The fish habitats along an inshore water stretch along the eastern/central coast of Lake Tanganyika are discussed and a quantitative analysis of the species composition, distribution and abundance of the littoral fishes within the area of study is presented. Seventy-one species of fish belonging to 48 genera and to 15 fish families were collected and identified during the study. The majority of species belonged to the Cichlidae family. Intensive beach seining for clupeids is suggested as one of the causes of low fish biomass in the area surveyed. The areas south of Kigoma appeared to contain more fish, with average catch rates of 11.7 kg/haul than those north of Kigoma where average catch rates of 7.6 kg/haul were recorded. Some suggestions for improved management of these resources are given.

The link between environmental trends and economic policies is examined. The assessment of the past and present economic policies affecting the use of coastal resources in the Philippines showed that these policies have accelerated the rate of degradation of coastal resources. The current situation demands not only the reorientation of economic policies, but also other related actions to attain sustainable development of coastal resources.

The Lower Mekong Basin has extensive wetlands and these are being threatened by numerous problems. Most of these problems are interdependent and interact with one another. The lack of an appropriate definition of wetlands applicable to the region, pervasive inefficiencies and chronic lack of funds among riparian governments, and the poor appreciation of the true economic importance of wetlands and its resources are among the most prominent. The current definition, based on the Convention on Wetlands (Ramsar, Iran, 1971), is too broad when compared to the understanding of wetlands as being swamps, marshes and the like, and was developed specifically for wetlands with international importance as waterfowl habitats. Furthermore, wetlands are composed of different types of resources, which require different modes of management. Often, institutional competition, overlapping mandates and sometimes jealousies occur between government departments when they try to assert their authority on a particular wetland resource and use, and put forward their development plans without considering how these may conflict with other wetlands uses. Finally, effective wetland management requires reliable statistics or information on rate of harvest of natural resources such as fish and others, fishing/harvesting methods over time in order to determine the level of exploitation, and the status of the natural resources. This information is needed to identify opportunities for expansion, to establish historical trends, and to determine when management interventions are necessary to protect the resources from being overused by other developments. In order to address these issues, ICLARM - The World Fish Center has launched a project, the aim of objectives of which are described in this paper.

Proper resource management implies a better understanding of ecosystems and the conservation of biodiversity. Scientists from developing countries often have limited information on their aquatic resources because of many difficulties in accessing and exchanging information on a national and international level. The project described not only aims to strengthen the scientific capacity of fisheries scientists in ACP institutions but it is also expected to create an awareness among fisheries researchers and managers of the importance of conserving biodiversity for the sustainable use of living aquatic resources. This will be achieved through training, building a network of regional and transregional cooperation using modern communication facilities, the promotion of research and the distribution and improvement of fisheries management tools. It is hoped that these capabilities will enable fisheries scientists in ACP countries to actively contribute towards a discussion to solve common problems originating from the endangering of the ecological basis of their fisheries.

In this note we describe the re-formation of a spawning aggregation of mutton snapper (Lutjanus analis). A review of four consecutive years of survey data indicates that the aggregation may be increasing in size. Mutton snapper are distributed in the temperate and tropical waters of the western Atlantic Ocean from Florida to southeastern Brazil (Burton, 2002). Juveniles and subadults are found in a variety of habitats such as vegetated sand bottoms, bays, and mangrove estuaries (Allen, 1985). Adults are found offshore on coral reefs and other complex hardbottom habitat. They are solitary and wary fish, rarely found in groups or schools except during spawning aggregations (Domeier et al., 1996). Spawning occurs from May through July at Riley’s Hump (Domeier et al., 1996) and peaks in June, as indicated by gonadosomatic indices (M. Burton, unpubl. data). Mutton snapper are highly prized by Florida fishermen for their size and fighting ability, and the majority of landings occur from Cape Canaveral, through the Florida Keys, including the Dry Tortugas (Burton, 2002).

Fisheries managers have established many marine protected areas (MPA’s) in the Federal and state waters off Alaska to protect ecological structure and function, establish control sites for scientific research studies, conserve benthic habitat, protect vulnerable stocks, and protect cultural resources. Many MPA’s achieve multiple objectives. Over 40 named MPA’s, many of which include several sites, encompass virtually all Federal waters off Alaska and most of the state waters where commercial fisheries occur. All of the MPA’s include measures to prohibit a particular fishery or gear type (particularly bottom trawls) on a seasonal or year-round basis, and several MPA’s prohibit virtually all commercial fishing. Although the effectiveness of MPA’s is difficult to evaluate on an individual basis, as a group they are an important component of the management program for sustainable fisheries and conserving marine biodiversity off Alaska.

In the 1500’s, the waters of Venezuela and to a lesser extent Colombia produced more natural pearls than any place ever produced in the world in any succeeding century. Atlantic pearl-oysters, Pinctata imbricata Röding 1798, were harvested almost entirely by divers. The pearls from them were exported to Spain and other European countries. By the end of the 1500’s, the pearl oysters had become much scarcer, and little harvesting took place during the 1600’s and 1700’s. Harvesting began to accelerate slowly in the mid 1800’s and has since continued but at a much lower rate than in the 1500’s. The harvesting methods have been hand collecting by divers until the early 1960’s, dredging from the 1500’s to the present, and hardhat diving from 1912 to the early 1960’s. Since the mid 1900’s, Japan and other countries of the western Pacific rim have inundated world markets with cultured pearls that are of better quality and are cheaper than natural pearls, and the marketing of natural pearls has nearly ended. The pearl oyster fishery in Colombia ended in the 1940’s, but it has continued in Venezuela with the fishermen selling the meats to support themselves; previously most meats had been discarded. A small quantity of pearls is now taken, and the fishery, which comprised about 3,000 fishermen in 1947, comprised about 300 in 2002.

The Northeast Fisheries Science Center of NOAA's National Marine Fisheries Service has a long history of research on benthic invertebrates and habitats in support of the management of living marine resources. These studies began in the 1870's under Spencer F. Baird's guidance as part of an effort to characterize the Nation's fisheries and living marine resources and their ecological interactions. This century and a quarter of research has included many benthic invertebrate studies, including community characterizations, shellfish biology and culture, pathology, ecosystem energy budget modeling, habitat evaluations, assessments of human impacts, toxic chemical bioaccumulation in demersal food webs, habitat or endangered species management, benthic autecology, systematics (to define new species and species population boundaries), and other benthic studies. Here we review the scope of past and current studies as a background for strategic research planning and suggest areas for further research to support NOAA's goals of sustainable fisheries management, healthy coastal ecosystems, and protected species populations.

The fisheries of Hawaii and other U.S.-associated islands in the Pacific Ocean are characterized by high diversity, both in the species exploited and the human cultures that exploit them. The commercial sector has undergone rapid growth in recent years, but recreational and subsistence sectors remain important. Information on these fisheries is generally not available in published form. This paper presents an overview and introduction to a volume of papers describing fisheries in the region, with the goal of making the information available to scientists and the general public. A great deal remains to be learned about the dynamics of these fisheries as well as the associated issues in biological research, fisheries management, and environmental protection.
