This dissertation engages the question of why German political elites accepted the use of force during the 1990s and started to commit the country's armed forces to multilateral peacekeeping missions. Previous governments of the Federal Republic had opposed foreign deployment of the military and Germany was characterized by a unique strategic culture in which the efficacy of military force was widely regarded as negative. The rediscovery of the use of force constituted a significant reorientation of German security policy with potentially profound implications for international relations. I use social role theory to explain Germany's security policy reorientation. I argue that political elites shared a national role conception of their country as a dependable and reliable ally. Role expectations of the international security environment changed as a result of a general shift to multilateral intervention as means to address emerging security problems after the Cold War. Germany's resistance to the use of force was viewed as inappropriate conduct for a power possessing the economic and military wherewithal of the Federal Republic. Elites from allied countries exerted social pressure to have Germany contribute commensurate with capabilities. German political elites adapted role behavior in response to external expectations in an effort to preserve the national role conception of a dependable and reliable ally. Security policy reorientation to maintain Germany's national role conception was pursued by conservative elites who acted as 'role entrepreneurs'. CDU/CSU politicians initiated a process of role adaptation to include the use of force for non-defensive missions. They persuaded Social Democrats and Alliance 90/Green party politicians that the maintenance of the country's role conception necessitated a reorientation in security policy to accommodate the changes in the security environment.

Diferentemente de muitas cidades europeias, a urbanização da cidade de São Paulo ocorreu na medida de seu crescimento econômico e populacional, formando um desenho urbano heterogêneo, sem padrões. A falta de um planejamento eficaz somada à priorização do transporte individual geraram problemas urbanos tais como congestionamentos, degradação ambiental, transporte público incipiente, etc. O novo plano diretor estratégico de São Paulo surge com uma proposta para reorganização da cidade, adensando regiões providas de maior infraestrutura e limitando a densidade populacional das outras regiões. Responsável pelo desenvolvimento imobiliário, o setor de real estate é afetado diretamente pelas novas diretrizes do plano diretor. Neste trabalho, são discutidos os impactos do novo plano diretor no planejamento de produtos residenciais, identificando os efeitos na formação de preços e das tipologias que passarão a ser ofertadas de acordo com as novas diretrizes de uso do solo, bem como as possíveis respostas do mercado, ou seja, empreendedores e a população. A metodologia de pesquisa contou com estudos bibliográficos, coleta de dados em uma incorporadora tradicional da cidade de São Paulo, e estudos de qualidade de investimento. Uma base de dados de terrenos foi submetida ao modelo de modo a comparar os resultados de empreender considerando a legislação anterior e a atual imposta pelo plano. Como resultado, verificou-se que a consequência indireta do plano será o aumento de preço de venda de apartamentos. Para minimizar esse efeito, será necessário: reduzir as taxas de retorno do empreendedor, reduzir as áreas privativas, custos de obra e os custos de terreno. Para os empreendedores, o planejamento de produtos se tornará ainda mais importante, diante das novas limitações e da provável redução de seus resultados financeiros. Ainda, a tendência é que terrenos localizados próximos dos eixos de transporte tenham seus preços de comercialização elevados, e a oferta de apartamentos nessas regiões será de produtos de até 80 metros quadrados. Já os terrenos localizados em regiões de baixo aproveitamento poderão ter a atividade de incorporação inviabilizada, a não ser que haja reduções consideráveis dos custos de terreno.

A la hora de explicar las causas del atraso relativo de España en las décadas previas a la Guerra Civil, algunos autores han considerado como un factor clave la mayor propensión de los empresarios españoles a las estrategias de búsqueda de rentas, lo que dio lugar a un sector industrial protegido, cartelizado e ineficiente. Dado que la siderurgia es señalada frecuentemente como el paradigma de las funciones improductivas de los empresarios españoles, el presente trabajo pretende, en primer lugar, contrastar las actitudes de los siderúrgicos españoles con las de los franceses y alemanes en las décadas que precedieron a la Primera Guerra Mundial. En segundo lugar, se analizará si la cartelización del mercado entre 1897 y 1936 tuvo consecuencias negativas para el desarrollo económico de España, tales como restricción a la entrada de competidores, ausencia de innovaciones tecnológicas y, como resultado de ello, una oferta rígida para su producción.

Objetivo: Explorar las percepciones de pacientes con fibromialgia (FM) sobre los problemas que experimentan en el ámbito laboral, para analizar cómo se enfrentan a ellos y se adaptan a las limitaciones derivadas de los síntomas de esta enfermedad. Diseño: Estudio cualitativo exploratorio realizado en 2009. Emplazamiento: Asociaciones de pacientes con FM de la Comunidad Valenciana (España). Participantes: Dieciséis personas (13 mujeres y 3 hombres) diagnosticadas de FM por un reumatólogo, de distintas edades y ocupaciones, seleccionadas a partir de informantes clave y por la técnica de bola de nieve. Método: Muestreo pragmático. Entrevistas semiestructuradas hasta alcanzar la saturación de la información cuando no emergían contenidos nuevos. Análisis de contenido cualitativo utilizando el software informático Atlas.ti-5 para generar y asignar códigos, formar categorías e identificar un tema latente. Resultados: Se identificaron 4 categorías: las dificultades para cumplir las exigencias laborales, la necesidad de apoyo social en el entorno laboral, las estrategias adoptadas para continuar trabajando y la resistencia a abandonar el mercado de trabajo. De forma transversal a estas categorías emergió un tema: la disposición de permanecer o reincorporarse al mercado laboral. Conclusiones: Se requiere atender las necesidades específicas de los pacientes con el fin de que logren permanecer en el mercado laboral, de acuerdo a sus capacidades. Para ello, emerge la necesidad de programas de sensibilización sobre las consecuencias de la FM en el entorno laboral para lograr la colaboración de los directivos, empresarios, profesionales de Atención Primaria y médicos del trabajo.

Este trabajo presenta los principales resultados de una investigación cuya finalidad es conocer la adopción de las redes sociales on-line en las pymes dirigidas por mujeres. Se parte de la base de que el uso de redes, como elemento estratégico de comunicación, se encuentra todavía en una fase incipiente de desarrollo, lejos aún de ser una práctica consolidada. Nuestro interés en este trabajo es conocer la predisposición y motivaciones de las empresarias hacia el uso estas redes, así como las utilidades y dificultades a las que han de enfrentarse. Nos interesa visibilizar el cambio actitudinal y competencial que las empresarias están imprimiendo en sus empresas dentro del marco competitivo en el que se encuentran. En definitiva, nos interesa estudiar la percepción que tienen las empresarias sobre el uso de las redes sociales online en la medida en que están insertas, como una herramienta más de gestión empresarial. Nos situamos ante un nuevo ámbito de conocimiento sobre el que apenas existen referencias bibliográficas ni se ha realizado apenas investigación; de ahí que la investigación tenga una finalidad fundamentalmente exploratoria y de carácter cualitativo. Para la obtención de la información se realizaron catorce entrevistas semi-estructuradas entre empresarias andaluzas de distintos sectores de actividad. Entre los principales resultados encontramos que algo menos de la mitad de ellas las utilizan, o están implantadas en sus empresas, como herramientas de comunicación. El resto, y relacionado con el tamaño de sus negocios, las utilizan como una prolongación del uso personal en el que se iniciaron.

This study presents an empirical analysis of the determinants of firm and self-employed survival in the Spanish translation sector. In the midst of a global downturn firm and self-employed survival is a key factor for the progress of the economies and for a better and more stable future. The study presents, first of all, a review of the literature on translation, interpreting, career opportunities, and entrepreneurship, and firm survival. The following empirical analysis explores the combination of variables of human capital, contingency and economic investment that potentially drive translation and interpreting firms or self-employed entrepreneurs to survive. The study performs a comparative qualitative analysis with a fs/QCA methodology identifying nine combination of causes that lead to the outcome. The results contribute towards a better understanding of entrepreneur translators’ lifespan as they provide an empirical outlook on the different causal paths that predict the survival of those translation and interpreting firms or self-employed entrepreneurs. The last part concludes with the most relevant findings of this research study. With little literature on the topic of firm survival in the translation and interpreting sector the paper aims to fill this gap and make a valuable contribution to the current literature on translation-firm creation and firm and self-employed survival.

After nearly four years of the most serious financial and economic crisis Europe has seen in 80 years, most EU Member States are facing high budget deficits, growing public debts, while most entrepreneurs are facing difficulties in accessing finance due to the credit crunch. Meanwhile there are more than 23 million unemployed in the EU and unemployment rates have reached an average of 10% and more than 20% in Greece and Spain1. Microcredit can provide an answer to the employment challenges caused by the current economic crisis and to reach the 75% employment target rate set in the Europe 2020 strategy.

Leaders of the EU’s institutions have to be political entrepreneurs if they are to leave a mark on history. Their decision-making power is limited, but they can often frame the choices and broker coalitions to push the existing boundaries of European integration. This Commentary by Daniel Gros finds that none of the EU’s top three new faces – Jean-Claude Juncker, Donald Tusk or Federica Mogherini – has a track record in this sense. In his view, the most sobering message from the whole appointment process is that the member states’ leaders will not suffer anyone who might rock the boat and push integration forward. That there will be little movement towards the “ever-closer union” envisioned in the Treaty of Rome might come as a relief for those fearing domination by Brussels (like many in the UK), but it can only dismay those who hope that, despite its sluggish economy and declining population, Europe can become a relevant global actor.

As the difficulties Gazprom has faced in recent years on the European market have multiplied1, so more and more symptoms have appeared which may suggest that the company’s dominant position is deteriorating. The decision made by the Russian government in June 2011 to double the tax Gazprom has to pay on the extraction of gas, which was later approved by parliament, was the first time in many years when the company’s fiscal privileges were withdrawn. The process of Gazprom’s assets being taken over by private companies and business partners from within Vladimir Putin’s closest circle is underway. More and more frequently attempts are being made to challenge the company’s monopoly in areas of key importance for the functioning of the entire gas sector, such as Gazprom’s exclusive right to dispose of the Russian gas transportation system and its exports monopoly. Competition from independent gas producers on the domestic market is growing, and Gazprom is gradually being pushed out of some of that market’s most profitable segments (industrial clients). The emerging tendencies in the Russian gas sector derive from a number of factors – from the situation on the European gas market, through difficulties hampering the development of the sector in Russia itself, to the private interests of the current ruling class and its business partners. The plans for a structural reform of the monopoly (including isolating gas transportation system from Gazprom), presented since 2000 by the Ministry for Economic Development and since 2003 by the Russian Association of Industrialists and Entrepreneurs (RSPP), suggest a direction for the changes necessary to stimulate the sector’s development and improve the efficiency of Gazprom itself. However, the monopolist’s current business model gives the government full control over this strategic enterprise, which is a core of Putin’s concept for developing Russia as a global energy power. Despite Putin’s recent statement that he “does not rule out privatising Gazprom in the future” (made at a meeting with political scientists in Moscow on 6 February this year), any structural reform of Gazprom (and consequently, a weakening of the state’s control over it) seems unlikely in the foreseeable future. Still, the developments on the domestic market – growing pressure from other gas companies (oil corporations and independent producers) and changes on the European market2 – may result in the weakening of Gazprom’s monopoly privileges and a gradual deterioration of its special status within Russia.

In 2012, the European Union adopted a transformational change to its banking policy for the Eurozone. It dropped the model of decentralized supervision and regulatory competition between countries, and replaced it with a single supervisor and harmonization. Transferring banking supervision to the ECB also alters the existing constitutional order. The policy process leading to this transformational change was rapid and highly political, which was different compared to earlier incremental changes to banking policy. Kingdon's model, whereby policy entrepreneurs seize opportunities at times when the independent streams of solutions, problems and politics converge, partly explains this transformation. The study of EU banking policy suggests, however, that the multiple streams framework should pay more attention to the way in which entrepreneurs engineer fluctuations within the streams and thereby contribute to creating opportunities for change. This paper identifies the ECB as an effective entrepreneur which also played an active role in political bargaining.

For years, development policy has attracted the attention of public opinion in Germany and been strongly supported by the public. It takes the form of an agreement between equal partners who draw mutual benefits from this co-operation. German development policy is structured to support the German economy. This policy and the state’s significant share in development projects reduces the investment risk incurred by German entrepreneurs who engage their assets in developing countries. Furthermore, bilateral co-operation successfully builds the made in Germany brand as regards both development policy and further economic co-operation, making the beneficiaries of development co-operation indirectly dependent on German goods and services. Development co-operation, along with diplomacy and defence policy, is the third pillar of German foreign policy. In this context it plays above all a preventive function in the case of international conflicts. Investing funds as part of development projects in areas affected by military conflicts or facing a high risk of military conflict is viewed by Germany as its contribution to overcoming crises or removing their causes. This goes hand in hand with the conviction that international conflicts, wherever they appear, adversely affect the German economy, which heavily relies on exports.

We reevaluate the female underperformance hypothesis by challenging the assumption that female-owned ventures are more likely to fail. Instead of equating exit with failure, we draw on exit literature and feminist theories to argue that female entrepreneurs are actually more likely than males to exit voluntarily. We argue for further gender differences by using an even more fine-grained conceptualization of entrepreneurial exit (failure, exit for personal reasons, and exit for other professional/financial opportunities). Post-hoc analyses also point to withingender heterogeneity depending on family status. A sample probe of 219 Spanish entrepreneurs who had exited their business supports our overall reasoning.

With whom should entrepreneurs create their firms in order to enhance nascent venture performance? Conventional wisdom suggests that the stronger human capital and social relations in nascent venture teams are, the better the nascent venture’s performance. We draw from social embeddedness literature, however, and argue that the positive effect of team members’ human capital on three different dimensions of nascent venture performance is weaker when team members exhibit strong social relations. Our analysis of 488 nascent venture teams in the PSED II dataset confirms our predictions, showing that nascent ventures of teams with strong human capital but weaker social relations exhibit the best performance. The study thus offers valuable contributions particularly to literature on entrepreneurial teams the determinants of new venture performance.
