Políticas públicas de Economia Solid��ria e a SENAES: um balan��o preliminar (2003-2006)

This paper focuses on the process of institutionalization of public policies of Solidarity Economy in the federal government during President Lula���s first term (2003-2006). During this period, the authors analyze in particular the creation and operation of the National Secretariat for Solidarity Economy (SENAES) ��� a structure established under the Ministry of Labor in order to implement social inclusion policies designed to generate jobs and income. This approach allows the formulation of hypotheses about the institutional context of SENAES, its scope, limits and challenges.

"...Depois, querida, ganharemos o mundo": reflex��es sobre g��nero, sexualidade e políticas públicas para travestis adolescentes, meninos femininos e outras varia����es

This article originated in a research that was meant to map out and examine the life conditions of ���travesti��� (transgender) teenagers and youth living in the city of Campinas, state of S��o Paulo. We contacted our informants outside the environments usually identifi ed as the common spaces where members of this group spend their time and share their experiences, as a strategy that we believed could enable us to better perceive how they construct their subjectivities. As we began our ethnographic endeavors, we were surprised by the multiplicity of ways in which these young people experimented with gender and sexuality, yet which were, at the same time, accompanied by eff orts to fi t these experiments within available identity categories. Feminine boys, cross dressers and drags thus constructed their own ways of living the feminine, and in doing so, stirred our imagination regarding contemporary experiences and political struggles in the realm of sexuality.

Inclus��o e cidadania digital no Brasil: a (des) articula����o das políticas públicas

The incipient but quickly expansion action on the Information and Communications Technologies (ICT) in Africa it is now just having different impact on these societies. One of these relates bear on how users are identified with these tools. Just like that we find individuals identify as bloggers, twitter followers or cyber activist. This contribution analyzes the Senegal���s fact where a successful use of social nets and web 2.0 tools experience (at least in repercussion) as social and political involvement while presidential elections in 2012 is tied to come back an identity: Cyber activist. Senegalese circumstance shows us how this identity has a personal and assertiveness dimension as well collective aspects of belonging to a community. One as much as the other, show us personal traits in contrast to previous beliefs, basically because it fuse and confuse virtual and reality. Due to dynamics from expanding technology, this identity is youthful and urban, but not only. This situation creates new dynamics at least in this affected group. For this reason, besides knowing emergence and evolution of this fact, it raises some of the involvement in social and political involvement from groups traditionally ���invisible���. Beyond the new social behavior there are new changes in the rules of the game in order to start new social revolution.

Trabalho multiprofissional: necessidades reais e as políticas públicas na aten����o da popula����o idosa

Concomitant with the aging process there is an increasing of incidence of chronic diseases. So, it emerges the need for adaptation in the health system that requires new skills of healthcare professionals in order to serve this population. Therefore, it is necessary to understand the aging process and establish preventive measures. These issues are still far from achieving the ideal, however, many government programs and universities have sought to improve themselves and adapt to this change through a plurality of actions and preventive or health promotion intervention which provide a more resolute and humanized care plan through a multidisciplinary approach.

Internet e democracia: a qualidade da informa����o sobre políticas públicas de cultura em portais de governo

Public communication comprises the dissemination of information on the various aspects of public management, with transparency and accountability, including the use of the existing technological resources. Particularly in the field of cultural policies, the right to information must be exercised as a contribution to political participation and economic expansion. This paper presents the results of research that was investigated, through analysis of the content under thirteen categories of evaluation, of the quality of information on cultural policies in web portals of the different spheres of government in Brazil. The results show the lack of information on the processes of development and implementation of policies in that field.

As políticas públicas ambientais e a din��mica do espa��o rural no munic��pio de Araras (SP)

Historically the evolution of the occupation of ararense territory was due to the expansion of agricultural activities. Such activities were intensified with the transformations engendered by the Green Revolution, increasing the exploitation, the area occupied by agriculture and the deforestation and consequent environmental degradation. Therefore the current reality of rural areas in Araras/SP has shown that part of agricultural practices made it does not guarantee the effectiveness of environmental legislation and the sustainability of farms. Considering the recently implemented environmental policies, such as Law n�� 12.651 / 2012, better known as New Forest Code and Decree n�� 8.235 / 2014 establishing a period of one year to rural property registered with the Rural Environmental Registry (CAR), as tools targeting to reduce environmental degradation and contribute to building a sustainable rural development. This work aims to analyze the dynamics of the rural municipality of Araras on the environmental situation in some rural properties and actions to be taken by the owners to the full compliance of its properties before the environmental public policy

Políticas públicas dos recursos h��dricos no desenvolvimento da agricultura irrigada

O aumento da popula����o vem demandando o aumento na produ����o de alimentos, em que a inser����o de tecnologias no campo j�� alcan��a deste o pequeno produtor rural at�� os grandes latifundi��rios, e uma tecnologia que se destaca �� a irriga����o. Assim, o objetivo do trabalho foi realizar uma revis��o sobre as politicas publicas dos recursos h��dricos na irriga����o. Em que s��o diversos ��rg��os p��blicos que gerenciam o uso de ��gua pela agricultura, e vem destacando o estudo para se calcular a quest��o de ��gua virtual exportada pelos pa��ses e suas consequ��ncias.

Políticas públicas e o meio ambiente: o desafio da avalia����o e monitoramento

O objetivo do desenvolvimento sustent��vel vem sendo buscado no Brasil desde a d��cada de 1980, por ocasi��o da promulga����o da Pol��tica Nacional do Meio Ambiente (Lei n. 6.938, de 31 de agosto de 1981). De l�� para c��, e ap��s a Confer��ncia das Na����es Unidas sobre o Meio Ambiente e o Desenvolvimento, tamb��m conhecida como ECO-92, Rio-92, C��pula ou Cimeira da Terra, diversas políticas ambientais t��m sido elaboradas sobre temas, desdes os mais tradicionais e cl��ssicos (recursos florestais, recursos h��dricos), at�� os mais recentes (res��duos s��lidos, remuera����o de servi��os ambientais). Este trabalho se prop��e a apontar, descrever, sistematizar e selecionar alguns dos principais par��metros que devem ser considerados, dentro de uma leitura predominantemente econ��mica, para efeitos de se avaliar e monitorar as políticas públicas na ��rea ambiental. Como hip��tese principal, defende-se que �� poss��vel indicar crit��rios que possam orientar a avalia����o e acompanhamento das políticas públicas ambientais por parte dos distintos segmentos da sociedade e segundo diversos interesses espec��ficos. Pretende-se utilizar o m��todo indutivo para fins de se estabelecer uma conclus��o que confirme ou afaste a hip��tese principal deste trabalho. Foram identificados, ao final, alguns dos principais par��metros que poderiam auxiliar, os segmentos da sociedade direta ou indiretamente envolvidos em determinado tema ambiental, a discutir, avaliar e monitorar os instrumentos de comando e controle, econ��micos e outros consoante propostos para a implanta����o de um pol��tica p��blica ambiental.
