The year 2010 will be remembered in the European Union (EU) circles of governmental Spain as a crucial milestone regarding the role of the country in one of the most important alliances of world history. During the first semester, from January to June 2010, Spain had previously been scheduled to hold the rotating presidency as done since the times of the inception of the predecessor of the EU, the European Economic Community (EEC). Furthermore, on June 12, Spain would be ready to celebrate the 25th anniversary of its adhesion (along with Portugal) to the European integration experiment, by signing the treaty, effectively acceding to the European Community (EC) on January 1, 1986. While all of this was set to occur, the new Reform Treaty (“of Lisbon”) was set to be implemented as a substitute for the failed constitutional text floated during the first years of the new century. Moreover, these spectacular events unraveled in the middle of one of the worst economic crises of the world, with considerable impact on the evolution of the EU and, most especially, Spain. This paper will review the background, context and impact of particular novel aspects of the new treaty governing the EU and several milestones regarding the experience of Spain in the European process.

Lithuania assumed its maiden term running the rotating Presidency of the Council in the 2nd half of 2013 under difficult constraints: the country’s modest administrative capacities and the enormous time pressures brought on by the urgency of certain dossiers and the abbreviated term of the current Parliament, which ends in mid-April. Nevertheless, as assessed by Sonia Piedrafita and Vilde Renman in this new CEPS Commentary, substantial progress was made thanks to the perseverance and strenuous efforts by the Lithuanians. In the end, some 137 legal acts were adopted during its six-month term, including several highly sensitive and complex pieces of legislation. The overall success was only slightly marred by the haste with which a few agreements were negotiated.

To contribute to the important debate on EU institutional reform in the run-up to the European Parliament elections and the start of a new Commission, CEPS formed a High-Level Group on EU Institutional Reform under the leadership of Danuta Hübner MEP and member of the CEPS Board of Directors. The report of this distinguished group of MEPs, former and current EU institutional members and leading scholars on EU law and institutional affairs focuses on reforms that could be taken within the framework of the current treaties to build a more responsive and accountable Union. The report analyses the main inter- and intra-institutional weaknesses in terms of efficiency, democracy and differentiation and puts forward a number of recommendations addressing issues such as the reorganisation of the College of Commissioners, the promotion of strategic legislative planning, the enhancement of the role of the EP and the rotating Presidency of the Council, the improvement of the democratic accountability of the European Council and the adequate engagement of the national parliaments.

Many scholars now argue that the Treaty of Lisbon has removed the role and influence of the rotating Council Presidency in the domain of the European Union’s foreign affairs. This paper will, however, go beyond a superficial, treaty-based analysis of the influence of the post-Lisbon rotating Council Presidency and instead look at two primary, residual, informal Presidential roles, namely agenda-shaping and brokering. It will examine the extent to which these informal roles allowed the Polish and Lithuanian Council Presidencies of July to December 2011 and 2013 respectively to influence the development of the bilateral, multilateral and internal tracks of the Eastern Partnership. The paper will argue that the considerable influence of these rotating Presidencies defied the logic of the Lisbon Treaty, suggesting that the ‘golden age’ of this six-month position, whereby individual Member States pursue foreign policy issues of significant domestic interest at the European level, has not yet passed.

In this Policy Brief, Belgian diplomat Willem Van de Voorde offers his hands-on view on the Belgian EU-Presidency in 2010; including the key lessons of this post-Lisbon Treaty “new style” rotating presidency. He argues that despite the major implications of the Lisbon Treaty, notably the new permanent President of the European Council, the rotating presidency can still play a central role in the EU decision-making process.

The Grand Duchy of Luxembourg held the reins of the EU Council presidency between 1 July and 31 December 2015. This was the 12th time that the second-smallest and the richest EU member state1 held the rotating Council presidency. As one of the founding members of the EU, Luxembourg has sound experience to bring to this role. It was, however, their first presidency since the entry into force of the Lisbon Treaty and its introduction of the trio presidency format, this time including Italy and Latvia. Under the slogan ‘A Union for the Citizens’, Luxembourg had the task of concluding certain major dossiers before the end of the trio’s term and was able to contribute to its overarching agenda, especially regarding the priorities of financial stability, growth stimulation and the digital agenda.

O conhecimento e a compreensão dos processos que ocorrem no interior do tubo de uma arma de fogo, desde a ignição da carga propulsora, até à saída do projétil, é importante no desenvolvimento do armamento, de uma forma económica e segura. Com a modelação matemática destes processos, que é uma abordagem muito utilizada atualmente, é possível otimizar a carga explosiva e os materiais utilizados. Este estudo foi realizado no âmbito do projeto FIREND, resultante da colaboração entre a Academia Militar e o Instituto Superior Técnico O modelo desenvolvido foi aplicado a um sistema, arma, carga propulsora e projétil, já existente, tendo os resultados obtidos sido validados com o software PRODAS e tabelas referentes ao presente sistema. Para melhor compreender a importância das variáveis envolvidas, é feita uma análise de sensibilidade a diversos parâmetros balísticos, mantendo constante as dimensões da arma em estudo. Na análise dos resultados verifica-se que a cinta de travamento é um elemento muito importante, alterando significativamente os valores da pressão e da velocidade. Verificou-se também que com cargas propulsoras de maior taxa de queima é possível obter valores mais elevados de pressão máxima e velocidade à saída. On October 14, 2004, about 2215:06 central daylight time, Pinnacle Airlines flight 3701 (doing business as Northwest Airlink), a Bombardier CL-600-2B19, N8396A, crashed into a residential area about 2.5 miles south of Jefferson City Memorial Airport, Jefferson City, Missouri. The airplane was on a repositioning flight from Little Rock National Airport, Little Rock, Arkansas, to Minneapolis-St. Paul International Airport, Minneapolis, Minnesota. During the flight, both engines flamed out after a pilot-induced aerodynamic stall and were unable to be restarted. The captain and the first officer were killed, and the airplane was destroyed. No one on the ground was injured. The flight was operating under the provisions of 14 Code of Federal Regulations Part 91 on an instrument flight rules flight plan. Visual meteorological conditions prevailed at the time of the accident. The National Transportation Safety Board determines that the probable causes of this accident were (1) the pilots' unprofessional behavior, deviation from standard operating procedures, and poor airmanship, which resulted in an in-flight emergency from which they were unable to recover, in part because of the pilots' inadequate training; (2) the pilots' failure to prepare for an emergency landing in a timely manner, including communicating with air traffic controllers immediately after the emergency about the loss of both engines and the availability of landing sites; and (3) the pilots' improper management of the double engine failure checklist, which allowed the engine cores to stop rotating and resulted in the core lock engine condition. Contributing to this accident were (1) the core lock engine condition, which prevented at least one engine from being restarted, and (2) the airplane flight manuals that did not communicate to pilots the importance of maintaining a minimum airspeed to keep the engine cores rotating.
