The analysis of the evolution of the M3 money aggregate is an important element in the definition and implementation of monetary policy for the ECB. A well-defined and stable long run demand function is an essential requisite for M3 to be a valid monetary tool. Therefore, this paper analyzes based in cointegration techniques the existence of a long run money demand, estimating it and testing its stability for the Euro Area and for ten of its member countries. Specifically, bearing in mind the high degree of monetary instability that the current economic crisis has created in the Euro Area, we also test whether this has had a noticeable impact in the cointegration among real money demand and its determinants. The analysis gives evidence of the existence of a long run relationship when the aggregated Euro Area and six of the ten countries are considered. However, these relationships are highly instable since the outbreak of the financial crisis, leading in some cases to even rejecting cointegration. All this suggests that the ECB’s strategy of focusing in the M3 monetary aggregates could not be a convenient approach under the current circumstances

O objetivo desta tese é traçar um panorama histórico das políticas públicas de planejamento familiar do Estado brasileiro, inserindo-o no contexto da complexa conjuntura sociopolítico-econômica no período de 1980 até a atualidade. Mediante pesquisa bibliográfica e documental, investigam-se, na interseção das políticas para população, mulher e saúde, as influências e interesses que incidem sobre programas de planejamento familiar. Após recuperar brevemente a trajetória dos movimentos de mulheres e feministas, que constituíram atores sociais centrais no debate sobre as políticas de população e de planejamento familiar, focaliza-se a drástica redução nas taxas de fecundidade da mulher brasileira ocorrida a partir dos anos 1960, na vigência oficial de uma política natalista, mas na omissão do Estado ao permitir a difusão no país de organizações de cunho controlista, que viabilizaram às mulheres o acesso à pílula anticoncepcional e à esterilização. Acompanha-se a evolução das políticas de população em nível mundial, destacando a atuação da Organização das Nações Unidas e de suas conferências mundiais, focalizando a Conferência Internacional de População e Desenvolvimento realizada no Cairo em 1994, que provocou uma inflexão nas políticas de saúde da mulher para saúde reprodutiva. No Brasil, que já contava com um programa pioneiro de saúde da mulher o Paism (1983) , os efeitos do Cairo vieram somar-se à definição do planejamento familiar pela Constituição de 1988 e à instituição do Sistema Único de Saúde em 1990. A análise permitiu identificar as influências externas e internas que incidem sobre a política de planejamento familiar. A política de planejamento familiar do país hoje configura-se democrática, abrangente e descentralizada, sendo a principal tensão identificada entre seus enunciados e sua implementação na prática, ou seja, só será efetiva se houver um controle social eficaz.

A Rede Cegonha foi uma iniciativa pública governamental instituída em 2011 com o foco na atenção à saúde materna e infantil. Surgiu enquanto uma promessa de campanha e foi constituída oficialmente no mandato de Dilma Rousseff que a caracterizaria como uma corrente de cuidados especiais. O processo de constituição desta agenda política foi perpassado por controvérsias que evidenciavam diferenças sobre o que seria uma agenda pública de saúde voltada para as mulheres, além de divergências sobre o como se construir uma política de saúde na área da mulher. Assim, em torno destas controvérsias a própria concepção de saúde da mulher e saúde reprodutiva estavam em debate. A perspectiva de configuração da política é compreendida dinamicamente, desnaturalizando a própria concepção de Estado, abandonando o pressuposto de sua universalidade. Assim, observar a dinâmica de constituição da Rede Cegonha, entendendo-a enquanto um processo aberto. De outro modo, as controvérsias também funcionaram como uma entrada no estudo da própria política, funcionando como um forjar estranho. Os adversários contribuem para a desconstrução de verdades, assim, práticas e crenças são colocadas em análise. Para esta finalidade alguns procedimentos metodológicos foram escolhidos. O primeiro deles foi a pesquisa em dois blogs que se destacaram por acolher e divulgar opiniões sobre a Rede Cegonha. Também foram realizadas entrevistas a atores-chave e realizada leituras de documentos oficiais da política. A trajetória de constituição da política é narrada em dois pontos. O primeiro construído a partir da fala daqueles que contribuíram na sua formulação e/ou execução da política. O segundo a partir de uma fala que a confronta. Ambas apresentações serão cotejadas pelos documentos públicos oficiais. O processo de constituição da Rede Cegonha foi perpassado por controvérsias sobre diferentes concepções de políticas de saúde reprodutiva. Novos sujeitos políticos se articularam a partir destas controvérsias, tal seja, movimentos pro-vida, movimentos pela humanização do parto, blogueiras maternistas, movimentos feministas se posicionaram neste processo.

The CGIAR Research Program on Aquatic Agricultural Systems (CRP AAS) was approved by the CGIAR Fund Council in July, 2011. Solomon Islands, one of five countries targeted by the program, began its rollout with a five month planning phase between August and December of 2011. Subsequent steps of the Program rollout include scoping, diagnosis and design. This report is the first to be produced during the scoping phase in Solomon Islands; it addresses the national setting and provides basic information on the context within which the AAS Program will operate. The macro level subjects of analysis provide initial baselines of national level indicators, policy context, power relationships and other factors relevant to the Program.

The WorldFish Center is implementing the FtF Aquaculture Project in 20 southern districts in Bangladesh. The project is implemented under USAID’s Feed the Future initiative in collaboration with the Government of Bangladesh. The project contributes to achieving the ‘Feed the Future’ goals through four objectives: (i) dissemination of improved quality fish and shrimp seed, (ii) improving the nutrition and income status of farm households, (iii) increasing investment, employment and fish production through commercial aquaculture and (iv) policy and regulatory reform and institutional capacity building to support sustainable aquaculture growth. The project commissioned this study to gather insights into the value chains of shrimp, prawn and tilapia in the project region and the feasibility of promoting culture of brackish water sea-bass in the region. The findings and recommendations are expected to provide the foundation for the project to design its interventions for achieving its goals.

The Transboundary Diagnosis Analysis(TDA) quantifies and ranks water-related environmental transboundary issues and their causes according to the severity of environmental and/or socio-economic impacts. The three main issues in BOBLME are; overexploitation of marine living resources; degradation of mangroves, coral reefs and seagrasses; pollution and water quality. Volume 2 contains background material that sets out the bio-physical and socio-economic characteristics of the BOBLME; an analysis of the legal,policy and administrative context; and an assessment of the status of marine living resources and marine environment in coastal areas

This study investigates the key drivers affecting emission increases in terms of population growth, economic growth, industrial transformation, and energy use in six Chinese megacities: Beijing, Shanghai, Tianjin, Chongqing, Guangzhou, and Hong Kong. The six cities represent the most-developed regions in China and they have similar per capita carbon dioxide (CO 2) emissions as many developed countries. There is an urgent need to quantify the magnitude of each factor in driving the emissions changes in those cities so that a potential bottom-up climate mitigation policy design at the city and sectoral levels can be initiated. We adopt index decomposition analysis and present the results in both additive and multiplicative approaches to reveal the absolute and relative levels of each factor in driving emission changes during 1985-2007. Among all cities, economic effect and energy intensity effect have always been the two dominant factors contributing to the changes in carbon emissions. This study reveals that there are large variations in the ways driving forces contribute to emission levels in different cities and industrial sectors. © 2012 by Yale University.

In the face of increasing demand and limited emission reduction opportunities, the steel industry will have to look beyond its process emissions to bear its share of emission reduction targets. One option is to improve material efficiency - reducing the amount of metal required to meet services. In this context, the purpose of this paper is to explore why opportunities to improve material efficiency through upstream measures such as yield improvement and lightweighting might remain underexploited by industry. Established input-output techniques are applied to the GTAP 7 multi-regional input-output model to quantify the incentives for companies in key steel-using sectors (such as property developers and automotive companies) to seek opportunities to improve material efficiency in their upstream supply chains under different short-run carbon price scenarios. Because of the underlying assumptions, the incentives are interpreted as overestimates. The principal result of the paper is that these generous estimates of the incentives for material efficiency caused by a carbon price are offset by the disincentives to material efficiency caused by labour taxes. Reliance on a carbon price alone to deliver material efficiency would therefore be misguided and additional policy interventions to support material efficiency should be considered. © 2013 Elsevier B.V.

Over the last decade, research in medical science has focused on knowledge translation and diffusion of best practices to enable improved health outcomes. However, there has been less attention given to the role of policy in influencing the translation of best practice across different national contexts. This paper argues that the underlying set of public discourses of healthcare policy significantly influences its development with implications for the dissemination of best practices. Our research uses Critical Discourse Analysis to examine the policy discourses surrounding the treatment of stroke across Canada and the U.K. It focuses in specific on how concepts of knowledge translation, user empowerment, and service innovation construct different accounts of the health service in the two countries. These findings provide an important yet overlooked starting point for understanding the role of policy development in knowledge transfer and the translation of science into health practice. © 2011 Operational Research Society. With the widespread exposure of people to nicotine through recreational use of tobacco products, research into nicotine has attracted increasing attention. Tobacco smoking is by far the most important cause of lung cancer. As the world's largest producer and consumer of tobacco products, China bears a large proportion of the global burden of smoking-related disease; therefore, information on nicotine publications should be collected to formulate future research policy. In the present study, we investigated nicotine-related research articles published by Chinese authors that were indexed in the Science Citation Index (SCI) from 1991 to 2007. An indicator "citations per publication" (CPP) was used in the study to evaluate the impact of journals, articles, and institutes. The quantity of publications has increased at a quicker pace than the worldwide trend. Article visibility, measured as the frequency of being cited, also increased during the period. However, the overall quality of articles, based on the impact factor of journals publishing those articles, dropped behind the worldwide average level. There has been an increase in international collaboration, mainly with researchers in the USA. The average CPP of international co-authorship articles was higher than that of single country publications. Besides the USA, nicotine research in China will benefit from more collaboration with Taiwan, England, and Germany. Some 110 of 264 articles were published by a single institute, and the top six institutes were compared from various angles. Seventy-two subject categories were covered, and trends (in terms of both quantity and quality) of nicotine research in China were compared with worldwide trends. In addition, analysis of keywords in both nicotine and lung cancer research fields was applied to indicate research interests. Mutual cooperation among multiple disciplines needs further strengthening.

BACKGROUND: The utilisation of good design practices in the development of complex health services is essential to improving quality. Healthcare organisations, however, are often seriously out of step with modern design thinking and practice. As a starting point to encourage the uptake of good design practices, it is important to understand the context of their intended use. This study aims to do that by articulating current health service development practices. METHODS: Eleven service development projects carried out in a large mental health service were investigated through in-depth interviews with six operation managers. The critical decision method in conjunction with diagrammatic elicitation was used to capture descriptions of these projects. Stage-gate design models were then formed to visually articulate, classify and characterise different service development practices. RESULTS: Projects were grouped into three categories according to design process patterns: new service introduction and service integration; service improvement; service closure. Three common design stages: problem exploration, idea generation and solution evaluation - were then compared across the design process patterns. Consistent across projects were a top-down, policy-driven approach to exploration, underexploited idea generation and implementation-based evaluation. CONCLUSIONS: This study provides insight into where and how good design practices can contribute to the improvement of current service development practices. Specifically, the following suggestions for future service development practices are made: genuine user needs analysis for exploration; divergent thinking and innovative culture for idea generation; and fail-safe evaluation prior to implementation. Better training for managers through partnership working with design experts and researchers could be beneficial.
