O artigo discute a conceção de natureza humana presente na obra de Hans Morgenthau (1904-1980) a partir de seu clássico. A Política entre as Nações: a luta pelo poder e pela Paz, debatendo o seu papel para o conjunto de sua teoria. Aqui se discutem as diferenças entre esta conceção de Morgenthau e a de Thomas Hobbes, na qual se inspira, e as consequências disso para a relação entre Estado, sociedade e entre os próprios Estados na esfera internacional. Discute também a ligação dessa ontologia para o campo das relações internacionais, ligando ao debate da impossibilidade do Estado Mundial e sobre o fenómeno do equilíbrio de poder, na esferadoméstica e no cenário internacional.

Esta dissertação tem como fim último aplainar o caminho para um profícuo debate entre o marxismo e a Ciência Política. Para isso procura responder aos questionamentos feitos pelo mainstream do campo contra o marxismo como um suposto economicismo. A dissertação principia relocalizando, a partir das obras dos fundadores do marxismo, Karl Marx e Friedrich Engels, e de seus mais destacados seguidores, Vladimir Lénine, Antonio Gramsci e Louis Althusser, a verdadeira relação entre as esferas material e ideal, bem como assim entre economia e política. Como elemento exemplificador da importância da política e da esfera ideal para o marxismo se tratará daquele elemento que propicia a ação social sobre si mesma e sua base material, a consciência. Será então o objeto central desta dissertação o estudo de uma forma de consciência criticada pelo marxismo sob o nome de ideologia: a consciência mistificada. Esta se expressará em duas formas distintas: a ideologia e o mito. Define-se então os dois conceitos de forma inovadora e finaliza-se com o estudo de um caso específico de ideologia, o sebastianismo, em sua distinta expressão no sertão brasileiro. Se enfocará um dos movimentos menos conhecidos, o do Reino da Pedra Encantada do Rodeador.

The present study shows the results of an international comparative research carried out in four Portuguese-speaking countries: Angola, Cape Verde, Mozambique and Portugal. The purpose is, firstly, to find these countries cultural profile according to Hofstede/ Minkov dimensions as well as to measure the citizens` level of trust in institutions and, secondly, to analyze the relation between cultural values and level of trust. A bibliographic and theoretical review has been made on the main theoretical references about trust as far as its multiple forms and dimensions are concerned. Then, a scale of confidence in institutions has been drawn. An extensive analysis has been carried out, using qualitative and quantitative methods, including factorial analysis and simple linear regression. The results provide relevant information on what makes the four target countries very alike and on what differentiates them the most. In Portugal, a tendency towards a growing trust in institutions of public offering has been registered, whereas in the African countries, citizens tend to trust institutions of private offering more. All the institutions connected with the judicial and political sphere of society have been negatively qualified by the respondents in all countries, in a relatively similar way.

The subject matter of the analysis conducted in the text is information and anti-terrorist security of Poland, which has been presented within the context of a clash between two spheres – the state and the private sphere. Furthermore, the issues of security have been supplemented with a description of the tasks and activity of the Internal Security Agency, as well as a synthetic appraisal of a terrorist threat to Poland. The main parts of this work are concerned with: (1) the state and the private sphere, (2) " terrorism " and terrorist offences, (3) the tasks and activity of the Internal Security Agency, (4) an appraisal of a terrorist threat to Poland. Given the necessity to elaborate the research problem, the text features the following research questions: (1) To what extent does referring to a threat to security influence a limitation on rights and freedoms in Poland (with regard to the clash between the state and the private sphere)?, (2) To what extent do the tasks and activity of the Internal Security Agency influence the effectiveness of anti-terrorist security in Poland?

Tomando los estudios sobre la economía de las drogas ilícitas como referente metodológico, el artículo discute preliminarmente la noción de “tráfico” en relación a cuatro aspectos del cruce de fronteras entre la antropología y el arte contemporáneo. 1. Transportar o movilizar bienes –en este caso, simbólicos, esto es básicamente ideas, categorías y conceptos pero también estrategias de apropiación y recontextualización pertinentes tanto a la etnografía como al arte contemporáneo. 2. Describir el carácter “contaminante” que tales bienes eventualmente adquieren cuando circulan en diferentes contextos (académico, gestión cultural, artes visuales), provocando por ello estrategias defensivas entre unos y otros. 3. Dar cuenta del carácter conflictivo de las micro-prácticas que se ponen a prueba durante el diálogo entre distintos saberes sancionados académicamente como campos o disciplinas. 4. Discutir los códigos de la ilegalidad que acompañan a la calidad de “traficante” y el capital simbólico que se deriva de ello.

Este trabajo se enfoca en las luchas de las mujeres para convertirse en actores políticos en tres países latinoamericanos: Brasil, Argentina y Ecuador. Analiza la educación de las mujeres como un factor decisivo para obtener el derecho al voto e ingresar a la arena pública mediante la publicación de periódicos. Se estudia la manera como las mujeres crearon sus propias organizaciones políticas,muchas de las cuales fueron respaldadas por liberales, conservadores e incluso socialistas. A pesar de que la lucha para conquistar el voto femenino fue una combinación entre las organizaciones de derechos femeninos, el diálogo interamericano y el apoyo de figuras públicas masculinas, fueron los líderes populistas quienes aprobaron el derecho al voto femenino. Ellos usaron este derecho para atraer el voto femenino en sus reelecciones presidenciales.

Este ensayo plantea que la literatura latinoamericana actual abandona su propia esfera: de la ficción bien definida, de los claros requisitos de un texto para constituir «literatura», incluso de las clasificaciones en géneros. Esa esfera de «lo literario», amparada en reglas e instituciones, pierde consistencia, se limita entonces el poder y la capacidad de presión política que la literatura tuvo hasta hace pocas décadas. La actual literatura, finalizada la época de su autonomía, hablar de una vida moderna en la cual «todo lo cultural es económico» y donde «toda ficción es realidad» (y viceversa, en ambos casos). Lo cotidiano es ahora la vida, pero intervenida por las tecnologías de la información y la comunicación (que le prestan rasgos de virtualidad o de irrealidad). Se plantea con ellas el desafío de intentar una lectura desde otros parámetros, en caso contrario, se puede caer en la simpleza de calificarlas como no-literatura o «literatura mala».

La autora analiza el desplazamiento, en dos niveles, realizado por el protagonista de esta novela de Proaño Arandi. El primero, un recorrido en el espacio físico, consiste en el regreso al Quito colonial, el segundo, un viaje simbólico, tiene que ver con la búsqueda –y recuperación– de la propia identidad a través de la reconstrucción de la memoria, tanto en sus aspectos colectivos como en aquellos que atañen directamente al personaje. Para que este ejercicio de recuperación del pasado pueda realizarse, Quito se presenta ante el lector como una ciudad dividida entre el sector moderno y el Centro Histórico, la ciudad real se manifiesta como algo totalmente lejano de la ciudad ideal, esto es, como el testimonio vivo de su fracaso y, en consecuencia, del fracaso del proyecto modernizador. La lucha de los individuos por un espacio al cual pertenecer se convierte en un asunto vital dentro de la esfera urbana: estar en un lugar equivale a hallarse a salvo del infierno. Ahí está la motivación que anima los esfuerzos del protagonista creado por Proaño Arandi. La pérdida de la memoria desemboca, indefectiblemente, en la pérdida del espacio –real y simbólico– que los seres humanos necesitamos para construir identidad.

Este artículo analiza la concepción del derecho a la tutela judicial efectiva como derecho fundamental, para lo cual parte de sus notas configuradoras básicas. Al efecto, se estudian sus implicaciones desde el ámbito constitucional y del Código Orgánico de la Función Judicial, como sus líneas directrices en la doctrina y en la jurisprudencia del Tribunal Constitucional español (órgano que ha estudiado ampliamente el tema), para luego determinar cómo se ha considerado el ámbito del derecho por los tribunales ecuatorianos.

En esta presentación abordaré tres asuntos, fundamentalmente. la primera cuestión a la que quisiera referirme es la de por qué dar cuenta, que en ocasiones puede considerarse obvia pero no lo es tanto, el segundo punto enfocará los contenidos respecto a los cuales quien ejerce una función jurisdiccional debe dar cuenta, finalmente, abordaré el asunto de la trascendencia o relevancia que socialmente alcanzan el cumplir y el incumplir con esta responsabilidad. Una puntualización aclaratoria: cuando me refiero a quienes ejercen función jurisdiccional, incluyo en ello tanto a jueces como a fiscales. Aunque en esta reunión se enfoca específicamente el caso de los jueces, dado que los integrantes del Ministerio Público también ejercen función jurisdiccional –especialmente en el caso de aquellos países donde se ha introducido el proceso penal reformado–, el abordaje del tema que propongo también los comprende.

La política de desarrollo tecnológico y derivada de esta, el papel que se pretende asignar a la universidad, se sustenta en un conjunto de ideas e interpretaciones erradas sobre la articulación entre ciencia, investigación y aplicaciones tecnológicas; ideas que han ido adquiriendo, aun en el medio académico, el estatus de sabiduría convencional de tal manera que, aceptadas como verdades, tienden a legitimar la acción de las instituciones y agencias gubernamentales. Este artículo analiza la propensión de ver a la universidad como la fuente de conocimiento e información directamente aplicable para la producción de bienes y servicios comerciales y cuestiona la perspectiva de considerar a la universidad simplemente como un agente de la esfera económica. El trabajo sostiene que el papel de la investigación universitaria consiste básicamente en un insumo para la enseñanza y que el bien público que provee la universidad es la creación de un sentido nacional de cultura, una forma de identidad y cohesión social.

France is known for being a champion of individual rights as well as for its overt hostility to any form of group rights. Linguistic pluralism in the public sphere is rejected for fear of babelization and Balkanization of the country. Over recent decades the Conseil Constitutionnel (CC) has, together with the Conseil d’État, remained arguably the strongest defender of this Jacobin ideal in France. In this article, I will discuss the role of France’s restrictive language policy through the prism of the CC’s jurisprudence. Overall, I will argue that the CC made reference to the (Jacobin) state-nation concept, a concept that is discussed in the first part of the paper, in order to fight the revival of regional languages in France over recent decades. The clause making French the official language in 1992 was functional to this policy. The intriguing aspect is that in France the CC managed to standardise France’s policy vis-à-vis regional and minority languages through its jurisprudence; an issue discussed in the second part of the paper. But in those regions with a stronger tradition of identity, particularly in the French overseas territories, the third part of the paper argues, normative reality has increasingly become under pressure. Therefore, a discrepancy between the ‘law in courts’ and the compliance with these decisions (‘law in action’) has been emerging over recent years. Amid some signs of opening of France to minorities, this contradiction delineates a trend that might well continue in future.

The atmospheric composition of the central North Atlantic region has been sampled using the FAAM BAe146 instrumented aircraft during the Intercontinental Transport of Ozone and Precursors (ITOP) campaign, part of the wider International Consortium for Atmospheric Research on Transport and Transformation (ICARTT). This paper presents an overview of the ITOP campaign. Between late July and early August 2004, twelve flights comprising 72 hours of measurement were made in a region from approximately 20 to 40°W and 33 to 47°N centered on Faial Island, Azores, ranging in altitude from 50 to 9000 m. The vertical profiles of O3 and CO are consistent with previous observations made in this region during 1997 and our knowledge of the seasonal cycles within the region. A cluster analysis technique is used to partition the data set into air mass types with distinct chemical signatures. Six clusters provide a suitable balance between cluster generality and specificity. The clusters are labeled as biomass burning, low level outflow, upper level outflow, moist lower troposphere, marine and upper troposphere. During this summer, boreal forest fire emissions from Alaska and northern Canada were found to provide a major perturbation of tropospheric composition in CO, PAN, organic compounds and aerosol. Anthropogenic influenced air from the continental boundary layer of the USA was clearly observed running above the marine boundary layer right across the mid-Atlantic, retaining high pollution levels in VOCs and sulfate aerosol. Upper level outflow events were found to have far lower sulfate aerosol, resulting from washout on ascent, but much higher PAN associated with the colder temperatures. Lagrangian links with flights of other aircraft over the USA and Europe show that such signatures are maintained many days downwind of emission regions. Some other features of the data set are highlighted, including the strong perturbations to many VOCs and OVOCs in this remote region.

The Convective Storm Initiation Project (CSIP) is an international project to understand precisely where, when, and how convective clouds form and develop into showers in the mainly maritime environment of southern England. A major aim of CSIP is to compare the results of the very high resolution Met Office weather forecasting model with detailed observations of the early stages of convective clouds and to use the newly gained understanding to improve the predictions of the model. A large array of ground-based instruments plus two instrumented aircraft, from the U.K. National Centre for Atmospheric Science (NCAS) and the German Institute for Meteorology and Climate Research (IMK), Karlsruhe, were deployed in southern England, over an area centered on the meteorological radars at Chilbolton, during the summers of 2004 and 2005. In addition to a variety of ground-based remote-sensing instruments, numerous rawin-sondes were released at one- to two-hourly intervals from six closely spaced sites. The Met Office weather radar network and Meteosat satellite imagery were used to provide context for the observations made by the instruments deployed during CSIP. This article presents an overview of the CSIP field campaign and examples from CSIP of the types of convective initiation phenomena that are typical in the United Kingdom. It shows the way in which certain kinds of observational data are able to reveal these phenomena and gives an explanation of how the analyses of data from the field campaign will be used in the development of an improved very high resolution NWP model for operational use.

The NERC UK SOLAS-funded Reactive Halogens in the Marine Boundary Layer (RHaMBLe) programme comprised three field experiments. This manuscript presents an overview of the measurements made within the two simultaneous remote experiments conducted in the tropical North Atlantic in May and June 2007. Measurements were made from two mobile and one ground-based platforms. The heavily instrumented cruise D319 on the RRS Discovery from Lisbon, Portugal to São Vicente, Cape Verde and back to Falmouth, UK was used to characterise the spatial distribution of boundary layer components likely to play a role in reactive halogen chemistry. Measurements onboard the ARSF Dornier aircraft were used to allow the observations to be interpreted in the context of their vertical distribution and to confirm the interpretation of atmospheric structure in the vicinity of the Cape Verde islands. Long-term ground-based measurements at the Cape Verde Atmospheric Observatory (CVAO) on São Vicente were supplemented by long-term measurements of reactive halogen species and characterisation of additional trace gas and aerosol species during the intensive experimental period. This paper presents a summary of the measurements made within the RHaMBLe remote experiments and discusses them in their meteorological and chemical context as determined from these three platforms and from additional meteorological analyses. Air always arrived at the CVAO from the North East with a range of air mass origins (European, Atlantic and North American continental). Trace gases were present at stable and fairly low concentrations with the exception of a slight increase in some anthropogenic components in air of North American origin, though NOx mixing ratios during this period remained below 20 pptv. Consistency with these air mass classifications is observed in the time series of soluble gas and aerosol composition measurements, with additional identification of periods of slightly elevated dust concentrations consistent with the trajectories passing over the African continent. The CVAO is shown to be broadly representative of the wider North Atlantic marine boundary layer; measurements of NO, O3 and black carbon from the ship are consistent with a clean Northern Hemisphere marine background. Aerosol composition measurements do not indicate elevated organic material associated with clean marine air. Closer to the African coast, black carbon and NO levels start to increase, indicating greater anthropogenic influence. Lower ozone in this region is possibly associated with the increased levels of measured halocarbons, associated with the nutrient rich waters of the Mauritanian upwelling. Bromide and chloride deficits in coarse mode aerosol at both the CVAO and on D319 and the continuous abundance of inorganic gaseous halogen species at CVAO indicate significant reactive cycling of halogens. Aircraft measurements of O3 and CO show that surface measurements are representative of the entire boundary layer in the vicinity both in diurnal variability and absolute levels. Above the inversion layer similar diurnal behaviour in O3 and CO is observed at lower mixing ratios in the air that had originated from south of Cape Verde, possibly from within the ITCZ. ECMWF calculations on two days indicate very different boundary layer depths and aircraft flights over the ship replicate this, giving confidence in the calculated boundary layer depth.
