Two approaches are used to estimate the economic impact of domestic wild shrimp, Penaeus sp., fishing in Terrebonne Parish, Louisiana. A 2002 survey of commercial shrimp fishermen in the Parish yields information on sales and operating costs, and results are used to estimate a 1-yr sales effect in the Parish of $36.7 to $128.1 million due to shrimp fishing. In addition, 2001 shrimp ticket sales data ($49.9 million) are input into a REMI (Regional Economic Models, Inc.) model built for the 4-parish bayou region of Louisiana. The REMI model forecasts a year 1 reduction in gross regional product (GRP) of $45.9 million in the 4-parish area if the shrimp fishing industry were to disappear in Terrebonne Parish, and an 8-yr cumulative negative impact on GRP in the bayou region of $191.3 million. Study limitations and suggestions for future research are included.

A mail survey of tournament shark anglers and party boat shark anglers was completed to examine their fishing activity, attitudes, trip expenditures, and consumer surplus. A sample of 700 shark anglers was selected from tournaments in the Gulf of Mexico during 1990, and a sample of party boat shark anglers was drawn from Port Aransas, Tex., party boat anglers during the summer of 1991. A response rate of 58% (excluding nondeliverables) was obtained from tournament anglers. The sample of party boat shark anglers was too small to provide useful results. Tournament shark anglers reported fishing an average of 58 days per year and targeted sharks and other large marine species. Tournaments occupy a small portion of their fishing effort. If this group of anglers were not able to fish for sharks, one-third indicated no other species would be an acceptable substitute, while others were willing to substitute other large marine species. Shark trip expenditures averaged $197 per trip with a consumer surplus of $111 per trip. Based on MRFSS estimates of the number of shark fishing trips, we estimate a total of $43,355,000 was spent by shark anglers in the Gulf of Mexico with a consumer surplus of $23,865,000 for a total gross value of the shark fishery of $66,220,000. MRFSS estimates of the number of sharks landed indicate an equivalent use value of $183 per shark.

This paper reviews economic research conducted on Hawaii's marine fisheries over the past ten years. The fisheries development and fisheries management context for this research is also considered. The paper finds that new approaches are required for marine fisheries research in Hawaii: A wider scope to include other marine resource and coastal zone issues, and increased and closer collaboration between researchers and the fishing community.

Em anos recentes, a temática energética vem sendo objeto de barganhas políticas e econômicas na América do Sul. O presente trabalho visou a trazer tal temática para as Relações Internacionais, no âmbito da Integração Regional, com ênfase no papel do Brasil em suas relações internacionais com os vizinhos sul-americanos, no recorte temporal 2000-2010. Argumentou-se que o Brasil vem buscando a integração energética relacionada à infraestrutura na América do Sul com vistas à promoção do seu desenvolvimento. O desenvolvimento regional está conectado com o nacional. O Brasil também teve como objetivo garantir a estabilidade regional. Trabalhou-se com o conceito de integração energética definido como a constituição de ativos comuns permanentes entre os países. Ademais, as iniciativas dos processos integracionistas em energia foram analisadas com foco na IIRSA, iniciativa até então inédita. Posteriormente, a IIRSA foi reestruturada e incorporada à UNASUL e um novo e exclusivo Conselho para assuntos energéticos foi criado. A OLADE e o MERCOSUL também entraram no debate, de forma breve, a fim de contextualizar a energia como fator vital para o desenvolvimento regional antes dos anos 2000. Os setores potenciais para a integração energética sul-americana foram os de gás natural e hidroeletricidade com base na definição proposta na presente pesquisa.

Shrimp fishermen trawling in the Gulf of Mexico and south Atlantic inadvertently capture and kill sea turtles which are classified as endangered species. Recent legislation requires the use of a Turtle Excluder Device(TED) which, when in place in the shrimp trawl, reduces sea turtle mortality. The impact of the TED on shrimp production is not known. This intermediate analysis of the TED regulations using an annual firm level simulation model indicated that the average Texas shrimp vessel had a low probability of being an economic success before regulations were enacted. An assumption that the TED regulations resulted in decreased production aggravated this condition and the change in Ending Net Worth and Net Present Value of Ending Net Worth before and after a TED was placed in the net was significant at the 5 percent level. However, the difference in the Internal Rate of Return for the TED and non-TED simulations was not significant unless the TED caused a substantial change in catch. This analysis did not allow for interactions between the fishermen in the shrimp industry, an assumption which could significantly alter the impact of TED use on the catch and earnings of the individual shrimp vessel.

This special section of the Marine Fisheries Review contains the edited proceedings of a symposium held on 16 September 1987 at the annual meetings of the American Fisheries Society in Winston-Salem, N.C. The symposium was sponsored by the National Marine Fisheries Service of the National Oceanic and Atmospheric Administration, and the International Institute of Fisheries Economics and Trade. The aim of this session was to provide an overview of several international trade issues that affect the development of fisheries economic policy. Thus, the general areas of discussion included: The role of fisheries in the U.S. balance of trade, current negotiations on fisheries trade and tariffs, and U.S. and foreign economic trade strategies and policies.

The widespread implementation of Extended Fisheries Jurisdiction (EFJ) has confronted coastal states with several resource management problems. One of these consists of the economic relations, if any, that the coastal state should establish with distant-water fishing nations (DWFN's) seeking access to the coastal state's 200-mile zone. Several of the other papers presented here deal with specific aspects of the issue. This paper, on the other hand, will concern itself with the question of the analytical framework to be used by economists in studying this issue. It will offer some suggestions with respect to possible components of the framework. In doing so, the paper will restrict itself to the coastal state's perspective of EFJ and the management issues arising therefrom. It goes without saying, of course, that an enlightened coastal state will attempt to acquaint itself with the DWFN view of the world.

The creation of extended zones (EEZ's) has shifted some aspects of fisheries management and policy from the arena of international negotiations to the economic and political decision making process within the coastal state. The transition from a world of international commons to one of coastal state jurisdiction raises a variety of issues. The one of concern here is a broad welfare question: Given the transfer of assets from the international commons to the coastal state, how well (efficiently) has the state used these new assets to increase the flow of income and Gross National Product (GNP)?

Diante do estreitamento do horizonte emancipatório para uma parcela significativa da população brasileira, procuramos, neste estudo, descrever a história real destes muitos, para não dizer milhões, que acabaram condenados à margem de formas sociais, econômicas, estilísticas, consagradas pelos aparatos ideológicos que perpetuam e justificam a reprodução da racionalidade do capital como o único e exclusivo sistema social. Na contemporaneidade, a mercantilização da vida em sociedade e seu indissociável processo de descartabilidade marcam presença constante no cenário das médias e grandes cidades brasileiras. Perscrutando o campo exploratório, presenciamos grupos humanos cada vez mais desvinculados do sistema produtivo. Destituídos de qualidades aceitáveis circunscritas à esfera econômica e moral capitalista, figuram, apenas, como paisagem, apenas, como fragmentos do universo objetivo. Vidas em sobrestado permanente, confundidas e misturadas com o descartável, sem lugar no mundo produtivo, galgam a invisibilidade social. É esta incivilidade levada ao seu paroxismo chamada invisibilidade que, aqui, identificamos e trazemos à luz. Uma invisibilidade que se constrói não pelo olhar, mas num imaginário persistente que fixa a pobreza como marca de inferioridade, potencializando um modo de ser que descredencia indivíduos para o exercício de seus direitos e da vida social, já que percebidos numa diferença incomensurável, aquém das regras da equivalência, isto é, da alteridade que a formalidade da lei e o exercício dos direitos deveriam concretizar. É neste espaço de interpelação do outro que a invisibilidade se constitui. Ela habita o registro do impensável, do conflito com a ideia de essência, de alteridade que arbitra todas as formas de ser. O invisível surge como alguém que não É, provocação que incita o estranhamento, o que o torna assediado por um forte ranço moral que preserva a depreciação de tudo que perdeu o valor de uso. É assim decretada a sua tripla negação: desistoricizado, desumanizado e dessignificado, mesclado a um universo de contravalores que imobilizam a vida, tornando-o incodificável, um personagem inefável colocando em xeque toda a lógica da representação. Nossa proposta, com este trabalho, foi o de ir além de um trabalho documental, mas de constatação e denúncia, procurando ultrapassar visões reducionistas que naturalizam a pobreza e a miséria, reencontrando assim, nas mediações e contrapontos, as contradições fundas que conduzem muitos a invalidação social, cujas violações e mutilações, de toda ordem, prosperam a favor de uma ordem econômica que se apresenta desvinculada e independente de limites e de justificações morais

This study estimated the adoption rate of integrated aquaculture-agriculture (IAA) technologies in Bangladesh and their impact on poverty and fish and food consumption in adopting households. We used a novel, simulation-based approach to impact assessment called Tradeoff Analysis for Multi-Dimensional Impact Assessment (TOA-MD). We used the TOA-MD model to demonstrate how it is possible to use available data to estimate adoption rates in relevant populations, and to quantify impacts on distributional outcomes such as poverty and food security, thus demonstrating ex ante the potential for further investment in technology dissemination. The analysis used baseline and end-of-project survey data from WorldFish-implemented Development of Sustainable Aquaculture Project (DSAP), promoting IAA. This dataset was used to simulate adoption and assess its impacts on poverty and food security in the target population. We found that, if adopted, IAA had a significant positive impact on reducing poverty and improving food security and income.
