Since the 60's, the population censuses have revealed a high degree of social inequality in Brazil. The concentration of income, as measured by the Gini index, showed persistently high since then. After the year 2001, we note that the trajectory stability is disrupted and the Gini index begins to show a downward trend. In relation to poverty, there has been two periods in recent history in which there was consistent decrease in the proportion of poor in the years immediately after the Real Plan in 2003 and in the year 2003 onwards. This research aimed to analyze poverty and income distribution in rural Brazil. In this crop sector, it is noted that the average perceived by the rural population is below the Brazilian income and, therefore, there is an increase in the number of poor. In addition, income in rural areas is less concentrated compared to the urban environment. Finally, as occurred in Brazil, there is a rural improvement in indicators of poverty and inequality in the last 10 years. Finally, this paper analyzes the changes that may have contributed to the fall in inequality and rural poverty, including the policy of rural settlement, the credit program to the family farmer (PRONAF) and rural retirement

Este presente trabalho apresenta a trajetória das políticas públicas educacionais aplicadas no Brasil, com estudos de taxa de retorno da educação, índices como IDH e PIB, gráficos sobre a tal evolução e comparação entre países. Com base na Teoria do Capital Humano e de seus principais autores, Schultz, Becker e Mincer e na atuação e incentivo das Organizações Internacionais. O estudo conclui que apesar da educação brasileira estar atrasada comparada a outros países, políticas educacionais aplicadas através de principalmente programas sociais tem mudado sua realidade, ainda que lentamente

This work has as main objetive to analyze fiscal/tax collection of municipalities after the political-administrative decentralization in Brazil and its new role in this scenario, bringing up the competition for Decasa Sugar and Alcohol between the municipalities of Caiuá and Maraba Paulista in the context of expansion sugarcane cultivation in the Presidente Prudente Geographic Micro Region. The analysis has considered the geographic scales, in order to highlight the power relations on local/regional territory, determined by the Agroenergy Policy Guidelines in Brazil (2006-2011). The two municipalities have from the point of view economic dynamics, irrelevence, proven through the São Paulo Index of Social Responsibility (IPRS), maximizing the importance of the constitutional transfers, such as Participation Fund of Municipalities (FPM). Given this situation, we analyze the four taxes raised by the experts as the most impactful for municipal tax collection before the presence of sugarcane activity: the Territorial Urban Property Tax (IPTU), the Tax on Services of any Nature (ISSQN), the Tax Vehicles owned Motor (IPVA) and the Operations tax on the Circulation of Goods and on Transport Services Rendered Interstate and Intermunicipal (ICMS). This study aims to conduct an analysis on the social aspects present in the works of the Argentine economist Raúl Prebisch (1901-1986). Based on the author's research on the economic development of the peripheral countries, it will be demonstrated how the social and economic factors have interconnected in the developmental theory of the peripheral worldwide economy. To achieve this goal, the six works of Prebisch considered essentials by Economic Commission for Latin America and the Caribbean (ECLAC) were used as main bibliographic axis. Such texts are: Introduction to Keynes, The Economic Development of Latin America and Its Principal Problems, Economic development or monetary stability: the false dilemma, Towards a Dynamic Development Policy for Latin America, .Change and Development: Latin America's Great Task, Capitalismo periférico: crisis y transformación, Five stages in my thinking on development. Firstly the topics essential to economic development according to the author will be exposed, such as industrialization of peripheral countries as a means of raising the income of masses and the way it should be coordinated beyond the theoretical author's choice on historical events, the evolution of the deterioration of terms of trade between peripheral and central countries and the need for productivity gains to increase the income of the worker. Afterwards it will be exposed how such terms align with social inequalities and which definitions are incorporated by the author on the subject

The paper shows the advantages and handicaps of implementing an inflation target (IT) regime, from post-keynesian and institutional stances. It is post-keynesian as long as it does not perceive any benefit in the mainstream split between monetary and fiscal policies. And it is institutional insofar as it shows there are several ways of implementing a policy, such that the chosen one is determined by historical factors, as illustrated by the Brazilian case. Thus, one could even support IT policies if their targets were seen just as “focusing devices” guiding economic policies, but also regarding with due attention other targets, as, in the short run, output growth and employment and, in the long run, technology and human development. Therefore, an IT is not necessary, although it can be admitted, mainly if the target is hidden from the public, in order to increase the flexibility of the central bank.

The paper presents a study of fiscal policy and public debt in Brazil from 1994 to 2008. We assert that fiscal policy in Brazil was conducted in accordance with a new macroeconomic model, and that the measures adopted in that framework resulted in the construction of a new fiscal model. The fiscal policy in this new system has the main role of debt sustainability, with a suitable revenue and spending policy, conducted to achieve the goals of a positive public sector primary result.
