Esta investigação teve por objetivo analisar a participação de idosos em direção à promoção da saúde considerando a articulação com oito aspectos da vida urbana do projeto cidade amiga do idoso (espaços abertos e prédios, transporte, moradia, participação social, respeito e inclusão social, participação cívica e emprego, comunicação e informação, e apoio comunitário e serviços de saúde) do bairro Vila Tibério, município de Ribeirão Preto, estado de São Paulo, Brasil. Trata-se de pesquisa descritiva de abordagem qualitativa sustentada pelos conceitos e princípios da promoção da saúde, a partir da perspectiva da participação social e do estabelecimento de ambientes saudáveis, motivo do alinhamento com os aspectos da vida urbana do Projeto Cidade Amiga do Idoso. A pesquisa atendeu aos preceitos éticos, sendo sua realização aprovada por Comitê de Ética em Pesquisa. A captação do empírico se deu por meio da realização de grupos focais com base no Protocolo de Vancouver, desenvolvido pelo Government of British Columbia, somando 32 idosos e 6 representantes de prestadores de serviços em 5 grupos focais. Adicionalmente, foi aplicado instrumento de avaliação funcional para verificar condição de independência ou dependência dos 32 idosos, sendo feita avaliação qualitativa da capacidade autorreferida pelos idosos, segundo a escala utilizada. Realizou-se análise de conteúdo na vertente temática para o material dos grupos, com a identificação de três temas: território: lugar de vida e cidadania, formação de redes de suporte social ao idoso e participação dos idosos na vida do bairro. A violência, o abandono presentes no território, em especial nos espaços coletivos, trazem preocupação e medo aos idosos, pois dificultam a livre circulação no território. Por outro lado, há no bairro certa tradição e possibilidade de serem construídas relações de amizade e apoio, que permitem ao idoso sentir-se acolhido, sendo enfatizado que as relações de amizade e mesmo as institucionalizadas, como por exemplo, o trabalho dos agentes comunitários de saúde, são necessárias às relações de convivência e sustentação na vida dos idosos. É trazida a importância dos jornais do bairro e de seu papel como elemento constitutivo da rede apoio na área de comunicação e informação dentro do território. A vinculação ao mundo do trabalho, com atividades remuneradas, ainda é uma forma que os idosos encontram de se manterem próximos aos amigos e participantes da vida em comunidade. Há dificuldade em ampliar a participação dos idosos por diferentes motivos que vão desde a dificuldade de mobilidade dentro do bairro, acesso à informação sobre as atividades disponíveis, ausência de canais mais ágeis de comunicação, baixa adesão aos processos de participação social no campo da saúde e assistência social, trabalho dos idosos como cuidadores de outros idosos familiares ou de netos. Situações que dificultam maior adesão aos processos de participação social, embora seja assinalada a importância destes processos para a melhoria do bairro. O conjunto dos resultados aponta que os idosos apresentam muitas dificuldades para ampliar sua participação nos processos coletivos no bairro, que por vezes se mostra hostil em suas condições a este grupo. Por outro lado se fazem presentes potencialidades, nas brechas e sugestões que indicam a possibilidade para se situarem no processo de construção da Promoção da Saúde no território em que estão inseridos, utilizando de suas características, perfis de vida e atuação para agir com autonomia e constituírem-se como protagonistas dos processos e de ações no território. Com a ciência dos limites, credita-se a esta investigação a possibilidade de que os elementos aqui discutidos possam oferecer subsídios para que as políticas voltadas ao envelhecimento saudável nos âmbitos da saúde, segurança, educação, assistência social, dentre outras possam se repensadas ou reestruturadas

In my previous article Racial Capitalism, I examined the ways in which white individuals and predominantly white institutions derive value from non-white racial identity. This process flows from our intense social and legal preoccupation with diversity. And it results in the commodification of non-white racial identity, with negative implications for both individuals and society. This Article picks up where Racial Capitalism left off in three ways. As a foundation, it first expands the concept of racial capitalism to identity categories more generally, explaining that individual in-group members and predominantly in-group institutions — usually individuals or institutions that are white, male, straight, wealthy, and so on — can and do derive value from out-group identities. Second, the Article turns from the overarching system of identity capitalism to the myriad ways that individual out-group members actively participate in that system. In particular, I examine how out-group members leverage their out-group status to derive social and economic value for themselves. I call such out-group participants identity entrepreneurs. Identity entrepreneurship is neither inherently good nor inherently bad. Rather, it is a complicated phenomenon with both positive and negative consequences. Finally, the Article considers the appropriate response to identity entrepreneurship. We should design laws and policies to maximize both individual agency and access to information for out-group members. Such reforms would protect individual choice while making clear the consequences of identity entrepreneurship both for individual identity entrepreneurs and for the out-group as a whole. A range of legal doctrines interact with and influence identity entrepreneurship, including employment discrimination under Title VII, rights of privacy and publicity, and intellectual property. Modifying these doctrines to take account of identity entrepreneurship will further progress toward an egalitarian society in which in-group and out-group identities are valued equally.

Lying has a complicated relationship with the First Amendment. It is beyond question that some lies – such as perjury or pretending to be a police officer – are not covered by the First Amendment. But it is equally clear that some lies, even intentionally lying about military honors, are entitled to First Amendment protection. U.S. v. Alvarez, 132 S. Ct. 2537 (2012). To date, however, both Supreme Court doctrine and academic commentary has taken for granted that any constitutional protection for lies is purely prophylactic – it protects the liar to avoid chilling truthful speech. This Article is the first to argue, contrary to conventional wisdom, that certain types of lies paradoxically advance the values underlying the First Amendment. Our framework is descriptively novel and doctrinally important insofar as we provide the first comprehensive post-Alvarez look at the wide range of lies that may raise First Amendment issues. Because there was no majority opinion in Alvarez, there is uncertainty about which standard of constitutional scrutiny should apply to protected lies, an issue we examine at length. Moreover, our normative claim is straightforward: when a lie has intrinsic or instrumental value it should be treated differently from other types of lies and warrant the greatest constitutional protection. Specifically, we argue that investigative deceptions – lies used to secure truthful factual information about matters of public concern – deserve the utmost constitutional protection because they advance the underling purposes of free speech: they enhance political discourse, help reveal the truth, and promote individual autonomy. A prototypical investigative deception is the sort of misrepresentation required in order for an undercover journalist, investigator, or activist to gain access to information or images of great political significance that would not be available if the investigator disclosed her reporting or political objectives. Tactical use of such lies have a long history in American journalism and activism, from Upton Sinclair to his modern day heirs. Using the proliferation of anti-whistleblower statutes like Ag Gag laws as an illustrative example, we argue that investigative deceptions are a category of high value lies that ought to receive rigorous protection under the First Amendment. At the same time, we recognize that not all lies are alike and that in other areas, the government regulation of lies serves legitimate interests. We therefore conclude the Article by drawing some limiting principles to our theory.

O objetivo da pesquisa foi identificar os fatores associados ao abandono do aleitamento materno (AM) e do aleitamento materno completo (AMC). Foram acompanhadas 248 mães que fizeram visita pós-parto. Os dados foram coletados mediante entrevista pessoal durante o primeiro mês pós-parto e, pelo telefone, aos quatro e seis meses seguintes. A análise se realizou mediante a Regressão de Cox. Os resultados mostram associação entre o abandono da AMC e do AM com o fato de não se ter amamentado anteriormente, com AM anterior ≤4 meses, e, com pior avaliação da experiência anterior. O menor nível de estudos se relaciona com maior abandono do AM e das chupetas, ou suplementos no hospital com o abandono da AMC. A educação pré-natal é fator protetor para o AMC e o AM. Conclui-se que o apoio ao AM deveria intensificar-se nas mães: sem experiência anterior, com experiência negativa, e, com pior acesso à informação; também deveria ser controlado o uso da chupeta e dos suplementos de leite artificial (LA) não indicados.

Wikipedia es una enciclopedia editada en colaboración, por voluntarios de todo el mundo, que se ha ido construyendo en la Red desde el año 2003. Actualmente es el sexto sitio más visitado en Internet, lo que la convierte en el mayor éxito de la democracia participativa en el campo de la divulgación de la información. Su edición inglesa, con más de 3 millones de artículos, se ha convertido en una parte indispensable de Internet y la mayor y más popular obra de consulta. En este contexto, se podría afirmar que la Wikipedia se presenta como una valiosa herramienta para el conocimiento general de la terminología sobre las ciencias de la nutrición. A la par, no solo facilita el acceso al conocimiento, sino que es patente su validez para generarlo, socializando este tipo de espacios de colaboración y desarrollo del mismo, contribuyendo, en consecuencia, a la divulgación científica a la sociedad. En consecuencia, en este artículo queremos exponer y discutir las principales características de la Wikipedia. Pero, sobre todo, incidir en su papel en las ciencias de la alimentación y de la nutrición.

Decision support systems (DSS) support business or organizational decision-making activities, which require the access to information that is internally stored in databases or data warehouses, and externally in the Web accessed by Information Retrieval (IR) or Question Answering (QA) systems. Graphical interfaces to query these sources of information ease to constrain dynamically query formulation based on user selections, but they present a lack of flexibility in query formulation, since the expressivity power is reduced to the user interface design. Natural language interfaces (NLI) are expected as the optimal solution. However, especially for non-expert users, a real natural communication is the most difficult to realize effectively. In this paper, we propose an NLI that improves the interaction between the user and the DSS by means of referencing previous questions or their answers (i.e. anaphora such as the pronoun reference in “What traits are affected by them?”), or by eliding parts of the question (i.e. ellipsis such as “And to glume colour?” after the question “Tell me the QTLs related to awn colour in wheat”). Moreover, in order to overcome one of the main problems of NLIs about the difficulty to adapt an NLI to a new domain, our proposal is based on ontologies that are obtained semi-automatically from a framework that allows the integration of internal and external, structured and unstructured information. Therefore, our proposal can interface with databases, data warehouses, QA and IR systems. Because of the high NL ambiguity of the resolution process, our proposal is presented as an authoring tool that helps the user to query efficiently in natural language. Finally, our proposal is tested on a DSS case scenario about Biotechnology and Agriculture, whose knowledge base is the CEREALAB database as internal structured data, and the Web (e.g. PubMed) as external unstructured information.

The ‘euro crisis’ has sparked a renewed interest in how national parliaments can help to improve the democratic nature of European decision making. According to various treaties, assemblies in the Member States are now guaranteed a full spectrum of rights including access to information, participation and the ability to object to EU legislation. The authors of this Discussion Paper argue that there is still room to refine and promote a more responsible use of existing instruments. Moreover, the possibility of adding new mechanisms to the available toolkit is part of the discussion on the topic but the authors warn that any proposals must be carefully considered on a case-by-case basis, especially in the context of the European economic governance reform process. Ultimately, according to the authors, the most straightforward and effective way for national parliaments to strengthen their direct involvement in EU policy formulation is to focus on building capacity to perform their two key domestic responsibilities: to hold their own governments to account, also on EU affairs, and to maintain the link with voters, including by communicating and debating ‘Europe’ at ‘home’.

More than one year since the first pro-Russian moves in the Donbas, separatists have taken control of parts of the Donbas and Luhansk oblasts but are still unable to form truly functioning administrative structures. The exercise of power by the central administration of the so-called ‘Donetsk People’s Republic’ (DPR) and ‘Luhansk People’s Republic’ (LPR) is restricted to resolving problems as they arise, while administration proper is the prerogative of the local authorities reporting to them which had been performing this function before the conflict broke out. The way the situation is developing and the fact that access to information is restricted make it difficult to determine the structure of the separatist government in more detail, precisely how it is organised, and what the internal hierarchy is like. The overriding goal of the governments of the DPR and the LPR is to maintain and develop their military potential. In effect, the lives of the so-called republics are subordinate to military goals. The Donbas separatism is a conglomerate of different groups of interests, with Russia at the fulcrum. Its representatives set the main tactical and strategic goals and thus have a decisive influence on the development of the situation in the region. Individual separatist groupings come into conflict, and some oligarchs linked to the former Party of Regions circles have also been making attempts to maintain their influence. The struggle between individual groups of interest is intensifying as the situation on the war front becomes calmer. Since the situation has temporarily stabilised after the seizure of Debaltseve, the central governments of the DPR and the LPR have made attempts to expand their influence, combating armed criminals who are outside their control and that of Russia. The civilian population is taking the brunt of the devastation caused by the war and the increasing militarisation of the region. Despite the fact that the intensity of the fighting on the war front is falling, worsening humanitarian problems are causing refugees to continue their flight from the territories controlled by the separatists. 2 million people have fled the conflict zone since the beginning of the war: 1.3 million of them have found shelter in other regions of Ukraine, and more than 700,000 have left for Russia. The region has also sustained great economic losses – most mines have been either destroyed or closed, many industrial plants have restricted or completely discontinued their production, and many firms have been taken over by force. In effect, the region has seen an economic downturn.
