Relações civis-militares e política de defesa na Argentina (1983-2013)

Nos últimos anos foi grande a evolução do estudo das relações civis-militares e seus reflexos para a elaboração das políticas de defesa das nações. Neste contexto, o presente estudo discutiu a evolução das relações civis-militares e da política de defesa da Argentina nos governos democráticos do período de 1983 a 2013. Foi demonstrada a forte influência exercida pelo controle civil sobre os militares na elaboração e na implementação da política de defesa argentina fato que pode ter redundado na perda considerável de efetividade do instrumento militar do país. Foram verificados também, os aspectos positivos e negativos das políticas de defesa planejadas e implementadas pelos sucessivos governos do período. Por último, observou-se a necessidade da utilização dos modernos conceitos de efetividade e de eficiência com o objetivo de melhorar a qualidade da política de defesa do Estado Argentino.

Bank relationships: effect on the availability and marginal cost of credit for firms in Argentina

The paper provides evidence on what affects at the margin the cost and availability of bank credit for firms in Argentina. We study in particular how banks use different pieces of private and public information to screen firms and overcome informational asymmetries in the credit market. Some private information is transferable, like balance sheet data. Private information generated in relationships is not. To capture the closeness of bank relationships, we resort to the concentration of bank credit and the number of credit lines in a bank. We also consider public information available in the Central de Deudores. The cost of credit is measured using overdrafts, the most expensive line of credit, at the bank that charges the highest rate for overdrafts. We find that the cost of credit is smaller for a firm with a close relationship to the marginal bank. Firms with large assets, a high sales/assets ratio, and a low debt/assets ratio pay a lower interest rate at the margin. A good credit history (no debt arrears and no bounced checks) and collateral also reduce the marginal interest rate. The availability of credit is measured by unused credit lines as a proportion of total liabilities with the main bank. The availability of credit depends positively on a close relationship with the main bank. Large assets, a high return over assets, a high sales/assets ratio, a low debt/assets ratio, a good credit history, and collateral lead to higher credit availability. Our measure of unused credit lines is less ambiguous than traditional measures like leverage, which may indicate financial distress rather than availability of credit.

Wage inequality and trade liberalization : evidence from Argentina

Wage inequality has increased substantially in Argentina during the nineties. At the same time during this decade Argentina has gone through a rapid and deep process of trade liberalization. In this paper we try to associate both phenomena. In particular, we attempt to answer the following question: Did trade liberalization play any role in shaping the argentine wage structure during the period studied? Specifically, we test whether those sectors where import penetration deepened are also the sectors where, ceteris paribus, a higher increase in wage inequality has taken place. We fmd evidence that supports this hypothesis.

Diretor da DAPP participa de reuniões de líderes de Brasil e Argentina na FGV

Nos dias 20 e 21 de setembro, a Fundação Getulio Vargas, em parceria com a Fundación Foro del Sur, da Argentina, promoveu o I Fórum de Jovens Líderes Argentina-Brasil. O fórum reuniu um grupo de trinta destacados jovens argentinos e brasileiros – líderes em áreas diversas, como representantes da sociedade civil, órgãos do governo, diplomatas, empresários, formadores de opinião e acadêmicos – para debater o futuro da relação entre os dois países. O encontro também tem como meta fomentar as capacidades de liderança desses jovens e proporcionar a criação de uma rede de relacionamento internacional, a fim de que possam utilizar seu potencial para contribuir ativamente com o desenvolvimento de seus países e da região.
