AIMS: Although an added diagnostic and prognostic value of the global coronary artery calcification (CAC) score as an adjunct to single-photon emission computed tomography (SPECT)-myocardial perfusion image (MPI) has been repeatedly documented, none of the previous studies took advantage of the anatomic information provided by the unenhanced cardiac CT. Therefore, no co-registration has so far been used to match a myocardial perfusion defect with calcifications in the subtending coronary artery. To evaluate the prognostic value of integrating SPECT-MPI with CAC images were obtained from non-enhanced cardiac computed tomography (CT) for attenuation correction to predict major adverse cardiac events (MACE). METHODS AND RESULTS: Follow-up was obtained in 462 patients undergoing a 1-day stress/rest (99m)Tc-teterofosmin SPECT and non-enhanced cardiac CT for attenuation correction. Survival free of MACE was determined using the Kaplan-Meier method. After integrating MPI and CT findings, patients were divided into three groups (i) MPI defect matched by calcification (CAC ≥ 1) in the subtending coronary artery (ii) unmatched MPI and CT finding (iii) normal finding by MPI and CT. At a mean follow-up of 34.5 ± 13 months, a MACE was observed in 80 patients (33 death, 6 non-fatal myocardial infarction, 9 hospitalizations due to unstable angina, and 32 revascularizations). Survival analysis revealed the most unfavourable outcome (P < 0.001 log-rank test) for patients with a matched finding. CONCLUSION: In the present study, a novel approach using a combined integration of cardiac SPECT-CAC imaging allows for refined risk stratification, as a matched defect emerged as an independent predictor of MACE.

This research is a study of the use of capital budgeting methods for investment decisions. It uses both the traditional methods and the newly introduced approach called the real options analysis to make a decision. The research elucidates how capital budgeting can be done when analysts encounter projects with high uncertainty and are capital intensive, for example oil and gas production. It then uses the oil and gas find in Ghana as a case study to support its argument. For a clear understanding a thorough literature review was done, which highlights the advantages and disadvantages of both methods. The revenue that the project will generate and the costs of production were obtained from the predictions by analysts from GNPC and compared to others experts’ opinion. It then applied both the traditional and real option valuation on the oil and gas find in Ghana to determine the project’s feasibility. Although, there are some short falls in real option analysis that are presented in this research, it is still helpful in valuing projects that are capital intensive with high volatility due to the strategic flexibility management possess in their decision making. It also suggests that traditional methods of evaluation should still be maintained and be used to value projects that have no options or those with options yet the options do not have significant impact on the project. The research points out the economic ripples the production of oil and gas will have on Ghana’s economy should the project be undertaken. These ripples include economic growth, massive job creation and reduction of the balance of trade deficit for the country. The long run effect is an eventually improvement of life of the citizens. It is also belief that the production of gas specifically can be used to generate electricity in Ghana which would enable the country to have a more stable and reliable power source necessary to attract more foreign direct investment.

Introduction and objectives Abdominal sonography is regarded as a quick and effective diagnostic tool for acute abdominal pain in emergency medicine. However, final diagnosis is usually based on a combination of various clinical examinations and radiography. The role of sonography in the decision making process at a hospital with advanced imaging capabilities versus a hospital with limited imaging capabilities but more experienced clinicians is unclear. The aim of this pilot study was to assess the relative importance of sonography and its influence on the clinical management of acute abdominal pain, at two Swiss hospitals, a university hospital (UH) and a rural hospital (RH). Methods 161 patients were prospectively examined clinically. Blood tests and sonography were performed in all patients. Patients younger than 18 years and patients with trauma were excluded. In both hospitals, the diagnosis before and after ultrasonography was registered in a protocol. Certainty of the diagnosis was expressed on a scale from 0% to 100%. The decision processes used to manage patients before and after they underwent sonography were compared. The diagnosis at discharge was compared to the diagnosis 2 – 6 weeks thereafter. Results Sensitivity, specificity and accuracy of sonography were high: 94%, 88% and 91%, respectively. At the UH, management after sonography changed in only 14% of cases, compared to 27% at the RH. Additional tests were more frequently added at the UH (30%) than at the RH (18%), but had no influence on the decision making process-whether to operate or not. At the UH, the diagnosis was missed in one (1%) patient, but in three (5%) patients at the RH. No significant difference was found between the two hospitals in frequency of management changes due to sonography or in the correctness of the diagnosis. Conclusion Knowing that sonography has high sensitivity, specificity and accuracy in the diagnosis of acute abdominal pain, one would assume it would be an important diagnostic tool, particularly at the RH, where tests/imaging studies are rare. However, our pilot study indicates that sonography provides important diagnostic information in only a minority of patients with acute abdominal pain. Sonography was more important at the rural hospital than at the university hospital. Further costly examinations are generally ordered for verification, but these additional tests change the final treatment plan in very few patients.

In this note, we comment on the relevance of elicitability for backtesting risk measure estimates. In particular, we propose the use of Diebold-Mariano tests, and show how they can be implemented for Expected Shortfall (ES), based on the recent result of Fissler and Ziegel (2015) that ES is jointly elicitable with Value at Risk.

The medically uninsured population in the United States is 16% or 42 million people and consists of a significant number of Type 2 diabetic patients which is the predominant form of diabetes with 798,000 new cases diagnosed each year. There is limited health services research on uninsured populations concerning health system measures or specific disease conditions. ^ The purpose of this investigation was to determine the impact a newly implemented health care program had on the quality of care provided to patients with Type 2 diabetes. The primary study objective was to compare the quality of care while controlling for utilization, and health status of patients in the new program to their status during the previous financial assistance program. The research design was a retrospective matched-pairs design. The study population consisted of 225 patients who received medical care during 1996 and 1997 at the University Health System in San Antonio, Texas. ^ Six quality of care measures individually failed to demonstrate a statistically significant difference when compared between the two periods. However, an index measure reflecting the number of patients who received all six of the quality of care measures demonstrated a statistically significant increase in 1997 (p-value < 0.05). In 1996, 8 patients (2.6%) received all six medical management components. In 1997, 38 patients (16.8%) received all six medical management components. Four regression models were analyzed; two out of the four models demonstrated inconsistent results based on the program membership variable. ^ It is concluded that there has been a small effect of the Carelink program demonstrated by an increase from 8 to 38 patients receiving all quality of care components for Type 2 diabetics at the UHS. It is recommended that additional research be conducted in order to evaluate the quality of care provided to Type 2 diabetic patients. ^

The current international integration of financial markets provides a channel for currency depreciation to affect stock prices. Moreover, the recent financial crisis in Asia with its accompanying exchange rate volatility affords a case study to examine that channel. This paper applies a bivariate GARCH-M model of the reduced form of stock market returns to investigate empirically the effects of daily currency depreciation on stock market returns for five newly emerging East Asian stock markets during the Asian financial crisis. The evidence shows that the conditional variances of stock market returns and depreciation rates exhibit time-varying characteristics for all countries. Domestic currency depreciation and its uncertainty adversely affects stock market returns across countries. The significant effects of foreign exchange market events on stock market returns suggest that international fund managers who invest in the newly emerging East Asian stock markets must evaluate the value and stability of the domestic currency as a part of their stock market investment decisions.

In light of the recent economic downfall, there has been significant media coverage on the topic of fair value accounting. There are many critics of the accounting rule, who place blame on it for the destruction of billions of dollars in capital between financial institutions. Other commentators, however, see the rule as necessary and applaud its ability to bring the turmoil in the economy into the spotlight promptly so that it could be addressed effectively. This paper will begin by conducting a study of fair-value accounting from its inception in previous standards and then follow it through to Statement No. 157. I will then discuss the SEC’s most recent study of FAS157 and their decision as a result of the study.

Under the 12th International Conference on Building Materials and Components is inserted this communication related to the field of management of those assets that constitute the Spanish Cultural Heritage and maintenance. This work is related to the field of management of those assets that constitute the Spanish Cultural Heritage which share an artistic or historical background. The conservation and maintenance become a social demand necessary for the preservation of public values, requiring the investment of necessary resources. The legal protection involves a number of obligations and rights to ensure the conservation and heritage protection. The duty of maintenance and upkeep exceeds the useful life the property that must endure more for their cultural value for its usability. The establishment of the necessary conditions to prevent deterioration and precise in order to fulfill its social function, seeking to prolong the life of the asset, preserving their physical integrity and its ability to convey the values protected. This obligation implies a substantial financial effort to the holder of the property, either public or private entity, addressing a problem of economic sustainability. Economic exploitation, with the aim of contributing to their well-maintained, is sometimes the best way to get resources. The work will include different lines of research with the following objectives. - Establishment of processes for assessing total costs over the building life cycle (LCC), during the planning stages or maintenance budgets to determine the most advantageous operating system. - Relationship between the value of property and maintenance costs, and establishing a sensitivity analysis.

Land value bears significant weight in house prices in historical town centers. An essential aim for regulating the mortgage market, particularly in the financial and property crisis that countries such as Spain are undergoing, is to have at hand objective procedures for its valuation, whatever the conditions (location, construction, planning). Of all the factors contributing to house price make-up, the land is the only one whose value does not depend on acquisition cost, but rather on the location-time binomial. That is to say, the specific circumstances at that point and at the exact moment of valuation. For this reason, the most commonly applied procedure for land valuation in town centers is the use of the residual method: once the selling price of new housing in a district is known, the other necessary costs and expenses of development are deducted, including those of building and the developer’s profit. The value left is that of the land. To apply these procedures it is vital to have figures such as building costs, technical fees, tax costs, etc. But, above all, it is essential to obtain the selling price of the new housing. This is not always feasible, on account of the lack of newbuild development in this location. This shortage of information occurs in historical town cities, where urban renewal is slight due to the heritage-protection policies, and where, nevertheless there is substantial activity in the secondary market. In these circumstances, as an alternative for land valuation in consolidated urban areas, we have the adaptation of the residual method to the particular characteristics of the secondary market. To these ends, there is the proposal for the appreciation of the dwelling which follows, in a backwards direction, the application of traditional depreciation methods proposed by the various valuation manuals and guidelines. The reliability of the results obtained is analyzed by contrasting it with published figures for newly-built properties, according to different rules applied in administrative appraisals in Spain and the incidence of an eventual correction due to conservation state.

This work sets out an innovative methodology that aims to facilitate the implementation and continuous improvement of Social Responsibility. It is a methodology that takes account of strategic-economic, social and environmental questions and allows measuring the impact of each of these aspects on the stakeholders and on each of the value areas. It can be extrapolated to all kinds of organisations regardless of their size and sector and admits scaleable models. A marked feature that sets it aside from other methodologies is that it eliminates subjectivity from the qualitative aspects and introduces an algorithm to quantify them.

El estado Bolívar con una superficie de 238.000 Km2 se encuentra ubicado al SE de Venezuela y su capital es Ciudad Bolívar. Ocupa el 26,24% de la superficie del territorio nacional. Ciudad Guayana es la principal región del desarrollo económico del estado siendo sede de las empresas básicas de los sectores siderúrgicos y del aluminio que se encargan de la extracción, procesamiento y transformación del mineral de hierro y de la transformación de la bauxita en aluminio primario. Además, cuenta con un gran potencial hidroeléctrico, garantizando el suministro de energía eléctrica para el funcionamiento de las empresas básicas, para el parque industrial de la región, así como para el desarrollo industrial, económico y social de la nación. Con relación al sector de la industria del mineral de hierro y del aluminio, las empresas destinan más del 60 por ciento de su producción al mercado internacional. A pesar de que el sector de las Pequeñas y Medianas Industrias (PYMIS) del estado Bolívar cuenta con un mercado cercano y seguro, no se le ha propiciado un desarrollo integral en términos de orientar sus esfuerzos en innovar en nuevos productos o mejoras de procesos. Debido a la falta del personal de investigación calificado, la escasa vinculación con centros de investigación, la baja inversión en investigación, desarrollo tecnológico e innovación (I+D+i), la ausencia de la aplicación de una política pública de I+D+i y la desarticulación de los miembros del Sistema Regional de Innovación (SRI), constituyen los principales obstáculos para generar bienes y servicios con un alto valor agregado. Esta situación desequilibra y hace ineficiente el funcionamiento del SRI. La baja capacidad de las PYMIS del estado Bolívar en I+D+i, es una situación que impide generar por si sola nuevos productos o procesos para satisfacer las demandas del mercado regional. Por lo tanto, se requiere de la intervención y participación activa de la institución gubernamental responsable del diseño y aplicación de una política pública de I+D+i para dinamizar la capacidad de innovación en las PYMIS, en su articulación y vinculación con los miembros del SRI. xiii El presente proyecto se planteó como objetivo diseñar una metodología de política pública de I+D+i para liderar, coordinar y direccionar el SRI del estado Bolívar, para el desarrollo de la capacidad de innovación en el sector industrial y específicamente en las PYMIS. La presente tesis representa una investigación no experimental de tipo proyectivo que analiza la situación actual del Sistema Regional de Innovación del estado Bolívar. El análisis de los resultados se ha dividido en tres fases. En la primera se realizan diagnósticos por medio de encuestas de las PYMIS en materia de I+D+i, de los centros y laboratorios de investigación pertenecientes a las universidades de la región en el área de Materiales y de los sectores financieros público y privado. En dichas encuestas se evalúa el nivel de integración con los entes gubernamentales que definen y administran la política pública de I+D+i. En la segunda fase, con el diagnóstico y procesamiento de los resultados de la primera fase, se procede a desarrollar un análisis de las fortalezas, oportunidades, debilidades y amenazas (FODA) del Sistema Regional de Innovación, permitiendo comprender la situación actual de la relación y vinculación de las PYMIS con los centros de investigación, instituciones financieras y entes gubernamentales. Con la problemática detectada, resultó necesario el diseño de estrategias y un modelo de gestión de política pública de I+D+i para la articulación de los miembros del SRI, para el apoyo de las PYMIS. En la tercera fase se diseña la metodología de política pública de I+D+i para fortalecer la innovación en las PYMIS. La metodología se representa a través de un modelo propuesto que se relaciona con las teorías de los procesos de innovación, con los modelos de sistemas de innovación y con las reflexiones y recomendaciones hechas por diferentes investigadores e instituciones de cooperación internacional referentes a la aplicación de políticas públicas de I+D+i para dinamizar la capacidad de innovación en el sector industrial. La metodología diseñada es comparada con diferentes modelos de aplicación de política pública de I+D+i. Cada modelo se representa en una figura y se analiza su xiv situación presente y la función que desempeña el ente gubernamental en la aplicación del enfoque de política pública de I+D+i. El diseño de la metodología de política pública de I+D+i propuesta aportará nuevos conocimientos y podrá ser aplicado para apoyar el progreso de la I+D+i en las PYMIS de la región, como caso de estudio, con el fin de impulsar una economía más competitiva y reducir el grado de dependencia tecnológica. La metodología una vez evaluada podrá ser empleada en el contexto de la gran industria y en otras regiones de Venezuela y además, puede aplicarse en otros países con características similares en su tejido industrial. En la tesis doctoral se concluye que el desarrollo de la capacidad de innovación en las PYMIS depende del diseño y aplicación de la política pública de I+D+i como elemento dinamizador y articulador del SRI del estado Bolívar. xv ABSTRACT The Bolivar state with an area of 238,000 km2 is located in the SE of Venezuela and its capital is Ciudad Bolivar. It occupies a surface which is 26.24% of the national territory. Ciudad Guayana is the main area of the state's economic development and the location of the corporate headquarters of the basic steel and aluminum sectors that are responsible for the extraction, processing and transformation of iron ore and bauxite processing for primary aluminum. It also has a great hydroelectric potential, ensuring the supply of electricity for the operation of enterprises, for the regional industrial park as well as for the industrial, economic and social development of the nation. With regard to the iron ore and aluminum industry, companies allocate more than 60 percent of their production to the international market. Although the sector of Small and Medium Industries (SMIs) of the Bolivar state has a secure market, it has not been led to an integral development in terms of targeting its efforts on innovating new products or improving processes. Due to the lack of qualified research staff, poor links with research centers, low investment in research, technological development and innovation (R & D & I), the absence of the implementation of a public policy for R & D & I and the dismantling of the members of the Regional Innovation System (RIS), are the main obstacles to generate goods and services with high added value. This situation makes the RIS unbalanced and inefficient. The low capacity of Bolivar state’s SMIs in R & D & I, is a situation that cannot generate by itself new products or processes to meet regional market demands. Therefore, it requires the active involvement and participation of the government institution responsible for the design and implementation of R & D & I public policy to boost the innovation capacity in SMIs, through the connection and integration with members of the RIS. This project is intended to design a methodology aimed at public policy for R & D & I to lead, coordinate and direct the RIS of Bolivar state, for the development of innovation capacity in the industrial sector and specifically in the SMIs. xvi This thesis is an experimental investigation of projective type which analyzes the current situation of the Regional Innovation System of the Bolivar state. The analysis of the results is divided into three phases. In the first one, a diagnosis is performed through surveys of SMIs in R & D & I centers and research laboratories belonging to the universities of the region in the area of materials and public and private financial sectors. In such surveys the level of integration with government agencies that define and manage the public policy of R & D & I is assessed. In the second phase, with the diagnosis and processing of the results of the first phase, we proceed to develop an analysis of the strengths, weaknesses, opportunities and threats (SWOT) of the Regional Innovation System, allowing the comprehension of the current status of the relationship of SMIs with research centers, financial institutions and government agencies. With the problems identified it was necessary to design strategies and a model of public policy management of R & D & I for the articulation of the members of the RIS, to support the SMIs. In the third phase a public policy methodology for R & D & I is designed in order to strengthen innovation in SMIs. The methodology is shown through a proposed model that relates to the theories of the innovation process, with models of innovation systems and with the discussions and recommendations made by different researchers and institutions of international cooperation concerning the implementation of policies public for R & D & I to boost innovation capacity in the industrial sector. The methodology designed is compared with different models of public policy implementation for R & D & I. Each model is represented in a figure and its current situation and the role of the government agency in the implementation of the public policy approach to R & D & I is analyzed. The design of the proposed public policy methodology for R & D & I will provide new knowledge and can be applied to support the progress of R & D & I in the region’s SMIs, as a case study, in order to boost a more competitive economy and reduce the degree of technological dependence. After being evaluated the methodology can be used in the context of big industry and in other regions of Venezuela and can also be applied in other countries with similar characteristics in their industrial structure. xvii The thesis concludes that the development of the innovation capacity in SMIs depends on the design and implementation of the public policy for R & D & I as a catalyst and coordination mechanism of the Regional Innovation System of the Bolivar state.

Resulta difícil definir una profesión que surge por la necesidad de adaptar los espacios de trabajo a las nuevas tendencias de las organizaciones, a la productividad, a las nuevas tecnologías que continúan modificando y facilitando desde las últimas décadas el modo y forma de trabajar. Mucho más complicado resulta definir una profesión casi invisible. Cuando todo funciona en un edificio, en un inmueble, en un activo. Todo está correcto. He ahí la dificultad de su definición. Lo que no se ve, no se valora. Las reuniones, las visitas, un puesto de trabajo, una sala de trabajo, una zona de descanso. La climatización, la protección contra incendios, la legionela, el suministro eléctrico, una evacuación. La organización, sus necesidades, su filosofía. Los informes, los análisis, las mejoras. Las personas, el espacio, los procesos, la tecnología. En la actualidad, todo se asocia a su coste. A su rentabilidad. En la difícil tarea de realizar el proyecto de un edificio, participan multitud de aspectos que deben estar perfectamente organizados. El arquitecto proyecta y aúna en el proyecto: pasado (experiencia), presente (tendencias) y futuro (perdurabilidad). Y es en ese momento, cuando al considerar el futuro del edificio, su perdurabilidad, hace que su ciclo de vida sea criterio fundamental al proyectar. Que deba considerarse desde el primer esbozo del proyecto. Para que un edificio perdure en el tiempo existen gran número de factores condicionantes. Empezando por su uso apropiado, su nivel de actividad, pasando por las distintas propiedades que pueda tener, y terminando por los responsables de su mantenimiento en su día a día. Esa profesión invisible, es la disciplina conocida como Facility Management. Otra disciplina no tan novedosa –sus inicios fueron a finales del siglo XIX-, y que en la actualidad se empieza a valorar en gran medida es la Responsabilidad Social. Todo lo que de forma voluntaria, una organización realiza por encima de lo estrictamente legal con objeto de contribuir al desarrollo sostenible (económico, social y medio ambiental). Ambas disciplinas destacan por su continuo dinamismo. Reflejando la evolución de distintas inquietudes: • Personas, procesos, espacios, tecnología • Económica, social, medio-ambiental Y que sólo puede gestionarse con una correcta gestión del cambio. Elemento bisagra entre ambas disciplinas. El presente trabajo de investigación se ha basado en el estudio del grado de sensibilización que existe para con la Responsabilidad Social dentro del sector de la Facility Management en España. Para ello, se han estructurado varios ejercicios con objeto de analizar: la comunicación, el marco actual normativo, la opinión del profesional, del facilities manager. Como objetivo, conocer la implicación actual que la Responsabilidad Social ejerce en el ejercicio de la profesión del Facilities Manager. Se hace especial hincapié en la voluntariedad de ambas disciplinas. De ahí que el presente estudio de investigación realice dicho trabajo sobre elementos voluntarios y por tanto sobre el valor añadido que se obtiene al gestionar dichas disciplinas de forma conjunta y voluntaria. Para que una organización pueda desarrollar su actividad principal –su negocio-, el Facilities Manager gestiona el segundo coste que esta organización tiene. Llegando a poder ser el primero si se incluye el coste asociado al personal (nóminas, beneficios, etc.) Entre el (70 – 80)% del coste de un edificio a lo largo de toda su vida útil, se encuentra en su periodo de explotación. En la perdurabilidad. La tecnología facilita la gestión, pero quien gestiona y lleva a cabo esta perdurabilidad son las personas en los distintos niveles de gestión: estratégico, táctico y operacional. En estos momentos de constante competencia, donde la innovación es el uniforme de batalla, el valor añadido del Facilities Manager se construye gestionando el patrimonio inmobiliario con criterios responsables. Su hecho diferenciador: su marca, su reputación. ABSTRACT It comes difficult to define a profession that emerges due to the need of adapting working spaces to new organization’s trends, productivity improvements and new technologies, which have kept changing and making easier the way that we work during the last decades. Defining an invisible profession results much more complicated than that, because everything is fine when everything works in a building, or in an asset, properly. Hence, there is the difficulty of its definition. What it is not seen, it is not worth. Meeting rooms, reception spaces, work spaces, recreational rooms. HVAC, fire protection, power supply, legionnaire’s disease, evacuation. The organization itself, its needs and its philosophy. Reporting, analysis, improvements. People, spaces, process, technology. Today everything is associated to cost and profitability. In the hard task of developing a building project, a lot of issues, that participate, must be perfectly organized. Architects design and gather/put together in the project: the past (experience), the present (trends) and the future (durability). In that moment, considering the future of the building, e. g. its perdurability, Life Cycle turn as the key point of the design. This issue makes LCC a good idea to have into account since the very first draft of the project. A great number of conditioner factors exist in order to the building resist through time. Starting from a suitable use and the level of activity, passing through different characteristics it may have, and ending daily maintenance responsible. That invisible profession, that discipline, is known as Facility Management. Another discipline, not as new as FM –it begun at the end of XIX century- that is becoming more and more valuable is Social Responsibility. It involves everything a company realizes in a voluntary way, above legal regulations contributing sustainable development (financial, social and environmentally). Both disciplines stand out by their continuous dynamism. Reflecting the evolution of different concerning: • People, process, spaces, technology • Financial, social and environmentally It can only be managed from the right change management. This is the linking point between both disciplines. This research work is based on the study of existing level of increasing sensitivity about Social Responsibility within Facility Management’s sector in Spain. In order to do that, several –five- exercises have been studied with the purpose of analyze: communication, law, professional and facility manager’s opinions. The objective is to know the current implication that Social Responsibility has over Facility Management. It is very important the voluntary part of both disciplines, that’s why the present research work is focused over the voluntary elements and about the added value that is obtained managing the before named disciplines as a whole and in voluntary way. In order a company can develop his core business/primary activities, facility managers must operate the second largest company budget/cost centre. Being the first centre cost if we considerer human resources’ costs included (salaries, incentives…) Among 70-80% building costs are produced along its operative life. La construcción es una de las actividades más valiosas para la sociedad debido a la naturaleza de los servicios que ofrece y por el volumen de empleos y movimiento económico que genera. Por ello es un elemento fundamental para el desarrollo sustentable. Es una industria compleja, cada vez más dependiente del conocimiento. Debido a su naturaleza fragmentaria y temporal y la alta rotación de personal presenta grandes retos y complicaciones particulares. Estas dificultades en oportunidades pueden transformarse en problemas por la complejidad, localización geográfica o los requisitos técnicos, financieros e innovaciones de los proyectos. Debido a sus características, las construcciones sufren cambios en las condiciones planificadas. Con frecuencia estos cambios conducen a retrasos en la ejecución de los proyectos, costes superiores a los presupuestados y conflictos entre los clientes y los ejecutores. Esto genera problemas de competitividad que afectan tanto a países desarrollados como países en vías de desarrollo. Los problemas de la construcción tienen perniciosos efectos para la sociedad, que pierde recursos que deberían permitir mejores resultados en términos de calidad de vida y beneficios sociales y económicos. Debido a la importancia del sector y los ingentes recursos que se invierten en cada proyecto se justifican los máximos esfuerzos para lograr los mejores desempeños de esta industria. Éste interés ha orientado el desarrollo de investigaciones, para apoyar el logro de los objetivos de mejoramiento continuo y construcción sustentable. Los estudios desarrollados han permitido demostrar el valor añadido del conocimiento en todos los sectores productivos. Para la construcción, los conocimientos ofrecen indicadores de desempeño, datos y lecciones aprendidas provenientes de aciertos y errores. Estos deben conducir a aprendizajes fundamentales para sustentar su competitividad. Sin embargo, a pesar de los conocimientos disponibles y los avances en las técnicas de control gerencial y de proyectos, es alarmante la recurrencia de los problemas de construcción. Esta problemática se manifiesta con severidad en los proyectos de construcción industrial que se desarrollan para el sector petrolero, petroquímico y energético venezolano. El sector presenta evidentes necesidades para un mejor desempeño competitivo por la alta incidencia de retrasos de los proyectos, que implican pérdidas de gran parte de los recursos humanos, financieros, técnicos y conocimientos invertidos. Esta investigación plantea como objetivos analizar la importancia de la construcción y su sustentabilidad, los principales problemas que afectan el sector, la gestión del conocimiento y algunos modelos disponibles para gestionarlos. Igualmente examina las lecciones aprendidas y la productividad y competitividad, con particular atención a los problemas de competitividad venezolanos. Adicionalmente se evalúan las implicaciones del conocimiento como activo estratégico y se caracterizan las empresas de construcción industrial venezolanas. Para ello se identifican las dimensiones que sustentan la gestión del conocimiento en estas empresas, para finalmente determinar las que resultan más idóneas para el nuevo modelo a ser propuesto. Con estos objetivos se desarrolló el estudio empírico. Para ello fueron invitados a participar representantes de 105 empresas y expertos de construcción distintos, todos con experiencias de construcción al sector industrial venezolano. Se obtuvieron 112 respuestas en representación de 41 organizaciones y expertos diferentes. El trabajo de campo inició en Junio de 2012 y culminó en Noviembre de 2012. Los datos obtenidos fueron analizados con apoyo de técnicas estadísticas descriptivas y multivariables. Los objetivos de la investigación se alcanzaron ya que se logró caracterizar el sector de las construcciones industriales y se propuso un nuevo modelo de gestión del conocimiento adecuado a sus características. El nuevo modelo fue formulado atendiendo a criterios de sencillez, bajos costes y facilidad de adaptación para motivar su utilización en organizaciones de construcción industrial variadas. Con ello se busca que resulte de utilidad aún para las organizaciones más pequeñas, con menores recursos o aquellas que enfrentan entornos constructivos complicados. Por último se presentan algunas sugerencias para motivar la comprensión de los fenómenos estudiados en los grupos de interés de la construcción. Se propone analizar estos problemas desde las etapas iniciales de los estudios de ingeniería, de arquitectura, de construcción, de economía y administración. Igualmente se propone desarrollar acciones conjuntas de parte de los sectores académicos, gubernamentales, industriales y asociaciones para el mejoramiento competitivo y desarrollo sustentable global. La propuesta aporta datos sobre el sector constructivo venezolano en un área que presenta grandes carencias y propone un modelo innovador por su sencillez y orientación hacia el uso diario e intuitivo de los conocimientos como recursos fundamentales para la competitividad. Esta orientación puede tener trascendencia más allá del sector descrito, para apoyar la solución de problemas de otras industrias en entornos globales. ABSTRACT Construction is one of the most valuable activities for society due to the nature of the services offered and the number of jobs and revenues generated. Therefore it is a key element for sustainable development. Construction is a complex industry increasingly dependent on knowledge. Its temporary and fragmentary nature and the high staff turnover present great challenges and particular complications to construction. In some cases these conditions may evolve to serious problems because of the complexity, geographic location or even technical, financial and innovative requirements of each project. Due to their characteristics, constructions frequently undergo changes in planned conditions. Often these changes lead to delays in project completion, costs higher than budgeted and conflicts between clients and performers. This creates problems of competitiveness affecting both developed and developing countries. The construction problems have harmful effects on society, since it loses resources that would otherwise allow better results in terms of quality of life and social and economic benefits. The importance and the enormous resources invested in each project justify the efforts to achieve the best performance of this industry. This interest has guided the development of multiple research efforts to support the achievement of construction performance improvements and sustainable construction. The studies carried out have demonstrated the added value of knowledge in all productive sectors. For construction, knowledge offers performance indicators, data and lessons learned from successes and failures. These should lead to fundamental learning to sustain sector competitiveness. However, despite the available knowledge and advances in techniques and project management control, the recurrence of construction problems is alarming. This problem shows itself severely in industrial construction projects that are developed for the Venezuelan oil, petrochemical and energy sectors. These sectors have evident needs for better competitive performance because of the high incidence of project delays, involving loss of much of the human, financial, technical and knowledge resources invested. This research analyzes the importance of construction and sustainability, the main problems affecting the sector, knowledge and some models available to manage them. It also examines the lessons learned and the productivity and competitiveness, with particular attention to the problems of Venezuelan competitiveness. Additionally, the Venezuelan industrial construction companies are characterized evaluating the implications of knowledge as an strategic asset for construction. Moreover, the research evaluates the dimensions that support knowledge management in these companies, to finally identify those that are the most suitable for the new model to be proposed. With these objectives in mind the empirical study was developed. 105 different companies and experts with Venezuelan industrial construction experiences were invited to participate on the survey. 112 responses were obtained representing 41 different organizations and experts. Fieldwork started in June 2012 and ended in November 2012. The data obtained was analyzed with descriptive and multivariate statistical techniques. The research objectives were achieved since the industrial construction sector was characterized and a new management model was proposed based on the particular characteristics of these companies. The new model was formulated according to the criteria of simplicity, low cost and ease of adaptation. This was performed to motivate the use of the new model in various industrial construction organizations, even in smaller companies, with limited resources or those facing complex construction environments. Finally some suggestions to encourage understanding of the phenomena studied among construction stakeholders were proposed. The importance of studying these problems at an early stage of the engineering, architectural, construction, economic and administration studies is highlighted. Additionally, academic, government, industrial organizations and associations are invited to join efforts to improve the competitive and sustainable global development. The proposal provides data on the Venezuelan construction sector in an area that has large gaps and proposes a model which is innovative for its simplicity and suggests the daily and intuitive use of knowledge resources as a key issue to competitiveness. This orientation may have implications beyond the described sector to support the solution of problems of other industries in a global environment.
