This poster explains the changes introduced in the Web Content Accessibility Guidelines (WCAG) 2.0 from WCAG 1.0 and proposes a checklist for adapting existing websites. Finally, it describes the most common criticisms of the WCAG and places them in the context of its origin and initial aims.

Aquestes directrius expliquen com fer que el contingut web sigui accessible a persones ambdiscapacitats i s'adrecen a creadors de contingut (autors de pàgines web o dissenyadors de llocs web) ia creadors d'eines d'autor. L'objectiu principal d'aquestes directrius és promoure l'accessibilitat.Tanmateix, l'aplicació de les directrius facilitarà l'accés al contingut a tot tipus d'usuari, sigui quin siguil'agent d'usuari usat (navegador web, navegador de veu, telèfon mòbil, ordinador de cotxe, etc.) o les condicions de l'entorn de consulta (entorns sorollosos, espais mal il·luminats, entorns en què no es poden usar lesmans, etc.). L'aplicació d'aquestes directrius també ajudarà els usuaris a trobar la informació d'unamanera més ràpida dins el web. Les directrius no pretenen desincentivar l'ús d'imatges, vídeo, etc., sinóque expliquen com fer que el contingut multimèdia sigui més accessible a una àmplia audiència.Aquest és un document de referència per a uns principis d'accessibilitat i idees de disseny. Algunes deles estratègies comentades tracten d'aspectes relatius a la internacionalització del web i a l'accés desde terminals mòbils. Tanmateix, el document se centra en l'accessibilitat i no tracta exhaustivament delsaspectes relacionats amb altres activitats del W3C. Si voleu més informació sobre aquests temes podeuconsultar les pàgines inicials W3C Mobile Access Activity (per a l'accés des de terminals mòbils) i W3CInternationalization Activity (per als aspectes d'internacionalització). Aquest document està pensat per a ser estable en el temps i, per tant, no dóna informació específica sobre si els navegadors funcionen o no amb una determinada tecnologia, ja que aquesta informació varia molt ràpidament. Aquesta informació es pot trobar al web de la Web Accessibility Initiative ,WAI, (Iniciativa d'Accessibilitat Web) [WAI-UA-SUPPORT].Aquest document inclou un annex que organitza tots els punts de verificació ordenats per tema i perprioritat. Objective: To describe the methodology of Confirmatory Factor Analyis for categorical items and to apply this methodology to evaluate the factor structure and invariance of the WHO-Disability Assessment Schedule (WHODAS-II) questionnaire, developed by the World HealthOrganization.Methods: Data used for the analysis come from the European Study of Mental Disorders(ESEMeD), a cross-sectional interview to a representative sample of the general population of 6 european countries (n=8796). Respondents were administered a modified version of theWHODAS-II, that measures functional disability in the previous 30 days in 6 differentdimensions: Understanding and Communicating; Self-Care, Getting Around, Getting Along withOthers, Life Activities and Participation. The questionnaire includes two types of items: 22severity items (5 points likert) and 8 frequency items (continuous). An Exploratory factoranalysis (EFA) with promax rotation was conducted on a random 50% of the sample. Theremaining half of the sample was used to perform a Confirmatory Factor Analysis (CFA) inorder to compare three different models: (a) the model suggested by the results obtained in theEFA; (b) the theoretical model suggested by the WHO with 6 dimensions; (c) a reduced modelequivalent to model b where 4 of the frequency items are excluded. Moreover, a second orderfactor was also evaluated. Finally, a CFA with covariates was estimated in order to evaluatemeasurement invariance of the items between Mediterranean and non-mediterranean countries.Results: The solution that provided better results in the EFA was that containing 7 factors. Twoof the frequency items presented high factor loadings in the same factor, and one of thempresented factor loadings smaller than 0.3 with all the factors. With regard to the CFA, thereduced model (model c) presented the best goodness of fit results (CFI=0.992,TLI=0.996,RMSEA=0.024). The second order factor structure presented adequate goodness of fit (CFI=0.987,TLI=0.991, RMSEA=0.036). Measurement non-invariance was detected for one of the items of thequestionnaire (FD20 ¿ Embarrassment due to health problems).Conclusions: AFC confirmed the initial hypothesis about the factorial structure of the WHODAS-II in 6factors. The second order factor supports the existence of a global dimension of disability. The use of 4of the frequency items is not recommended in the scoring of the corresponding dimensions.

Iowans with disabilities can be the employees that will be needed in the workforce by 2012 to improve economic development. This population should be trained and educated to provide a workforce that is skilled, diverse and qualified to perform a wide variety of jobs to meet the needs of a growing economy.

Each department will submit by July 31st an Affirmative Action/Diversity Plan to DAS, who will receive it on behalf of the Diversity Council. This document is to report on your activities and accomplishments for FY 2008, and report on your intended activities for FY 2009. For the purposes of this document, the term protected classes refers specifically to females, minorities, and persons with disabilities. Protected classes may be subject to numerical goal setting in employment. The term diversity includes the protected classes, but also includes broader differences, such as age, sexual orientation, and religion. These differences are not subject to numerical goal setting in employment, but may be protected by non-discrimination statutes and policies. In a national study released in 2007 by The Sentencing Project, Iowa tops the nation for imprisoning African Americans at a rate of 13.6 times that of whites. In addition, African Americans in Iowa are much more likely to be unemployed, lacking a high school diploma, and earning less than white Iowans. And African American offenders’ return-to-prison rates are higher than for white offenders.

For a person with a disability that limits or restricts their mobility, lack of sufficient parking can be a significant barrier to the full use and enjoyment of his or her dwelling. Lack of sufficient parking for persons with disabilities at a housing complex can also be a violation of State parking law, as well as State and Federal Fair Housing Laws. A resident with a disability who has a DOT parking permit who cannot find an available ‘persons with disabilities parking space’ or other suitable parking is effectively denied housing based on disability.

The primary goal of the project was to document the demographic profile of OWI offenders in Iowa. The study is based on both aggregate and case-level data. The case level data produced a final sample of 118,675 OWI convictions. That occurred from 2000 through 2009. The great majority of convicted offenders were White males. From 2000 through 2009 the percentage of convictions received by women increased by 34%. Defendants’ average age of was 30 years old, and the age cohorts of 15 to 24, 25 to 34, and 34 to 45 were overrepresented among convicted offenders. Whites were underrepresented among OWI defendants. African Americans, Hispanics and Native Americans were overrepresented. From 2000 through 2009, the percentage of aggravated misdemeanor felony OWI convictions received by Hispanics and African Americans increased significantly. The percentage of OWI convictions received by women and African Americans increased significantly after implementation of the .08 BAC law. We did not find convincing evidence of a direct relationship between enforcement trends and the alcohol related traffic fatalities (ARTFs). However, the ten year Iowa conviction trends did provide evidence of a conviction lag effect on Iowa’s ARTFs. The research findings established the basis for a phase two project that would assess the efficacy of OWI sentencing practices in Iowa.
