The article aims to review the discussion on police role within institutional reform in São Paulo First Republic implementation. The main argument refers to the formation of brazilian judicial system and to the continuity of the debate on public policies reforms, administration of justice and police control over lower social classes, by means of a criminalization of the poverty. The judicial administration was reformed, but that opened space for police institutions to act without constraints. Despite theses changes, state institutions were also used by tradicional social elites in neo-patrimonial ways, allowing the maintenance of unlawful practices within the system.

In birds, neurons of the isthmo-optic nucleus (ION), as well as ''ectopic'' neurons, send axons to the retina, where they synapse on cells in the inner nuclear layer (INL). Previous work has shown that centrifugal axons can be divided into two anatomically distinct types depending on their mode of termination: either ''convergent'' or ''divergent'' (Ramon y Cajal, 1889; Maturana and Frenk, 1965). We show that cytochrome-oxidase histochemistry specifically labels ''convergent'' centrifugal axons and target neurons which appear to be amacrine cells, as well as three ''types'' of ganglion cells: two types found in the INL (displaced ganglion cells) and one in the ganglion cell layer. Labeled target amacrine cells have distinct darkly labeled ''nests'' of boutons enveloping the somas, are associated with labeled centrifugal fibers, and are confined to central retina. Lesions of the isthmo-optic tract abolish the cytochrome-oxidase labeling in the centrifugal axons and in the target amacrine cells but not in the ganglion cells. Cytochromeoxidase-labeled ganglion cells in the INL are large; one type is oval and similar to the classical displaced ganglion cells of Dogiel, which have been reported to receive centrifugal input; the other type is rounder. Rhodamine beads injected into the accessory optic system results in retrograde label in both types of cells, showing that two distinct types of displaced ganglion cells project to the accessory optic system in chickens. The ganglion cells in the ganglion cell layer that label for cytochrome oxidase also project to the accessory optic system. These have proximal dendrites that ramify in the outer inner plexiform layer. Neither the target amacrine cells nor either of the displaced ganglion cells are immunoreactive for the inhibitory transmitter gamma aminobutyric acid. At least some of the target amacrine cells may, however, be cholinoceptive: we found that the antibody to the alpha-7 subunit of the nicotinic ACh receptor labels a population of cells in the INL that are similar in location, size, and the presence of labeled bouton-like structures to those we find labeled with cytochrome oxidase. This antibody also labels neurons in the ION proper but not ectopic cells. In conclusion, it appears that cytochrome oxidase may be a marker for ''convergent'' centrifugal axons and at least one of their target cells in the INL.

Overcurrents may endanger the whole electrical system and living beings, they are the result of short circuits and failures that can occur in electrical systems, no matter how well designed they are. Therefore it is important to predict these failures with analysis of electrical systems to make it possible to design appropriate protections, to ensure that those intervene properly and avoid technical and mainly human losses. However there is no standard for calculation of the short circuit currents, the main authors of the national literature about the subject suggest various methods, knowing the particularities among them provides quick and easy choice and proper application of them. To do so, a base case from an electrical system that presents a short circuit is chosen, which will be analyzed using the methods presented

The objective of the present study was to compare in which part (lower limb or upper limb) the repeated bout effect has the greatest magnitude. Twelve males individuals with no recent (6 months) experience with resisted training participated in this study. The subjects were randomly divided into two groups (legs and arms) and came to the laboratory 5 times. 1st) adaptation to the dynamometer. 2nd) to perform one bout of eccentric exercise (EE) and provide markers such as isometric peak torque (IPT), delayed onset muscle soreness (DOMS) (both collected before and after the bout) and concentration of the creatine kinase (CK) enzyme in the blood (only before the bout). 3rd) 48 after the first bout the same markers were collected again. After 14 days, the methodologies used in the 2nd and 3rd visits to the laboratory were repeated respectively to determine the repeated bout effect. A significant decrease of IPT and a significant increase of CK and DOMS were found immediately after and 48 hours after the first bout of EE for the arms group. The legs group showed a significant increase in CK (48 hours after the EE) and DOMS (immediately after the EE) resulting from the first bout. In the arms group, the second bout did not cause significant increase in CK or DOMS on any of the situations, however, it provoked a decrease in force production immediately after the EE. The legs group showed a significant increase of DOMS immediately after the second bout of EE, which caused no significant increase in CK. The only marker in which the repeated bout effect happened for both groups was CK. No significant difference was found between the protections for both groups. The “Estatuto do Idoso”, is a low created from arrangements about seniors citizens contained in the “Constitution of 1988”, assumes a substantial function in the way that the old age is seen and treated in the Brazilian society. This article, a resulted from a research made by the actual researchers, had how analyses’ objective the content of the “Estatuto”, trying to identify images and senses attributed to the old age, with which the senior’s figure have been built, like a differentiated figure. Was possible to apprehend in the “Estatuto” the attempt of differentiating the seniors like citizens of rights, marked by own characteristics who demand protections, services and special benefits. However, a critical examination of the preoccupation, supports, and protection contained in the “Estatuto” allows understanding that the senior finishes being built like fragile, impotent and incompetent being to assuming the management of them lives.

This work aimed to evaluate some aspects of construction and operation of full-scale best management practices and their effects on infiltration loading rate. Two systems were studied: i) filter-swale-trench (FST) and ii) infiltration well (IW). In these units, field essays and full-scale measurements were made in order to assess the soil permeability. Further, the fine particles transportation and the geotextile blanket permeability were determined before and after operation. The results pointed out that there were soil transportation to inside the FST and IW systems, despite of the installed protections, and that these material were responsible for diminishing the geotextile (reduction from 30 to 90% for FST and 40 to 70% for IW) and the full-scale infiltration loading rates (varying from 4,7 x 10-6 to 10-5 m.s-1).
