This thesis examines the everyday practices of housing officers working in the Victorian Office of Housing, a large public sector statutory authority providing rental housing to low–income households. Housing officer work has changed substantially associated with the shift from the provision of ‘public housing’ in the post–WWII period to the provision of ‘welfare housing’ from the early 1980s. These changes are evident in both the formal organisation of work and day–to–day practices. The principal research question addressed is ‘How has the work of staff in the Victorian Office of Housing changed as a consequence of the shift from the provision of ‘public housing’ in the post–WWII period to the provision of ‘welfare housing’ from the early 1980s?’

This question is addressed by presenting an historically informed ethnography of the Office of Housing. Research was undertaken over a twelve–month period through interviews, participant observation and the collection of documents. The data collected through the use of these methods provided the basis for the presentation of ‘thick descriptions’ of the work of staff employed to provide rental housing to low–income households.

The research into this large hierarchical formal organisation was undertaken in three offices: a local suburban office, a regional office and head office. This enabled connections and tensions in direct service delivery work and policy work to be identified and analysed. It revealed that the experience of the shift from the provision of public housing to the provision of welfare housing has not been uniform and underscores the importance of understanding organisations as socially constructed.

Staff work was analysed by distinguishing four overarching problems consistently referred to by staff and highlighted in formal reviews. First, ‘problems with tenants’ refers to the changing profile of tenants and staff responses and interactions. Second, the ‘problem with rent’ centres on setting and collecting rents from very low–income tenants. Third, the ‘problem with housing standards and assets’ focuses on housing quality, maintaining properties and the tenant use of properties. Fourth, the ‘problems with the organisation’ are found in the constant searching for the best ways of defining roles, leading and communicating within a large and geographically distributed organisation. These are the features of work which present dilemmas for those who seek to produce better services for households who live in public housing.

School suspension is associated with school dropout, crime, delinquency, and alcohol and other drug use for the suspended student. Important research questions are how academic and related factors are relevant to the school suspension process and the generality of the process in different sites. State-representative samples of Grade 7 students (N = 1,945) in Washington State, United States and Victoria, Australia were followed from 2002 to 2004. In both states, Grade 7 school suspension was associated with higher rates of nonviolent antisocial behavior and suspension 24 months later, before Grade 8 factors were entered into the model. Relevant factors were Grade 8 low school grades and association with antisocial peers, as well as Grade 8 antisocial behavior in Washington State only. The implications of these findings for the ways in which suspension is used in schools are outlined.

An incomplete tarsometatarsus identified as an indeterminate species of Dromornithidae is described from the upper Miocene–lower Pliocene shallow marine Black Rock Sandstone at Beaumaris, Victoria, Australia. This isolated specimen represents one of the few pre-Pleistocene dromornithids with a well-constrained geologic age. Additionally, it is one of the few pre-Quaternary dromornithid fossils recorded from southeast Australia. Comparisons with known dromornithid taxa suggest that the Beaumaris dromornithid is distinct from previously
established species. This hitherto unknown species of dromornithid in the late Neogene of southeastern Australia cautions against deriving evolutionary patterns solely on the basis of fossils from northern Australia.

When in opposition, Victoria¹s Liberal/National coalition made a number of commitments to be 'tough on crime'. After winning the 2010 state election, the Government arguably reformed sentencing laws more quickly and more substantially in its first year of office than any other area of policy, with several key initiatives delivered or in train.

The Victorian experience exemplifies fast and forceful responses to perceived risks to community safety by new Australian Governments. While some political leaders have decried the 'law and order auction' approach by political parties, it remains a real tool in political discourse.

Some of these initiatives appear inconsistent with fundamental sentencing principles, and are designed more to address public perceptions which are disconnected from the realities of criminality and incidence of offending. A more appropriate basis for criminal justice policy may require Government to prioritise addressing the causes of offending behavior, rather than penalising consequences.

This chapter explores the various ways in which research participants from rural areas located in country Victoria, Australia, construct and reconstruct their understandings of themselves and their rural spaces in terms of place and identity. This chapter draws upon the data of two separate research projects that bought together a variety of researchers and research participants either growing up in, working in, or studying in rural areas.

This paper evaluates a method of operation for sexual assault investigation recently developed by Victoria Police (Australia). The model (which is new to Victoria) is characterised by two core components: the establishment of specialist teams of investigators (responsible for investigation and victim support) and service sites referred to as ‘Multidisciplinary Centres’ where all key services are provided to victims in a single location separate from police stations. The approach consisted of in-depth interviews with 25 victims of sexual assault aged between 15 and 54 years. The overriding theme to arise from the interviews was the importance to victims of being treated with dignity and respect; six elements were highlighted by victims as assisting this. These elements are presented along with evidence to demonstrate that the police response to victims has become more victim-centred under the new model of service delivery.

In recent decades, a disturbing trend has emerged in Victoria and elsewhere that has witnessed the emergence of statutory rules that accord preferential treatment to prosecutors and complainants in instances where allegations of rape are made. This article examines not only the manifestations of such treatment in the form of Victorian crime legislation, but the means by which the statutory crime of rape in Victoria has been transformed into an offence which, though technically one of mens rea, can effectively be prosecuted as an offence of absolute liability. The piece concludes with a discussion of the likely reasons for this trend as well as the implications of allowing such a serious offence to be prosecuted as one of absolute liability.

In early 2010, after 27 years of recovery effort, the orange-bellied parrot (OBP; Neophema chrysogaster) was expected to be extinct in the wild within a few years. Shortly before the imminent wild extinction became evident, we surveyed landholders (114 responses of 783 surveys delivered) in part of the main non-breeding area, according to three classes of modelled habitat suitability ('high', 'medium', and 'low'). Predictions of the habitat models appear to correlate with landholder perceptions of the presence of OBP habitat on private land, thus the models appear a tractable way to identify key stakeholders worthy of priority consultation in relation to habitat works. Landholders were sympathetic to wetlands and birds, including OBPs (89.4% were aware of OBPs). Most indicated that they would be upset if the OBP went extinct and agreed that critical habitat should be protected; 80.7% were prepared to consider changes to the way they managed their land to benefit the species, and sought more information on how they could do so (64.0%). This study suggests that the habitat model usefully identified key stakeholders and the OBP enjoyed high awareness, concern, and engagement among many stakeholders, shortly before the species was considered functionally extinct. The maintenance of landholder support is likely to be critical if future attempts are made to reintroduce the species to the wild.
