The party political domain of India is replete with a large number of parties representing the tapestry of Indian society. Many of them are based in specific regions and states, built around social and linguistic identities. While this enhanced the representative character of the parties, it also contributed to varied patterns of political competition and unstable governments. The two major national parties – the Congress and the Bharatiya Janata Party – becoming coalitionable heralded an era of coalition governments both at the Centre and states, enabling parties to increase their power and their pay-offs. Parties across the political spectrum have tended to converge on macro-economic policy, but continue to diverge on social policies and larger issues that confront India, such as nation building and secularism. Chronic lack of internal democracy coupled with the rise of political corruption and clientelist practices are matters of serious concern. A broader view of governance, resisting temptations to concentrate power and pursue personal enrichment, would enable parties to deliver policies for a better, more just society.

We extend the citizen candidate model of electoral competition with sincere voting to allow for k ≥ 2 states of aggregate uncertainty. We discuss and characterize the equilibrium set in this framework. We provide conditions for the existence of two-party equilibria when k = 2 and show that the policies of the two parties in any such equilibrium are not only divergent but that the parties are extremist: when the political mood is left-wing, the left-wing party wins decisively with a platform that is to the left of the left-wing median voter, while when the political mood is right-wing, the right-wing party wins decisively with a platform that is to the right of the right-wing median voter. We then provide conditions under which such equilibria remain robust for an arbitrary value of k.

Urban agricultural movements, alternative medicine, self-employment, and migration reveal complex interactions and disrupt assumptions that the Cuban sate is a static, anachronistic regime.

In post-socialist China, gender norms are marked by rising divorce rates (Kleinman et al.), shifting attitudes towards sex (Farrer; Yan), and a growing commercialisation of sex (Zheng). These phenomena have been understood as indicative of market reforms unhinging past gender norms. In the socialist period, the radical politics of the time moulded women as gender neutral even as state policies emphasised their feminine roles in maintaining marital harmony and stability(Evans). These ideas around domesticity bear strong resemblance to pre-socialist understandings of womanhood and family that anchored Chinese society before the Communists took power in 1949. In this pre-socialist understanding, women were categorised into a hierarchy that defined their rights as wives, mothers, concubines, and servants (Ebrey and Watson; Wolf and Witke). Women who transgressed these categories were regarded as potentially dangerous and powerfulenough to break up families and shake the foundations of Chinese society (Ahern). This paper explores the extent to which understandings of Chinese femininity have been reconfigured in the context of China’s post-1979 development, particularly after the 2000s.

This cumulative dissertation investigates the formation and success of new political parties in developed democracies from the perspective of the programmatic competition between parties (see. introduction in chapter 1). It starts by arguing that the current state of the programmatic supply by existing parties is a central determinant for the likelihood of new party formation (chapter 2). A low programmatic diversity of existing parties creates scope for programmatic innovations by new parties. The dissertation establishes a connection between the literature on new parties and niche parties by analyzing the latter as typical cases of innovating new parties (chapter 3). For this purpose, the author combines two concepts with corresponding measures in order to capture the programmatic profiles of parties. Nicheness refers to differences in the emphasis of topics between a given party and its counterparts while programmatic concentration shows the narrowness of a given policy profile. Chapter 4 investigates how the variation in the programmatic profiles of niche parties affect their long-term electoral performance. Previous studies on niche parties have not fully taken into account the evolutionary aspect of the programmatic profiles of these parties. Acknowledging the variation in programmatic profiles between niche parties and over time, the article argues that the electoral effects of nicheness and programmatic concentration as programmatic features of niche parties vary over their lifecycle. The literature on new parties assumes that they can benefit from the poor representation of parts of the electorate by existing parties. This strand of research provides plausible results, but it operates on the macro level, which is problematic for theoretical and methodological reasons. The study in chapter 5 overcomes these problems through a multilevel analysis of the vote choice between new parties, existing parties and abstention.

La dépression est le trouble psychiatrique le plus fréquent dans la population ayant subi un traumatisme cranio-cérébral (TCC). Les blessures aux autres parties du corps, les problèmes de santé, la douleur et les migraines semblent liés à la dépression post-TCC. L’objectif de ce mémoire est de mieux comprendre ces liens. Les taux de dépression chez les individus ayant des blessures aux autres parties du corps au moment du TCC ou de la douleur significative, des migraines, la prise d’analgésiques ou des problèmes de santé comorbides à 4, 8 et 12 mois post-blessure ont été comparés à ceux des gens qui ne présentent pas ces facteurs. Ensuite, l’influence de ces variables à 4 mois post-TCC sur le risque de développer la dépression au cours de la première année post-TCC a été analysé. Le risque de présenter une dépression au cours de la première année post-TCC est plus élevé pour les individus qui rapportent des blessures aux membres inférieurs au moment du TCC et de la douleur significative, des migraines, la prise d’analgésiques et des problèmes de santé comorbides à 4 mois post-blessure. Une histoire de dépression pré-morbide demeure la variable avec la plus grande force prédictive d’une dépression post-TCC. Ces résultats démontrent l’importance de suivis ciblés pour la population TCC présentant ces facteurs.

Este trabajo exploratorio estudia al movimiento político Mesa de la Unidad Democrática (MUD), creada con el fin de oponerse la Gobierno socialista existente en venezuela. La crítica que este documento realiza, parte desde el punto de vista de la Ciencia de la Complejidad. Algunos conceptos clave de sistemas complejos han sido utilizados para explicar el funcionamiento y organización de la MUD, esto con el objetivo de generar un diagnóstico integral de los problemas que enfrenta, y evidenciar las nuevas percepciones sobre comportamientos perjudiciales que el partido tiene actualmente. Con el enfoque de la complejidad se pretende ayudar a comprender mejor el contexto que enmarca al partido y, para, finalmente aportar una serie de soluciones a los problemas de cohesión que presen

The construction industry should be a priority to all governments because it impacts economically and socially on all citizens. Sector turnover in industrialised economies typically averages 8-12% of GDP. Further, construction is critical to economic growth. Recent Australian studies estimate that a 10% gain in efficiency in construction translates to a 2.5% increase in GDP Inefficiencies in the Australian construction industry have been identified by a number of recent studies modelling the building process. They have identified potential savings in time of between 25% and 40% by reducing non-value added steps in the process. A culture of reform is now emerging in the industry – one in which alternate forms of project delivery are being trialed. Government and industry have identified Alliance Contracting as a means to increase efficiency in the construction industry as part of a new innovative procurement environment. Alliance contracting requires parties to form relationships and work cooperatively to provide a more complete service. This is a significant cultural change for the construction industry, with its well-known adversarial record in traditional contracting. Alliance contracts offer enormous potential benefits, but the Australian construction industry needs to develop new skills to effectively participate in the new relationship environment. This paper describes a collaborative project identifying skill needs for clients and construction professionals to more effectively participate in an increasingly sophisticated international procurement environment. The aim of identifying these skill needs is to assist industry, government, and skill developers to prepare the Australian construction workforce for the future. The collaborating Australian team has been fortunate to secure the Australian National Museum in Canberra as its live case study. The Acton Peninsula Development is the first major building development in the world awarded on the basis of a joint alliance contract.

In a range test, one party holds a ciphertext and needs to test whether the message encrypted in the ciphertext is within a certain interval range. In this paper, a range test protocol is proposed, where the party holding the ciphertext asks another party holding the private key of the encryption algorithm to help him. These two parties run the protocol to implement the test. The test returns TRUE if and only if the encrypted message is within the certain interval range. If the two parties do not conspire, no information about the encrypted message is revealed from the test except what can be deduced from the test result. Advantages of the new protocol over the existing related techniques are that it achieves correctness, soundness, °exibility, high e±ciency and privacy simultaneously.

Collaboration is acknowledged as a key to continued growth in the Australian construction industry. Government, as a major industry client, has an important role to play with respect to fostering collaboration and ensuring the global competitiveness of the industry. The paper draws upon data collected for the Construction 2020 study and aims to demonstrate that government can a) help to break down the adversarial situation that currently exists between clients, project managers and subcontractors; and b) allow the supply chain to collaborate more effectively in terms of satisfying the relational and financial needs of all parties. Government can also provide a clear set of guidelines (backed up by a functional dispute resolution system) that will promote confidence with respect to forging relationships. Thus, the paper will discuss the way in which public policy can be more closely aligned with actual industry needs in order to promote greater collaboration.

A key exchange protocol allows a set of parties to agree upon a secret session key over a public network. Two-party key exchange (2PKE) protocols have been rigorously analyzed under various models considering different adversarial actions. However, the analysis of group key exchange (GKE) protocols has not been as extensive as that of 2PKE protocols. Particularly, the security attribute of key compromise impersonation (KCI) resilience has so far been ignored for the case of GKE protocols. We first model the security of GKE protocols addressing KCI attacks by both outsider and insider adversaries. We then show that a few existing protocols are not secure even against outsider KCI attacks. The attacks on these protocols demonstrate the necessity of considering KCI resilience for GKE protocols. Finally, we give a new proof of security for an existing GKE protocol under the revised model assuming random oracles.

Recent decisions of the Family Court of Australian reflect concerns over the adversarial nature of the legal process. The processes and procedures of the judicial system militate against a detailed examination of the issues and rights of the parties in dispute. The limitations of the family law framework are particularly demonstrated in disputes over the custody of children where the Court has tended to neglect the rights and interests of the primary carer. An alternative "unified family court" framework will be examined in which the Court pursues a more active and interventionist approach in the determination of family law disputes.

Off-site Manufacture (OSM) has long been recognised, both in Australia and internationally, as offering numerous benefits to all parties in the construction process. More importantly, it is recognised as a key vehicle for driving improvement within the construction industry. The uptake of OSM in construction is however limited, despite well documented benefits. The research aims to determine the ‘state-of-the-art’ of OSM in Australia. It confirms the benefits and identifies the real and perceived barriers to the widespread adoption of OSM. Further the project identifies opportunities for future investment and research. Although numerous reports have been produced in the UK on the state of OSM adoption within that region, no prominent studies exist for the Australian context. This scoping study is an essential component upon which to build any initiatives that can take advantage of the benefits of OSM in construction. The Construction 2020 report predicted that OSM is set to increase in use over the next 5-15 years, further justifying the need for such a study. The long-term goal of this study is to contribute to the improvement of the Australian construction industry through a realisation of the potential benefits of OSM.
