Kossuth County is located in North Central Iowa bordering on the State of Minnesota. It is the largest county in Iowa consisting of 28 congressional townships. The population of the county is 23,000 of which 11,000 people live in the rural area. There are 13 towns located in the county with the county seat, Algona, being the largest with a population of 6,100. Major industry of the area is grain farming with some beef and hog production. Naturally, where there is good grain farm land it follows that there is poor soil available for road construction and pavements. However, below the 3 to 4 feet of good farm land of Kossuth there is present a good grade of clay soil which does make an adequate base for surfacing when placed and compacted on top of the roadbed. As early as 1950, the then Kossuth County Engineer, H.M. Smith, embarked on a program of stage construction in building new grades and pavements. The goal of his program was primarily to conserve the county's rapidly dwindling supply of surfacing materials, and also, to realize the side effects of providing smooth and dustless roads for the public. Engineer Smith was fully aware of the poor soils that existed for road construction, but he also knew about the good clay that lay below the farm soil. Consequently, in his grading program he insisted that road ditches be dug deep enough to allow the good clay soil to be compacted on top of the roadbed. The presence of the compacted clay on top of the road resulted in a briding affect over the farm soil. The stage construction program satisfied the objectives of aggregate construction and dust control but did generate other problems which we are now trying to solve as economically as possible.

Includes discussion and findings by a key note speaker at Natural Resources Task Force Workshop on trends to do with Iowa's natural resources such as urban and rural development on agricultural land, cultivation, farm ownership, air quality, disposing of solid waste and the recreational needs and the possibility of creating new agencies to deal with natural resources planning and regulation.

T his report presents population estimates for July 1, 1972 and provisional estimates for July 1, 1973, for counties and metropolitan areas prepared under the auspices of the Federal State Cooperative Program for Local Population Estimates. The objective of this program. is the development and publication of State - prepared estimates of the population of counties using uniform procedures largely standardized for data input and methodology. The methods used have been mutually agreed upon by the individual States and the Bureau of the Census on the basis of a test of methods against the 1970 census. For a more detailed description of the program.

We developed a semiquantitative job exposure matrix (JEM) for workers exposed to polychlorinated biphenyls (PCBs) at a capacitor manufacturing plant from 1946 to 1977. In a recently updated mortality study, mortality of prostate and stomach cancer increased with increasing levels of cumulative exposure estimated with this JEM (trend p values = 0.003 and 0.04, respectively). Capacitor manufacturing began with winding bales of foil and paper film, which were placed in a metal capacitor box (pre-assembly), and placed in a vacuum chamber for flood-filling (impregnation) with dielectric fluid (PCBs). Capacitors dripping with PCB residues were then transported to sealing stations where ports were soldered shut before degreasing, leak testing, and painting. Using a systematic approach, all 509 unique jobs identified in the work histories were rated by predetermined process- and plant-specific exposure determinants; then categorized based on the jobs' similarities (combination of exposure determinants) into 35 job exposure categories. The job exposure categories were ranked followed by a qualitative PCB exposure rating (baseline, low, medium, and high) for inhalation and dermal intensity. Category differences in other chemical exposures (solvents, etc.) prevented further combining of categories. The mean of all available PCB concentrations (1975 and 1977) for jobs within each intensity rating was regarded as a representative value for that intensity level. Inhalation (in microgram per cubic milligram) and dermal (unitless) exposures were regarded as equally important. Intensity was frequency adjusted for jobs with continuous or intermittent PCB exposures. Era-modifying factors were applied to the earlier time periods (1946-1974) because exposures were considered to have been greater than in later eras (1975-1977). Such interpolations, extrapolations, and modifying factors may introduce non-differential misclassification; however, we do believe our rigorous method minimized misclassification, as shown by the significant exposure-response trends in the epidemiologic analysis.

The three miles of fibrous concrete resurfacing in Greene County, Iowa were placed in September and early October, 1973. It was recognized in advance that cracking and other performance characteristics of the fibrous concrete sections and of the control sections would be major factors in the evaluation of the project. A low level aerial survey was made of the old pavement. During construction of the resurfacing, the aerial survey was checked to insure that cracks in the old pavement were referenced to the 100 ft. station marks placed in the resurfacing. Crack surveys have been conducted on dates indicated below. Additional cracks found at each subsequent survey are shown in a color matching the date notation. April, 1974 November, 1974 October, 1975 October, 1976

The three miles of fibrous concrete resurfacing in Greene County, Iowa were placed in September and early October, 1973. It was recognized in advance that cracking and other performance characteristics of the fibrous concrete sections and of the central sections would be major factors in the evaluation of the project. A low level aerial survey was made of the old pavement. During construction of the resurfacing, the aerial survey was checked to insure that cracks in the old pavement were referenced to the 100 ft. station marks placed in the resurfacing. The crack survey recorded herein was made in March and April, 1974. Those cracks in the resurfacing that are reflections of cracks in the underlying slab are identified by /\ marks. Observations (not detailed crack surveys) made in June, 1974 indicate that further cracking of the resurfacing has occurred since this report was prepared. In particular, there appears to be same additional longitudinal cracking over the widening joints.
