We present a comprehensive analysis of the spatial, kinematic and chemical properties of stars and globular clusters (GCs) in the `ordinary` elliptical galaxy NGC 4494 using data from the Keck and Subaru telescopes. We derive galaxy surface brightness and colour profiles out to large galactocentric radii. We compare the latter to metallicities derived using the near-infrared Calcium Triplet. We obtain stellar kinematics out to similar to 3.5 effective radii. The latter appear flattened or elongated beyond similar to 1.8 effective radii in contrast to the relatively round photometric isophotes. In fact, NGC 4494 may be a flattened galaxy, possibly even an S0, seen at an inclination of similar to 45 degrees. We publish a catalogue of 431 GC candidates brighter than i(0) = 24 based on the photometry, of which 109 are confirmed spectroscopically and 54 have measured spectroscopic metallicities. We also report the discovery of three spectroscopically confirmed ultra-compact dwarfs around NGC 4494 with measured metallicities of -0.4 less than or similar to [Fe/H] less than or similar to -0.3. Based on their properties, we conclude that they are simply bright GCs. The metal-poor GCs are found to be rotating with similar amplitude as the galaxy stars, while the metal-rich GCs show marginal rotation. We supplement our analysis with available literature data and results. Using model predictions of galaxy formation, and a suite of merger simulations, we find that many of the observational properties of NGC 4494 may be explained by formation in a relatively recent gas-rich major merger. Complete studies of individual galaxies incorporating a range of observational avenues and methods such as the one presented here will be an invaluable tool for constraining the fine details of galaxy formation models, especially at large galactocentric radii.

The highest energy cosmic ray event reported by the Auger Observatory has an energy of 148 EeV. It does not correlate with any nearby (z<0.024) object capable of originating such a high energy event. Intrigued by the fact that the highest energy event ever recorded (by the Fly`s Eye collaboration) points to a faraway quasar with very high radio luminosity and large Faraday rotation measurement, we have searched for a similar source for the Auger event. We find that the Auger highest energy event points to a quasar with similar characteristics to the one correlated to the Fly`s Eye event. We also find the same kind of correlation for one of the highest energy AGASA events. We conclude that so far these types of quasars are the best source candidates for both Auger and Fly`s Eye highest energy events. We discuss a few exotic candidates that could reach us from gigaparsec distances.

Data collected by the Pierre Auger Observatory provide evidence for anisotropy in the arrival directions of the cosmic rays with the highest-energies, which are correlated with the positions of relatively nearby active galactic nuclei (AGN) [Pierre Auger Collaboration, Science 318 (2007) 938]. The correlation has maximum significance for cosmic rays with energy greater than similar to 6 x 10(19) eV and AGN at a distance less than similar to 75 Mpc. We have confirmed the anisotropy at a confidence level of more than 99% through a test with parameters specified a priori, using an independent data set. The observed correlation is compatible with the hypothesis that cosmic rays with the highest-energies originate from extra-galactic sources close enough so that their flux is not significantly attenuated by interaction with the cosmic background radiation (the Greisen-Zatsepin-Kuz`min effect). The angular scale of the correlation observed is a few degrees, which suggests a predominantly light composition unless the magnetic fields are very weak outside the thin disk of our galaxy. Our present data do not identify AGN as the sources of cosmic rays unambiguously, and other candidate sources which are distributed as nearby AGN are not ruled out. We discuss the prospect of unequivocal identification of individual sources of the highest-energy cosmic rays within a few years of continued operation of the Pierre Auger Observatory. Data collected by the Pierre Auger Observatory through 31 August 2007 showed evidence for anisotropy in the arrival directions of cosmic rays above the Greisen-Zatsepin-Kuz`min energy threshold, 6 x 10(19) eV. The anisotropy was measured by the fraction of arrival directions that are less than 3.1 degrees from the position of an active galactic nucleus within 75 Mpc (using the Veron-Cetty and Veron 12th catalog). An updated measurement of this fraction is reported here using the arrival directions of cosmic rays recorded above the same energy threshold through 31 December 2009. The number of arrival directions has increased from 27 to 69, allowing a more precise measurement. The correlating fraction is (38(-6)(+7))%, compared with 21% expected for isotropic cosmic rays. This is down from the early estimate of (69-(+11)(13))%. The enlarged set of arrival directions is examined also in relation to other populations of nearby extragalactic objects: galaxies in the 2 Microns All Sky Survey and active galactic nuclei detected in hard X-rays by the Swift Burst Alert Telescope. A celestial region around the position of the radiogalaxy Cen A has the largest excess of arrival directions relative to isotropic expectations. The 2-point autocorrelation function is shown for the enlarged set of arrival directions and compared to the isotropic expectation. (C) 2010 Elsevier B.V. All rights reserved.

The "Observatório de Inovação Social do Turismo" was created due to the need of studies and researches related to tourism and its social impacts. The Escola Brasileira de Administração Pública e de Empresas, of Fundação Getulio Vargas, in partnership with the Ministry of Tourism and the Childhood Brazil, started in 2007, studies about the sexual exploration of children and adolescents. The present work has the objective to analyze, based on the results of the "Observatório de Inovação Social do Turismo", its contributions to the prevention and repression of sexual exploration of children and adolescents associated to the tourism.

As novas tecnologias de informação e comunicação fazem parte de um processo amplo de mudanças que tem diversas denominações, com potencial de transformar radicalmente a sociedade atual. Neste cenário, o teletrabalho é um tema importante, mas cujos estudos no Brasil estão muito pouco desenvolvidos. Definido pelo European Infomation Technology Observatory (EITO) como sendo o "uso de computadores e telecomunicações para mudar a geografia aceita do trabalho", o teletrabalho envolve diversos aspectos (econômico, social, cultural, tecnológico, legal, ecológico, transporte e outros) e diversos atores (organizações, indivíduos, governos, sindicatos patronais e de trabalhadores, fornecedores de equipamentos e serviços, deficientes e outros). A partir de uma análise do panorama no qual·o teletrabalho está inserido, uma revisão da literatura sobre teletrabalho e telecentros e um estudo exploratório, este trabalho levanta questões a . serem debatidas e pesquisadas, com o objetivo de auxiliar o desenvolvimento deste campo no Brasil.

o presente trabalho busca ampliar o conhecimento das relações entre aglomerados abertos de estrelas e seus remanescentes. Do ponto de vista observacional, um remanescente pode ser definido como uma concentração pouco povoada de estrelas resultante da evolução dinâmica de um sistema inicialmente mais massivo. Apesar do avanços no conhecimento teórico a respeito desses objetos e, nos últimos anos, da busca pela identificação observacional dos mesmos ter aumep.tado, muitas questões permanecem em aberto. Assim, no presente estudo serão analisados 23 candidatos a remanescentes através de dados fotométricos, espectroscópicos e de movimentos próprios. Esses dados fornecem informações sobre os objetos e seus campos. Por meio destas, buscam-se estabelecer critérios de definição de remanescentes de aglomerados abertos, levando-se em conta incertezas observacionais. Os dados fotométricos no infravermelho oriundos do catálogo The Two Micron Ali sky Survey possibilitam, nesse estudo, (i) estudar as propriedades estruturais dos objetos por meio dos perfis de densidade radial de estrelas; (ii) testar a semelhanças entre objetos e campos através de um método estatístico de comparação entre distribuições de estrelas no plano do diagrama cor-magnitude e, (iii) obter idades, avermelhamentos e distâncias com o uso de diagramas cor-magnitude, além de distinguir os objetos em função de um índice de ajuste de isócronas. Os dados espectroscópicos obtidos através de observações óticas no Complejo Astronómico EI Leoncito (Argentina) fornecem para 12 objetos da amostra informações adicionais de avermelhamentos e idades. Os dados cinemáticos extraídos do The Second U. S. Naval Observatory CCD Astrograph Catalog permitem, por sua vez, uma comparação objetiva entre a distribuição de movimentos próprios dos objetos e campos próximos de grande ângulo sólido O emprego desses métodos complementares se mostra essencial no estudo em função da carência de dados completos para os candidatos a remanescentes. No que diz respeito à amostra, em geral não é possível afirmar individualmente qual objeto caracteriza-se de forma definitiva como um remanescente de aglomerado aberto devido à incompleteza dos dados, às incertezas observacionais e à baixa estatística. Entretanto, os métodos desenvolvidos permitem uma análise objetiva e sugerem a presença de remanescentes de aglomerados abertos na amostra. Além disso, há evidência da presença de binarismo, o que é esperado para sistemas evoluídos dinamicamente. Portanto, pode-se inferir sobre estágios evolutivos para remanescentes a partir das distribuições de movimento próprio de suas estrelas e de seu mapeamento no diagrama cor-magnitude.

Com a promulgação da Lei 11.107/2005 que regulamentou o artigo 241 da Constituição Federal, também conhecida como a Lei dos Consórcios, os mesmos passaram a ter um marco regulatório que proporcionou maior segurança jurídica e permitiu a expansão deste tipo de arranjo para diversas áreas além daquelas já utilizadas, bem como foi estruturada uma arquitetura de gestão para os mesmos. Com isso, a expectativa era de que a cooperação e a ação coordenada entre os entes federados seriam ampliadas. Assim, este estudo apresenta um panorama deste período de dez anos para os Consórcios, iniciando com a histórico da Lei desde sua fase de projeto até a sua promulgação. Nesta análise foi identificado que a Lei promulgada é resultado da mescla de dois projetos apresentados sobre o tema, um de origem do Poder Legislativo e outro do Poder Executivo, sendo que este último teve forte influência sobre o primeiro. Ainda, a promulgação da Lei foi fruto de um acordo entre estes dois poderes. Para que se identificasse a realidade dos Consórcios, o presente trabalho buscou no Federalismo e na Municipalização o pano de fundo como referencial teórico para a discussão do tema de associativismo entre entes públicos. Também se verificou a produção acadêmica existente no Brasil sobre os Consórcios Públicos que, a despeito de ainda ser pequena, relata diversas soluções já implementadas pelo país afora bem como os desafios que os Consórcios enfrentam para o efetivo atingimentos dos seus objetivos. Ainda, foi realizado um levantamento da tipologia dos Consórcios existentes no Brasil, cuja base de dados foi a pesquisa realizada pela organização não governamental Observatório dos Consórcios Públicos e do Federalismo em 2012, para se identificar a distribuição dos mesmos pelo país, dada a inexistência de levantamentos por entes oficiais sobre a existências de Consórcios no Brasil. Por fim, é apresentada uma perspectiva para os consórcios sobre quatro diferentes contextos, todos com vistas a estimular este tipo de arranjo para que eles se tornem fortes ferramentas catalizadoras do associativismo e da cooperação entre entes públicos e promovam efetivamente a geração de valor público.

The use of the term social vulnerability in the study of the reproduction of the social inequalities in Brazil, still, is recent. The social vulnerability is linked to the indicators of social risk. The work approaches the youth's social vulnerability and your relationship with the education, considering the youth a, among other groups socially excluded, vulnerable, in the Brazilian metropolises. It is guided by the methodological theoretical formulations on this thematic one developed by the Rede Metrópoles in the ambit of the project, " Observatory of the Metropolises: territory, social cohesion and democratic governability ( Project Millennium CNPq) and your unfoldings in the Natal group. Empirically, forehead a methodological proposal - still in construction - and it accomplishes a " pilot " study for the city of Natal with base in the data of the Census of IBGE 2000, that proposes mensurar the importance of the social characteristics of the neighborhood on the considered youths' educational acting those that are in the strip from 15 to 24 years. It considers that the youths' educational " earnings as being influenced not only for the social context of the family, also, for your space location in the city - social context of the neighborhood. With base in the results can verify that the youths of the city of Natal present situations of social vulnerability so much in the ambit of the family as expresses in the social space of the neighborhood. Such vulnerability are verified in the low educational indexes, in the high unemployment rates and in the presented social conditions of the researched areas. The youths, residents of those neighborhoods, they are considered vulnerable socially because original of a precarious source of " assets " and opportunities. There is in Natal a low " structure of assets and opportunities " - accessible to the youth

This research part of the educational context of the Federal Rio Grande do Norte, through the resumption of legal frameworks that characterize it as an institution belonging to the Federal Network of Professional Education and Technology Brazilian, with a focus on continued education policies for the servers who work there specifically teachers, especially those who have their work in the Teaching of Natural Science and Mathematics. To do this the cut in an agreement between the IFRN and UFRN PPGECNM through the professional master's degree Teaching of Natural Sciences and Mathematics. This agreement as we have research collaborators 08 master teachers who graduated in the period 2004 to 2010, so we undertook a qualitative and quantitative research aimed to conduct the study in general terms of description and analysis of the impacts caused by the formation of masters IFRN in PPGECNM UFRN, taking into account the production of the same academic (dissertation), his performance in the context of the institution and the historical, social, economic and political aspects involved, and also meet the guidelines of the project at the Observatory in 2008 - MEC / CAPES / BSD-P. We used the theoretical options methodological elements of Comprehensive Interview and multireferentiality, our data collection instrument was the main interview, we also performed the analysis of dissertations by lecturers and teachers featured, from the specific descriptors used in catalogs USP / IFUSP (1992, 1996) and UNICAMP / FE / CEDOC (1998) and by other researchers. In analyzing and understanding the speech of the interviewees were able to identify the implications of teacher education in the school context, the motivation to seek the Master; how was the construction of the object of study of the educational product and its use in teaching practice and intervention, the question of the role of master teachers in the school environment to the post master taking into account changes in professional performance and influence in the working groups, how does the use of research and investigation in the classroom after training and between training and educational quality in the context of IFRN. In reading and analysis of the dissertations were able to identify the main focus and under-explored thematic focus as well as the theoretical methodological references. At the end of the research developed a product that could be used for technical analysis studies and assessment in quantitative terms the results achieved by the master teachers IFRN through his training in PPGECNM UFRN

The Federal Government through its Plans and Programs invests in various policies intended to achieve the main goal of the millennium, provide basic education for all. Among them, we highlight in this paper The National Textbook Program, with emphasis on Complementary Works. These works are presented through different genres, such as poems, poetry, short stories, parables, novels, literature, educational materials etc.. providing a range of possible teaching work. However, little is known about the levels of education of teachers as intended. Based on the discussions and studies in this direction, sparked concerns us in the process of teaching and learning in math classes. This made us pay attention to a possibility of study where reading could be included in this process. In this sense, the present study aims at investigating the potential of conceptual and didactic use of Complementary Works on developing the skills of reading and writing mathematics of the first three years of elementary school, and from there, propose a courseware with guidelines for use of these works by teachers of 1st to 3rd year of elementary school. For this, we outline the issues of reading and understanding of mathematical interests as those of our study. In this sense, the proposal was built from the bibliographic works that address the contributions of reading for learning mathematical content, like Machado (2001), Nacarato (2009); Dantas (2011), Smole and Diniz ( 2001). As a result, we created the Guidance for the use of Complementary Works for Teachers to Teach Mathematics with a view to support the practice of teachers and future teachers who teach mathematics. Supported the use of Complementary Works, especially those distributed in public schools by the National Textbook - PNLD and have mathematical content, this guide is intended to present some of the possible use of this feature in math classes. One of the best established properties of the single late type evolved stars is that their rotational velocity and lithium content decrease with effective temperature and age. Nevertheless, the root cause of this property, as well as the link between rotation and lithium abundance and, in particular, the effects of binarity on rotation and lithium content in binary systems with evolved component, are not yet completely established. How does the gravitational tides, in binary systems, affects rotational evolution and lithium dilution? Trying to answer these questions, we have carried out an observational survey, in the lithium region centered at the lithium I line A6707.81A, for a large sample of about 100 binary systems with evolved component along the spectral range F, G and K, with the CES spectrometer mounted at the CAT 1.44 m Telescope of the ESO, La Silla, Chile. By combining the abundances of lithium issued from these observations with rotational velocity and orbital parameters, we have found a number of important results. First of all, we confirm that in this class of binary systems rotation is effectively affected by tidal effects. Binary systems with orbital period lower than about 100 days and circular or nearly circular orbits, present rotational velocity enhanced in relation to the single giant stars and to the binary systems with an orbital period larger than 100 days. This is clearly the result of the synchonization between the rotational and orbital motions due to tidal effects. In addition, we have found that lithium abundances in binary systems with giant components present the same gradual decreasing with effective temperature, observed in the single giants of same luminosity class and spectral types. We have found no lithium-rich binary systems, in contrast with single giants. A remarkable result from the present study is the one showing that synchronized binary systems with giant component retains more of their original lithium than the unsynchronized systems. In fact, we have found a possible "inhibited zone", in which synchronized binary systems with giant component having lithium abundance lower than a threshold level should be unusual. Finally, the present study also shows that the binary systems with giant component presenting the highest lithium contents are those with the highest rotation rates

2001 SN263 is a triple system asteroid. Although it was discovery in 2001, in 2008 astronomical observation carried out by Arecibo observatory revealed that it is actually a system with three bodies orbiting each other. The main central body is an irregular object with a diameter about 2.8 km, while the other two are small objects with less than 1 km across. This system presents an orbital eccentricity of 0.47, with perihelion of 1.04 and aphelion of 1.99, which means that it can be considered as a Near Earth Object. This interesting system was chosen as the target for the Aster mission - first Brazilian space exploration undertaking. A small spacecraft with 150 kg of total mass, 30 kg of payload with 110 W available for the instruments, is scheduled to be launched in 2015, and in 2018 it will approach and will be put in orbit of the triple system. This spacecraft will use electric propulsion and in its payload it will carry image camera, laser rangefinder, infrared spectrometer, mass spectrometer, and experiments to be performed in its way to the asteroid. This mission represents a great challenge for the Brazilian space program. It is being structured to allow the full engagement of the Brazilian universities and technological companies in all the necessary developments to be carried out. In this paper, we present some aspects of this mission, including the transfer trajectories to be used, and details of buss and payload subsystems that are being developed and will be used.
