A number of cities in Latin America played host to workshops on measures for reducing traffic congestion, as part of efforts to publicize the results of a project recently completed by ECLAC, and which received support from the German Agency for Technical Cooperation (GTZ). Congestion is beginning to pose a threat to the quality of life of the cities of the region; the most obvious manifestation of this congestion is the increase in daily travel time, especially in peak hours.The workshops are a contribution to efforts to curb congestion, since they help foster awareness of the extent of the negative consequences generated by the phenomenon, and are a means of publicizing options for dealing with it. This edition of the Bulletin outlines the contents of the workshops and their results. The workshops are offered to urban authorities and other institutions interested in training staff employed in positions involving traffic management.

This project, "Sustainable Energy in the Caribbean", implemented by the United Nations Economic Commission for Latin America and the Caribbean (UN-ECLAC) will support the following: - Technical assistance to three countries of the Caribbean in the evaluation of existing fiscal systems and regulations as they relate to energy efficiency and renewable energy technologies so as to identify gaps and barriers to implement these technologies and to provide options for their removal  Development of national documents on strengthening fiscal and regulatory systems for at six countries – Guyana, Curacao, Belize, Grenada, Saint Lucia and Antigua & Barbuda. - Provision of technical assistance in proposing innovative fiscal and regulatory incentives to promote energy efficiency and renewable energy initiatives in three countries - Development of a training manual on innovative fiscal and regulatory incentives for energy efficiency and renewable energy initiatives - Implementation of capacity building workshops on best practices to improve the fiscal and management environment with a view to support the employment of EE and RE initiatives - Development of three national (Aruba, The Bahamas and Suriname) energy policies that incorporate strategies for energy efficiency and the employment of renewable energy technologies. These may be used as examples for other Caribbean countries

Through this workshop, database experts from the various ministries and the Central Statistical Office (CSO) were introduced to the CREATE and PROCESS modules of the REDATAM software, which could be used for database creation and analysis of data. This workshop was the second in a series of workshops aimed at promoting human-resource and capacity-building at the national and regional levels in the use of the REDATAM software. It also served as a qualifier for a follow-up workshop on the use of the web-publishing application of the software to be held in 2010.

Foram analisadas nessa pesquisa as propostas de compreensão textual em manuais utilizados em cursos básicos de Português como Língua Estrangeira (PLE) em Belém-Pa. Foi investigado também como as propostas são desenvolvidas pelas professoras em sala de aula. Os objetos de estudo foram materiais instrucionais da Universidade Federal do Pará (UFPA) e da School for International Training (SIT). Para os alunos de ambas as instituições, a habilidade de compreensão escrita na Língua Estrangeira (LE) é imprescindível. Todos necessitam ler em português para participar ativamente da sociedade em que agora vivem. Entretanto, cada público também se vale da leitura para atividades específicas. Assim, esses alunos precisam ler diferentes textos em LE por diversas razões e em várias situações. Daí a importância de usar em sala de aula manuais que favoreçam o desenvolvimento da compreensão escrita dos alunos propondo textos, atividades e estratégias adequados ao público-alvo. Este trabalho foi desenvolvido com o objetivo de investigar as propostas de compreensão escrita nos manuais de PLE assim como sua operacionalização nos cursos em questão e contribuir assim para o aperfeiçoamento das práticas de sala de aula, levando em conta ainda opiniões de professores e alunos sobre o trabalho com essa habilidade. O estudo em questão foi realizado a partir de pesquisa bibliográfica e de campo. A pesquisa bibliográfica baseou-se em autores como Alliende e Condemarín (2005), Koch e Elias (2007), Farrell (2003), Henk et al (2000), Marcuschi (2008), e Nuttall (2005), entre outros. A pesquisa de campo se deu no curso de PLE das instituições mencionadas e teve como população-amostra alunos e professoras que ministraram aula para o nível básico de cada uma das instituições no primeiro semestre de 2011. Foram utilizados dados de três fontes nesta investigação: análise dos manuais e do questionário aplicado aos alunos e professoras, além da observação de aulas usando o material. Ao final da pesquisa, constatamos que as propostas de ambos os manuais ainda estão longe de proporcionar oportunidades adequadas de desenvolvimento da habilidade de ler em uma LE e também que trabalhar com um manual produzido artesanalmente pode não ser a melhor opção, embora ainda seja muito forte a ideia de que não há LD que atenda as necessidades de determinado grupo de alunos.

Estudos recentes têm documentado que o ensino explícito de discriminação de sílabas promove a emergência da leitura das sílabas de ensino e das sílabas com recombinação das letras das sílabas de ensino. Promove também prontamente a leitura de palavras, formadas pelas sílabas de ensino e recombinadas. Estudos têm demonstrado a leitura de palavras novas com recombinação de onset e rime como fator facilitador quando a língua inglesa é ensinada como língua materna. O aprendizado do inglês por cegos tem sido documentado como um fator de inclusão. O presente estudo investigou se o ensino de discriminação de palavras com segmentação onset/rime facilita a leitura de novas palavras em inglês, como língua estrangeira, usando o Braille e o alfabeto romano em relevo. Três cegas, leitoras fluentes em Braille, participaram. O estudo compreendeu três etapas. Etapa I: Etapa Ia (auditivo/Braille), Etapa Ib (Braille/alfabeto romano em relevo) e Etapa Ic (auditivo/alfabeto romano em relevo). A Etapa I (a e b) compreendeu um pré-teste, fases de ensino de discriminações condicionais de palavras simples e testes de leitura textual das palavras simples e recombinadas. Na Etapa Ic era aplicado um teste de discriminações condicionais. Nas Etapas II e III eram aplicados testes de leitura textual das palavras simples recombinadas (Etapa II) e compostas (Etapa III) e nomeação de objetos. Eram testadas as relações entre palavras ditadas e objetos (AB), palavras ditadas e palavras impressas (AC), objetos e palavras impressas (BC) e palavras impressas e objetos (CB) que documentam a leitura com compreensão das palavras impressas em Braille e no alfabeto romano em relevo, e ainda, a emergência de cópia e ditado. As três participantes atingiram o critério de acertos em todas as fases em todas as etapas. Os resultados mostraram que o ensino de discriminações de palavras com a segmentação onset/rime facilita a emergência da leitura recombinativa em inglês, como língua estrangeira, com cegos falantes do português, usando o Braille e o alfabeto romano em relevo, mostraram ainda a emergência da leitura com compreensão com os procedimentos de equivalência de estímulos. Estes resultados indicam que novas tecnologias de ensino, que permitam uma maior inclusão de pessoas cegas na comunidade, podem ser geradas.

This article presents, under the perspective of Complexity Theory, the characteristics of the learning process of Spanish as a foreign language in Teletandem. Data were collected from two pairs of Portuguese-Spanish interagents, who were engaged in a systematic and regular interaction, based on the tandem principles. It was found that the learning experience is developed with the peculiarities that arise from the context, agents, members and their nuances, which revealed the presence of a shallow space between the systems of native and foreign languages.

As media education concepts and practices have been disseminated and strengthened in European countries and Americas, the policies responsible for that expansion remain little known, particularly in countries where the achievements have been recently noted. That is the case for Brazil, where there have been new opportunities for media education, considered as a valuable resource to help accomplish goals of the educational system. This paper looks into the contribution of media education to the enhancement of teaching and learning in the context of innovations brought by recent policies of the Brazilian Ministry of Education. After educational reform programmes which brought the opportunity for emerging fields such as media education, we produced teaching material and conducted a series of workshops with students and teachers from state secondary schools. By reading and producing multimedia information about local public services available to young people, pupils learned about democracy, citizenship, civic engagement, media language, and identity. Lessons from our experiment are discussed against the backdrop of education policies being implemented to ameliorate harsh conditions resulting from the recent economic crisis. We suggest that media education can help by creating a learning environment in which the students become aware of the value of educational attainments.

Dyslexia is specific learning disabilities, of neurological origin, resulted from a phonological deficit of language. This study aims to verify the performance of students with dyslexia in phonological intervention program, reading program, and phonological and reading remediation program in students with dyslexia. The participants of this study were 60 students who were divided as follows: GI (ten students with dyslexia submitted to phonological remediation program and ten students with dyslexia not submitted to phonological remediation program), GII (ten students with dyslexia submitted to reading program and ten students with dyslexia not submitted to reading program), GIII (ten students with dyslexia submitted to phonological and reading program and ten students with dyslexia not submitted to phonological and reading program). The phonological and reading remediation was applied in three phases: pretest, training, post-testing. The results showed significant statistical difference between two evaluation moments, revealed better performance in the cognitive-linguistic skills in post-test situation comparing to the pretest, showing the efficacy of the three remediation programs for students with dyslexia. The better performance of the students with dyslexia submitted to the remediation programs shows the necessity of phonological instruction or phonological instruction with reading to be offered in the literacy context, once this will help students to develop cognitive-linguistic skills to learn the alphabetic basis of the Brazilian Portuguese writing system.

Evidence from opaque languages suggests that visual attention processing abilities in addition to phonological skills may act as cognitive underpinnings of developmental dyslexia. We explored the role of these two cognitive abilities on reading fluency in Brazilian Portuguese, a more transparent orthography than French or English. Sixty-six children with developmental dyslexia and normal Brazilian Portuguese children participated. They were administered three tasks of phonological skills (phoneme identification, phoneme, and syllable blending) and three visual tasks (a letter global report task and two non-verbal tasks of visual closure and visual constancy). Results show that Brazilian Portuguese children with developmental dyslexia are impaired not only in phonological processing but further in visual processing. The phonological and visual processing abilities significantly and independently contribute to reading fluency in the whole population. Last, different cognitively homogeneous subtypes can be identified in the Brazilian Portuguese population of children with developmental dyslexia. Two subsets of children with developmental dyslexia were identified as having a single cognitive disorder, phonological or visual; another group exhibited a double deficit and a few children showed no visual or phonological disorder. Thus the current findings extend previous data from more opaque orthographies as French and English, in showing the importance of investigating visual processing skills in addition to phonological skills in children with developmental dyslexia whatever their language orthography transparency.

Princeton WordNet (WN.Pr) lexical database has motivated efficient compilations of bulky relational lexicons since its inception in the 1980's. The EuroWordNet project, the first multilingual initiative built upon WN.Pr, opened up ways of building individual wordnets, and interrelating them by means of the so-called Inter-Lingual-Index, an unstructured list of the WN.Pr synsets. Other important initiative, relying on a slightly different method of building multilingual wordnets, is the MultiWordNet project, where the key strategy is building language specific wordnets keeping as much as possible of the semantic relations available in the WN.Pr. This paper, in particular, stresses that the additional advantage of using WN.Pr lexical database as a resource for building wordnets for other languages is to explore possibilities of implementing an automatic procedure to map the WN.Pr conceptual relations as hyponymy, co-hyponymy, troponymy, meronymy, cause, and entailment onto the lexical database of the wordnet under construction, a viable possibility, for those are language-independent relations that hold between lexicalized concepts, not between lexical units. Accordingly, combining methods from both initiatives, this paper presents the ongoing implementation of the WN.Br lexical database and the aforementioned automation procedure illustrated with a sample of the automatic encoding of the hyponymy and co-hyponymy relations.
