In the past 15 years in the UK, the state has acquired powers, which mark a qualitative shift in its relationship to higher education. Since the introduction and implementation of the Further and Higher Education Act 1992, the Teaching and Higher Education Act 1998 and the Higher Education Act 2004, a whole raft of changes have occurred which include the following: Widening participation; the development of interdisciplinary, experiential and workplace-based learning focused on a theory-practice dialogue; quality assurance; and new funding models which encompass public and private partnerships. The transformation of higher education can be placed in the context of New Labour’s overall strategies for overarching reform of public services, as set out in the Prime Minister’s Strategy Unit’s discussion paper The UK Government’s Approach to Public Service Reform (2006). An optimistic view of changes to higher education is that they simultaneously obey democratic and economic imperatives. There is an avowed commitment through the widening participation agenda to social inclusion and citizenship, and to providing the changing skills base necessary for the global economy. A more cynical view is that, when put under critical scrutiny, as well as being emancipatory, in some senses these changes can be seen to mobilise regulatory and disciplinary practices. This paper reflects on what kinds of teaching and learning are promoted by the new relationship between the state and the university. It argues that, whilst governmental directives for innovations and transformations in teaching and learning allegedly empower students and put their interests at the centre, reforms can also be seen to consist of supervisory and controlling mechanisms with regard both to our own practices as teachers and the knowledge/ learning we provide for the students.

The objective of the study is to determine the psychometric properties of the Epistemological Beliefs Questionnaire on Mathematics. 171 Secondary School Mathematics Teachers of the Central Region of Cuba participated. The results show acceptable internal consistency. The factorial structure of the scale revealed three major factors, consistent with the Model of the Three Constructs: beliefs about knowledge, about learning and teaching. Irregular levels in the development of the epistemological belief system about mathematics of these teachers were shown, with a tendency among naivety and sophistication poles. In conclusion, the questionnaire is useful for evaluating teacher’s beliefs about mathematics.

Article 260(2) TFEU (ex 228(2) EC) enables the European Court of Justice to enforce compliance with its judgements. This article analyses its use in doing so and questions whether it could be applied more effectively. It commences by highlighting the principally economic and environmental context of the case-law, and by examining the initiatives taken to tackle delays in bringing these cases before the Court. The article then critically evaluates the effectiveness of the financial sanctions available to the Court. In doing so, it aims to fill a gap in present research by looking beyond the procedural measures through which the Court and the Commission operate to examine the practical impact of Article 260(2) itself.

Ten years after the production of the initial 'We Never Give Up' film, this documentary filmis a follow-up film about the experiences of ten survivors of South Africa apartheid and their struggle for reparations. Produced by the Human Rights Media Centre, Cape Town, the film was directed and filmed by Cahal McLaughlin in a collaborative relationship with Khulumani Support Group Western Cape.

This documentary film, produced with the Human Rights Media Centre, Cape Town, and in collaboration with Khulumani Support Group Western Cape, is the ten-year follow up to We Never Give Up (2002), which addressed the issues of reparations as dealt with by the South African government and the Truth and Reconciliation Commission. We Never Give Up II (2012) returns to these themes and to the same participants, asking how life has changed in the interim. The process of collaborative practices acknowledges the importance of sharing ownership/authorship in the storytelling processes as well as in validating traumatic experiences by those who survived major and sustained political violence. Made over a two-year period, involving close consultation with participants, the film offers insights, by those most directly affected, to what might constitute legal, financial, social and psychological reparations. The film has been screened in Cape Town, Bloemfontain, Zanzibar Film Festival, Belfast (Belfast Film Festival), Brighton, Guildford, Galway and London, always accompanied by discussion of the issues raised in Q&As. To emphasise the importance of the film for debates on policy around reparations, a 25 minute edited version was selected to be screened on SABC on ‘Special Assignment’ by SABC on April 29th, 2013 (South Africa’s ‘Freedom Day’), followed by a debate with Department of Justice spokesperson, Dr Khotso De Wee. Background and purpose: We are developing a technique for highly focused vocal cord irradiation in early glottic carcinoma to optimally treat a target volume confined to a single cord. This technique, in contrast with the conventional methods, aims at sparing the healthy vocal cord. As such a technique requires sub-mm daily targeting accuracy to be effective, we investigate the accuracy achievable with on-line kV-cone beam CT (CBCT) corrections. Materials and methods: CBCT scans were obtained in 10 early glottic cancer patients in each treatment fraction. The grey value registration available in X-ray volume imaging (XVI) software (Elekta, Synergy) was applied to a volume of interest encompassing the thyroid cartilage. After application of the thus derived corrections, residue displacements with respect to the planning CT scan were measured at clearly identifiable relevant landmarks. The intra- and inter-observer variations were also measured. Results: While before correction the systematic displacements of the vocal cords were as large as 2.4 ± 3.3 mm (cranial-caudal population mean ± SD Σ), daily CBCT registration and correction reduced these values to less than 0.2 ± 0.5 mm in all directions. Random positioning errors (SD σ) were reduced to less than 1 mm. Correcting only for translations and not for rotations did not appreciably affect this accuracy. The residue random displacements partly stem from intra-observer variations (SD = 0.2-0.6 mm). Conclusion: The use of CBCT for daily image guidance in combination with standard mask fixation reduced systematic and random set-up errors of the vocal cords to <1 mm prior to the delivery of each fraction dose. Thus, this facilitates the high targeting precision required for a single vocal cord irradiation. © 2009 Elsevier Ireland Ltd. All rights reserved.

Since the earliest days of cystic fibrosis (CF) treatment, patient data have been recorded and reviewed in order to identify the factors that lead to more favourable outcomes. Large data repositories, such as the US Cystic Fibrosis Registry, which was established in the 1960s, enabled successful treatments and patient outcomes to be recognized and improvement programmes to be implemented in specialist CF centres. Over the past decades, the greater volumes of data becoming available through Centre databases and patient registries led to the possibility of making comparisons between different therapies, approaches to care and indeed data recording. The quality of care for individuals with CF has become a focus at several levels: patient, centre, regional, national and international. This paper reviews the quality management and improvement issues at each of these levels with particular reference to indicators of health, the role of CF Centres, regional networks, national health policy, and international data registration and comparisons.

O conhecimento sobre famílias envelhecidas é ainda escasso. Neste âmbito, a pesquisa tem incidido nos cuidados familiares a idosos dependentes, focando os problemas de saúde, dependência funcional e declínio cognitivo. Esta investigação pretende contribuir para aprofundar o conhecimento sobre as famílias envelhecidas, assumindo uma perspetiva normativa e desenvolvimental, e contemplando a diversidade de contextos de vida e envelhecimento. O capítulo 1 centra casais compostos por pessoas idosas, e tem por objetivos: caracterizar a estrutura, dinâmica e valores do agregado familiar dos casais idosos; evidenciar valores e dinâmica relacional dos casais idosos. A amostra compreende 136 participantes, a quem foi administrado um questionário sobre a fase última do ciclo de vida familiar (Cerveny,1997). A análise de dados efetuou-se com recurso ao programa de análise de dados estatística SPSS 17.1. Os resultados indicam que os casais vivem predominantemente em casal, com uma dinâmica relacional do agregado caracterizada pelo respeito, diálogo e carinho; dinâmica relacional do casal caracterizada por clima afetuoso, amizade e diálogo, e valores assentes no amor, diálogo e convívio familiar. A dinâmica relacional do casal é pautada por atividades de lazer realizadas em conjunto e vida sexual tão boa como antes; os valores dão ao casamento significados de realização pessoal e perpetuação através dos filhos na juventude, e adaptação e descoberta na velhice. O capítulo 2 foca a construção da integridade familiar considerando a diversidade de contextos socioeconómicos (pessoas idosas que viveram em contexto de pobreza ao longo da vida), socioculturais (ex-emigrantes portugueses) e novas formas de famílias (homens homossexuais). Foi aplicada uma entrevista semiestruturada (King & Wynne, 2004) a uma amostra de 12, 20 e 10 pessoas, respetivamente. A análise de dados foi efetuada com base na análise de conteúdo com recurso a juízes independentes baseada na grounded theory, contudo no caso do contexto socioeconómico recorreu-se ao programa de análise de dados qualitativa N-Vivo 7. Os resultados sugerem que a diversidade de contextos analisada coloca desafios à rutura familiar o que pode potenciar o caminho da desconexão e alienação. Contudo, o contexto das significações exerce um papel fundamental na construção da integridade familiar. A redefinição da identidade associada a uma filosofia de vida que enfatize as forças em vez dos fracassos parece determinar a construção da integridade familiar, contudo existem especificidades. Relativamente ao contexto socioeconómico: as pessoas idosas no caminho da integridade revelam um sentido de autovalorização (ter vivido uma vida significativa) apesar da pobreza; as pessoas idosas no caminho da desconexão/alienação alimentam sentimentos de insignificância devido à escassez de recursos económicos. Ainda neste contexto, os valores (princípios de conduta) reinterpretam a identidade ao longo da vida e permitem compreender que a integridade familiar ocorre quando ser pobre é encarado pelas conquistas; a desconexão/alienação emerge quando ser pobre incorpora sentimentos de desvalorização e inferioridade. No contexto sociocultural, as pessoas idosas ex-emigrantes cujo processo de emigração se desenvolveu em família (a família está envolvida no processo de emigração e funciona como um pilar desde a fase de decisão até ao regresso) desenvolveram uma filosofia de vida assente numa atitude ativa e solidária e estão em integridade familiar; as pessoas em desconexão relatam episódios de conflito familiar que marcam a trajetória de emigração, e uma atitude passiva na resolução desses conflitos até à atualidade; as pessoas em alienação familiar, cujo processo de emigração se desenrolou de forma solitária, desenvolvem uma filosofia de vida assente na luta solitária: a sua força e identidade estão em enfrentar tudo sem precisar de ninguém. Relativamente às novas formas de família, a integridade familiar evolui desde a revelação da homossexualidade (em idade jovem) e conclui-se na velhice quando a homossexualidade se torna um legado. A desconexão parece evoluir da luta constante da falha da aceitação da homossexualidade pela família e outras pessoas significativas. O capítulo 3 analisa as trajetórias de vida de homens homossexuais atualmente idosos, para compreender melhor a influência da homossexualidade e os principais eventos. Adotou-se a técnica da linha de acontecimentos de vida (Acquaviva et al., 2007), aplicada a 10 participantes com 60 anos ou mais. Os resultados sugerem que vários eventos de vida influenciam o curso de vida: i) o autoconhecimento da homossexualidade; ii) tentar passar por heterossexual; iii) assumir a homossexualidade (explicita ou implicitamente); iv) sentir limitações e desafios relacionados com o ser idoso e homossexual. O capítulo 4 procurou alargar a perspetiva do envelhecimento considerando uma abordagem transcultural. Assim, realizou-se um estudo numa comunidade indígena (Guarani Mbya, Brasil). Neste estudo analisase o modo de viver e ser idoso nessa comunidade. A amostra compreende 6 participantes a quem foi administrada uma entrevista aberta. Este estudo contemplou ainda a observação com registo etnográfico e realização de um diário de bordo. A análise de conteúdo efetuou-se com apoio do software de dados qualitativa WebQDA 1.4.3. Os resultados sugerem o papel das pessoas idosas na preservação de uma cultura ágrafa, garantindo que as tradições estejam presentes nas gerações atuais através da oralidade. A adoção de lentes normativas no estudo e compreensão das famílias envelhecidas permite compreender as tarefas desenvolvimentais e normativas no fim da vida.

The neoliberal regime has significant consequences for the psychotherapies. In particular, the idea that individuals is deserving of support from society and government when they need it – for example in managing the inevitable stresses of the life cycle – is being displaced by an ideology of total individual responsibility. Psychotherapies framed around relational conceptions of the self find themselves particularly out of key with this dominant way of thinking. Governmental approaches to developmental needs become more instrumental, measurement-oriented anddisciplinary’ in this situation. Market incentives and disciplinary sanctions are introduced to ensure that institutions and their personnel conform to governmental directives. There is pressure on psychotherapists to adapt to this instrumentalised environment to survive. However, ‘expressive individualisation’ was also stimulated by the cultural liberation of the 1960s, and survives alongside the ‘possessive individualism’ of neoliberalism. This alternative culture has not been entirely suppressed, and therapies continue to be sought which offer the possibility of self-understanding and growth, although the pressure is for such therapies to become luxury goods. What is at risk under neoliberalism is the idea that society should support the self-development and self-understanding of all its citizens, as an aspect of a modern kind of democratic citizenship.

O presente relatório, desenvolvido no âmbito do estágio curricular realizado na Cociga-Construções Civis de Gaia, SA, tem como objetivo principal caracterizar as diversas etapas que constituem o desenvolvimento de uma obra, que consiste na reconstrução de um edifício. Para tal, procedeu-se à descrição e análise dos respetivos métodos organizacionais, construtivos e orçamentais aplicados na execução da obra para a Caetano Parts. O trabalho teve início com a caracterização da obra em questão e respetivo enquadramento espacial e regional. De seguida, foram descritas as principais etapas do desenvolvimento da obra, como concurso/adjudicação, preparação, contrato, execução e fecho da mesma. Não esquecendo que uma das tarefas mais importantes na fase inicial da obra, após a adjudicação, foi a organização da documentação necessária para que esta pudesse ter início. Na fase referente à execução, foram descritos de forma detalhada e acompanhados, em alguns casos, de registos de imagens, os procedimentos que constituíram as diferentes fases da obra, assim como os métodos construtivos correspondentes. O presente trabalho engloba o registo e a catalogação dos documentos necessários para as diferentes etapas da obra de reconstrução. Durante a realização das diferentes etapas e respetivo registo das mesmas, foi possível concluir que a boa qualidade da prestação de serviços por parte dos trabalhadores da empresa e dos subempreiteiros, possibilitou a concretização de uma obra com altos padrões de qualidade e de acordo com os objetivos do proprietário e da empresa responsável pela execução da mesma. Por último, a realização deste trabalho possibilitou o registo, análise e posterior reflexão sobre os procedimentos legais, logísticos e técnicos a ter em conta aquando da realização de uma obra e que são fatores fundamentais para que se possam manter os padrões de qualidade, rigor e sucesso da mesma.

The main purpose of this case-study is to analyse CTT’s privatisation process, a previously Government-owned firm, which went public in 2013, under the terms of the adjustment program agreed between Portugal, the European institutions (ECB and European Commission) and the IMF. The emphasis will be placed on the IPO process, but also on the company itself (its history, current situation and prospects for its new phase, as a publicly listed company). This piece of work aims to evaluate the different alternatives for the privatisation of the company along with the respective implications, as well as the outcome of the actual decision taken by the Portuguese Government. One key aspect of the case is also to understand the importance that the privatisation of the Royal Mail, which can be seen as a peer of the Portuguese company, in the unfolding of the process and in the choice of the privatisation model. The case intends to show how the British process influenced the subsequent option of the Portuguese entities to sell CTT through an IPO, instead of a trade sale. All in all, the overall objective of this case-study is to analyse CTT’s successful sale process, which created the first Portuguese company with 100% free-float. 3 On the last days of November 2013, Steven Bernstein was staring at the window of his office overlooking downtown Manhattan, not even noticing the intense rain that was pouring down. As senior manager at ABC Fund, a pension fund responsible for managing more than 800 million dollars, his thoughts were focused on a very important decision that ABC Fund would have to make in just a matter of days. The American pension fund was considering whether or not to invest in the upcoming Initial Public Offering of CTT- Correios de Portugal, the Government-owned Portuguese mail company. Is this investment opportunity in accordance with the risk profile of a pension fund? Is it a wise decision to acquire shares in a Portuguese company when the country is at the centre of the European Sovereign debt crisis, going through a very demanding economic adjustment program imposed by its bail-out creditors? Would the creation of Portugal's Postal Bank make CTT a sure bet today when its price does not fully reflect the future benefits from entering financial services? Those were some of the questions that were constantly in Mr. Bernstein’s mind over the last couple of days and he was struggling to find the answers…
