Delimitar el área de las dificultades del aprendizaje y conocer la panorámica actualizada de la investigación en esta área. El Current Index Journal Education (CIJE): todos los abstracts aparecidos bajo el epígrafe handicapped and gifted children, en el período 1980-1984, ambos inclusive. Estudio de la productividad de revistas. Impacto, vida media y ranking de las más productivas. Estudio de productividad de autores. Análisis de los autores más productivos. CIJE. Investigación bibliométrica: ley de Lotka, ley de dispersión de Bradford, índice de productividad total, índice de productividad fraccionaria, agrupamiento criterial de Crane. En cuanto a las revistas se codifican 81, con un total de 7287 artículos, siendo la media global de 90 artículos por revista. Una sola revista publica el 70 por ciento de la producción total. Con la ley de Bradford se hallan cuatro áreas de productividad: la primera área la forman cinco revistas que publican una media de 371'6 artículos. La segunda la forman 15 títulos con una media de 184'4 artículos, la tercera la forman 21 títulos con una media de 90 artículos. La cuarta la forman 40 títulos con una media de 42'2 artículos. Las revistas de las dos primeras áreas se publican todas en EEUU, excepto una. Para la jerarquización de autores se recurre al modelo de Crane: se encuentran 29 autores a los que incluir en grandes productores, 150 en el de productores moderados, 1220 aparecen como aspirantes y 5'190 como transeuntes. Los autores más productivos son: Frith, G., Kavale, K. A., Chandler, H. N., Torrance, E. Paul, Salend, S. J., Algozzine, B., Csapo, M., Forness, S., Stainback, W., Stainback, S., Ysseldike, J. Giordano, G. y Treffinger, D. Sería interesante realizar un estudio de las áreas temáticas.

Este cuadernillo quiere ser un catalizador que motive a los estudiantes a pensar y hablar sobre un tema relevante. Hablar les ofrece la oportunidad de reflexionar, pensar, y expresar con palabras, una nueva forma de aprendizaje y de probar su comprensión de una situación, o en otras palabras 'pensar en voz alta'. Este proceso de reflexión en voz alta permite a los alumnos explorar nuevos conceptos de información y construir su comprensión de ellos, al responder a las preguntas de otros estudiantes y, obtener una respuesta, a su vez, a sus propias ideas.

RESUMO: A qualidade da educação está sendo impactada pela falta de qualidade da gestão. Assim, apesar de saber-se que a qualidade da educação não está unicamente vinculada à qualidade da gestão escolar, já que o processo ensino-aprendizagem é permeado por uma grande diversidade de fatores, tais como, as práticas docentes, a presença da família e os recursos disponíveis, a gestão constitui-se em um dos fatores primordiais para a compreensão do desempenho da escola. A discussão acerca da qualidade da gestão escolar se faz necessária, portanto, no momento em que a educação brasileira clama pela sua qualidade. Acredita-se que entender os aspectos que envolvem a gestão escolar hoje existente no Brasil, mais especificamente no Piauí e mais diretamente no município de Teresina e a forma com que as escolas estão sendo efetivamente gerenciadas, poderá ajudar a compreender o fenômeno educacional e a melhoria da qualidade da formação promovida nas escolas brasileiras. Deste modo, tem-se como objetivo do estudo analisar como uma inovação da gestão escolar, de forma estratégica, aplicada nas escolas municipais de Teresina pode impactar na qualidade da Educação Básica municipal. Desta forma, o que se propõe, é estabelecer através da pesquisa de campo pontos positivos e negativos quanto ao modelo da gestão estratégica do ensino municipal, que possa ser um caminho para um modelo único de qualidade, na gestão da educação do Estado do Piauí. Concluiu-se que se faz necessário que o gestor da educação pública tenha o compromisso social de fazer da instituição que atua um espaço de transformação, para criar uma sociedade mais justa, mais humana e inclusiva, promovendo a liberdade, a autonomia e a melhoria da qualidade. ABSTRACT: The quality of education is being impacted by the lack of quality management. Thus, despite knowing that the quality of education is not solely linked to the quality of school management, as the teaching-learning process is permeated by a variety of factors, such as the teaching practices, the presence of family and available resources, the management is on a primary factor for the understanding of school performance. The discussion about the quality of school management is necessary, therefore, when it calls for the Brazilian education quality. It is believed that understanding the issues involving the school management that exists today in Brazil, specifically in Piauí and more directly in the city of Teresina and the way schools are being managed effectively, can help to understand the phenomenon and the improvement of educational quality promoted training in Brazilian schools. Thus, it has been the goal of the study to analyze how an innovation in school management, strategically applied in public schools of Teresina can impact the quality of basic education hall. Thus, what is proposed is to establish through research field positive and negative points about the model of strategic management and primary school, which can be a path to a single model of quality management education in the state of Piauí. It was concluded that it is necessary that the manager of public education has a social commitment to making the institution that operates a space of transformation, to create a fairer society, more humane and inclusive, promote freedom, autonomy and quality improvement.

Esta investigação faz um registro de um estudo de caso realizado com o objetivo de avaliar quais as contribuições trazidas pelo Fundo de Manutenção e Valorização da Educação Básica (FUNDEB) ao ensino fundamental, no Município de Nazarezinho – Paraíba/Brasil, no período de 2007 a 2009. O estudo está fundamentado nos principais acontecimentos históricos da educação brasileira: o financiamento educacional, as políticas de investimento e monitoramento internacional, as políticas neoliberais, o governo de Fernando Henrique Cardoso, a organização e vigência das principais legislações educacionais do país. Os principais programas educacionais da gestão do Presidente Luiz Inácio Lula da Silva, origem e desenvolvimento do FUNDEB a nível nacional e local, também fundamentaram a pesquisa conceitos de qualidade, financiamento educacional e políticas educacionais. Como aporte teórico, buscou-se as principais referências brasileiras: Davies (2008), Pinto (2004), Arelaro (2005), Azevedo (2005) e (Saviani) (2008). Como metodologia foram utilizadas técnicas de análise documental e entrevistas semiestruturadas com professores da rede municipal de ensino. A amostra documental foi feita através de estudo dos relatórios, balanços, demonstrativos de receitas e despesas do FUNDEB, Atas do Conselho de Acompanhamento do FUNDEB. Os resultados da pesquisa apontam que o novo fundo, no citado município, trouxe significativas melhorias em vários aspectos educacionais: formação docente, aquisição de equipamentos e infraestrutura das escolas. Porém, na questão da aplicação condigna dos recursos, ainda são necessários ajustes. Também percebemos que o índice de evasão e repetência continua muito alto. A pesquisa trouxe contribuições efetivas no que diz respeito às informações sobre os recursos do FUNDEB, inclusive abrindo debate para que o município pudesse discutir as formas de aplicação dos recursos conforme a lei na sociedade e no Conselho de Acompanhamento do FUNDEB.
Inclusive environments and inclusive design: New dimensions and priorities for construction research

Education and ethnicity cannot be discussed without taking language into account. This paper will argue that any discussion of ethnic minorities cannot ignore the question of language, nor can any discussion of human rights ignore the question of language rights. Unfortunately, in today's globalised world, governments and minorities are faced with conflicting pressures: on the one hand, for the development and use of education in a global/international language; on the other for the use and development of mother tongue, local or indigenous languages in education. Language complexity and ethnic plurality were largely brought about as a result of the creation of nation-states, which were spread around the world as a result of European colonialism. European languages and formal education systems were used as a means of political and economic control. The legacy that was left by the colonial powers has complicated ethnic relations and has frequently led to conflict. While there is now greater recognition of the importance of language both for economic and educational development, as well as for human rights, the forces of globalisation are leading towards uniformity in the languages used, in culture and even in education. They are working against the development of language rights for smaller groups. We are witnessing a sharp decline in the number of languages spoken. Only those languages which are numerically, economically and politically strong are likely to survive. As a result many linguistic and ethnic groups are in danger of being further marginalised. This paper will illustrate this thesis both historically and from several contemporary societies, showing how certain policies have exacerbated ethnic conflict while others are seeking to promote harmony and reconciliation. Objective: To identify and assess healthy eating policies at national level which have been evaluated in terms of their impact on awareness of healthy eating, food consumption, health outcome or cost/benefit. Design: Review of policy documents and their evaluations when available. Setting: European Member States. Subjects: One hundred and twenty-one policy documents revised, 107 retained. Results: Of the 107 selected interventions, twenty-two had been evaluated for their impact on awareness or knowledge and twenty-seven for their impact on consumption. Furthermore sixteen interventions provided an evaluation of health impact, while three actions specifically measured any cost/benefit ratio. The indicators used in these evaluations were in most cases not comparable. Evaluation was more often found for public information campaigns, regulation of meals at schools/canteens and nutrition education programmes. Conclusions: The study highlights the need not only to develop harmonized and verifiable procedures but also indicators for measuring effectiveness and success and for comparing between interventions and countries. EU policies are recommended to provide a set of indicators that may be measured consistently and regularly in all countries. Furthermore, public information campaigns should be accompanied by other interventions, as evaluations may show an impact on awareness and intention, but rarely on consumption patterns and health outcome.

European labour markets are increasingly divided between insiders in full-time permanent employment and outsiders in precarious work or unemployment. Using quantitative as well as qualitative methods, this thesis investigates the determinants and consequences of labour market policies that target these outsiders in three separate papers. The first paper looks at Active Labour Market Policies (ALMPs) that target the unemployed. It shows that left and right-wing parties choose different types of ALMPs depending on the policy and the welfare regime in which the party is located. These findings reconcile the conflicting theoretical expectations from the Power Resource approach and the insider-outsider theory. The second paper considers the regulation and protection of the temporary work sector. It solves the puzzle of temporary re-regulation in France, which contrasts with most other European countries that have deregulated temporary work. Permanent workers are adversely affected by the expansion of temporary work in France because of general skills and low wage coordination. The interests of temporary and permanent workers for re-regulation therefore overlap in France and left governments have an incentive to re-regulate the sector. The third paper then investigates what determines inequality between median and bottom income workers. It shows that non-inclusive economic coordination increases inequality in the absence of compensating institutions such as minimum wage regulation. The deregulation of temporary work as well as spending on employment incentives and rehabilitation also has adverse effects on inequality. Thus, policies that target outsiders have important economic effects on the rest of the workforce. Three broader contributions can be identified. First, welfare state policies may not always be in the interests of labour, so left parties may not always promote them. Second, the interests of insiders and outsiders are not necessarily at odds. Third, economic coordination may not be conducive to egalitarianism where it is not inclusive.

This article examines how political discourse, language ideologies, recent Chinese curriculum reforms, and their representations in the media are inextricably related. Using the Speak Mandarin Campaign as background for the inquiry, I focus on textual features of the various media sources, TV advertisements, campaign slogans, official speeches, and newspaper excerpts to illuminate the status and changing role of the Chinese language in Singapore’s sociocultural, economic, and political development. Using critical discourse analysis as an analytical framework, I examine the contradictory ideologies that underpin the government’s language policies and planning activities. On the one hand, the government emphasizes the cultural and economic values of the Chinese language; on the other hand, government schools teach Chinese as a subject. In particular, the recent reforms in Chinese language curriculum have arguably further diluted the content of teaching. In addition I point out how conflicting ideologies behind language policies can lead to cultural confusion and educational uncertainty. These mixed messages make it difficult for schools to offer a consistent language education curriculum that will help students appreciate the value, be it economic, cultural or educational, of the Chinese language.

This chapter presents findings on English Language instruction at the lower primary level in the context of policies for curricular innovation at national, school and classroom levels. The focus is on policies which connect national and school levels, and on how they might be interpreted when implemented in multiple schools within Singapore’s educational system. Referring to case studies in two schools and to individual lesson observations in 10 schools, we found much agreement with national policies in terms of curriculum (i.e. lesson content and activity selection),leading to great uniformity in the lessons taught by different teachers in different schools. In addition, we found that schools had an important mediating influence on implementation of national policies. However, adoptions and adaptations of policy innovations at the classroom level were somewhat superficial as they were more related to changes in educational facilities and procedures than in philosophies.

Purpose: To investigate the relationship between research data management (RDM) and data sharing in the formulation of RDM policies and development of practices in higher education institutions (HEIs). Design/methodology/approach: Two strands of work were undertaken sequentially: firstly, content analysis of 37 RDM policies from UK HEIs; secondly, two detailed case studies of institutions with different approaches to RDM based on semi-structured interviews with staff involved in the development of RDM policy and services. The data are interpreted using insights from Actor Network Theory. Findings: RDM policy formation and service development has created a complex set of networks within and beyond institutions involving different professional groups with widely varying priorities shaping activities. Data sharing is considered an important activity in the policies and services of HEIs studied, but its prominence can in most cases be attributed to the positions adopted by large research funders. Research limitations/implications: The case studies, as research based on qualitative data, cannot be assumed to be universally applicable but do illustrate a variety of issues and challenges experienced more generally, particularly in the UK. Practical implications: The research may help to inform development of policy and practice in RDM in HEIs and funder organisations. Originality/value: This paper makes an early contribution to the RDM literature on the specific topic of the relationship between RDM policy and services, and openness – a topic which to date has received limited attention.

This paper analyzes the most significant events occurring in Brazil`s educational, social and political areas over the last half century, viewed against a background of relevant worldwide events. The hypothesis presented here is that the relations between the country`s educational policies, the demands of the various segments of academia, and the public school system have always been strained. This strain has contributed positively to the evolution of academic knowledge and production, to the design of more modern curricular projects by institutional authorities, and to the initial recognition of the specific construction of school knowledge by the school system itself. However, the interaction of these major institutions lacks a crucial element-one that would lead to an effective change in the education of science teachers and produce a positive impact on Brazil`s schools-namely, the wholehearted participation of science teachers themselves. With this analysis, we intend to contribute by offering some perspectives and proposals for science teacher education in Brazil.

In this article I argue that language policies for education have effects on pupils’ educational possibilities. With the case of Karagwe district in Tanzania I have found that the case of “Swahili only” in primary school education favours the small minority of the children that live in a context where Swahili is used. This leads to inequality in pupils’ chances in education and to a low level of achievement of academic content in schools. This also promote the developing and use of safety strategies among teachers and pupils that hide failure and prevent pupils’ learning.
