Poliomyelitis is one of the worlds remaining vaccine preventable infectious diseases. In 1988 the World Health Assembly in its general assembly resolved to eradicate polio in the year 2000 and the Global Initiative to Eradicate Polio was launched. ^ This initiative sprang from the successful eradication of smallpox from the world in the year 1979, and the World Health Organization sought to eradicate polio from the world's populations by the year 2000. ^ Several years have passed since this objective was launched, and while some advances have been made, the goal of global eradication remains elusive. At this present time (2007), only four countries are considered polio endemic regions (areas in which the transmission of wild poliovirus has never been truncated). These countries are Nigeria, India, Pakistan and Afghanistan. ^ This descriptive study seeks to examine the process and progress of polio eradication worldwide, with particular emphasis on the polio eradication efforts in Nigeria, problems encountered and progress that has been made towards attaining this goal. ^ The methodology of this study is an extensive examination of documentation and data from the Global Initiative to Eradicate Poliomyelitis (GPEI), the World Health Organization through the World Health Organization Library Information Service (WHOLIS), UNICEF, the Centers for Disease Control and related peer reviewed journals. ^

At the beginning this paper sketches trends of the rapid changes of nearly all life issues, especially in society, work behaviours, labour environment and demands for adjustment under new social values. As main factors which influence worldwide the economic development and the labour market are elaborated the globalization and liberalization process and the labour market aspects of feminization, ageing labour force, migration, unemployment as a global phenomenon and general changes in labour demand by occupations and skill level. A well-developed and highly qualified career guidance service is seen as one of the most effective instruments in solving these problems which are raised by the described developements. The personal and psychological effects of uncertainty and dislocation of people and the new requirements of the expected qualification standard make career guidance an important cornerstone to cope with these social aspects. Thus, the nature and structure of guidance and counselling are described under the new challenges. The international co-operation in the guidance sector has accompanied this process in delivering two important documents. The Mission Statement and the Ethical Standards of IAEVG, adopted by the General Assembly of IAEVG in 1995, show in what direction guidance services have to be developed.

The Vernagtferner region has a long tradition of glaciological research performed by groups from Munich. It started in 1889, when Prof. Sebastian Finsterwalder from the Technical University in Munich produced the first map of a complete glacier based on terrestrial photogrammetry. Since then, numerous maps of the glacier have been made, describing the change in surface elevation for more than a century. These maps form the basis of the geodetic method of glacier mass balance determination, which provides volume changes as average data for the period between two surveys, i.e. typically for 10 years. Since the start of the glaciological method on Vernagtferner in 1964, annual as well as winter and summer mass balance data are available continuously. But only since 1973, the construction of the Vernagtbach station, approximately 1 km below the glacier margin at that time, provided the means to record a larger number of hydrological and meteorological parameters with a temporal resolution of typically 1 hour.

International politics affect trade patterns, especially for firms in extractive industries. We construct the firm-level dataset for the U.S. oil-importing companies over 1986-2010 to test whether the state of international relations with the trading partners of the U.S. affect importing behavior of the U.S. firms. To measure "political distance" between the U.S. and her trading partners we use voting records for the UN General Assembly. We find that the U.S. firms, in fact, import significantly less oil from the political opponents of the U.S. Our conjecture is that the decrease in oil imports is mainly driven by large, vertically-integrated U.S. firms that engage in foreign direct investment (FDI) overseas.

International politics affects oil trade. But why? We construct a firm-level dataset for all U.S. oil-importing companies over 1986-2008 to examine what kinds of firms are more responsive to change in "political distance" between the U.S. and her trading partners, measured by divergence in their UN General Assembly voting patterns. Consistent with previous macro evidence, we first show that individual firms diversify their oil imports politically, even after controlling for unobserved firm heterogeneity. We conjecture that the political pattern of oil imports from these individual firms is driven by hold-up risks, because oil trade is often associated with backward vertical FDI. To test this hold-up risk hypothesis, we investigate heterogeneity in responses by matching transaction-level import data with firm-level worldwide reserves. Our results show that long-run oil import decisions are indeed more elastic for firms with oil reserves overseas than those without, although the reverse is true in the short run. We interpret this empirical regularity as that while firms trade in the spot market can adjust their imports immediately, vertically-integrated firms with investment overseas tend to commit to term contracts in the short run even though they are more responsive to changes in international politics in the long run.

International politics affects oil trade. But does it affect the oil-exporting developing countries more? We construct a firm-level dataset for all U.S. oil-importing companies over 1986-2008 to examine how these firms respond to changes in "political distance" between the U.S. and her trading partners, measured by divergence in their UN General Assembly voting patterns. To the extent that developing countries have higher hold-up risks because of their weaker institutions, the political effect on oil trade should be more significant in the developing world. We find that oil import decisions are indeed more elastic when firms import from developing countries, although the reverse is true in the short run. Our results suggest that international politics can affect oil revenue and hence long-term development in the developing world.

International politics affects oil trade. But do financial and commercial traders who participate in spot oil trading also respond to changes in international politics? We construct a firm-level dataset for all U.S. oil-importing companies over 1986-2008 to examine how these firms respond to increases in "political distance" between the U.S. and her trading partners, measured by divergence in their UN General Assembly voting patterns. Consistent with previous macro evidence, we first show that individual firms diversify their oil imports politically, even after controlling for unobserved firm heterogeneity. However, the political pattern of oil imports is not entirely driven by the concerns of hold-up risks, which exist when oil transactions via term contracts are associated with backward vertical FDI that is subject to expropriation. In particular, our results indicate that even financial and commercial traders significantly reduce their oil imports from U.S. political enemies. Interestingly, while these traders diversify their oil imports politically immediately after changes in international politics, other oil companies reduce their oil imports with a significant time lag. Our findings suggest that in designing regulations to avoid harmful repercussions on commodity and financial assets, policymakers need to understand the nature of political risk.

The impact of climate change and its relation with evapotranspiration was evaluated in the Duero River Basin (Spain). The study shows the possible future situations 50 years from now from the reference evapotranspiration (ETo). The maximum temperature (Tmax), minimum temperature (Tmin), dew point (Td), wind speed (U) and net radiation (Rn) trends during the 1980-2009 period were obtained and extrapolated with the FAO-56 Penman- Montheith equation to estimate ETo. Changes in stomatal resistance in response to increases in CO2 were also considered. Four scenarios were done, considering the concentration of CO2 and the period analyzed (annual or monthly). The scenarios studied showed the changes in ETo as a consequence of the annual and monthly trends in the variables Tmax, Tmin, Td, U and Rn with current and future CO2 concentrations (372 ppm and 550 ppm). The future ETo showed increases between 118 mm (11%) and 55 mm (5%) with respect to the current situation of the river basin at 1042 mm. The months most affected by climate change are May, June, July, August and September, which also coincide with the maximum water needs of the basin?s crops
