Perfil de la orientación vocacional y servicios de orientación y empleo: eje políticas sociales

El trabajo presenta la gestación de un nuevo modelo de Orientación Vocacional Ocupacional, centrado en la acción conjunta de Organismos Estatales, del Tercer Sector y Privados. Se identifican diferentes programas que incluyen el tratamiento de cuestiones de Trabajo, Empleo, y Educación en el marco de objetivos de desarrollo social, participación comunitaria y respeto por la diversidad. Los datos de la investigación permiten establecer relaciones entre las tareas, perfiles profesionales y formación profesional de los orientadores que participan en los diferentes programas.

Argentina 1998-2006 : ¿Recuperación económica con convergencia o reproducción de la heterogeneidad estructural con mayores tasas de empleo?

En este trabajo se discute en torno al comportamiento que ha presentado la estructura social del trabajo entre 1998 y 2006, buscando contribuir al debate sobre el cambio del régimen de empleo operado en la etapa posdevaluación. Con este objetivo, el documento examina la desigual performance que registraron los diferentes segmentos del mercado laboral, así como la invariabilidad que mostró tener la composición sectorial de la fuerza de trabajo. En este marco, se realiza una evaluación comparativa del impacto generado sobre las brechas de ingresos laborales por la heterogeneidad estructural en el mercado de trabajo. Para tal efecto, se ajustan diferentes modelos teóricos de regresión sobre el logaritmo de las remuneraciones horarias de cada año. El estudio analiza cuatro momentos clave del proceso económico argentino: 1998, 2001, 2003 y 2006

The quintuple way: cognitive Strategies - transformation strategies

In this work five different ways of intervention, strategically articulated, on the social world, are established. And it includes two approaches regarding the realm of knowledge and that of social change. In the second approach, five basic categories are proposed: society, State, economy, poverty and power, which work as basic a framework understand society and to serve as an orientation to carry out the necessary change. This approach to fundamental problems in our society can be applied both to world order conflicts as well as to regional and local ones. The five-fold way embodies the set of strategic packages that make it possible to understand social life and to transform it.

Estado, política y modernización en la provincia de Buenos Aires : ¿Hacia un proceso de innovación?

Tras la crisis que hizo eclosión en los años 2001-2002, irrumpió la necesidad de redefinir el papel del Estado, reivindicando el rol de la Administración Pública. Es a partir de esta coyuntura que se comenzó a dar un nuevo impulso a la modernización de la gestión pública en la provincia de Buenos Aires. En este trabajo, se aborda críticamente el proceso de fortalecimiento y modernización del Estado provincial, tomando como objeto de estudio el Programa de Expertos en Gestión Pública creado en el año 2010. Por medio de un estudio de caso, nos proponemos indagar en la posible brecha existente entre el discurso modernizador esbozado por las autoridades y el funcionamiento del Estado provincial. Así, se retoman los análisis de Oszlak [2009], quien sostiene que toda transformación en el aparato institucional '(...) exige una combinación virtuosa de tres variables: tecnología, cultura y voluntad política.' Tomando como base esta premisa y considerando que la innovación tecnológica no habría operado como un factor decisivo, se supone que serían la cultura organizacional y la voluntad política dos nociones fundamentales a la hora de explicar la mencionada acción modernizadora

Vocational and occupational counsseling: a strategy of preventive intervention directed to Young men and women from the interior of the province of Buenos Aires

This work belongs to one of the activities that are carried out in the Vocational and Occupational Guidance Center (V.O.G.C.) of the Faculty of Humanities and Educational Sciences at the L.P.N.U. In the year 1994 the Vocational/Occupational Guidance Programme for Municipalities was created, destined for work with adolescents who are attending their last year at secondary schools in the interior of the Province of Buenos Aires . The Programme aims at fostering the development of spaces for reflection related to the educational/working projects of the adolescents who are close to entering university. The proposal is based on the methodology of work groups, in the journeys preoccupations are sheared, the worries and fears experienced by the students are shared with their hosts, possibilities are used as ground for construction, dealing both with aspects of their current situation and their future possibilities. From the analysis of the group productions collected throughout these years, we have developed a student's profile that - although it resembles the one obtained from local adolescents- adds new questions and points of view, thus increasing the complexity of the balance of forces related to the question of having to make a choice.

Cross-cultural counseling: problems and prospects

This work tries to assess the contributions made to educational counseling in recent years by theoretical and applied research and practical actions in the area of cross-cultural counseling. So, it offers a synthesis of the main contributions made from the theoretical and practical viewpoints within this specific scientific field.

Work instability versus mental health

This contribution is part of a research on guidance and employment in La Plata , province of Buenos Aires (Argentina) undertaken jointly by the Chairs of Preventive Psychology and Vocational Guidance, both pertaining to the course of studies for Psychology at the National University of La Plata. This research is based on four axes, namely, education-work-social policies-health. This paper shall focus around the health axis, which is not provided with placement and employment services. Some unsystematical guidance experiences from the services of Adolescence and Mental Health are currently under way in the area. Research points to the existence of new demands of psychological treatment from a population ("the new poor") afraid of losing their jobs -or even unemployed- who was not in the habit of going to the public hospital. In the casuistry explored here, people afraid of losing their jobs present more psychosomatic complexities. Local population is also analysed and the said analysis is linked with several national and international research projects.

137Cs and 90Sr depositions, and 137Cs/90Sr ratios of samples from the Kraton-3 underground nuclear explosion site, Russia

Strontium-90 activity concentrations in surface soils and areal deposition densities have been studied at a site contaminated by an accidental release to atmosphere from the underground nuclear explosion 'Kraton-3' conducted near the Polar Circle (65.9°N, 112.3°E) within the territory of the former USSR in 1978. In 2001-2002, the ground surface contamination at 14 plots studied ranged from 20 to 15000 kBq/m**2, which significantly exceeds the value of 0.44 kBq/m**2 deduced for three background plots. The zone with substantial radiostrontium contamination extends, at least, 2.5 km in a north-easterly direction from the borehole. The average 137Cs/90Sr ratio in the ground contamination originated from the 'Kraton-3' fallout was estimated to be 0.55, which is significantly different from the ratio of 2.05 evaluated for background plots contaminated mostly from global fallout. Although vertical migration of 90Sr in all undisturbed soil profiles studied is more rapid than that for 137Cs, the depth of percolation of both radionuclides into the ground is mostly limited to the top 10-20 cm, which may be explained, primarily, by permafrost conditions. The horizontal migration rate of radiostrontium in the aqueous phase exceeds the radiocaesium migration rate by many times. This phenomenon seems to be a reason for the significant enrichment of the soil surface layers by radiostrontium at some sites, with variations occurring in accordance with small-scale irregularities of landscape.

Swath sonar bathymetry during POLARSTERN cruise ANT-XIX/2 (PS61) with links to multibeam raw data files

Multibeam data were measured during R/V Polarstern cruise ANT-XIX/2 along track lines of about 6,100 NM total length along transits, survey profiles and during stationary work, mainly in the Weddell Sea. A multibeam survey was conducted in the eastern Weddell Sea at a potential earthquake area, located east of Fimbul Canyon. The tracks complemented data from former expeditions and extended the surveyed area to 60 by 80 NM. Data were achieved during the transit to the eastern Weddell Sea and by several wide spaced track lines at the continental margin east of Antarctic Peninsula. Between 66°30'S and 67°S a systematic survey of about 35 by 40 NM was carried out at a slump area. The multibeam sonar system Hydrosweep DS-2 was operated using 59 beams and 90° aperture angle. The refraction correction was achieved utilizing the system's own cross fan calibration. The quality of data might be reduced during bad weather periods or adverse sea ice conditions. The dataset contains raw data that are not processed and thus may contain errors and blunders in depth and position.
