Enhancing the handover process in broadband wireless communication deployment has traditionally motivated many research initiatives. In a high-speed railway domain, the challenge is even greater. Owing to the long distances covered, the mobile node gets involved in a compulsory sequence of handover processes. Consequently, poor performance during the execution of these handover processes significantly degrades the global end-to-end performance. This article proposes a new handover strategy for the railway domain: the RMPA handover, a Reliable Mobility Pattern Aware IEEE 802.16 handover strategy "customized" for a high-speed mobility scenario. The stringent high mobility feature is balanced with three other positive features in a high-speed context: mobility pattern awareness, different sources for location discovery techniques, and a previously known traffic data profile. To the best of the authors' knowledge, there is no IEEE 802.16 handover scheme that simultaneously covers the optimization of the handover process itself and the efficient timing of the handover process. Our strategy covers both areas of research while providing a cost-effective and standards-based solution. To schedule the handover process efficiently, the RMPA strategy makes use of a context aware handover policy; that is, a handover policy based on the mobile node mobility pattern, the time required to perform the handover, the neighboring network conditions, the data traffic profile, the received power signal, and current location and speed information of the train. Our proposal merges all these variables in a cross layer interaction in the handover policy engine. It also enhances the handover process itself by establishing the values for the set of handover configuration parameters and mechanisms of the handover process. RMPA is a cost-effective strategy because compatibility with standards-based equipment is guaranteed. The major contributions of the RMPA handover are in areas that have been left open to the handover designer's discretion. Our simulation analysis validates the RMPA handover decision rules and design choices. Our results supporting a high-demand video application in the uplink stream show a significant improvement in the end-to-end quality of service parameters, including end-to-end delay (22%) and jitter (80%), when compared with a policy based on signal-to-noise-ratio information.

Despite an increasing literary focus on climate change adaptation, the facilitation of this adaptation is occurring on a limited basis (Adger et al. 2007) .This limited basis is not necessarily due to inability; rather, a lack of comprehensive cost estimates of all options specifically hinders adaptation in vulnerable communities (Adger et al. 2007). Specifically the estimated cost of the climate change impact of sea-level rise is continually increasing due to both increasing rates and the resulting multiplicative impact of coastal erosion (Karl et al., 2009, Zhang et al., 2004) Based on the 2007 Intergovernmental Panel on Climate Change report, minority groups and small island nations have been identified within these vulnerable communities. Therefore the development of adaptation policies requires the engagement of these communities. State examples of sea-level rise adaptation through land use planning mechanisms such as land acquisition programs (New Jersey) and the establishment of rolling easements (Texas) are evidence that although obscured, adaptation opportunities are being acted upon (Easterling et al., 2004, Adger et al.2007). This thesis describes the design and implementation of a situation awareness application. The application gathers data from sensors including accelerometers for monitoring earthquakes, carbon monoxide sensors for monitoring fires, radiation detectors, and dust sensors. The application also gathers Internet data sources including data about traffic congestion on daily commute routes, information about hazards, news relevant to the user of the application, and weather. The application sends the data to a Cloud computing service which aggregates data streams from multiple sites and detects anomalies. Information from the Cloud service is then displayed by the application on a tablet, computer monitor, or television screen. The situation awareness application enables almost all members of a community to remain aware of critical changes in their environments.

The Supreme Court’s decision in Shelby County has severely limited the power of the Voting Rights Act. I argue that Congressional attempts to pass a new coverage formula are unlikely to gain the necessary Republican support. Instead, I propose a new strategy that takes a “carrot and stick” approach. As the stick, I suggest amending Section 3 to eliminate the need to prove that discrimination was intentional. For the carrot, I envision a competitive grant program similar to the highly successful Race to the Top education grants. I argue that this plan could pass the currently divided Congress.

Without Congressional action, Section 2 is more important than ever before. A successful Section 2 suit requires evidence that voting in the jurisdiction is racially polarized. Accurately and objectively assessing the level of polarization has been and continues to be a challenge for experts. Existing ecological inference methods require estimating polarization levels in individual elections. This is a problem because the Courts want to see a history of polarization across elections.

I propose a new 2-step method to estimate racially polarized voting in a multi-election context. The procedure builds upon the Rosen, Jiang, King, and Tanner (2001) multinomial-Dirichlet model. After obtaining election-specific estimates, I suggest regressing those results on election-specific variables, namely candidate quality, incumbency, and ethnicity of the minority candidate of choice. This allows researchers to estimate the baseline level of support for candidates of choice and test whether the ethnicity of the candidates affected how voters cast their ballots.

Este estudo teve como objeto as práticas educativas em saúde desenvolvidas no Programa de Saúde da Família (PSF), no Município do Rio de Janeiro. O objetivo geral foi a compreensão das práticas educativas realizadas pelos profissionais que atuam no PSF. O interesse se deu pelo fato de reconhecer o PSF como espaço privilegiado no desenvolvimento de práticas educativas voltadas para a conscientização popular, nos aspectos sociais, políticos e da saúde, pelas suas características de atuação em território definido, e na lógica de vigilância à saúde. Ressalta-se a importância da Educação em Saúde como estratégia de intervenção por uma sociedade mais saudável. Trata-se de pesquisa qualitativa descritiva, realizada entre 2007 e 2008. A análise dos dados foi orientada pelo método de Análise de Conteúdo. Os dados foram coletados através de entrevista semi-estruturada, com cinco equipes de saúde da família, totalizando vinte profissionais. Na análise foram identificadas quatro categorias: organização do processo de trabalho, papel do profissional na equipe, organização da prática educativa e fatores que interferem na realização das práticas educativas. Na análise verificou-se que os profissionais enfrentam dificuldades no planejamento das práticas educativas, relacionadas, principalmente, à falta de capacitação pedagógica e à dificuldade de organização do processo de trabalho, centrado no modelo biomédico. Os agentes comunitários se destacam na realização das atividades, com o apoio da equipe, principalmente da enfermeira. Os temas são escolhidos, prioritariamente, a partir da identificação das necessidades de saúde dos usuários pelos profissionais. Verifica-se que há dificuldade na definição dos objetivos das práticas educativas. Predomina o formato de grupos, voltados para a promoção da saúde, mas também com enfoque preventivista. Verifica-se a presença de práticas com outras formas de relação entre profissionais e usuários, num exercício de cidadania para a qualidade de vida. A avaliação é realizada informalmente, entre os profissionais e, geralmente, se detém à quantidade de usuários participantes, ou na constatação de mudança de comportamento do usuário. Os fatores que interferem dizem respeito às relações estabelecidas entre os profissionais, e entre estes e os usuários. A violência associada ao narcotráfico surge como fator que prejudica a atividade no território. As capacitações em prática educativa também são mencionadas. Verifica-se que a forma de organização do processo de trabalho influencia fortemente, visto que a realização das práticas educativas depende diretamente da dinâmica dada ao trabalho, e do espaço destinado para essa atividade na divisão do trabalho. As questões relacionadas à infra-estrutura são relatadas, principalmente, no que diz respeito à escassez de material, recursos financeiros, e espaço físico inadequado. Percebe-se que a falta da sistematização da prática educativa parece comprometer as transformações necessárias para o seu aprimoramento e reflete a falta de compreensão dos profissionais sobre a importância do processo educativo para a saúde e como instrumento de transformação social e política dos sujeitos. Percebe-se, ainda, a necessidade de investimentos para a qualificação do profissional do PSF, não somente em relação às práticas educativas, mas também para que seja possível operar as mudanças necessárias para a reorientação do modelo de atenção à saúde proposto pelo PSF.

As borne out by everyday social experience, social cognition is highly dependent on context, modulated by a host of factors that arise from the social environment in which we live. While streamlined laboratory research provides excellent experimental control, it can be limited to telling us about the capabilities of the brain under artificial conditions, rather than elucidating the processes that come into play in the real world. Consideration of the impact of ecologically valid contextual cues on social cognition will improve the generalizability of social neuroscience findings also to pathology, e.g., to psychiatric illnesses. To help bridge between laboratory research and social cognition as we experience it in the real world, this thesis investigates three themes: (1) increasing the naturalness of stimuli with richer contextual cues, (2) the potentially special contextual case of social cognition when two people interact directly, and (3) a third theme of experimental believability, which runs in parallel to the first two themes. Focusing on the first two themes, in work with two patient populations, we explore neural contributions to two topics in social cognition. First, we document a basic approach bias in rare patients with bilateral lesions of the amygdala. This finding is then related to the contextual factor of ambiguity, and further investigated together with other contextual cues in a sample of healthy individuals tested over the internet, finally yielding a hierarchical decision tree for social threat evaluation. Second, we demonstrate that neural processing of eye gaze in brain structures related to face, gaze, and social processing is differently modulated by the direct presence of another live person. This question is investigated using fMRI in people with autism and controls. Across a range of topics, we demonstrate that two themes of ecological validity — integration of naturalistic contextual cues, and social interaction — influence social cognition, that particular brain structures mediate this processing, and that it will be crucial to study interaction in order to understand disorders of social interaction such as autism.

Muitos programas de coleta seletiva e Usinas de Triagem e Compostagem (UTC) brasileiras tem se mostrado problemáticos, ineficientes ou, até mesmo, inviáveis. Apesar disso, continua a ser uma solução visada por parte de órgãos gestores e da população. Observando que a coleta seletiva e a instalação e operação de UTC são peças importantes para a prática da reciclagem, dentro do contexto de Gerenciamento Integrado de Resíduos Sólidos (GIRS), verifica-se a necessidade de melhor entendimento dos problemas a elas associados para que haja um melhor planejamento e minimização destes problemas. O presente trabalho tem por objetivo principal a recomendação de diretrizes para um estudo de viabilidade e implantação de coleta seletiva e Unidade de Triagem e Compostagem na Vila do Abraão (Angra dos Reis, RJ), observando as características locais e as dificuldades normalmente existentes em programas de coleta seletiva e em operações de UTCs. A análise, que foi feita através de revisão bibliográfica de artigos científicos sobre estudos de casos brasileiros acerca de coleta seletiva, UTC e compostagem, mostrou que as principais dificuldades associadas a estes programas estão relacionadas: aos custos de operação e manutenção dos programas e das UTCs; às falhas administrativas e operacionais das UTCs; à capacitação inadequada dos trabalhadores; à falta de conscientização ambiental da população; ao desenvolvimento de soluções isoladas (fora do contexto de gerenciamento integrado) e que desconsideram os fatores locais. Também foi feito um levantamento das características locais da Vila através de observações in loco, entrevistas e trabalhos de campo. Sobre a Vila do Abraão constatou-se que ainda são necessários entendimentos entre os gestores locais (subprefeitura, Parque Estadual da Ilha Grande), a população e a municipalidade em Angra dos Reis, assim como, faz-se necessário um estudo mais aprofundado sobre a operação da UTC, incluindo aí as parcerias necessárias (cooperativas, catadores, prefeitura, ONGs etc) e sobre um programa de educação ambiental, para a efetiva participação da comunidade local. Além das recomendações feitas aos gestores locais, são indicados estudos que podem complementar o presente trabalho

[EN] In the modern era firms should look for a sustainable and profitable business model. They operate in highly volatile and competitive markets. Innovation is a key element that allows firms to survive in these complex environments. Accordingly, some companies are developing human resource models that align to the actual competitive context. For instance, they establish democratic systems, flexible work practices, they focus on responsibility and initiative and increase the self-control of team members. In this framework, firms tend to use resources such as creativity, capacity for innovation or development of human talent. Therefore, innovative teams are able to adapt and react to turbulent, complex and dynamic environments, which allow them to handle in a more efficient way several subtasks. This fact gives rise to a higher effectiveness in the activities of firms. This paper analyze the characteristics and performance of multifunctional teams, virtual teams, open-innovation teams and self-managing teams. It also study the case of Semco, a company that is characterized by its innovative practices in human resources management and focus on responsibility and initiative and increase the self-control of team members.

This paper presents a novel architecture for optimizing the HTTP-based multimedia delivery in multi-user mobile networks. This proposal combines the usual client-driven dynamic adaptation scheme DASH-3GPP with network-assisted adaptation capabilities, in order to maximize the overall Quality of Experience. The foundation of this combined adaptation scheme is based on two state of the art technologies. On one hand, adaptive HTTP streaming with multi-layer encoding allows efficient media delivery and improves the experienced media quality in highly dynamic channels. Additionally, it enables the possibility to implement network-level adaptations for better coping with multi-user scenarios. On the other hand, mobile edge computing facilitates the deployment of mobile services close to the user. This approach brings new possibilities in modern and future mobile networks, such as close to zero delays and awareness of the radio status. The proposal in this paper introduces a novel element, denoted as Mobile Edge-DASH Adaptation Function, which combines all these advantages to support efficient media delivery in mobile multi-user scenarios. Furthermore, we evaluate the performance enhancements of this content- and user context-aware scheme through simulations of a mobile multimedia scenario.
