As práticas de gestão ambiental são meios através dos quais as organizações podem melhorar o seu desempenho. Um comportamento eco-eficiente, optimiza o uso dos recursos e evita a produção de resíduos, permitindo poupanças significativas. Para além disso, um bom desempenho ambiental evita custos resultantes da aplicação do princípio do poluidor-pagador. A introdução destas práticas no processo de gestão global é hoje uma realidade nas empresas. No entanto, e como muitas das acções a nível local passam essencialmente pelas autarquias, afigura-se fundamental que também estas organizações introduzam práticas ambientais na sua gestão. O objectivo central deste trabalho é identificar o perfil ambiental da Administração Pública Local, nomeadamente dos municípios portugueses. Para atingir este objectivo foi desenvolvido um inquérito por questionário, o qual foi remetido a todos os municípios do país, de forma a poder diagnosticar práticas de gestão ambiental nesse sector. Com base na avaliação do grau de implementação de determinadas vertentes e práticas de gestão ambiental foi traçado o perfil ambiental dos municípios portugueses. Os principais resultados evidenciam um fraco nível de adopção de práticas de gestão ambiental. Urge melhorar estes níveis de desempenho, pelo que deverão ser adoptadas novas práticas organizacionais e políticas públicas de desenvolvimento sustentável, para que se inverta a tendência actual. Este trabalho pretendeu constituir uma base de apoio às inúmeras autarquias, transmitindo quais as vantagens de recorrer a práticas de gestão ambiental, de forma a aumentar o desempenho ambiental nestas organizações.

This manuscript analyses the data generated by a Zero Length Column (ZLC) diffusion experimental set-up, for 1,3 Di-isopropyl benzene in a 100% alumina matrix with variable particle size. The time evolution of the phenomena resembles those of fractional order systems, namely those with a fast initial transient followed by long and slow tails. The experimental measurements are best fitted with the Harris model revealing a power law behavior.

This paper studies the optimization of complex-order algorithms for the discrete-time control of linear and nonlinear systems. The fundamentals of fractional systems and genetic algorithms are introduced. Based on these concepts, complexorder control schemes and their implementation are evaluated in the perspective of evolutionary optimization. The results demonstrate not only that complex-order derivatives constitute a valuable alternative for deriving control algorithms, but also the feasibility of the adopted optimization strategy.

Fractional calculus generalizes integer order derivatives and integrals. Memristor systems generalize the notion of electrical elements. Both concepts were shown to model important classes of phenomena. This paper goes a step further by embedding both tools in a generalization considering complex-order objects. Two complex operators leading to real-valued results are proposed. The proposed class of models generate a broad universe of elements. Several combinations of values are tested and the corresponding dynamical behavior is analyzed.

Discrete time control systems require sample- and-hold circuits to perform the conversion from digital to analog. Fractional-Order Holds (FROHs) are an interpolation between the classical zero and first order holds and can be tuned to produce better system performance. However, the model of the FROH is somewhat hermetic and the design of the system becomes unnecessarily complicated. This paper addresses the modelling of the FROHs using the concepts of Fractional Calculus (FC). For this purpose, two simple fractional-order approximations are proposed whose parameters are estimated by a genetic algorithm. The results are simple to interpret, demonstrating that FC is a useful tool for the analysis of these devices.

This paper studies fractional variable structure controllers. Two cases are considered namely, the sliding reference model and the control action, that are generalized from integer into fractional orders. The test bed consists in a mechanical manipulator and the effect of the fractional approach upon the system performance is evaluated. The results show that fractional dynamics, both in the switching surface and the control law are important design algorithms in variable structure controllers.

Background/Aims: Unconjugated bilirubin (UCB) impairs crucial aspects of cell function and induces apoptosis in primary cultured neurones. While mechanisms of cytotoxicity begin to unfold, mitochondria appear as potential primary targets. Methods: We used electron paramagnetic resonance spectroscopy analysis of isolated rat mitochondria to test the hypothesis that UCB physically interacts with mitochondria to induce structural membrane perturbation, leading to increased permeability, and subsequent release of apoptotic factors. Results: Our data demonstrate profound changes on mitochondrial membrane properties during incubation with UCB, including modified membrane lipid polarity and fluidity (P , 0:01), as well as disrupted protein mobility(P , 0:001). Consistent with increased permeability, cytochrome c was released from the intermembrane space(P , 0:01), perhaps uncoupling the respiratory chain and further increasing oxidative stress (P , 0:01). Both ursodeoxycholate, a mitochondrial-membrane stabilising agent, and cyclosporine A, an inhibitor of the permeability transition, almost completely abrogated UCB-induced perturbation. Conclusions: UCB directly interacts with mitochondria influencing membrane lipid and protein properties, redox status, and cytochrome c content. Thus, apoptosis induced by UCB may be mediated, at least in part, by physical perturbation of the mitochondrial membrane. These novel findings should ultimately prove useful to our evolving understanding of UCB cytotoxicity.

OBJETIVO : Descrever as refeições realizadas por adultos quanto ao local e tipo de preparação consumido em cidade de médio porte, do sul do Brasil. MÉTODOS : Estudo transversal, de base populacional, na cidade de Pelotas, RS, em 2012. A amostragem foi realizada em dois estágios, tendo os setores censitários do Censo Demográfico de 2010 como unidade amostral primária. Foram coletadas informações sobre o local das refeições (em casa ou fora de casa) e sobre o tipo de preparação consumida em casa (comida caseira, lanches, comida de restaurante) nos dois dias prévios à entrevista, utilizando-se questionário padronizado. RESULTADOS : Participaram do estudo 2.927 adultos: 59,0% mulheres, 60,0% com idade abaixo de 50 anos e 58,0% estava trabalhando. Foram obtidas informações sobre 11.581 refeições nos dois dias anteriores à entrevista, sendo 25,0% delas realizadas fora de casa, no almoço, e 10,0% no jantar. Quanto às refeições realizadas em casa, a maioria dos participantes referiu ter consumido comida preparada em casa, tanto no almoço quanto no jantar. A maioria das refeições fora de casa (64,0% no almoço e 61,0% no jantar) foram realizadas no local de trabalho, majoritariamente preparadas em casa. As refeições fora de casa foram realizadas principalmente por pessoas do sexo masculino, jovens, com alta escolaridade. Quanto à ocupação, os grupos que tiveram refeições mais frequentemente em restaurantes foram trabalhadores do comércio, empresários, professores e profissionais de nível superior. CONCLUSÕES : Apesar das mudanças que vêm sendo registradas nos padrões de alimentação do brasileiro, adultos residentes em cidades de médio porte ainda se alimentam majoritariamente em casa e de comida caseira.

One of de EU major concerns is cohesion and cross-border regional development. Usually cross-border regions are less dynamic, acting as bottlenecks mainly in peripheral territories. This paper is focused on the Portuguese-Spanish border using socio-economic and accessibility data. It considers Spatial Econometrics to produce statistical evidence on the relationship between accessibility and development at a local scale. A pilot study is conducted on North and Center region using variables such as population age, graduation characteristics, migrations, unemployment and daily accessibility to main towns in future this evaluation will be applied to the entire cross-border area between Portugal and Spain.

OBJECTIVE To analyze the spatial distribution of homicide mortality in the state of Bahia, Northeastern Brazil. METHODS Ecological study of the 15 to 39-year old male population in the state of Bahia in the period 1996-2010. Data from the Mortality Information System, relating to homicide (X85-Y09) and population estimates from the Brazilian Institute of Geography and Statistics were used. The existence of spatial correlation, the presence of clusters and critical areas of the event studied were analyzed using Moran’s I Global and Local indices. RESULTS A non-random spatial pattern was observed in the distribution of rates, as was the presence of three clusters, the first in the north health district, the second in the eastern region, and the third cluster included townships in the south and the far south of Bahia. CONCLUSIONS The homicide mortality in the three different critical areas requires further studies that consider the socioeconomic, cultural and environmental characteristics in order to guide specific preventive and interventionist practices.

This paper presents a micro power light energy harvesting system for indoor environments. Light energy is collected by amorphous silicon photovoltaic (a-Si:H PV) cells, processed by a switched capacitor (SC) voltage doubler circuit with maximum power point tracking (MPPT), and finally stored in a large capacitor. The MPPT fractional open circuit voltage (V-OC) technique is implemented by an asynchronous state machine (ASM) that creates and dynamically adjusts the clock frequency of the step-up SC circuit, matching the input impedance of the SC circuit to the maximum power point condition of the PV cells. The ASM has a separate local power supply to make it robust against load variations. In order to reduce the area occupied by the SC circuit, while maintaining an acceptable efficiency value, the SC circuit uses MOSFET capacitors with a charge sharing scheme for the bottom plate parasitic capacitors. The circuit occupies an area of 0.31 mm(2) in a 130 nm CMOS technology. The system was designed in order to work under realistic indoor light intensities. Experimental results show that the proposed system, using PV cells with an area of 14 cm(2), is capable of starting-up from a 0 V condition, with an irradiance of only 0.32 W/m(2). After starting-up, the system requires an irradiance of only 0.18 W/m(2) (18 mu W/cm(2)) to remain operating. The ASM circuit can operate correctly using a local power supply voltage of 453 mV, dissipating only 0.085 mu W. These values are, to the best of the authors' knowledge, the lowest reported in the literature. The maximum efficiency of the SC converter is 70.3 % for an input power of 48 mu W, which is comparable with reported values from circuits operating at similar power levels.

OBJECTIVE To analyze the factors associated with back pain in adults who live in quilombola territories. METHODS A population-based survey was performed on quilombola communities of Vitória da Conquista, state of Bahia, Northeastern Brazil. The sample (n = 750) was established via a raffle of residences. Semi-structured interviews were conducted to investigate sociodemographics and employment characteristics, lifestyle, and health conditions. The outcome was analyzed as a dichotomous variable (Poisson regression). RESULTS The prevalence of back pain was of 39.3%. Age ≥ 30 years and being a smoker were associated with the outcome. The employment status was not related to back pain. CONCLUSIONS The survey identified a high prevalence of back pain in adults. It is suggested to support the restructuring of the local public service in order to outline programs and access to healthy practices, assistance, diagnosis, and treatment of spine problems.
