Several patients of P. J. Vogel who had undergone cerebral commissurotomy for the control of intractable epilepsy were tested on a variety of tasks to measure aspects of cerebral organization concerned with lateralization in hemispheric function. From tests involving identification of shapes it was inferred that in the absence of the neocortical commissures, the left hemisphere still has access to certain types of information from the ipsilateral field. The major hemisphere can still make crude differentiations between various left-field stimuli, but is unable to specify exact stimulus properties. Most of the time the major hemisphere, having access to some ipsilateral stimuli, dominated the minor hemisphere in control of the body.

Competition for control of the body between the hemispheres is seen most clearly in tests of minor hemisphere language competency, in which it was determined that though the minor hemisphere does possess some minimal ability to express language, the major hemisphere prevented its expression much of the time. The right hemisphere was superior to the left in tests of perceptual visualization, and the two hemispheres appeared to use different strategies in attempting to solve the problems, namely, analysis for the left hemisphere and synthesis for the right hemisphere.

Analysis of the patients' verbal and performance I.Q.'s, as well as observations made throughout testing, suggest that the corpus callosum plays a critical role in activities that involve functions in which the minor hemisphere normally excels, that the motor expression of these functions may normally come through the major hemisphere by way of the corpus callosum.

Lateral specialization is thought to be an evolutionary adaptation which overcame problems of a functional antagonism between the abilities normally associated with the two hemispheres. The tests of perception suggested that this function lateralized into the mute hemisphere because of an active counteraction by language. This latter idea was confirmed by the finding that left-handers, in whom there is likely to be bilateral language centers, are greatly deficient on tests of perception.

A cibercultura, cultura contemporânea mediada pelo digital em rede, potencializada pelos usos dos dispositivos móveis, delineia novas formas de relações: econômicas, sociais, profissionais, políticas, educacionais, trazendo novos contornos à sociedade. Neste contexto, esta dissertação buscou compreender em que medida, a mobilidade dada pelas redes telemáticas sem fio podem ser utilizadas dentro de um contexto educativo, entendendo que esse contexto se dá dentrofora da universidade, nos diversos espaçostempos da cidade. Buscamos, para tanto, articular à pesquisa-formação (Macedo, Santos e Josso) com abordagem multirreferencial (Ardoino), os pressupostos das pesquisas nos dos com os cotidianos (Alves) e criamos, no contexto formativo da disciplina de Didática, da Licenciatura de Pedagogia da Universidade do Estado do Rio de Janeiro, atos de currículo com os usos dos dispositivos móveis e do digital em rede, em diálogo com os estudos da cibercultura (Lévy, Lemos, Santaella, Santos). Analisando os usos do digital em rede e dos dispositivos móveis no contexto formativo dos estudantes de Didática e suas narrativas, chegamos aos seguintes achados: a) as interfaces sociais definem a percepção do espaço em que estamos assim como as possibilidades de interação comunicacional com os outros; b) a mobilidade dada pelo digital em rede e pelos usos dos dispositivos móveis imprime outras dinâmicas ao como e quando aprenderensinar; c) expandir as estratégias de aprendizagemensino disponíveis por meio do digital em rede aumenta a possibilidade de acesso a conteúdos, informações, reconfigurando o papel da universidade; d) no que tange ao acesso livre à rede, tanto dentro da universidade quanto na cidade, há necessidade de políticas públicas efetivas para a inclusão digital; e) no âmbito da pesquisa-formação, nossa pesquisa contribuiu para a formação de docentes, criando as ambiências pedagógicas necessárias para o desenvolvimento de habilidades e competências para uma gestão mais flexível do conhecimento e dos processos de aprendizagemensino dentrofora da universidade.

A educação permanente é estruturada e tem um eixo que define e configura demandas educativas no setor saúde, pensando neste processo de trabalho em saúde, e com política de educação trazendo definições hegemônica sendo recomendação como política para o setor saúde através das políticas do MS. O estudo avalia o conceito teórico/prático da operacionalização da política através da especialização em SF como proposta da educação em saúde. Método bibliográfico por existir um consórcio com estas características de formação. Pesquisa subsidiada, por entrevistas, devido a não possibilidade de acesso a documentos informativos sobre educação em saúde através do consórcio do MS. Apesar do consenso construído a partir de documentos oficiais do governo, a compreensão de seu real significado se torna algo divisível a partir da proposta. Este conceito vêem de encontro com a conceituação desta prática aos profissionais de saúde. A organização do trabalho, constrói uma cultura ainda fortemente hierarquizada, legitimando espaços de definição e operação de demandas, ao mesmo tempo que dificulta a criação de práticas mais horizontais que aproximem-se das reais necessidades educacionais pelo processo de trabalho em saúde. Este estudo demonstrou a fragilidade da educação permanente como conceito prático e como proposta das pólitcas públicas de saúde.

O uso das informações e indicadores provenientes do Sistema de Informações Hospitalares do SUS (SIH/SUS), tanto para análise de situação de saúde da população como para análise do desse, SUS, é cada vez mais frequente. Tal sistema é, desde sua concepção, fortemente influenciado pelas políticas públicas na área de atenção à saúde, como as definidas pelas Normas Operacionais e os incentivos e restrições a determinadas práticas. Alterações na operação do sistema introduzem descontinuidades e vieses nas informações, provocando eventuais imprecisões ou mesmo distorções nos resultados da extração de dados do sistema. Para que se possa avaliar o resultados de políticas, a situação da assistência à saúde ou as condições de saúde de uma população, é necessário, portanto, que se tenha uma visão clara e objetiva de quais informações são disponíveis, a sua evolução e como utiliza-las, considerando devidamente as influências exógenas e endógenas do sistema. O presente estudo está estruturado de acordo com o contexto do Sistema de Informações Hospitalares. Como componente da Previdência Social, é estudada a criação do Sistema de Assistência médico-Hospitalar da Previdência Social (SAMHPS), as suas origens e seus eixos estruturantes, assim como a sua expansão para a rede filantrópica e de ensino, com a ampliação de sua cobertura. Já no contexto do Sistema Único de Saúde (SUS), é estudada a incorporação do SAMHPS ao SUS, levando à criação do SIH/SUS, com a expansão para a rede pública e a sua universalização. A influência das políticas de saúde é analisada a partir da implantação de incentivos e restrições que afetam a assistência hospitalar e seu reflexo nas informações do SIH/SUS. A forma de categorização e a identificação dos prestadores são também examinadas, tendo em vista a sua importância na análise e determinação de políticas de saúde. Outro aspecto que é analisado é a forma de apropriação das informações do diagnóstico que levou à internação: a adoção da 10 Revisão da Classificação Internacional de Doenças, o caso específico das causas externas e a implantação da Tabela de Compatibilidade entre Procedimentos e Diagnósticos. Para identificar as mudanças políticas e operacionais do SUS, da regulamentação da assistência hospitalar e do SIH/SUS, foi pesquisada sua legislação Leis, Decretos, Normas Operacionais, Portarias, Instruções e Manuais. O relacionamento entre as informações e as políticas é analisado identificando a implantação destas políticas e verificando o efeito sobre os indicadores da assistência hospitalar obtidos do SIH/SUS. Como conclusão, foi visto que análises que utilizem as séries históricas devem, obrigatoriamente, levar em consideração as modificações, tanto do SUS como do SIH/SUS, para que possam chegar a conclusões mais precisas. Descontinuidades nas séries históricas efetivamente mostram modificações das políticas e da operação do sistema. A facilidade de acesso, a disponibilidade, a oportunidade e rapidez de atualização das informações do SIH/SUS são fatores positivos do sistema; é possível analisar o efeito de determinada ação pouco após a sua implantação. A análise das informações do diagnóstico denota a necessidade de treinamento dos codificadores no uso da CID-10 em morbidade e de uma ampla revisão da Tabela de Compatibilidade entre Diagnóstico Principal e o Procedimento Realizado.

Fisheries gear researchers have employed scuba diver-operated sleds to evaluate towed fishing systems since the early 1950's. One of the earliest sled designs was a converted Stokes litter in which two divers sat tandem with the forward diver operating the diving controls (Sand, 1956). The litter was relatively easy to maneuver and provided a comfortable platform for observing operational fishing gear. However, the use of underwater photographic equipment to document gear performance was difficult due to the limited mobility of the observer-cameraman.

NOAA’s Coral Reef Conservation program (CRCP) develops coral reef management priorities by bringing together various partners to better understand threats to coral reef ecosystems with the goal of conserving, protecting and restoring these resources. Place-based and ecosystem-based management approaches employed by CRCP require that spatially explicit information about benthic habitats and fish utilization are available to characterize coral reef ecosystems and set conservation priorities. To accomplish this, seafloor habitat mapping of coral reefs around the U.S. Virgin Islands (USVI) and Puerto Rico has been ongoing since 2004. In 2008, fishery acoustics surveys were added to NOAA survey missions in the USVI and Puerto Rico to assess fish distribution and abundance in relation to benthic habitats in high priority conservation areas. NOAA’s National Centers for Coastal Ocean Science (NCCOS) have developed fisheries acoustics survey capabilities onboard the NOAA ship Nancy Foster to complement the CRCP seafloor habitat mapping effort spearheaded by the Center for Coastal Monitoring and Assessment Biogeography Branch (CCMA-BB). The integration of these activities has evolved on the Nancy Foster over the three years summarized in this report. A strategy for improved operations and products has emerged over that time. Not only has the concurrent operation of multibeam and fisheries acoustics surveys been beneficial in terms of optimizing ship time and resources, this joint effort has advanced an integrated approach to characterizing bottom and mid-water habitats and the fishes associated with them. CCMA conducts multibeam surveys to systematically map and characterize coral reef ecosystems, resulting in products such as high resolution bathymetric maps, backscatter information, and benthic habitat classification maps. These products focus on benthic features and live bottom habitats associated with them. NCCOS Centers (the Center for Coastal Fisheries and Habitat Research and the Center for Coastal Environmental Health and Biomolecular Research) characterize coral reef ecosystems by using fisheries acoustics methods to capture biological information through the entire water column. Spatially-explicit information on marine resources derived from fisheries acoustics surveys, such as maps of fish density, supports marine spatial planning strategies and decision making by providing a biological metric for evaluating coral reef ecosystems and assessing impacts from pollution, fishing pressure, and climate change. Data from fisheries acoustics surveys address management needs by providing a measure of biomass in management areas, detecting spatial and temporal responses in distribution relative to natural and anthropogenic impacts, and identifying hotspots that support high fish abundance or fish aggregations. Fisheries acoustics surveys conducted alongside multibeam mapping efforts inherently couple water column data with information on benthic habitats and provide information on the heterogeneity of both benthic habitats and biota in the water column. Building on this information serves to inform resource managers regarding how fishes are organized around habitat structure and the scale at which these relationships are important. Where resource managers require place-based assessments regarding the location of critical habitats along with high abundances of fish, concurrent multibeam and fisheries acoustics surveys serve as an important tool for characterizing and prioritizing coral reef ecosystems. This report summarizes the evolution of fisheries acoustics surveys onboard the NOAA ship Nancy Foster from 2008 to 2010, in conjunction with multibeam data collection, aimed at characterizing benthic and mid-water habitats in high priority conservation areas around the USVI and Puerto Rico. It also serves as a resource for the continued development of consistent data products derived from acoustic surveys. By focusing on the activities of 2010, this report highlights the progress made to date and illustrates the potential application of fisheries data derived from acoustic surveys to the management of coral reef ecosystems.

Moving ecosystem modeling from research to applications and operations has direct management relevance and will be integral to achieving the water quality and living resource goals of the 2010 Chesapeake Bay Executive Order. Yet despite decades of ecosystem modeling efforts of linking climate to water quality, plankton and fish, ecological models are rarely taken to the operational phase. In an effort to promote operational ecosystem modeling and ecological forecasting in Chesapeake Bay, a meeting was convened on this topic at the 2010 Chesapeake Modeling Symposium (May, 10-11). These presentations show that tremendous progress has been made over the last five years toward the development of operational ecological forecasting models, and that efforts in Chesapeake Bay are leading the way nationally. Ecological forecasts predict the impacts of chemical, biological, and physical changes on ecosystems, ecosystem components, and people. They have great potential to educate and inform not only ecosystem management, but also the outlook and opinion of the general public, for whom we manage coastal ecosystems. In the context of the Chesapeake Bay Executive Order, ecological forecasting can be used to identify favorable restoration sites, predict which sites and species will be viable under various climate scenarios, and predict the impact of a restoration project on water quality.

A reoccurring goal listed during the creation of Marine Protected Areas (MPAs) is to return the region to a former state. However, limited data is available that describes or characterizes this former condition. Data collected from ecosystems with comparatively limited anthropogenic impacts, can provide invaluable information in suggesting what former states may have looked like. One example is the Flower Garden Banks National Marine Sanctuary which is located 180 kilometers off the coast of Texas. These relatively isolated and pristine banks are capped by substantial scleractinian coral communities, forming excellent habitat for over 200 species of fish. While fishing is permitted, it is limited by difficulty of access. In 2006, NOAA’s Biogeography Branch, in collaboration with the Sanctuary, initiated the first quantitative assessment of fish resources throughout the diveable portions of the Sanctuary. The sampling design and methodologies employed were identical to those that the Branch has utilized in other more impacted regions of the US Caribbean. Initial analyses reveal that fish density and species richness at the Sanctuary were almost two times greater than that found within the US Caribbean and biomass was approximately six times higher. This was due in large part to the presence of sizeable piscivores of the genera Mycteroperca and Dermatolepis. The Sanctuary is one of few minimally impacted locations remaining within the Tropical Western Atlantic. As such, these findings should be considered when attempting to establish a former state or evaluate effectiveness of an MPA in meeting its management goals.

This is a report on the results of the Frame Survey conducted in the Uganda side of Lake Victoria during August 2010 by the LVFO Institutions, namely: the Department of Fisheries Resources (DFR) Uganda and the National Fisheries Resources Research Institute (NaFIRRI) in close collaboration with the District Fisheries offices of Busia, Bugiri, Mayuge, Jinja, Mukono, Kampala, Wakiso, Mpigi, Masaka, Kalangala and Rakai. The authors are grateful to the LVEMP II, for providing funds for the survey and the LVFO secretariat coordination. Fisheries Frame surveys have been carried out on Lake Victoria biannually since 2000 to determine the number of fishers, fish landing sites, and facilities at the landing sites, as well as the composition of fishing crafts, their mode of propulsion, fishing gears and the fish species they target. This information is used to guide development and management of the lake’s fisheries. Following the reorganisation of landing sites into Beach Management Units (BMUs), the number of landing sites decreased from 597 in 2000 to 435 in 2008. The survey in 2010 showed an increase to 503 landing sites, an indication that new landing sites are coming up. The fish landing sites continue to have inadequate facilities such as fish shades, cold rooms to service the fisheries industry and very few (5%) have access to electricity and 32% had access to all weather roads. There has been some progressive improvement in the landing site coverage of basic hygiene and sanitation facilities, especially public toilet facilities from 17% in 2000 to 39% in 2010; and portable water from 4% to 17% respectively. However more effort is required to cover all landing sites. Most landing sites (83%) have access to mobile phone networks which eases communication. 46% of landing sites had access to a Health clinic and 64% had a Primary school within a radius of 2 km.

A number of alternative designs are presented for Penning ion traps suitable for quantum information processing (QIP) applications with atomic ions. The first trap design is a simple array of long straight wires, which allows easy optical access. A prototype of this trap has been built to trap Ca+ and a simple electronic detection scheme has been employed to demonstrate the operation of the trap. Another trap design consists of a conducting plate with a hole in it situated above a continuous conducting plane. The final trap design is based on an array of pad electrodes. Although this trap design lacks the open geometry of the other traps described above, the pad design may prove useful in a hybrid scheme in which information processing and qubit storage take place in different types of trap. The behaviour of the pad traps is simulated numerically and techniques for moving ions rapidly between traps are discussed. Future experiments with these various designs are discussed. All of the designs lend themselves to the construction of multiple trap arrays, as required for scalable ion trap QIP.

This paper is concerned with the role of information in the servitization of manufacturing which has led to “the innovation of an organisation’s capabilities and processes as equipment manufacturers seek to offer services around their products” (Neely 2009, Baines et al 2009). This evolution has resulted in an information requirement (IR) shift as companies move from discrete provision of equipment and spare parts to long-term service contracts guaranteeing prescribed performance levels. Organisations providing such services depend on a very high level of availability and quality of information throughout the service life-cycle (Menor et al 2002). This work focuses on whether, for a proposed contract based around complex equipment, the Information System is capable of providing information at an acceptable quality and requires the IRs to be examined in a formal manner. We apply a service information framework (Cuthbert et al 2008, McFarlane & Cuthbert 2012) to methodically assess IRs for different contract types to understand the information gap between them. Results from case examples indicate that this gap includes information required for the different contract types and a set of contract-specific IRs. Furthermore, the control, ownership and use of information differs across contract types as the boundary of operation and responsibility changes.

During product development, engineering designers raise several information requests that make them search through human and documentary sources. This paper reports research to characterise, in detail, these requests for designers working in a major aerospace engineering company. The research found that at a high level, a distinction can be made between requests to acquire information and to process information. The former are raised to access design and domain information. The latter, instead, are formed to define designs. For researchers, this study extends existing knowledge of information requests by characterising key differences in their nature and explaining how they are used in the design process. For practitioners, these findings can be used as a basis to understand the diverseness of information requests and how to channel efforts to support designers in information seeking. In particular, the research indicates that a strategy to support designers should enable the development of engineering communities that share information effectively and the introduction of techniques that facilitate the documentation of information. © 2012 Springer-Verlag London Limited.

The article discusses the progress and issues related to transparent oxide semiconductor (TOS) TFTs for advanced display and imaging applications. Amorphous oxide semiconductors continue to spark new technological developments in transparent electronics on a multitude of non-conventional substrates. Applications range from high-frame-rate interactive displays with embedded imaging to flexible electronics, where speed and transparency are essential requirements. TOS TFTs exhibit high transparency as well as high electron mobility even when fabricated at room temperature. Compared to conventional a-Si TFT technology, TOS TFTs have higher mobility and sufficiently good uniformity over large areas, similar in many ways to LTPS TFTs. Moreover, because the amorphous oxide semiconductor has higher mobility compared to that of conventional a-Si TFT technology, this allows higher-frame-rate display operation. This would greatly benefit OLED displays in particular because of the need for lower-cost higher-mobility analog circuits at every subpixel.
