Upgrading or polarization? occupational change in Britain, Germany, Spain and Switzerland, 1990-2008

This paper analyzes the pattern of occupational change in four Western European countries over the last two decades: what kind of jobs have been expanding -- high-paid jobs, low-paid jobs or both? By addressing this issue, we also examine what theoretical account is consistent with the observed pattern of change: skill-biased technical change, skill supply evolution or wage-setting institutions? Our empirical findings show a picture of massive occupational upgrading that closely matches educational expansion. In all four countries, by far the strongest employment growth occurred at the top of the occupational hierarchy, among managers and professionals. Yet in parallel, in Britain and Switzerland, as well as in Germany and Spain after 1996 and 2002 respectively, relative employment declined more strongly in the middling occupations (among clerks and production workers) than at the bottom (among interpersonal service workers). This slightly polarized pattern of occupational upgrading is consistent with the "routinization" hypothesis that technology is a better substitute for average-paid jobs in production and the office that for low-paid jobs in interpersonal services. However, we find large cross-country differences in the employment evolution at the bottom of the occupational hierarchy, among low-paid services workers: sizeable growth in Britain and Spain, but stagnation in Germany and Switzerland. This results points towards the possibility that wage-setting institutions filter the pattern of occupational change.

The work by Koglin et al. (Koglin, N., Kostopoulos, D., Reichmann, T., 2009. Geochemistry, petrogenesis and tectonic setting of the Samothraki mafic Suite, NE Greece: Trace-element, isotopic and zircon age constraints. Tectonophysics 473, 53-68. doi: 10.1016/j.tecto.2008.10.028), where the authors have proposed to nullify the scenario presented by Bonev and Stampfli (Bonev, N., Stampfli, G., 2008. Petrology, geochemistry and geodynamic implications of Jurassic island arc magmatism as revealed by mafic volcanic rocks in the Mesozoic low-grade sequence, eastern Rhodope, Bulgaria. Lithos 100, 210-233) is here Put under discussion. The arguments for this proposal are reviewed in the light of available stratigraphic and radiometric age constraints, geochemical signature and tectonics of highly relevant Jurassic ophiolitic suites occurring immediately north of the Samothraki mafic suite. Our conclusion is that the weak arguments and the lack of knowledge on the relevant constraints from the regional geologic information make inconsistent the Proposal and the model of these authors. Pour la première fois, le 12 février 2008, la Cour européenne des droits de l'homme a consacré une forme de protection pour les "whistleblowers". La Cour a ainsi condamné la Moldavie pour atteinte à la liberté d’expression d’un fonctionnaire licencié pour avoir communiqué à la presse un document confidentiel : une dénonciation aux médias peut exceptionnellement intervenir lorsque la dénonciation au supérieur hiérarchique ou à une autorité publique compétente semble impossible ou vouée à l'échec. L'arrêt Guja c. Moldova énonce plusieurs critères destinés à encadrer la démarche du whistleblower. Plusieurs questions importantes demeurent cependant ouvertes.

[eng] Objective: To analyse the scientific papers studying citations in the areas of humanities during the period 1959-2008 and to determine the aspects evaluated. The main bibliometric aspects measured were type of study, obsolescence, dispersion, language, theme, author impact and self-citations.Methodology: Broad revision of the international literature in the area of library and information science in the period studied, and detailed analysis of 119 bibliometric studies.Results: Most of the few studies of this area are based on ad-hoc citation compilations. There is a certain predominance of philology. Library quarterly is the journal that has published most papers of this kind. The conclusions of these studies can be as useful as those in the experimental sciences; it would be useful to increase their number.
