This paper conducts an empirical analysis of the relationship between wage inequality, employment structure, and returns to education in urban areas of Mexico during the past two decades (1987-2008). Applying Melly’s (2005) quantile regression based decomposition, we find that changes in wage inequality have been driven mainly by variations in educational wage premia. Additionally, we find that changes in employment structure, including occupation and firm size, have played a vital role. This evidence seems to suggest that the changes in wage inequality in urban Mexico cannot be interpreted in terms of a skill-biased change, but rather they are the result of an increasing demand for skills during that period.

They expect that standards of care are consistently high. They expect that access to care is easy, speedy, effective and efficient. National Council on Ageing and Older People – Annual Report 2008 2008 was a year of change for the National Council on Ageing and Older People. In January the Government announced the establishment of the Office for Older People at the Department of Health and Children and that the Office would have a key role in progressing the Governmentâ?Ts agenda for older people. The decision provided that Council staff would be transferred to the Office and that the Council would be replaced by an Advisory Council. Although a sad day for the Council itself, we regard this as a significant step forward in bringing older peopleâ?Ts issues right to the centre of Government policy-making. Background: Pulmonary arteriovenous malformations (PAVMs) due to hereditaryhemorrhagic telangiectases (HHT) is associated with paradoxical strokes, brainabcesses, and increased prevalence of migraines. We report a patient in whom wefound a relationship between PAMVs and a reduction in frequency of migrainewith aura after the treatment of the first pulmonary malformation.Patient and methods: A 67-year-old woman developed migraine with visual auraand major epistaxis during childhood. A PAVM is discovered and surgically removedin 1969. Migraines nearly disappeared during several years, after which theystarted to reappear progressively. A HHT syndrome is diagnosed based on recurrentepistaxis, the development of cutaneous telangiectases and a positive family history.She suffered a left subcortical stroke in 2008. Perfusion CT, chest radiography,thoracic CT-angiography, contrast echocardiography, contrast transcranial Dopplerand cerebral MRI were performed.Results: Perfusion CT showed previous asymptomatic strokes in cerebellum andbasal ganglia. 4 PAMVs were confirmed on the chest x-ray whose structural conformationis identified on thoracic CT. Contrast echocardiography and transcranialDoppler showed a massive right to left shunt. It is planned to embolize the 4PAVMs, and migraine frequency will now be prospectively assessed.Conclusion: This patient with a pulmonary arteriovenous malformation showeda reduced migraine frequency after resection of her lung lesion. This suggests acausal relationship between a right to left shunt and migraine, as discussed inpatients with patent foramen ovale.

Its frame of reference is based on the definition of “educational disadvantage” in the Education Act (1998) as: “...the impediments to education arising from social or economic disadvantage which prevent students from deriving appropriate benefit from education in schools.” The action plan is, therefore, one element of a continuum of interventions to address disadvantage, which include second-chance education and training and access measures for adults to support increased participation by under-represented groups in further and higher education. A further element of this continuum is the ongoing development of provision for pupils with special educational needs in light of the enactment of the Education for Persons with Special Needs Act (2004) and the establishment of the National Council for Special Education.

They offer tremendous potential for reducing costs and increasing access to education especially in the developing world. This paper discusses issues of quality, localization, adaptation and integration that need to be addressed in order to make OER adoption a successful strategy.

This book is an study about the bill of Death with Dignity Act, written by the Andalusian Commission on Healthcare Ethics and Research. The aim of the Act would be to “establish the criteria and conditions to be adopted by the health system to guarantee adequate healthcare during life’s final process based on the prevention of suffering and respect for each person’s dignity and free choice”.

End-of-life healthcare in any part of the world is always rife with ethical conflicts and legal challenges. In this matter, the opinions and preferences of patients, family members, healthcare professionals, society as a whole and politicians may differ or diverge entirely1. Nevertheless, death comes to all eventually; it is part of human life itself. The fact remains that we will all die. Therefore, it is natural for all societies to seek the necessary consensus for guaranteeing that individuals can live, and die, in a way befitting their nature, i.e., humanely and with full dignity. This article tells the story of how the citizens of Andalusia, in the south of Spain, reached this majority consensus during the process of drafting and approving a law regulating this issue: Law 2/2010, of 8 April, on personal rights and guarantees to die in dignity.

Els geògrafs s’inclouen tant en el camp de les ciències de la terra com en el de les ciències socials, tot i que també es poden considerar filòsofs morals, perquè es preocupen i s’interessen pels valors, els costums i les aspiracions humanes de no només limitar-se a sobreviure, sinó també d’aconseguir una vida fructuosa i agradable. En aquest intent per aconseguir una bona vida, els éssers humans han hagut d’organitzar-se i servir-se del poder, amb el qual és fàcil, per altra banda, cometre abusos contra els més febles i també contra la natura. El vessant moral és inevitable en qualsevol detallada consideració de la realitat humana. Aquest article pretén explorar l’esmentat vessant en societats senzilles i complexes, és a dir, tant entre els pobles caçadors-recol·lectors com en aquelles cultures més sofisticades que han transformat el camp, el jardí i la ciutat

L'existència d'una aula USEE ha de permetre la inclusió dels alumnes amb NEE en un entorn majoritàriament ordinari. El present treball és una aproximació a l'educació inclusiva, les seves dificultats i aplicacions a través d'una experiència pràctica en un institut al voltant de la seva aula USEE. Les tasques pràctiques realitzades estan dividides en dos grans blocs: per una banda la recollida d'informació per a la identificació i l'anàlisi dels grau d'inclusió dels alumnes i del funcionament general del centre i per altra banda, una intervenció a la pròpia aula USEE a través d'un taller de ceràmica, el qual em va permetre valorar el sentiment de pertinença dels alumnes i treballar amb ells temes com l'autoconcepte, l'aprenentatge constructiu, les habilitats socials i les estratègies d'aprenentatge. He pogut constatar com una USEE és un recurs facilitador del model inclusiu si es donen algunes condicions fonamentals com aquelles que afecten a la cultura de centre. Finalment, el treball aporta algunes idees per orientar el centre cap a una millora en la seva cultura inclusiva.

Psychodynamic therapists are often suspicious of positive emotions and consider them to be nothing more than a form of denial or of another defense aiming to diminish painful or difficult affects. Positive emotions seem to exist only through the absence of negative emotions or as something that may happen outside of therapy. On the other hand, clinicians also agree that psychoanalytic work could not be successful without such positive emotions as interest, pleasure, surprise and creativity. Contemporary psychoanalytic thinking and new research findings in the area of relationship regulation are likely to give positive emotions an increasingly prominent place in dynamically oriented therapies. With today's emphasis on the therapeutic relationship and intersubjectivity, the time appears right to integrate positive emotions more formally into psychodynamic clinical theories.

En els darrers temps, tan a nivell doctrinal com legislatiu, han augmentat progressivament els esforços encaminats a dotar de la deguda protecció processal la víctima d'un delicte. Sens dubte, la situació ha millorat notòriament d'uns anys ençà. No obstant, la proliferació de textos legals relatius a la matèria potser acabi provocant l'efecte contrari al que inicialment es tenia en ment. En altres paraules, el desconcert que pot causar a una víctima que les seves possibilitats d'intervenció siguin variables d'un procés a un altre no afavoreix gens ni mica el dret que té a una tutela judicial efectiva. En aquest treball es posa de relleu la situació prenent com a punt de referència dues de les reformes processals més recents que han incidit en matèria d'atenció a la víctima: les Lleis 8/2002 i 38/2002 sobre judicis ràpids i de modificació del procediment abreujat i la Llei 5/2000, reguladora dels processos de menors. Aparentment, els judicis de menors tenen poc a veure amb els d'adults, però, precisament per aquesta distància entre ells, resulta significatiu l'acostament que es podria produir en l'àmbit de la protecció de la víctima. Un dels objectius d'aquest treball és justament demostrar els aspectes en els quals es podrien unificar les normes referents a la matèria. Un cop aconseguit en aquests processos, no sembla que hi hagi cap obstacle que impedeixi postular la unificació pretesa en aquesta investigació de forma general. Una qüestió diferent és que en alguns punts no sigui possible dur a terme la unitat esmentada de forma immediata i resulti necessària una reforma legal. Ara bé, tan sols atenent a la legislació vigent, existeix l'opció de fer un gran pas en la direcció apuntada. Només cal canviar la manera com s'està practicant l'acte d'oferiment d'accions en l'actualitat. Això vol dir que no es limiti a la simple comunicació d'un escrit de difícil comprensió per algú no expert en dret, que la víctima firma sense entendre’n la transcendència. La importància d'aquest acte en relació a la tutela efectiva del perjudicat per un delicte, permet desenvolupar el contingut previst a la legislació processal per adequar-lo a les necessitats del seu destinatari. És aquí on s'obre un ampli ventall de possibilitats, que poden arribar a l'extrem de convertir l'acte de l'oferiment d'accions gairebé en una informació completa de totes les oportunitats d'actuació que tindrà una víctima en un procés i el que implica cadascuna d'elles. L'Administració Autonòmica hi pot jugar un paper important. Tenint en compte que les recents reformes processals han previst fer recaure en l'actuació de la Policia Judicial bona part de la pretesa major atenció a la víctima, ja que s'imposa de forma preceptiva que sigui aquesta autoritat la que ofereixi sempre en primer terme les accions a la víctima, seria molt oportú que la Policia Autonòmica fes ús d'un formulari d'oferiment d'accions adaptat a les necessitats de la víctima d'acord amb el que s'apunta en aquesta obra. De fet, a fi efecte que sigui d'utilitat, l'objectiu últim d'aquest treball és establir les bases que serveixin per a l'elaboració del model de formulari postulat.

La cuestión de los refugiados palestinos es uno de los asuntos clave para alcanzar una resolución firme del conflicto palestino-israelí. Para ello debe resolverse la situación de los cientos de miles de palestinos que fueron expulsados y/o huyeron con la guerra de 1948, y sus descendientes, que hoy suman casi 5 millones. En el proceso de paz, este es uno de los asuntos que ni siquiera fue tenido en cuenta con la profundidad que lo requiere. Los palestinos se acogen a la resolución 194 de la Asamblea de Naciones Unidas y reivindican el Derecho al Retorno. Pero del lado israelí tres argumentos ponen en duda este derecho al retorno: A) El asunto de la responsabilidad en la huida/expulsión de cientos de miles de palestinos de sus hogares. B) La «necesidad» existencial de ser un estado de mayoría judía, que el retorno podría poner en cuestión. C) El hecho de que Israel ya acogió a cientos de miles de judíos originarios de los países árabes. Analizaremos cómo los partidos políticos israelíes tratan este asunto, y cómo los «nuevos historiadores israelíes» pueden ayudar a cambiar el punto de vista israelí al poner en cuestión la narrativa sionista de la guerra del 48.

BACKGROUND: Relatively little is known about the current health care situation and the legal rights of ageing prisoners worldwide. To date, only a few studies have investigated their rights to health care. However, elderly prisoners need special attention. OBJECTIVE: The aim of this article is to critically review the health care situation of older prisoners by analysing the relevant national and international legal frameworks with a particular focus on Switzerland, England and Wales, and the United States (U.S.). METHODS: Publications on legal frameworks were searched using Web of Science, PubMed, MEDLINE, HeinOnline, and the National Criminal Justice Reference Service. Searches utilizing combinations of keywords relating to ageing prisoners were performed. Relevant reports and policy documents were obtained in order to understand the legal settings in Switzerland, England and Wales, and the U.S. All articles, reports, and policy documents published in English and German between 1774 to June 2012 were included for analysis. Using a comparative approach, an outline was completed to distinguish positive policies in this area. Regulatory approaches were investigated through evaluations of soft laws applicable in Europe and U.S. Supreme Court judgements. RESULTS: Even though several documents could be interpreted as guaranteeing adequate health care for ageing prisoners, there is no specific regulation that addresses this issue completely. The Vienna International Plan of Action on Ageing contributes the most by providing an in-depth analysis of the health care needs of older persons. Still, critical analysis of retrieved documents reveals the lack of specific legislation regarding the health care for ageing prisoners. CONCLUSION: No consistent regulation delineates the provision of health care for ageing prisoners. Neither national nor international institutions have enforceable laws that secure the precarious situation of older adults in prisons. To initiate a change, this work presents critical issues that must be addressed to protect the right to health care and well-being of ageing prisoners. Additionally, it is important to design legal structures and guidelines which acknowledge and accommodate the needs of ageing prisoners.
