La cession de la garantie bancaire autonome, est sans doute un aspect de la plus grande pertinence pour le cessionnaire d'un crédit accordé, c’est un autre moyen que le commerce, «máxime», le commerce international met à ses exploitantes ou ses operateurs pour obtenir de la liquidité. Nous espérons avec ce travail, d'analyser l'applicabilité de la garantie bancaire autonome, en partant du principe selon lequel en cas de transfert de crédit, les respectives garanties et autres accessoires également se transmettent. Basé sur la doctrine internationale, notamment italienne et portugaise, nous avons l'intention de parvenir à une solution que permet une application correcte de l'institut concerné, dans le cadre droit Santoméen, c'est à dire, c'est qui permet au cessionnaire d'une créance de protéger, effectivement, ses intérêts légitimes.

The United Nations is an international organization that was created after World War II, whose main objective is to promote cooperation, social and economic development, as well as to ensure international peace and security. The Member States are key actors in the international political system. For that reason they have strategic interests in what regards taking part in the international organizations. They see it as an opportunity to achieve those goals. The United Nations Security Council has a very important role in preserving international peace and security. It is the organ of the United Nations in which fifteen member states are represented: five permanently and ten non-permanently, being that the latter are elected for two years. Participating in the Security Council is a unique opportunity for middle powers like Portugal to promote their national interests and to increase their international visibility. In addition, they can contribute to the world’s destiny during their mandate period. Portugal has exercised his third term as a non-permanent member of the Security Council in 2011-2012 biennium, defeating Canada after a successful campaign carried out by the Portuguese diplomacy. This study analyses the participation of Portugal in the Security Council´s 2011-2012 biennium. It will focus the application process and election and the role of Portugal in the Security Council, especially in its the presidency and its intervention in the presidency of the Sanctions Committee on Libya. Its aim is to show the impact of Portuguese participation in the Security Council for international peace and security, as well as the geopolitical importance for the country of being part of the Security Council.

At a time of global economic instability, to which Portugal is not oblivious, and aware that the main source of Portuguese State revenue relies on the collection of tribute, the National Republican Guard holds within its mission relevant assignments to the protection of the financial interests of the country, in particular, fiscal and customs. These assignments were inherited from the century - old institution Guarda Fiscal - with evidence given in this domain, which was integrated into the National Republican Guard in 1993, to adopt, a 1St model, that held a specialized unit – Brigada Fiscal, with surveillance and patrolling missions of costa and fiscal and customs supervision, throughout the national territory and maritime zone of respect. In 2009, the result of political decisions, reorganization the State's central administration, appears de 2Nd model, because the Brigada Fiscal assignments were divided by two specialized units - UAF with investigation skills, and UCC for patrolling and surveillance of the coast. Analyzed the legal spectrum of special legislation leading the criminal and transgression sector punitive (RGIT), in essence, is in the UAF that resides the role assignments from the scope of the investigation and supervision of goods in the national territory on a par with the tax authority. Tax inspection assignments, fiscal and customs of the National Republican Guard, are unmatched in the National Tribute System, constituting itself as a potentiality of this special body, in similarity of their counterparts - Spain and Italy; however, have some constraints, that urge to clarify and repair. Foreseeing the future, face the announced news of a new restructuring, on behalf of the interests of the country, and in order to raise the quality of performance of the tax inspection, fiscal and customs, the National Republican Guard shall maintain a model based on the experience already accumulated, obviously adapted to the new demands of a changing society. Despite the current model gain in efficiency, loses in effectiveness. However, the efficiency of a model, without the necessary resources, can never bring “the letter to Garcia” against any kind of infringements, criminal or transgressions. Unless better opinion, both tax structures of the National Republican Guard are valid as an instrument for the prevention and combat of these illegal types. Because they are strategic in pursuing the public interest, given the scarce resources of the country and be the National Republican Guard, the force with the means and know-how of this nature. A cooperação entre os oito Estados-Membros da CPLP

A cooperação entre os oito Estados-membros que compõem hoje a CPLP, nomeadamente Angola, Brasil, Cabo Verde, Guiné-Bissau, Moçambique, Portugal, São Tome e Príncipe e Timor-Leste, em particular o papel que Portugal nela assume atualmente, na sua qualidade histórica de antiga potência colonizadora, é assunto que vem despertando interesse e aceso debate tanto no seio da própria Comunidade como fora dela, dividindo diferentes correntes de opinião. O presente trabalho de dissertação para o Mestrado em Direito e Segurança, procura responder as seguintes questões relativas ao assunto em estudo: em face das divergências dominantes acerca das reais vantagens recíprocas de cooperação entre os oito Estados-membros da CPLP, qual é, concretamente, o Papel de Portugal nesta Comunidade, com destaque para o setor da Segurança e Defesa? Brasil e Angola, duas potências económicas emergentes, podem desempenhar algum papel relevante na implementação de certos projetos estratégicos da Comunidade? Como devem ser resolvidos os problemas que opõem os Estados-membros em cada fase da sua evolução? Quais as possíveis soluções duradouras do problema crónico da situação de instabilidade político-militar da Guiné-Bissau? Qual é a forma comum, sustentável, de garantir a segurança e defesa dos seus Estados-membros, tendo em consideração que as organizações regionais onde os mesmos se encontram inseridos desempenham um papel ativo nesta matéria? Em face da existência de abundantes recursos naturais dentro da Comunidade, designadamente do petróleo e, mais recentemente, a descoberta de gás natural, mais carvão mineral em grandes quantidades industriais, ambos os casos em Moçambique, como cada Estado-membro deve explorar os seus recursos em benefício equitativo do seu povo, em particular e, em geral, da CPLP, por forma a que esta se afirme no plano internacional? Como combater a fome que afeta vinte e oito milhões de habitantes da CPLP? Em face da multiplicidade de necessidades a satisfazer e dos inúmeros projetos de desenvolvimento económico e social traçados para a Comunidade, quais as prioridades a atender, tendo em atenção a escassez de recursos?

Presentan los resultados del trabajo del panel siguiendo la secuencia establecida en los términos de referencia: estimar el estatus del stock de la merluza peruana, Proveer proyecciones del rendimiento y desarrollo del stock, bajo un escenario pesquero apropiado para el stock de la merluza peruana, comentar sobre medidas administrativas apropiadas de corto y mediano plazo, para la merluza peruana.

Evalua los resultados del trabajo del Panel de acuerdo con los términos de referencia: actualizar la evaluación y estimar el estatus del stock de la merluza peruana, evaluar el stock desovante y la ojiva de madurez, proponer una cuota para el año 2004, revisar los datos de los cruceros para determinar si existe merluza fuera del área geográfica muestreada, proveer proyecciones del rendimiento y desarrollo del stock bajo esquemas pesqueros apropiados para la merluza peruana.

Estudia la información sobre los procesos biológicos de la anchoveta y su dinámica poblacional frente a la variabilidad ambiental, en el marco de un enfoque ecosistémico, que permita caracterizar el rol actual de la anchoveta en el Ecosistema de Afloramiento frente al Perú, proporcionando mayores elementos para el desarrollo sustentable de su pesquería.
