The article provides an overview of the Catalan law at the European context. How the Catalan institutions can tackle on the Spanish Government policies and decisions in front of the European Union. And how the European Union Law and policies are implemented in a decentralized country such Spain where Autonomous Communities have their own Governments and Parliaments. There is also examined how this Spanish territorial decentralized structure affects the implementation of such EU norms and its control. Finally, there is exposed how Catalan institutions manage to participate in front of the European Union institutions. Which are the instruments that can guarantee this participation and which are the EU responses to them.

L’actual context de crisi econòmica en què es troben molts dels països europeus sembla haver accelerat el debat territorial. Per una banda, alguns governs dels Estats membres han proposat unes reformes en la direcció de racionalitzar (i/o suprimir) els nombrosos nivells de govern que existeixen al llarg de la geografia europea. Per l’altra, la Unió Europea (UE) segueix apostant per una major participació dels ens territorials en les diferents fases del procés de presa de decisions comunitari. El present treball tracta de descriure i observar el paper dels governs locals intermedis en el procés de presa de decisions europeu amb l’objectiu de d’analitzar l’impacte del procés d’integració europea sobre el context territorial. La pregunta de recerca s'ha centrat en entendre com i de quina manera els ens locals intermedis poden participar e influir a la presa de decisions europea. La metodologia de l’estudi es basa en una anàlisi comparativa que inclou cinc autoritats locals intermèdies de cinc Estats membres: la Diputació de Barcelona (Espanya), el Landkreis d’Hannover (Alemanya), el powiat de Łódź (Polònia), la provincia de Roma (Itàlia) i el lan d’Estocolm (Suècia).

La presente investigación, pretende estudiar los cementerios como lugares de visita, realizando una aproximación al que hemos llamado turismo funerario en un intento de desmarcarlo de las motivaciones definitorias del turismo negro. A nivel más específico, se ha estudiado la oferta turística ya existente en los miembros catalanes de la Ruta Europea de Cementerios

This study examines health care utilization of immigrants relative to the native-born populations aged 50 years and older in eleven European countries. Methods. We analyzed data from the Survey of Health Aging and Retirement in Europe (SHARE) from 2004 for a sample of 27,444 individuals in 11 European countries. Negative Binomial regression was conducted to examine the difference in number of doctor visits, visits to General Practitioners (GPs), and hospital stays between immigrants and the native-born individuals. Results: We find evidence those immigrants above age 50 use health services on average more than the native-born populations with the same characteristics. Our models show immigrants have between 6% and 27% more expected visits to the doctor, GP or hospital stays when compared to native-born populations in a number of European countries. Discussion: Elderly immigrant populations might be using health services more intensively due to cultural reasons.

We empirically investigate the determinants of EMU sovereign bond yield spreads with respect to the German bund. Using panel data techniques, we examine the role of a wide set of potential drivers. To our knowledge, this paper presents one of the most exhaustive compilations of the variables used in the literature to study the behaviour of sovereign yield spreads and, in particular, to gauge the effect on these spreads of changes in market sentiment and risk aversion. We use a sample of both central and peripheral countries from January 1999 to December 2012 and assess whether there were significant changes after the outbreak of the euro area debt crisis. Our results suggest that the rise in sovereign risk in central countries can only be partially explained by the evolution of local macroeconomic variables in those countries.

Global warming mitigation has recently become a priority worldwide. A large body of literature dealing with energy related problems has focused on reducing greenhouse gases emissions at an engineering scale. In contrast, the minimization of climate change at a wider macroeconomic level has so far received much less attention. We investigate here the issue of how to mitigate global warming by performing changes in an economy. To this end, we make use of a systematic tool that combines three methods: linear programming, environmentally extended input output models, and life cycle assessment principles. The problem of identifying key economic sectors that contribute significantly to global warming is posed in mathematical terms as a bi criteria linear program that seeks to optimize simultaneously the total economic output and the total life cycle CO2 emissions. We have applied this approach to the European Union economy, finding that significant reductions in global warming potential can be attained by regulating specific economic sectors. Our tool is intended to aid policymakers in the design of more effective public policies for achieving the environmental and economic targets sought.

El treball parteix d'una afirmació: la pressió social (exercida de vegades per una persona influent, de vegades per milers) pot facilitar canvis en el règim lingüístic de la Unió Europea (o, més ben dit, en el de les institucions de la Unió) o, si més no, en elements de la seva política lingüística. Al llarg d'aquest treball hom justificarà aquesta afirmació amb una sèrie d'exemples, en què la pressió popular ha volgut deixar clar, davant d'Europa, la importància que donem a la llengua catalana.

In Europe, the safety evaluation of cosmetics is based on the safety evaluation of each individual ingredient. Article 3 of the Cosmetics Regulation specifies that a cosmetic product made available on the market is to be safe for human health when used normally or under reasonably foreseeable conditions. For substances that cause some concern with respect to human health (e.g. colorants, preservatives, UV-filters), safety is evaluated at the Commission level by a scientific committee, presently called the Scientific Committee on Consumer Safety (SCCS). According to the Cosmetics Regulations, in the EU, the marketing of cosmetics products and their ingredients that have been tested on animals for most of their human health effects, including acute toxicity, is prohibited. Nevertheless, any study dating from before this prohibition took effect is accepted for the safety assessment of cosmetics ingredients. The in vitro methods reported in the dossiers summited to the SCCS are here evaluated from the published reports issued by the scientific committee of the Directorate General of Health and Consumers (DG SANCO); responsible for the safety of cosmetics ingredients. The number of studies submitted to the SCCS that do not involve animals is still low and in general the safety of cosmetics ingredients is based on in vivo studies performed before the prohibition.

[spa] El pasado 18 de mayo de 2007, tuvo lugar en Londres el último de los encuentros bienales del Proceso de Bolonia, en el que se reunieron los ministros responsables de la educación superior de los países participantes. En el consiguiente London Communiqué se resumieron las valoraciones de los ministros sobre el estado en el que dicho proceso se halla. Así, se pasó revista a los avances consolidados, a aquellas deficiencias que aún no han recibido la atención necesaria, y a las medidas y estrategias urgentes para su definitiva conclusión. El presente texto da noticia de todas estas cuestiones y, con motivo de ofrecer al lector referencias adicionales sobre el contexto general, incluye una breve síntesis de otros documentos directamente relacionados con los temas más destacados en Londres 2007: los programas de doctorado y la figura del doctorando.
