Established in early 2002, STREAM Vietnam has so far attained a number of good experiences and lessons in using participatory approaches for its work. The Country Office has been able to link to a wide range of stakeholders, and is working hard to build close relationships amongst them, so that institutional entities can better support the livelihoods of poor aquatic resources users, and support disadvantaged groups of people to improve their living standards by themselves. Reservoir fisheries and co-management are at early stage in Vietnam, but in certain places and industries co-management has brought about successful results by involving proactive participation of communities. Situated on the same continent and having many similarities, the interaction in agriculture and fisheries sector between Vietnam and Sri Lanka has brought the two countries closer. Being members of the STREAM family, there are great opportunities for exchange of experiences and lessons towards sustainable management of reservoir resources. (PDF has 11 pages.)

Florida Sea Grant management and extension specialists developed a questionnaire to solicit information regarding the recipient’s county of residence, occupation, and primary coastal activities. Survey recipients were also asked to select from a list the top five marine-related topics that defined prior strategic plan themes (i.e., marine bio-technology, fisheries, aquaculture, seafood safety, coastal communities, ecosystem health, coastal hazards, and marine education). In addition, questionnaire recipients were asked to evaluate (on a scale of one to five) the importance of a series of listed outcomes that characterize priority planning themes. Last, survey recipients identified up to three priority themes and outcomes that they felt were particularly important and in need of resolution. (PDF contains 36 pages.)

Rating enables the information asymmetry existing in the issuer-investor relationship to be reduced, particularly for issues with a high degree of complexity, as is the case of securitizations. However, there may be a serious conflict of interest between the issuer’s choice and remuneration of the agency and the credit rating awarded, resulting in lower quality and information power of the published rating. In this paper, we propose an explicative model of the number of ratings requested, by analyzing the relevance of the number of ratings to measure the reliability, where multirating is shown to be associated to the quality, size, liquidity and the degree of information asymmetry relating to the issue. Thus, we consider that the regulatory changes that foster the widespread publication of simultaneous ratings could help to alleviate the problem of rating model arbitrage and the crisis of confidence in credit ratings in general and in the securitization issues, in particular.

Aquaculture depends largely upon a good aquatic environment. The quality of the aquatic medium determines success to a large extent in aquaculture. The medium is particularly vulnerable to excessive abstraction (i.e surface or groundwater) and contamination from a range of sources (industrial, agricultural or domestic) as well as risks of self-pollution. Environmental management options proffered so far include: improvements in farming performance (especially related to feed and feeding strategies, stocking densities, water quality management, disease prevention and control, use of chemicals, etc.) and in the selection of sites and culturable species, treatment of effluents, sensitivity of recipient waters and enforcement of environmental regulations and guidelines specific to the culture system. There are presently conceptual frameworks for aquatic environment management backed by legal administrative tools to create or enforce rational system for water management, fisheries and aquaculture development strengthened by adaptive institutionalisation

Since 2001, a research group in the Institute of Mechanics, Chinese Academy of Sciences, has been devoted to the research of essential mechanics issues for submerged floating tunnel (SFT). In addition to the structural design of the SFT prototype in Qiandao Lake, the relevant researches cover a number of topics. This paper briefly describes the research procedure and results, including dynamic response of SFT due to surface wave, vortex-induced vibration of anchoring system, structural analysis of curved SFT, temperature effects of curved SFT, structural dynamic response due to accidental load, and effects of structural parameters (buoyancy-weight ratio, tunnel length,tether stiffness,etc.) on dynamic response.

With arguably the world’s most decentralized coastal governance regime, the Philippines has implemented integrated coastal management (ICM) for over 30 years as one of the most successful frameworks for coastal resource management in the country. Anthropogenic drivers continue to threaten the food security and livelihood of coastal residents; contributing to the destruction of critical marine habitats, which are heavily relied upon for the goods and services they provide. ICM initiatives in the Philippines have utilized a variety of tools, particularly marine protected areas (MPAs), to promote poverty alleviation through food security and sustainable forms of development. From the time marine reserves were first shown to effectively address habitat degradation and decline in reef fishery production (Alcala et al., 2001) over 1,100 locally managed MPAs have been established in the Philippines; yet only 10-20% of these are effectively managed (White et al., 2006; PhilReefs, 2008). In order to increase management effectiveness, biophysical, legal, institutional and social linkages need to be strengthened and “scaled up” to accommodate a more holistic systems approach (Lowry et al., 2009). This summary paper incorporates the preliminary results of five independently conducted studies. Subject areas covered are the social and institutional elements of MPA networks, ecosystem-based management applicability, financial sustainability and the social vulnerability of coastal residents to climate change in the Central Philippines. Each section will provide insight into these focal areas and suggest how management strategies may be adapted to holistically address these contemporary issues. (PDF contains 4 pages)

O anúncio dos gigantescos campos do pré-sal brasileiro recolocou o petróleo no alvo dos holofotes. A propriedade desta imensa riqueza e as inevitáveis mudanças na legislação do setor são as principais questões que derivam deste fato. Com efeito, temos assistido a uma proliferação de discursos acerca do tema. Esta dissertação se insere num conjunto de reflexões que tomam o petróleo como objeto de interesse. Privilegiamos um espaço específico de produção discursiva, a saber, o instituído pela Campanha Nacional O Petróleo Tem que Ser Nosso. Um primeiro procedimento metodológico de coleta de dados possibilitou identificar que, entre os seus materiais de mobilização, ganha destaque a cartilha de massas do movimento, que desde julho de 2009 circula pelo território nacional. Inscritos numa perspectiva da Análise do Discurso de base enunciativa, cuidamos de construir uma reflexão sobre alguns dos modos de inscrição do(s) sujeito(s) no discurso. Nossas considerações acerca dos gêneros do discurso revelaram o hibridismo da cartilha; tal peculiaridade nos obrigou a construir dispositivos distintos de análise. Num primeiro memento, decidimos observar as marcas de pessoa, os marcadores temporais e espaciais, com vistas a identificar uma dada cenografia discursiva (Maingueneau, 1997) que nos remetesse às imagens dos coenunciadores; consideramos, num segundo momento, os discursos relatados (Bakhtin, 2006; Authier-Revuz, 1998 e outros) para compreender a polifonia inerente à cartilha. Nossa análise verificou de que maneira um regime de verdade e uma memória se instituem pela cenografia discursiva; a análise dos discursos relatados, com ênfase nos discursos direto, indireto e narrativizado, nos permitiu identificar, no agenciamento das vozes, um espaço de confronto entre formações discursivas divergentes

For more than 55 years, data have been collected on the population of pike Esox lucius in Windermere, first by the Freshwater Biological Association (FBA) and, since 1989, by the Institute of Freshwater Ecology (IFE) of the NERC Centre for Ecology and Hydrology. The aim of this article is to explore some methodological and statistical issues associated with the precision of pike gill net catches and catch-per-unit-effort (CPUE) data, further to those examined by Bagenal (1972) and especially in the light of the current deployment within the Windermere long-term sampling programme. Specifically, consideration is given to the precision of catch estimates from gill netting, including the effects of sampling different locations, the effectiveness of sampling for distinguishing between years, and the effects of changing fishing effort.

A dissertação trata de recente fenômeno juvenil urbano marcado pela identificação com um estilo musical chamado emo; os jovens que fazem parte dessa cultura juvenil se consideram mais emotivos que as outras pessoas em geral. Os emos caracterizam se também pela negação, tanto de uma identidade de grupo quanto da associação estigmatizada com um estilo específico de se vestir, se comportar e se expressar. As questões teóricas presentes nesse trabalho discutem como emos se utilizam das categorias nativas, emoções e expressões de sentimentos para representar a música, os indivíduos e o próprio grupo. A abordagem analítica central é sobre esta articulação entre música e emoção como um recurso identitário. A Internet é uma importante referência para os sujeitos pesquisados, e como ferramenta de investigação está acompanhada de considerações metodológicas sobre a etnografia virtual.
