In order to investigate the characteristics of water wave induced liquefaction in highly saturated sand in vertical direction, a one-dimensional model of highly saturated sand to water pressure oscillation is presented based oil the two-phase continuous media theory. The development of the effective stresses and the liquefaction thickness are analyzed. It is shown that water pressure oscillating loading affects liquefaction severely and the developing rate of liquefaction increases with the decreasing of the sand strength or the increasing of the loading strength. It is shown also that there is obvious phase lag in the sand Column. If the sand permeability is non-uniform, the pore pressure and the strain rise sharply at which the smallest permeability occurs. This solution may explain Why the fracture occurs in the sand column in some conditions.

Resumen: El problema de la deshumanización de la atención médica sido enfocado desde ópticas diferentes (y en diversos momentos históricos), ya sea desde la perspectiva del paciente, de los familiares o del propio equipo de salud que presta los servicios, pero no hay un estudio de las causas y de las posibles soluciones. Al realizar un recorrido de la atención profesional en el mundo de la salud observamos que solo podemos re humanizar esa atención con el compromiso directo de todos los participantes del equipo de salud para promover actos y condiciones que tengan como finalidad el respeto de los derechos humanos que se afirman en la dignidad de cada persona enferma. Creemos que esta presentación puede llevar a tomar conciencia sobre la vulnerabilidad de la intimidad en el proceso, hoy deshumanizante, de la atención profesional en el ámbito de la salud y desde este punto de partida asumiendo las responsabilidades subjetivas, sin anular la moralidad objetiva del hecho, comprometiéndonos a denunciar estas situaciones injustas y a trabajar día a día para humanizar la atención y de esta forma respetar el derecho a la intimidad.

This work is devoted to study of the slip phenomenon between phases in water-oil two-phase flow in horizontal pipes. The emphasis is placed on the effects of input fluids flow rates, pipe diameter and viscosities of oil phase on the slip. Experiments were conducted to measure the holdup in two horizontal pipes with 0.05 m diameter and 0.025 m diameter, respectively, using two different viscosities of white oil and tap water as liquid phases. Results showed that the ratios of in situ oil to water velocity at the pipe of small diameter are higher than those at the pipe of big diameter when having same input flow rates. At low input water flow rate, there is a large deviation on the holdup between two flow systems with different oil viscosities and the deviation becomes gradually smaller with further increased input water flow rate. Resumen: Este trabajo tiene como objetivo principal desarrollar un análisis conceptual de “Derechos Humanos”. Primeramente se dará cuenta de las definiciones habituales, entre ellas, aquellas facultades e institutos que, en cada momento histórico, concretan las exigencias de libertad, igualdad y dignidad humana, y que deben ser reconocidos por los ordenamientos normativos interno e internacional. A su vez, se pasará revista a sus características (innatos, necesarios, inalienables, imprescriptibles, oponibles erga omnes , universales, laicos, carentes de connotación ideológica, ya sea religiosa o política, fundados en una filosofía humanista e indivisibles. Luego, se enunciarán y analizarán sus fuentes y antecedentes históricos: desde 1945 con la Carta de la ONU, hasta 1993 en la Conferencia de Viena. Además, se estudiarán los principales sistemas de protección tanto a nivel nacional como internacional. Finalmente -y como ejemplo ilustrativo de uno de los Derechos Humanos-, se explicitará a la Bioética, puntualizando el análisis en el derecho a la salud

Resumen: Es habitual que en la fundamentación de derecho de la privacidad se acuda al valor de la dignidad humana, pero cuando los autores realizan esa vinculación suelen entender a la dignidad hu - mana como justificada en la mera autonomía del sujeto. Para este punto de vista que denominamos visión moderna, en el ámbito de los derechos fundamentales existe un amplio e indefinido campo de libertad, y esta libertad es o sería el derecho básico en sí mismo, o derecho fundamental por antonomasia. Esto significa la concepción del derecho entendido bajo su faz subjetiva. El derecho como un mero poder cuyo límite está en el poder o la facultad de otro, y el Estado como arbitrador de esos poderes subjetivos en pugna. Sin embargo, los derechos fundamentales entre los que se encuentran el derecho a la intimidad y a la privacidad, el derecho al resguardo del honor y de la imagen, encuentran su justificación en lo justo objetivo y en la dignidad humana. La dignidad como un valor que da sentido se justifica cuando es entendida con una apertura a la trascendencia de la persona, y a un fin objetivo al que dicha trascendencia se encamina.

This paper describes the light reflectance characteristics ofwaterhyacinth [Eichhornia crassipes (Mort.) Solms] and hydrilla [Hydrilla verticillata (L.F.) Royle] and the application of airborned videography with global positioning system (GPS) and geographic information system (GIS) technologies for distinguishing and mapping the distribution of these two aquatic weeds in waterways of southern Texas. Field reflectance measurements made at several locations showed that waterhyacinth generally had higher near-infrared (NIR) reflectance than associated plant species and water. Hydrilla had lower NIR reflectance than associated plant species and higher NIR reflectance than water. Reflectance measurements made on hydrilla plants submerged below the water surface had similar spectral characteristics to water. Waterhyacinth and hydrilla could be distinguished in color-infrared (CIR) video imagery where they had bright orange-red and reddish-brown image responses, respectively. Computer analysis of the imagery showed that waterhyacinth and hydrilla infestaions could be quantified. An accuracy assessment performed on the classified image showed an overall accuracy of 87.7%. Integration of the GPS with the video imagery permitted latitude/longitude coordinates of waterhyacinth and hydrilla infestation to be recorded on each image. A portion of the Rio Grande River in extreme southern Texas was flown with the video system to detect waterhyacinth and hydrilla infestaions. The GPS coordinates on the CIR video scenes depicting waterhyacinth and hydrilla infestations were entered into a GIS to map the distribution of these two noxious weeds in the Rio Grande River.

Two common goals of this meeting are to arrest the effects of sea level rise and other phenomena caused by Greenhouse Gases from anthropogenic sources ("GHG",) and to mitigate the effects. The fundamental questions are: (1) how to get there and (2) who should shoulder the cost? Given Washington gridlock, states, NGO's and citizens such as the Inupiat of the Village of Kivalina have turned to the courts for solutions. Current actions for public nuisance seek (1) to reduce and eventually eliminate GHG emissions, (2) damages for health effects and property damage—plus hundreds of millions in dollars spent to prepare for the foregoing. The U.S. Court of Appeals just upheld the action against the generators of some 10% of the CO2 emissions from human activities in the U.S., clearing the way for a trial featuring the state of the art scientific linkage between GHG production and the effects of global warming. Climate change impacts on coastal regions manifest most prominently through sea level rise and its impacts: beach erosion, loss of private and public structures, relocation costs, loss of use and accompanying revenues (e.g. tourism), beach replenishment and armoring costs, impacts of flooding during high water events, and loss of tax base. Other effects may include enhanced storm frequency and intensity, increased insurance risks and costs, impacts to water supplies, fires and biological changes through invasions or local extinctions (IPCC AR4, 2007; Okmyung, et al., 2007). There is an increasing urgency for federal and state governments to focus on the local and regional levels and consistently provide the information, tools, and methods necessary for adaptation. Calls for action at all levels acknowledge that a viable response must engage federal, state and local expertise, perspectives, and resources in a coordinated and collaborative effort. A workshop held in December 2000 on coastal inundation and sea level rise proposes a shared framework that can help guide where investments should be made to enable states and local governments to assess impacts and initiate adaptation strategies over the next decade. How is climate change affecting our coastal environment? How can coastal communities adapt to sea level rise and increased storm risk? These questions have garnered tremendous interest from scientists and policy makers alike, as the dynamic coastal environment is particularly vulnerable to the impacts of climate change. Over half the world population lives and works in a coastal zone less than 120 miles wide, thereby being continuously affected by the changes in the coastal environment [6]. Housing markets are directly influenced by the physical processes that govern coastal systems. Beach towns like Oak Island in North Carolina (NC) face severe erosion, and the tax assesed value of one coastal property fell by 93% in 2007 [9]. With almost ninety percent of the sandy beaches in the US facing moderate to severe erosion [8], coastal communities often intervene to stabilize the shoreline and hold back the sea in order to protect coastal property and infrastructure. Beach nourishment, which is the process of rebuilding a beach by periodically replacing an eroding section of the beach with sand dredged from another location, is a policy for erosion control in many parts of the US Atlantic and Pacific coasts [3]. Beach nourishment projects in the United States are primarily federally funded and implemented by the Army Corps of Engineers (ACE) after a benefit-cost analysis. Benefits from beach nourishment include reduction in storm damage and recreational benefits from a wider beach. Costs would include the expected cost of construction, present value of periodic maintenance, and any external cost such as the environmental cost associated with a nourishment project (NOAA). Federal appropriations for nourishment totaled $787 million from 1995 to 2002 [10]. Human interventions to stabilize shorelines and physical coastal dynamics are strongly coupled. The value of the beach, in the form of storm protection and recreation amenities, is at least partly capitalized into property values. These beach values ultimately influence the benefit-cost analysis in support of shoreline stabilization policy, which, in turn, affects the shoreline dynamics. This paper explores the policy implications of this circularity. With a better understanding of the physical-economic feedbacks, policy makers can more effectively design climate change adaptation strategies. (PDF contains 4 pages)

The World Food Summit in its meeting in Rome in 1999 estimated that 790 million people in the developing world do not have enough food to eat. This is more than the total populations of North America and Europe combined. Nigeria is one of the developing countries affected by hunger, deprivation and abject poverty by its citizenry inspite of its enormous natural and human resources. To reduce poverty and increase food supplies to the masses the Federal Government of Nigeria embarked on a programmed-tagged National Special Programme for Food Security (NSPFS) in the year 2002. The programme's broad objectives are to attain food security in the broadest sense and alleviate rural poverty in Nigeria. One of the areas of the programme's intervention is in the aquaculture and inland fisheries development because Nigeria imported 681mt of fish in 2003 with a total cost of about N50 million. The paper assesses the socio-economic conditions of one of the selected water bodies (Yamama Lake) with a view to introducing community-based fisheries management plan for the rational exploitation and management of the fishery and other aquatic resources of the water body thereby increasing fish supply and improving the living standard of the fisherfolk in the area. RESUMEN: El presente trabajo trata de indagar sobre los Derechos Humanos y el Derecho a la Educación de los niños y niñas de colectivos desfavorecidos, para promover la reflexión y proyección de la Educación Social como profesión educativa en la educación de paz y Derechos Humanos. Para ello, se realiza una revisión de las bases científicas, e históricas de las que surgen los Derechos Humanos. Posteriormente, mediante una metodología cualitativa de caso, se lleva a cabo por un lado, la observación de la experiencia educativa de la Comunidad de Collique en Lima (Perú); y por otro se realiza una evaluación y análisis de los resultados obtenidos.

[ES]Todo aquello, real o conceptual, que podamos imaginar aparece una vez que tiene un soporte físico. La insostenibilidad proviene del uso desaforado de los recursos naturales para satisfacer los deseos del presente, que lleva a una menor disponibilidad de los mismos en el largo plazo. Esto ocurre porque los flujos de materia y energía se modifican y también lo hacen los agentes que en ellos participan. La hoja de ruta para alcanzar la sostenibilidad es, por una parte, ir promoviendo un cambio de conciencia en el seno de la sociedad y a la vez, aplicar soluciones técnicas que lleven el sello de la sostenibilidad. Este cambio, es una actuación conjunta y necesita de la participación de todos los seres humanos para tener esperanzas de éxito. La ciudad, ecológicamente, es un agujero negro e incluye no sólo lo que es, sino también lo que necesita para mantenerse tal y como es. La planificación urbana ecológica intenta aunar lo urbano y lo sostenible, ya que tiene como propósito proponer áreas donde los asentamientos humanos sean favorables y produzcan menos repercusiones negativas en el entorno. Para lograrlo, energía, materiales constructivos, agua, residuos, zonas verdes, comunidad y la incidencia en la legislación son ámbitos en los que el planeamiento urbano sostenible debe actuar. Los seres humanos somos los poseedores de nuestro destino. Los resultados son consecuencia de las acciones. Si algo ocurre es porque nuestras acciones han sido las elegidas para que así sea.

Esta tese analisará a distribuição das águas na cidade do Rio de Janeiro considerando os elementos sociais, jurídicos, políticos, e seus reflexos no direito urbano e ambiental. Nesse aspecto referenciará as medidas de regulação e de organização da estrutura urbana, desde a formação da cidade até os dias atuais, assim como as consequências da exclusão e da ausência das políticas urbanas equitativas. No início, as ocupações irregulares, se distantes do centro e dos bairros elitizados, não despertavam maiores demandas do poder público, porém com o aumento das periferias e as ocupações próximas aos bairros formais, inúmeras medidas adotadas optaram pela remoção, contenção e a destruição dos espaços sem apresentar uma solução, agravando os problemas urbanos. Tais problemas, reconhecidamente sociais, passam a ser denominados urbanos e ambientais, gerando uma complexa criminalização dos moradores das periferias. As intervenções nos espaços são legalizadas pelo instrumento jurídico, as residências suburbanas são classificadas como ilegais e, por consequência, os recursos que deveriam atender a todos na cidade são direcionados apenas para cidade legalizada, criando a celeuma da desigualdade. Assim, amontoados em barracos precários, sem abastecimento de água, energia, esgoto e coleta de lixo, as periferias multiplicam as diversas formas de violência, uma vez que o direito não socorre esses moradores que, abandonados pela lei, vivem a escassez das águas e a especulação dos serviços ilegais de abastecimento. A crise do abastecimento não é causada pelas populações mais empobrecidas, mas pelo mercado que se apropria da maior parte desses recursos, dentro do sistema de uma lógica capitalista, e exclui aqueles que não podem pagar pelo abastecimento regular. Nesse sentido, este trabalho entende que o direito, ainda que tenha se tornado regulatório pode assumir um caráter revolucionário e transformador em que o direito das águas seja um direito da comunidade, por isso, um bem público não estatal, por fim objetiva esse trabalho estudar as leis das águas dentro do paradigma da solidariedade hídrica.
