A presente pesquisa investiga as escolhas temáticas de textos jornalísticos, especificamente de reportagens, que partem do mesmo evento, mas que são produzidos e publicados em linhas editoriais distintas. Nosso objetivo geral, com este estudo, é proporcionar subsídios para que sejam superados paradigmas ainda baseados na dicotomia texto e gramática na Escola Básica, como também colaborar para a promoção de um ensino mais crítico e reflexivo, a fim de que os estudantes possam atuar em sociedade com autonomia. Para isso, elegemos como corpus duas reportagens de veículos ideologicamente antagônicos: o jornal A Nova Democracia e a revista Veja. Considerando que o contexto de cultura e o contexto de situação são determinantes para as escolhas linguísticas dos textos, examinamos a organização temática dos períodos que compõem as reportagens. Como referencial teórico, elegemos a Gramática Sistêmico-Funcional (GSF) de Halliday (1978; 1994; 2004), centrando-se especificamente na função Tema, pertencente à Estrutura Temática na Metafunção Textual, um dos níveis de análise da GSF, que organiza a oração como mensagem e sistematiza os significados ideacionais. O objetivo específico deste trabalho é, portanto, analisar até que ponto as diferenças ideológicas afetam as escolhas temáticas dos textos. Com essa finalidade, dedicamo-nos à análise dos Temas Ideacionais e seus significados, pois são eles os responsáveis por indicar de que maneira os autores priorizaram as informações nos períodos que compõem e organizam as mensagens contidas nos textos. Como método de pesquisa, anotamos e classificamos manualmente cada um dos dados quantitativos e, em seguida, passamos a uma análise qualitativa dos Temas assinalados. Os resultados apontam que ambos os textos apresentam uma alta frequência de Temas Ideacionais Participantes, mas semanticamente distintos. Quanto aos Temas Ideacionais Processos e Circunstâncias, eles evidenciam discrepâncias sintáticas e semânticas significativas, que revelam representações diferentes dos narradores frente ao mesmo evento.

A presente dissertação busca realizar a descrição e sistematização de categorias analíticas que contribuam com análises sobre as relações econômicas, políticas e sociais que sustentam a forma como se constituem historicamente no Brasil o Estado e as políticas públicas na área social, com especial atenção para a área de saúde. Tal objetivo se constituiu na observação das novas estratégias utilizadas pelo Estado para a execução de ações na área de saúde, como os projetos sociais. Tomamos o método do materialismo histórico dialético como referencial teórico, com especial atenção às categorias da filosofia da práxis práxis, totalidade, historicidade e contradição e a teoria marxista sobre a formação do Estado capitalista e suas transformações históricas, com ênfase na teoria sobre o Estado ampliado e o papel da sociedade civil na disputa entre as classes pela hegemonia. No segundo capítulo, abordamos a organização contemporânea do Estado brasileiro, buscando discutir escolhas políticas e econômicas, suas implicações para a organização dos trabalhadores e para a correlação de forças na disputa entre as classes. Foi feito breve levantamento histórico sobre os modelos de desenvolvimento econômico e social nas sociedades contemporâneas, com atenção à consolidação do ideário neoliberal, sua conceituação, as adequações que sofreu a partir do final dos anos 1990 e sua relação com a ideologia desenvolvimentista. Dedicamos o terceiro capítulo ao conceito de capital social, como maneira de compreender a atual forma de desenvolvimento das políticas públicas e em especial as políticas de saúde. A partir deste conceito buscou-se compreender a relação entre Estado e sociedade civil na atualidade e como este influencia as transformações por que passaram o Estado e as políticas sociais. Abordou-se o desenvolvimento das políticas públicas da área social no Estado brasileiro até sua conformação no neoliberalismo; as concepções de saúde em disputa na sociedade brasileira, focando no conceito ampliado de saúde e no de determinação social da saúde; e de que forma estes conceitos são impactados pelas mudanças no contexto do neoliberalismo. Finalmente, foi possível observar como as orientações neoliberais alteraram significativamente a forma de organização e atuação do Estado, a concepção e aplicação de políticas públicas, bem como as políticas de saúde e seu ideário. Mudanças que fizeram pender a atuação do Estado ainda mais a favor dos interesses do capital.

Coastal managers now recognize that many of the most serious resource degradation problems have built up gradually as the combined outcome of numerous actions and choices which alone may have had relatively minor impacts. For example, alteration of essential habitat through wetland loss, degradation of water quality from nonpoint source pollution, and changes in salinity of estuarine waters from water diversion projects can be attributed to numerous small actions and choices. These incremental losses have broad spatial and temporal dimensions, resulting in the gradual alteration of structure and functioning of biophysical systems. In the environmental management field, the term "cumulative effects" is generally used to describe this phenomenon of changes in the environment that result from numerous, small-scale alterations.

Professionals who are responsible for coastal environmental and natural resource planning and management have a need to become conversant with new concepts designed to provide quantitative measures of the environmental benefits of natural resources. These amenities range from beaches to wetlands to clean water and other assets that normally are not bought and sold in everyday markets. At all levels of government — from federal agencies to townships and counties — decisionmakers are being asked to account for the costs and benefits of proposed actions. To non-specialists, the tools of professional economists are often poorly understood and sometimes inappropriate for the problem at hand. This handbook is intended to bridge this gap. The most widely used organizing tool for dealing with natural and environmental resource choices is benefit-cost analysis — it offers a convenient way to carefully identify and array, quantitatively if possible, the major costs, benefits, and consequences of a proposed policy or regulation. The major strength of benefit-cost analysis is not necessarily the predicted outcome, which depends upon assumptions and techniques, but the process itself, which forces an approach to decision-making that is based largely on rigorous and quantitative reasoning. However, a major shortfall of benefit-cost analysis has been the difficulty of quantifying both benefits and costs of actions that impact environmental assets not normally, nor even regularly, bought and sold in markets. Failure to account for these assets, to omit them from the benefit-cost equation, could seriously bias decisionmaking, often to the detriment of the environment. Economists and other social scientists have put a great deal of effort into addressing this shortcoming by developing techniques to quantify these non-market benefits. The major focus of this handbook is on introducing and illustrating concepts of environmental valuation, among them Travel Cost models and Contingent Valuation. These concepts, combined with advances in natural sciences that allow us to better understand how changes in the natural environment influence human behavior, aim to address some of the more serious shortcomings in the application of economic analysis to natural resource and environmental management and policy analysis. Because the handbook is intended for non-economists, it addresses basic concepts of economic value such as willingness-to-pay and other tools often used in decision making such as costeffectiveness analysis, economic impact analysis, and sustainable development. A number of regionally oriented case studies are included to illustrate the practical application of these concepts and techniques.

If you own property on one of North Carolina’s estuaries, you can use this guide as a tool to learn about the choices you have to control your shoreline erosion and help decide which approach may be right for you. In North Carolina, we make a distinction between waterfront property that is located on the estuary, referred to as estuarine, shoreline, soundfront or riverside property, and waterfront property located directly on the ocean, referred to as oceanfront. Why? State laws and regulations addressing estuarine and oceanfront property, and the available erosion control methods, are quite different. This guide focuses on estuarine property. We’ll introduce you to the six main erosion control options in use in North Carolina and give you information about the out-of-pocket costs and tangible benefits of each option. We’ll also give you information about “hidden” costs and benefits that you may want to factor into your decision-making. You are fortunate to have a piece of estuarine shoreline to call your own, whether it’s your year-round residence or a weekend getaway. Cluster analysis of ranking data, which occurs in consumer questionnaires, voting forms or other inquiries of preferences, attempts to identify typical groups of rank choices. Empirically measured rankings are often incomplete, i.e. different numbers of filled rank positions cause heterogeneity in the data. We propose a mixture approach for clustering of heterogeneous rank data. Rankings of different lengths can be described and compared by means of a single probabilistic model. A maximum entropy approach avoids hidden assumptions about missing rank positions. Parameter estimators and an efficient EM algorithm for unsupervised inference are derived for the ranking mixture model. Experiments on both synthetic data and real-world data demonstrate significantly improved parameter estimates on heterogeneous data when the incomplete rankings are included in the inference process.

The water stability of shrimp (Penaeus monodon) diets with various polysaccharides as binding agents were tested without steaming. The diet with alginate showed the best water stability and did not completely disintegrate in 24 hours. However, the use of alginate is dependent on cost and availability, so alternate choices may be a combination of sago palm starch and wheat flour or glutinous rice flour.

Life is full of difficult choices. Everyone has their own way of dealing with these, some effective, some not. The problem is particularly acute in engineering design because of the vast amount of information designers have to process. This paper deals with a subset of this set of problems: the subset of selecting materials and processes, and their links to the design of products. Even these, though, present many of the generic problems of choice, and the challenges in creating tools to assist the designer in making them. The key elements are those of classification, of indexing, of reaching decisions using incomplete data in many different formats, and of devising effective strategies for selection. This final element - that of selection strategies - poses particular challenges. Product design, as an example, is an intricate blend of the technical and (for want of a better word) the aesthetic. To meet these needs, a tool that allows selection by analysis, by analogy, by association and simply by 'browsing' is necessary. An example of such a tool, its successes and remaining challenges, will be described.

Elderly and disabled people can be hugely benefited through the advancement of modern electronic devices, as those can help them to engage more fully with the world. However, existing design practices often isolate elderly or disabled users by considering them as users with special needs. This article presents a simulator that can reflect problems faced by elderly and disabled users while they use computer, television, and similar electronic devices. The simulator embodies both the internal state of an application and the perceptual, cognitive, and motor processes of its user. It can help interface designers to understand, visualize, and measure the effect of impairment on interaction with an interface. Initially a brief survey of different user modeling techniques is presented, and then the existing models are classified into different categories. In the context of existing modeling approaches the work on user modeling is presented for people with a wide range of abilities. A few applications of the simulator, which shows the predictions are accurate enough to make design choices and point out the implication and limitations of the work, are also discussed. © 2012 Copyright Taylor and Francis Group, LLC.

Globally unstable wakes with co-flow at intermediate Reynolds numbers are studied, to quantify important spatial regions for the development and control of the global instability. One region of high structural sensitivity is found close to the inlet for all wakes, in agreement with previous findings for cylinder wakes. A second, elongated region of high structural sensitivity is seen downstream of the first one for unconfined wakes at Re = 400. When base flow modifications are considered, a spatially oscillating sensitivity pattern is found inside the downstream high structural sensitivity region. This implies that the same change in the base flow can either destabilize or stabilize the flow, depending on the exact position where it is applied. It is shown that the sensitivity pattern remains unchanged for different choices of streamwise boundary conditions and numerical resolution. Actual base flow modifications are applied in selected configurations, and the linear global modes recomputed. It is confirmed that the linear global eigenvalues move according to the predicted sensitivity pattern for small amplitude base flow modifications, for which the theory applies. We also look at the implications of a small control cylinder on the flow. Only the upstream high sensitivity region proves to be robust in terms of control, but one should be careful not to disturb the flow in the downstream high sensitivity region, in order to achieve control. The findings can have direct implications on the numerical resolution requirements for wakes at higher Reynolds numbers. Furthermore, they provide one more possible explanation to why confined wakes have a more narrow frequency spectrum than unconfined wakes.

This paper reflects on the motivation, method and effectiveness of teaching leadership and organisational change to graduate engineers. Delivering progress towards sustainable development requires engineers who are aware of pressing global issues (such as resource depletion, climate change, social inequity and an interdependent economy) since it is they who deliver the goods and services that underpin society within these constraints. In recognition of this fact the Cambridge University MPhil in Engineering for Sustainable Development has focussed on educating engineers to become effective change agents in their professional field with the confidence to challenge orthodoxy in adopting traditional engineering solutions. This paper reflects on ten years of delivering this course to review how teaching change management and leadership aspects of the programme have evolved and progressed over that time. As the students on this professional practice have often extensive experience as practising engineers and scientists, they have learned the limitations of their technical background when solving complex problems. Students often join the course recognising their need to broaden their knowledge of relevant cross-disciplinary skills. The course offers an opportunity for these early to mid-career engineers to explore an ethical and value-based approach to bringing about effective change in their particular sectors and organisations. This is achieved through action learning assignments in combination with reflections on the theory of change to enable students to equip themselves with tools that help them to be effective in making their professional and personal life choices. This paper draws on feedback gathered from students during their participation on the course and augments this with alumni reflections gathered some years after their graduation. These professionals are able to look back on their experience of the taught components and reflect on how they have been able to apply this key learning in their subsequent careers.

In order to minimize the number of iterations to a turbine design, reasonable choices of the key parameters must be made at the earliest possible opportunity. The choice of blade loading is of particular concern in the low pressure (LP) turbine of civil aero engines, where the use of high-lift blades is widespread. This paper presents an analytical mean-line design study for a repeating-stage, axial-flow Low Pressure (LP) turbine. The problem of how to measure blade loading is first addressed. The analysis demonstrates that the Zweifel coefficient [1] is not a reasonable gauge of blade loading because it inherently depends on the flow angles. A more appropriate coefficient based on blade circulation is proposed. Without a large set of turbine test data it is not possible to directly evaluate the accuracy of a particular loss correlation. The analysis therefore focuses on the efficiency trends with respect to flow coefficient, stage loading, lift coefficient and Reynolds number. Of the various loss correlations examined, those based on Ainley and Mathieson ([2], [3], [4]) do not produce realistic trends. The profile loss model of Coull and Hodson [5] and the secondary loss models of Craig and Cox [6] and Traupel [7] gave the most reasonable results. The analysis suggests that designs with the highest flow turning are the least sensitive to increases in blade loading. The increase in Reynolds number lapse with loading is also captured, achieving reasonable agreement with experiments. Copyright © 2011 by ASME.

The nervous system implements a networked control system in which the plants take the form of limbs, the controller is the brain, and neurons form the communication channels. Unlike standard networked control architectures, there is no periodic sampling, and the fundamental units of communication contain little numerical information. This paper describes a novel communication channel, modeled after spiking neurons, in which the transmitter integrates an input signal and sends out a spike when the integral reaches a threshold value. The reciever then filters the sequence of spikes to approximately reconstruct the input signal. It is shown that for appropriate choices of channel parameters, stable feedback control over these spiking channels is possible. Furthermore, good tracking performance can be achieved. The data rate of the channel increases linearly with the size of the inputs. Thus, when placed in a feedback loop, small loop gains imply a low data rate. ©2010 IEEE.
