Este trabalho analisa o processo de implementação das políticas de certificação ocupacional (de competências) e de avaliação de desempenho (em serviço) de dirigentes escolares, na rede estadual de ensino da Bahia. Busca também aferir a visão que os sujeitos avaliados têm sobre essas políticas. As políticas de certificação e de avaliação de desempenho de dirigentes escolares integraram o Programa Educar para Vencer, formulado em 1999, no Governo de César Borges, em consonância com a reforma gerencialista da administração pública estadual que já vinha sendo planejada, desde a gestão do Governador Antônio Carlos Magalhães (1991-1993) e com a reforma administrativa gerencialista do Estado brasileiro realizada a partir de 1995, durante a presidência de Fernando Henrique Cardoso. Para desenvolver nossa análise, abordamos inicialmente as mudanças ocorridas no mundo do trabalho, a partir da década de 1970 e suas influências nos processos de formação e certificação profissional (baseados em competências). Em seguida, discutimos sobre a lógica que vem norteando a avaliação de profissionais da educação básica no Brasil. No percurso metodológico, além da pesquisa bibliográfica, utilizamos a pesquisa documental e a pesquisa empírica. A pesquisa empírica teve como público-alvo dez diretores escolares da rede estadual de ensino do município de Salvador. Com o estudo realizado, pudemos evidenciar que as políticas de avaliação de dirigentes escolares implantadas na rede estadual de ensino baiana assumem um caráter regulatório do trabalho desses profissionais, com base no mérito individual. Os diretores entrevistados apresentam uma visão equivocada e contraditória com relação à lógica que permeia essas políticas.(AU)

The electrical ceramic insulators industry, uses noble raw materials such as siliceous and aluminous clays of white burning, in order to provide plasticity of the mass and contribute to electrical and mechanical properties required of the product, and feldspar with the flux function In literature references the composition of the masses indicates that the clay participates in percentage between 20 and 32, and feldspar 8 to 35, these materials have significant cost. In this research was performed the total replacement of commercial clay, for white burning clay from Santa Luzia region in southern Bahia and partial replacement of feldspar by ash residue of husk conilon coffee burning, from extreme south of Bahia. The objective of replacement these raw materials is to aver its technical feasibility and call attention for the embryo pole of ceramic industry for the existing in the south and extreme south of Bahia, which has significant reserves of noble raw materials such as clay white burning, kaolin, quartz and feldspar, and generates significant volume of gray husk conilon coffee as alternate flux. Clay Santa Luzia is prima noble material whose current commercial application is the production of white roofing. The residue of coffee husk ash is discarded near of production sites and is harmful to the environment. Phase diagrams and statistic design of experiments, were used for optimization and cost savings in research. The results confirmed the expectations of obtaining electrical ceramic insulators, with white burning clay of Santa Luzia and partial replacement up to 35.4% of feldspar, by treaty residue of conilon ash coffee husk burning. The statistic design that showed best results was for formulation with percentages of: clay 26.4 to 30.4%; kaolin 14.85 to 17.1%; feldspar 12.92 to 16.96%; R2 residue 7.08 to 9.2% and Quartz 32.5 to 38.75%, relative to the total mass of the mixture. The best results indicated; 0.2 to 1.4% apparent porosity , water absorption 0.1 to 0.7%, flexural strength 35 to 45MPa , dielectric strength 35-41 kV/cm , the transverse resistivity 8x109 2.5x1010 Ω.cm and for the dielectric constant ε/ε0 7 to 10.4, specification parameters for manufacturing ceramic electrical insulators of low and medium voltage.

The recognition of karst reservoirs in carbonate rocks has become increasingly common. However, most karst features are small to be recognized in seismic sections or larger than expected to be investigated with borehole data. One way forward has been the study of analogue outcrops and caves. The present study investigates lithofacies and karst processes, which lead to the generation of the largest system of caves in South America. The study area is located in the Neoproterozoic Una Group in central-eastern Brazil. This province comprises several systems of carbonate caves (Karmann and Sanchéz, 1979), which include the Toca da Boa Vista and Barriguda caves, considered the largest caves in South America (Auler and Smart, 2003). These caves were formed mainly in dolomites of the Salitre Formation, which was deposited in a shallow marine environment in an epicontinental sea (Medeiros and Pereira, 1994). The Salitre Formation in the cave area comprises laminated mud/wakestones, intraclastic grainstones, oncolitic grainstones, oolitic grainstones, microbial laminites, colunar stromatolites, trombolites and fine siliciclastic rocks (marls, shales, and siltites). A thin layer and chert nodules also occur at the top of the carbonate unit. Phosphate deposits are also found. Our preliminary data indicate that folds and associated joints control the main karstification event at the end of the Brasiliano orogeny (740-540 Ma). We recognized five lithofacies in the cave system: (1) Bottom layers of grainstone with cross bedding comprise the main unit affected by speleogenesis, (2) thin grainstone layers with thin siltite layers, (3) microbial laminites layers, (4) layers of columnar stromatolites, and a (5) top layer of siltite. Levels (1) to (3) are affected by intense fracturing, whereas levels (4) and (5) seal the caves and have little fracturing. Chert, calcite and gipsite veins cut across the carbonate units and play a major role in diagenesis. Our preliminary study indicate that hypogenic spelogenesis is the main process of karst development and contributed significantly to the generation of secondary porosity and permeability in the carbonate units.
