urban mobility modal split usually highlight the importance of the functional patterns and the environmental quality of the urban space as major drivers of citizens modal choices. Functional characteristics would be mainly associated to an appropriate mix of land uses within neighbourhoods, whereas environmental quality would be associated to the characteristics of urban spaces. The purpose of this research is threefold: first, to identify relevant proxy indicators, which could characterize pedestrian-friendly land use mix and environmental quality. Second, to assess, for both traits, existing disparities among neighbourhoods in a major metropolitan area. And finally, to explore the association between both indicators and children mobility patterns: according to their built environment, which neighbourhoods have a greater proportion of children and, how is their mobility? Using data from the 2004 household mobility survey in the 128 neighbourhoods of the municipality of Madrid, this paper concludes that potentially favourable conditions at the neighbourhood level seem to have only a modest influence in,mobility patterns , in terms of both, selection of closer destinations and a higher share of walking within modal split. The citys policy choices, with intensive investment in road and public transport infrastructure may explain why short-distance mobility is not as important as it could have been expected in those neighbourhoods with more pedestrian-friendly conditions. The metropolitan transport system is providing mobility conditions, which make far-away destinations attractive to most citizens.

This paper focuses on the implementation of safety based incentives in Public Private Partnerships (PPPs). The aim of this paper is twofold. First, to evaluate whether PPPs lead to an improvement in road safety, when compared with other infrastructure management systems. Second, is to analyze whether the incentives to improve road safety in PPP contracts in Spain have been effective at improving safety performance. To this end, negative binomial regression models have been applied using information from the Spanish high-capacity network covering years 2007-2009. The results showed that even though road safety is highly influenced by variables that are not manageable by the private concessionaire such as the average annual daily traffic, the implementation of safety incentives in PPPs has a positive influence in the reduction of accidents.

In this paper the main challenges associated with the migration process towards LTE, will be assessed. These challenges comprise, among others, the next key topics: Reliability, Availability Maintainability and Safety (RAMS) requirements, end to end Quality of Service (QoS) requirements, system performance in high speed scenarios, communication system deployment strategy, and system backward compatibility as well as the future system features for delivering railway services. The practical evaluation of the LTE system capabilities and performance in High Speed Railway (HSR) scenarios, require the development of an LTE demonstrator and an LTE system level simulator. Under this scope, the authors have developed an RF LTE demonstrator, as well as an LTE system level simulator, that will provide valuable information for the assessing of LTE performance and suitability in real HSR scenarios. This work is being developed under the framework of a research project to evaluate the feasibility of LTE to become the new railway communication system. The companies and universities involved in this project are: Technical University of Madrid (UPM), Alcatel Lucent Spain, ADIF (Spanish Railway Infrastructure Manager), Metro de Madrid, AT4 Wireless, the University of A Coruña (UDC) and University of Málaga (UMA).

Most of the current evacuation plans are based on static signaling, fixed monitoring infrastructure, and limited user notification and feedback mechanisms. These facts lead to lower situation awareness, in the case event of an emergency, such as blocked emergency exits, while delaying the reaction time of individuals. In this context, we introduce the E-Flow communication system, which improves the user awareness by integrating personal, mobile and fixed devices with the existing monitoring infrastructure. Our system broadens the notification and monitoring alternatives, in real time, among, safety staff, end-users and evacuation related devices, such as sensors and actuators.

ABSTRACT The potential use of quantum systems to process and transmit information has impulsed the emergence of quantum information technologies such as quantum key distribution. Despite looking promising, their use out of the laboratory is limited since they are a very delicate technology due to the need of working at the single quantum level. In this work we show how to use them in optical telecommunication networks. Using an existing infrastructure and sharing it with other signals, both quantum and conventional, reduces dramatically the cost and allows to reach a large group of users. In this work, we will first integrate quantum signals in the most common passive optical networks, for their simplicity and reach to final users. Then, we extend this study by proposing a quantum metropolitan optical network based on wavelength-division multiplexing and wavelengthaddressing, verifying its operation mode in a testbed. Later, we study the distribution of entangled photon-pairs between the users of the network with the objective of covering as much different technologies as possible. We further explore other network architectures, changing the topology and the technology used at the nodes. The resulting network scales better at the cost of a more complex and expensive infrastructure. Finally, we tackle the distance limitation problem of quantum communications. The solution offered is based on networkcoding and allows, using multiple paths and nodes, to modulate the information leaked to each node, and thus, the degree of trust placed in them.

This paper describes a knowledge-based approach for summarizing and presenting the behavior of hydrologic networks. This approach has been designed for visualizing data from sensors and simulations in the context of emergencies caused by floods. It follows a solution for event summarization that exploits physical properties of the dynamic system to automatically generate summaries of relevant data. The summarized information is presented using different modes such as text, 2D graphics and 3D animations on virtual terrains. The presentation is automatically generated using a hierarchical planner with abstract presentation fragments corresponding to discourse patterns, taking into account the characteristics of the user who receives the information and constraints imposed by the communication devices (mobile phone, computer, fax, etc.). An application following this approach has been developed for a national hydrologic information infrastructure of Spain.

In the context of the present conference paper culverts are defined as an opening or conduit passing through an embankment usually for the purpose of conveying water or providing safe pedestrian and animal crossings under rail infrastructure. The clear opening of culverts may reach values of up to 12m however, values around 3m are encountered much more frequently. Depending on the topography, the number of culverts is about 10 times that of bridges. In spite of this, their dynamic behavior has received far less attention than that of bridges. The fundamental frequency of culverts is considerably higher than that of bridges even in the case of short span bridges. As the operational speed of modern high-speed passenger rail systems rises, higher frequencies are excited and thus more energy is encountered in frequency bands where the fundamental frequency of box culverts is located. Many research efforts have been spent on the subject of ballast instability due to bridge resonance, since it was first observed when high-speed trains were introduced to the Paris/Lyon rail line. To prevent this phenomenon from occurring, design codes establish a limit value for the vertical deck acceleration. Obviously one needs some sort of numerical model in order to estimate this acceleration level and at that point things get quite complicated. Not only acceleration but also displacement values are of interest e.g. to estimate the impact factor. According to design manuals the structural design should consider the depth of cover, trench width and condition, bedding type, backfill material, and compaction. The same applies to the numerical model however, the question is: What type of model is appropriate for this job? A 3D model including the embankment and an important part of the soil underneath the culvert is computationally very expensive and hard to justify taking into account the associated costs. Consequently, there is a clear need for simplified models and design rules in order to achieve reasonable costs. This paper will describe the results obtained from a 2D finite element model which has been calibrated by means of a 3D model and experimental data obtained at culverts that belong to the high-speed railway line that links the two towns of Segovia and Valladolid in Spain

ABSTRACT Education and learning environments are constantly evolving. Students and educators change the things their habits, their ways of learning, the things they like or the devices and applications that they use regularly among other things. All these changes are accompanied and fostered by the parallel evolution that technology experiences, both in the software programs used as in the hardware and capabilities of these devices. Education must also adapt to these changes, both personal and technological and get the most out of them. Learning Management Systems are widely used in all educational centers. These systems have a large number of features and functionalities. They allow from the implementation of a traditional teaching model in which the teacher gives content and students receive it to one absolutely innovative teaching model where totally different processes occur. Furthermore, the potential of multimedia resources has not been fully exploited in education and can be a great opportunity. This thesis proposes a set of methods and tools for the creation and use of multimedia in education. The development of this thesis starts with the definition of a social, collaborative and learner-centered model, that serves as a common thread and that integrates different tools and methods studied and developed. In a first step, several tools and methods for the classroom are identified, such as recording, where a portable kit is created and then improved giving very good results, screencast recording and videoconferencing. These tools also are integrated into a collaborative platform resulting in a complete, scalable architecture that enables the execution of such activities and a simple interconnection with the Learning Management System. In an fully online environment a new e-learning platform called Virtual Science Hub (ViSH) is created. It consists of four main features that combine and complement each other, social network, videoconferencing, educational repository and authoring tool. In this platform proactive recommendation of both educational resources and similar users is applied. In a last step the entire educational model using some of the tools identified and developed is successfully validated in two different scenarios. Finally, this thesis discusses the findings obtained during the extensive research carried out and has led to the achievement of a good theoretical and practical basis for the development of tools and methods for the generation and use of multimedia in education.

ABSTRACT The rapid evolution experimented in the last years by the Internet technologies has stimulated the proliferation of heterogeneous software resources in most scientific disciplines, especially in the bioinformatics area. In most cases, current trends aim to publish those resources as services freely available over the Internet, using technologies and design patterns defined for the implementation of Service-Oriented Architectures (SOA). Simultaneous combination of various services into the same workflow opens the opportunity of creating more complex and useful applications. Integration of services raises great challenges, both from a theoretical to a practical point of view such as, for instance, the location and access to the available resources or the orchestration among them. This PhD thesis deals with the problem of identification, location, classification and access to informatics resources available over the Internet. On this regard, a general model has been defined for building indexes of software resources, with information extracted automatically from scientific articles from the literature specialized in the area. Such model consists of six phases ranging from the selection of data sources to the access to the indexes created, covering the identification, extraction, classification and curation of the information related to the software resources. To verify the viability, feasibility and efficiency of the proposed model, it has been evaluated in two different scientific domains—Bioinformatics and Medical Informatics—producing two resources indexes named BioInformatics Resources Inventory (BIRI) and electronic-Medical Informatics Repository of Resources (e-MIR2) respectively. The results and evaluation of those systems are presented along this PhD thesis, and they have produced different scientific publications in several JCR journals and international conferences. The potential impact and utility of this PhD thesis could be of great relevance considering that, thanks to the generality of the proposed model, it could be successfully extended to any scientific discipline. Some of the most relevant future research lines derived from this work are outlined at the end of this book.

---ABSTRACT---The emergence of smartphones, fostered the development of mobile instant messaging applications. These applications take advantage of the infrastructure of data networks to send messages between devices with almost no additional cost attached to it. Today you will hardly be able to find a person who makes use of the old text messages or sms (Short Message Service), and therefore bears the cost of communication defined by the respective operators. This boom has been such that it has become one of the main communication methods or channels in both the personal and work environments. Unfortunately, more and more drivers use messaging applications to send and receive messages while they are driving, even though its use is strictly prohibited and punished by law. Therefore our objective is to modify the existing messaging application Telegram allowing interaction with the mobile device by only using the user’s voice to send and receive messages, avoiding any distractions that any tactile interaction with the device could cause. The aim is to significantly try to reduce accidents caused while driving, as well as to avoid any related potential fines and incidents that may result from use of mobile phone while driving.

---ABSTRACT---The worldwide proliferation of cloud-based solutions means that companies are evaluating their infrastructure or move part of it to the cloud, to reduce the high investment costs required to maintain a private infrastructure. One of the services that can be centralized in the cloud, through shared resources between multiple clients, are the solutions of contingency services as data protection or disaster recovery centers. This project aims to carry out the deployment of a managed services platform centralized solutions, to customers who need it, backup and disaster recovery services. The project consists of three phases. First, It was performed a study of the current business continuity technologies, the different types of backups, as well as replication types, local and remote. Second, it was performed a market study to shuffle the different possibilities for the deployment of infrastructure, keeping in mind the target customer. Finally, we found the development phase, where it details the main components that make up the final solution, the location of infrastructure, a use case, as well as the main advantages of the solution. It should be emphasized that this is a real project, which was carried out in an outside company to the university, called Omega Peripherals, where once I completed my practicum, it was proposed this project to develop it as a continuation of my job and develop it as my final dissertation.
