This work of research presents an investigation into the knowledge related to the ostensive policing activities of a group of the Rio Grande do Norte State Military Police Captains. This knowledge, which is decisive and part of Brazilian Military Police Constitutional matters, must be taken into consideration when it comes down to planning and putting into force the services related to ostensive public security. Thus, a historical and social analysis about the formation of the police by starting from foreigner experiences down to Rio Grande do Norte s reality, led by such knowledge, was made. Further, studying Brazilian and local scene, this knowledge was analyzed on the ostensive policing activities as for the principles of the Brazilian National Public Security Plan, Brazilian Classification of Occupations / CBO 2002, the reference documents and studies for police graduation Curricular Basis and Matrix; the Variables of Ostensive Policing, as well as some important competences of police service. Arguing that this knowledge is somehow related to what is presented in this work as Orientation Axis to Military Police Service , research tools such as Critical Case Solution and the answers to the Questionnaire on Fundamental Areas of Military Police Service , having in the end six knowledge models related to ostensive policing activities were used within that group. This knowledge can be classified in three distinct categories of connotations within the military police activity: one with reactive/repressive characteristics being the most predominant; the second as preventive; and another one that revealed that the military police activity is being misused for actions and/or missions outside the scope of action of military police

In this work is presented a new method for the determination of the orbital period (Porb) of eclipsing binary systems based on the wavelet technique. This method is applied on 18 eclipsing binary systems detected by the CoRoT (Convection Rotation and planetary transits) satellite. The periods obtained by wavelet were compared with those obtained by the conventional methods: box Fitting (EEBLS) for detached and semi-detached eclipsing binaries; and polynomial methods (ANOVA) for contact binary systems. Comparing the phase diagrams obtained by the different techniques the wavelet method determine better Porb compared with EEBLS. In the case of contact binary systems the wavelet method shows most of the times better results than the ANOVA method but when the number of data per orbital cicle is small ANOVA gives more accurate results. Thus, the wavelet technique seems to be a great tool for the analysis of data with the quality and precision given by CoRoT and the incoming photometric missions.

Classical models of gravity gradient, solar radiation, aerodynamic and magnetic torques acting on a circular cylinder satellite. The magnitude of each such are compared with parameterization in terms of the dimensions of the satellite and its altitude in relation to the Earth's surface. Two different satellite data are considered. The results agree with the classical results and show that for altitude between 0 and 800 km the gravity gradient, aerodynamic and magnetic torques decrease with altitude while the solar radiation torque is almost independent of the altitude. The relative importance of these torques depends on the size, mass, moments of inertia and altitude of the satellite. The results can be useful to propagate the satellite attitude, to satellite missions analysis and to validate the analytical approaches. (C) 2003 COSPAR. Published by Elsevier B.V. Ltd. O presente artigo trata de avaliar em perspectiva histórica, algumas falhas na condução da política de Defesa no Brasil, fulcrais para se compreender a continuidade de um quadro de indevida participação militar e de ausência de controle civil na elaboração e implementação da mencionada pasta, incompatíveis com um contexto de governabilidade democrática. A despeito de algumas iniciativas no sentido de regulamentar os limites de atuação das Forças Armadas para que as mesmas não extrapolem suas funções e missões essenciais, e para que a política de Defesa seja revestida de um verniz público e civil - a exemplo da criação do Ministério da Defesa e da publicação da Estratégia Nacional de Defesa -, prevalece uma situação de fragilidade institucional e de vazio de poder público propícios para que a vontade militar permaneça conferindo o tom da Defesa nacional.

The lunar sphere of influence, whose radius is some 66,300 km, has regions of stable orbits around the Moon and also regions that contain trajectories which, after spending some time around the Moon, escape and are later recaptured by lunar gravity. Both the escape and the capture occur along the Lagrangian equilibrium points L1 and L2. In this study, we mapped out the region of lunar influence considering the restricted three-body Earth-Moon-particle problem and the four-body Sun-Earth-Moon-particle (probe) problem. We identified the stable trajectories, and the escape and capture trajectories through the L I and L2 in plots of the eccentricity versus the semi-major axis as a function of the time that the energy of the osculating lunar trajectory in the two-body Moon-particle problem remains negative. We also investigated the properties of these routes, giving special attention to the fact that they supply a natural mechanism for performing low-energy transfers between the Earth and the Moon, and can thus be useful on a great number of future missions. In the present work we explore regions of distant direct stable orbits around the Moon. First, the location and size of apparently stable regions are searched for numerically, adopting the approach of temporary capture time presented in Vieira Neto & Winter (2001). The study is made in the framework of the planar, circular, restricted three-body problem, Earth-Moon-particle. Regions of the initial condition space whose trajectories are apparently stable are determined. The criterion adopted was that the trajectories do not escape from the Moon during an integration period of 10(4) days. Using Poincare surface of sections the reason for the existence of the two stable regions found is studied. The stability of such regions proved to be due to two families of simple periodic orbits, h1 and h2, and the associated quasi-periodic orbits that oscillate around them. The robustness of the stability of the larger region, h2, is tested with the inclusion of the solar perturbation. The size of the region decreases, but it is still significant in size and can be useful in spacecraft missions.

Artificial satellites around the Earth can be temporarily captured by the Moon via gravitational mechanisms., How long the capture remains depends on the phase space region where the trajectory is located. This interval of time (capture time) ranges from less than one day (a single passage), up to 500 days, or even more. Orbits of longer times might be very useful for certain types of missions. The advantage of the ballistic capture is to save fuel consumption in an orbit transference from around the Earth to around the Moon. Some of the impulse needed in the transference is saved by the use of the gravitational forces involved. However, the time needed for the transference is elongated from days to months. In the present work we have mapped a significant part of the phase space of the Earth-Moon system, determining the length of the capture times and the origin of the trajectory, if it comes from the Earth direction, or from the opposite direction. The goal of the present work is to analyze space missions that use the terrestrial atmosphere to accomplish orbital maneuvers that involve a plane change. A set of analytical solutions is presented for the variation of the orbital elements due to a single passage through the atmosphere, assuming that the interval the spacecraft travels through the atmosphere is not too large. The study considers both the lift influence on the spacecraft orbit as well as drag. The final equations are tested with numerical integration and can be considered in accordance with the numerical results whenever the perigee height is larger than a critical value. Next, a numerical study of the ratio between the velocity increment required to correct the semimajor axis decay due to the atmospheric passage and the velocity variation required to obtain the change in the inclination is also presented. This analysis can be used to decide if a maneuver passing through the atmosphere can decrease the fuel consumption of the mission and, in the cases where this technique can be used, if a multiple passage is more efficient than a single passage.

In this paper, we have investigated a region of direct stable orbits around the Moon, whose stability is related to the H2 Family of periodic orbits and to the quasi-periodic orbits that oscillate around them. The stability criteria adopted was that the path did not escape from the Moon during an integration period of 1000 days (remaining with negative two-body Moon-probe orbital energy during this period). Considering the three-dimensional four-body Sun-Earth-Moon-probe problem, we investigated the evolution of the size of the stability region, taking into account the eccentricity of the Earth's orbit, the eccentricity and inclination of the Moon's orbit, and the solar radiation pressure on the probe. We also investigated the evolution of the region's size and its location by varying the inclination of the probe's initial osculating orbit relative to the Moon's orbital plane between 0 degrees and 180 degrees. The size of the stability region diminishes; nevertheless, it remains significant for 0 <= i <= 25 degrees and 35 degrees <= i <= 45 degrees. The orbits of this region could be useful for missions by space vehicles that must remain in orbit around the Moon for periods of up to 1000 days, requiring low maintenance costs. (c) 2005 COSPAR. Using a canonical formulation, the stability of the rotational motion of artificial satellites is analyzed considering perturbations due to the gravity gradient torque. Here Andoyer's variables are used to describe the rotational motion. One of the approaches that allow the analysis of the stability of Hamiltonian systems needs the reduction of the Hamiltonian to a normal form. Firstly equilibrium points are found. Using generalized coordinates, the Hamiltonian is expanded in the neighborhood of the linearly stable equilibrium points. In a next step a canonical linear transformation is used to diagonalize the matrix associated to the linear part of the system. The quadratic part of the Hamiltonian is normalized. Based in a Lie-Hori algorithm a semi-analytic process for normalization is applied and the Hamiltonian is normalized up to the fourth order. Once the Hamiltonian is normalized up to order four, the analysis of stability of the equilibrium point is performed using the theorem of Kovalev and Savichenko. This semi-analytical approach was applied considering some data sets of hypothetical satellites. For the considered satellites it was observed few cases of stable motion. This work contributes for space missions where the maintenance of spacecraft attitude stability is required.
